Two cadres of the Communist Party of India-Maoist (CPI-Maoist), including a top leader who was carrying a bounty of INR one million on his head, surrendered before Security Forces (SFs) in Ranchi District of Jharkhand on March 1, reports The Print. “Zonal commander of the banned CPI (Maoist) Suresh Singh Munda, who was carrying a bounty of Rs 10 lakh [one million] on his head, and area commander Lodro Lohra alias Subhash surrendered. They will get aid under the state’s surrender and rehabilitation policy,” Inspector General of Police (IGP), Operations, Amol V Homkar said. Munda, who was active in the outfit for the last 25 years, was wanted in 67 cases in Ranchi, Khunti, Chaibasa and Seraikela Kharsawan districts, while Lohra was carrying a reward of INR 200,000 on his head and booked in 54 cases, the IGP said.

Kawasi, a resident Kodopal under Katekalyan Police Station, carrying a reward of INR 300,000 on his head by the Chhattisgarh Government is a member of Platoon ‘Commander’ 31, Darba Division. Following the encounter, Police recovered a pistol, five kilograms Improvised Explosive Device (IED), books, Maoist uniform, wires, items of daily use and other materials from the encounter site.

Three cadres of the Tritiya Sammelan Prastuti Committee (TSPC/TPC), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), were arrested following an encounter between the Naxalites [Left Wing Extremists, LWEs] and Police during a search operation jointly carried out by the District Armed Police and the Central Reserve Police Force (CRPF) in a forest near Turkun village in Palamu District of Jharkhand on March 1, reports prabhasakshi.com. Superintendent of Police (SP), Chandan Kumar Sinha told reporters that weapons were also recovered from the spot after the encounter. Bangles were also recovered from the spot which indicated that women cadre were also present there. The identities of the arrested LWEs are yet to be ascertained.

In a setback to the National Investigation Agency (NIA), the Chhattisgarh High Court on March 2 dismissed the probe agency’s appeal to quash or transfer the second First Information Report (FIR) registered in connection with the 2013 Maoist attack in Jheeram valley that had killed 29 persons, including several senior Congress leaders, reports The Indian Express. The FIR in question was filed by slain Congress leader Uday Mudliar’s son Jitendra Mudliar in 2020. A division bench of justices RCS Samant and Arvind Chandel passed the order, clearing way for the State Police to carry on with the investigation into the alleged conspiracy behind the attack. The central probe agency had moved the High Court after a special NIA court in Jagdalpur had rejected its plea. Reportedly, on May 25, 2013, Maoists ambushed and killed 29 persons, including senior leaders Nand Kumar Patel, Vidya Charan Shukla and Mahendra Karma, during a poll campaigning tour in Bastar. The Congress had alleged “a bigger political conspiracy” behind the attack, demanding an independent inquiry. The case was transferred to the NIA the same year and the Congress party termed the agency’s 2016 probe report “more of a cover-up than an investigation”.

On March 2, two United Liberation Front of Asom-Independent (ULFA-I) militants were arrested from the deep woods of Nampong in Changlang District of Arunachal Pradesh, reports Northeast Today. During a search operation, the two militants identified as Jagaran Axom and Dhoni Axom ‘surrendered to security authorities after feeling the heat’. Arms and ammunition including two MQ 81 assault rifles, few magazines, several rounds of live ammunition, bullet-proof jackets and some personal belongings were recovered the duo arrestee.

The Gaya district administration has initiated a slew of measures for strengthening the Security Forces (SFs) to curb Communist Party of India-Maoist (CPI-Maoist) activities as well as providing basic amenities and livelihood opportunities to locals in the hinterlands, reports The Times of India on March 3. A big conference hall would soon come up at the Gaya Police Lines for holding strategic meetings to curb Maoist activities in and around the district, including neighbouring Aurangabad. An administrative sanction for construction of the same has recently been accorded under the special central assistance scheme. Besides, nod has been given for development of 11 heath centres in Sherghati sub-division to provide basic health facilities to locals. There is special focus under special central assistance scheme on building supplementary infrastructure for paramilitary forces, health infrastructure in remote villages besides, development of facilities for the common people in health, education, agriculture and other sectors with employment and income generation opportunities. Gaya District Magistrate (DM) Thiyagarajan SM said, “Infrastructure has to be developed at the SSB (Sashastra Seema Bal) camp at Gurpa, CRPF (Central Reserve Police Force) camp at Salaiya and the camps of paramilitary forces in Sherghati sub-division. Apart from strengthening the paramilitary forces with additional facilities at the camps, administrative sanction has been accorded for construction of a big conference hall at police lines here. A plan has been prepared to curb Maoist activities in and around Gaya district. Strategy to curb Maoist activities in and around Gaya and neighbouring Aurangabad districts falling on bordering areas of Bihar and Jharkhand would be discussed at the meetings held in the conference hall.”

The National Investigation Agency (NIA), on March 4, filed a chargesheet against five suspected Khalistani operatives, identified as Harmesh Singh, Darvesh Singh, Gurmukh Singh, Gagandeep Singh and Lakhbir Singh Rode — all residents of Punjab, in a case of arms and narcotics smuggling from across the border via drones, reports The Indian Express. “Investigation has revealed that the charge sheeted accused persons had smuggled illegal consignments of arms, ammunition, explosives and narcotics from across the India-Pakistan border to carry out terror activities in India,” the NIA said in a statement. According to the NIA, these illegal consignments were sent by the absconding accused Lakhbir Singh Rode, ‘chief’ of International Sikh Youth Federation (ISYF), and his associates from Pakistan via drones. “These consignments were received by co-accused and further discreetly passed on to other accused persons involved in the conspiracy to carry out subversive activities in India. Incriminating evidences have been found against all the charge sheeted accused persons,” the NIA statement said. The case was initially registered at Mamdot Police Station limits in Ferozepur District of Punjab on August 8, 2021. The NIA took over the case in November 2021.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Ramdular Yadav, allegedly active in extorting contractors and businessmen and involved in expanding the Maoist-base, was arrested by a joint team of Police and Sashastra Seema Bal (SSB) from the hilly forest areas of Kaimur plateau in Rohtas District of Bihar on March 4, reports Hindustan Times. Yadav, a resident of Banda village under Nauhatta Police Station had been active for a decade and was raising funds and recruiting cadres to strengthen the extremist organisation on the plateau, Superintendent of Police (SP), Ashish Bharti said. On a tip off that Yadav was to come to the market, the Police and SSB cordoned off the area and launched a search. The Maoist was arrested when he was trying to escape after seeing the forces. Guwahati Police Commissioner Harmeet Singh said. "He is a big catch for Guwahati Police. We got information about his movements in December and he slipped through two-three operations earlier. The Communist Party of India-Maoist (CPI-Maoist) has called for a bandh (general shutdown strike) on March 10 in select areas of Jharkhand and Bihar to draw the attention of the people towards the “fascist behaviour” of the governments, reports The Times of India on March 8. The outfit also asked people to take lessons from the Russian aggression of Ukraine and described it as a fallout of the growing power of the “capitalist, fascist rulers”. It also drew a parallel between the Ukraine crisis and the Police action against the Maoists in the country. The bandh was called by the outfit’s Bihar- Jharkhand-North Chhattisgarh-Uttar Pradesh Simant Regional Committee (BJNCUPSRC) in Magadh division of Bihar, north and south Chhotanagpur divisions and Palamu division of Jharkhand. In a release, BJNCUPSRC ‘spokesperson’ Manas said, “Earlier, Ukraine was part of the socialist republic founded by great communist leaders — comrade Stalin and Lenin but with the growing power of imperialist and capitalist regimes, the republic disintegrated. Today, imperialist Russia is unable to accept Ukraine’s independent status and is trying to retake it its colony.” The statement also warned the people that a similar danger lurks in the country.

Mehta, accused of blowing up the building of a government school in Sondaha village under Banke Bazar Police Station and a member of the ‘Central Core Committee’ of CPI-Maoist. Senior Superintendent of Police (SSP), Harpreet Kaur said that in the year 2007, the Police had arrested Mehta and he was in jail for 11 consecutive years till 2018. After leaving the jail, in the year 2019 and 2020, he organized Naxalite [Left Wing Extremist, LWE] activities by staying in Chhakarbandha area of Gaya. The armed Maoists, a gang of six, were spotted in Seethapara tribal settlement and they demanded food items from the locals. The armed Maoists were seen near the river bank at around 7:30 PM [IST]. The gang asked the residents who came to bathe to purchase rice for them. However, the residents informed that they cannot get it. Then the Maoists demanded the residents to get rice from their own houses. They held two people under captive and sent the others. After the two residents brought rice, the Maoists left the place. Earlier on March 8, armed Maoists reached the Pushupagiri region and entered three houses to seize food staples. There were four women and two men in the gang. From the three houses, the gang took items like rice, coconut and bakery products. Interestingly, from one house, they even had tea and charged the mobile phone. From another house, they seized soap and nails. It is suspected that the Maoists spotted from two different places was from the same gang.

He further said, "Hemla was involved in three incidents of violence and was carrying a reward of Rs 8 lakh., His wife Anita has taken part in five incidents of Maoist violence and the bounty on her head was Rs 5 lakh. A decade after the Bijapur encounter in Chhattisgarh, an official report, tabled in the State assembly on March 14, has revealed that the eight tribal villagers killed in the operation at Edesmetta village under Jagargunda Police Station limits in Bijapur District the intervening night of 17 and 18 May 2013 were not “Maoists” [Communist Party of India-Maoist (CPI-Maoist)], reports news18.com. A judicial probe report, which was tabled by Chief Minister Bhupesh Baghel, said the security forces had opened fire on tribal people celebrating Pandum festival in panic. According to the report, the Security Forces passing through Edesmetta village in Bijapur district on the intervening night of May 17 and 18, 2013, had spotted a gathering and suspected that they were Maoists. Soon after the force members took position and opened fire on the crowd. The judicial probe had found that there was no aggression from the tribals as there was no evidence that they opened fire. The probe had categorically mentioned that the firing did not take place in self-defence. The enquiry commission had deduced that the firing took place in nervousness and was a direct result of mistaken identity from the side of security forces. A proper training, modern communication gadgets and state of art equipment could have averted the incident.

Special Judge (NIA Act) Vinod Kumar Dewangan passed the order on March 14. Besides Sori, the court also acquitted her activist nephew Lingaram Kodopi, construction contractor B.K. Lala and then Essar company official D.V.C.S. Verma, citing that the prosecution has failed to prove the charges against the accused. Therefore, in the absence of corroborative evidence, the accused are acquitted, the court said in a 76-page order. Sori and Kodopi were arrested on charges of acting as Communist Party of India-Maoist (CPI-Maoist) conduits and allegedly receiving "protection money" for the rebels from the Essar company. They were booked under the Indian Penal Code (IPC) sections 124 (A) (sedition), 121 (waging or attempting to wage war against government) and 120-B (criminal conspiracy) and the Unlawful Activities Prevention Act (UAPA) and the Chhattisgarh Special Public Security Act.

The Minister of State Home Affairs (MoSHA) said the Central Government has been supplementing the efforts of States as envisaged in the 'National Policy and Action Plan (NPAP) to address Left Wing Extremism', which was launched in 2015. He said the steadfast implementation of the NPAP policy has resulted in consistent decline in violence and constriction of its geographical spread of the Communist Party of India-Maoist (CPI-Maoist). "The incidents of LWE violence have reduced by 77 per cent from an all-time high of 2,258 in 2009 to 509 in 2021. Similarly, resultant deaths — civilians and security personnel — have reduced by 85 per cent from all-time high of 1,005 in 2010 to 147 in 2021," Union Minister Rai said.

Sukma, Superintendent of Police (SP), Sunil Sharma, identified the six surrendered Maoists as Kartam Kosa, Sodi Lakhma, Kawasi Deva, Kawasi Manga, Padam Somdu and Mandvi Ganga, all lower rungs functionaries of the CPI-Maoist. The SP informed, “They have laid down arms citing disappointment with the Maoist ideology and also due to our campaign called Puna Narkom (which means new dawn in the local Gondi dialect). Ganga has cases under IPC [Indian Penal Code] and Arms Act provisions, while others have also taken part in incidents of violence.”

The Union Government on March 15 said that 62 Security Force (SF) personnel lost their lives and 106 were injured in terrorist violence, including encounters during infiltration, in Jammu and Kashmir (J&K) in 2020, while 42 SF personnel were killed and 117 injured in such incidents in 2021, reports Daily Excelsior. As many as 176 attempts were made to infiltrate into J&K from across the border in the last two years in which 31 terrorists were killed, Union Minister of State for Home Nityanand Rai said in Lok Sabha (Lower House of Parliament). Rai said the attempts of terrorist infiltration from across the border are mainly in Jammu and Kashmir which has been affected by terrorist violence, sponsored and supported from across the border. According the available information, there were 99 attempts of infiltration in 2020 and 77 in 2021 while 19 terrorists were killed in such infiltration attempts in 2020 and 12 terrorists were killed in 2021 and one was arrested, he said replying to a written question.

Lack of road connectivity remains a “serious” challenge for Security Forces (SFs) who are moving deeper into Communist Party of India-Maoist (CPI-Maoist)-dominated areas of Chhattisgarh to set up new camps every year, Central Reserve Police Force (CRPF) Director General (DG), Kuldiep Singh, said on March 17, reports The Indian Express. He said the force has set up 20 Forward Operating Bases (FOBs) deep inside the State’s forests but over 330 kilometres of roads in the Sukma-Bijapur-Dantewada region are pending completion for almost 12 years. “The issue of roads (in the core Naxal [Left Wing Extremism, LWE] zone) is a serious one. Our camps are increasing by the day, deeper in Maoist areas. But we don’t have roads connecting them. There are projects stuck since 2007-08,” he said. According to CRPF data, 58 FOBs have been set up by the CRPF in zones affected by Left Wing Extremism (LWE) since 2020. Of these, 35 have been set up in the past one year alone, mostly in Chhattisgarh where Maoists continue to hold sway in parts of South Bastar. At the same time, the data show, only 50 per cent work has been completed on the 331 kilometres of roads in the Sukma-Bijapur-Dantewada region that was sanctioned by the Government in 2010. In 2012, two more road projects — Konta-Gollapalli (44 kilometres) and Bheji-Chintagufa (65 kilometres) — were sanctioned for Sukma, but only six kilometres of these have been constructed. Similarly, work on an eight-kilometres road project in Sukma sanctioned in 2015 is still in the initial stage. SFs have been pushing for good roads in core Maoist areas for them to launch quicker operations and prevent Improvised Explosive Device (IED) attacks. “There are multiple difficulties in this, the threat from Maoists is one,” Singh said. In 2017, 12 CRPF personnel were killed in a Maoist ambush while on security duty for a road being constructed at Bheji in Sukma, followed by another ambush more than a month later in Burkapal where 25 CRPF personnel were killed. Over the past year, the CRPF engaged in multiple encounters with Maoists in LWE areas where 19 Maoists and 10 CRPF men were killed.

The Kerala High Court on March 17 quashed the charges slapped under the Unlawful Activities Prevention Act (UAPA) and under section 124A (sedition) of the Indian Penal Code (IPC) against Communist Party of India-Maoist (CPI-Maoist) leader Roopesh in three cases registered in Kuttiadi and Valayam Police Stations in Kozhikode District of Kerala, reports The New Indian Express. A Division Bench comprising Justice K Vinod Chandran and Justice C Jayachandran issued the order while allowing the petition filed by Roopesh seeking to quash the cases. The authority headed by a retired high court judge had recommended charging the section against the petition based on the letter of the home department on February 7, 2018. The sanction of the State Government in the first two crimes was on June 6, 2018, and in the other crime on April 7, 2018; both delayed. In the UAPA and the Rules framed thereunder, a specific time of seven days is provided. The Authority has to make a recommendation, after which the appropriate Government also has to issue a sanction within another seven days from the receipt of the recommendation, argued the petitioner. "Amidst the raging controversy as to the retention of offence of sedition in the IPC; which the naysayers categorise as a relic of the colonial past; a symbol of British hegemony and the votaries support in the wake of rising anti-national feelings under the cloak of liberal thought, the Government sat over a sanction for six months, violating the time frame prescribed in the rules," observed the Bench. The Bench held that the sanction under the UAPA granted after six months from the date of receipt of the recommendation of the authority is not a valid sanction. "We find the sanction order of the UAPA to be not brought out in time, as statutorily mandated and bereft of any application of mind; both vitiating the cognizance was taken by the Special Court," observed the court.

There has been a sharp decline in the infiltration of foreign terrorists as well as in stone-pelting incidents in Jammu and Kashmir (J&K) since the abrogation of Article 370 from the erstwhile State, Director General of Central Reserve Police Force (CRPF) Kuldiep Singh said on March 17, reports Daily Excelsior. However, noting the targeted killings in Jammu and Kashmir, the officer said, “Some time there is a spurt in terrorist incidents” and the recent killing in “periodic series” are among those, and “it occurs”. Replying to queries during a press briefing here at the CRPF Headquarters, Singh said, “CRPF immediately try to control terrorist incidents in Jammu and Kashmir soon after it gets inputs. These incidents are not totally controlled by internal terrorist people who are there. On many occasions, it is controlled by those sitting across the border and it is directed whom to be targeted or not.” CRPF DG Kuldiep Singh informed that the CRPF has neutralized 175 terrorists in Jammu and Kashmir and apprehended 183 from March 1, 2021, to March 16, 2022. Meanwhile, the CRPF has recovered 253 arms from Jammu and Kashmir and seized 7,541 ammunitions as well as 96.38 kilogrammes explosives, 23 Improvised Explosive Device (IED), 232 grenades, and 36 detonators from the Union Territory, Singh said. Further, he informed that as many as 91 encounters have taken place from March 1, 2021, to March 16 this year.

The blast took place in an automobile workshop where a pickup truck carrying detonators was under repair. Lalhmangaihzuala, the owner of the workshop, Lalmawikima, his helper and Lalthafamkima, the owner of the pickup truck was killed in blast. Though initially the explosion was believed to be a cylinder blast, however, on-site investigations led to recovery of 900 pieces of detonators and another electronic detonator behind the driver’s seat. According to investigations, the remnants of the detonator PENT (pentaerythritol tetranitrate) found in the blast is suspected to have Myanmar linkages. Several detonators not yet exploded in commercial quantity along with some Burma currency, a small quantity of Myanmar currency was recovered from the site.

Officials said Pakistan had been desperate for long to get itself out of the grey list of the Financial Action Task Force (FATF) and this change in tactics should be seen in this backdrop. From its earlier policy of “bleed India thousand times” by directly sending trained terrorists and engage the forces in an indirect war, the Pakistan’s external spy agency, ISI, has changed its approach to launch into a low-intensity conflict by using “religious fault lines” and radicalise youth by instilling in them a sense of deprivation, officials said. In its bid get itself out of the FATF grey list, which Pakistan has been trying since 2016, the ISI began creating multiple shadow terror groups like The Resistance Front (TRF), Kashmir Tigers (KT), The People’s Anti-Fascist Force (PAFF) and Kashmir Janbaz Force (KJF). Minister of State for Defence Ajay Bhatt, replying to a question in Rajya Sabha (Upper house of the Parliament), said the Army has been keeping a strong vigil on the situation and it remains prepared to thwart any threat from “inimical elements”. Aimed at reducing tensions, the Indian and Pakistani armies on February 25 last year announced that they would cease firing across the LoC while recommitting themselves to a 2003 ceasefire agreement. Without mentioning Pakistan, the Minister said Indian security forces deployed along the western borders are “adequately poised to respond to any challenge posed by adversary across the entire conflict”. Referring to the international border (IB) with Pakistan, Bhatt said there are indications of an “emerging narco-terror nexus sponsored by inimical elements across the border”. He further said, “The situation along Line of Control (LoC) remains stable post the Directorate General of Military Operations (DGMOs) understanding of February 2021.” The minister said both armies have exercised restraint in the interest of maintaining peace along the LoC.

This (targeted killings) challenge is always there until there is presence of gun, militants and involvement of Pakistan,” Singh told reporters on the sidelines of a function in Jammu District. “Militants and their mentors are present everywhere. A Police spokesman said that it has solved a grenade attack case (FIR number 22/2022 of PS Zainapora) and arrested accused persons involved in the case, besides recovered incriminating materials including arms and ammunition. During investigation of a grenade attack case (FIR number 22/2022 of PS Zainapora), Shopian Police based on reliable sources picked up one suspect identified as Fazil-bin-Rashid, son of Abdul Rashid Alai of Melhura. During questioning, he disclosed that he was working with one active militant namely Basit Ahmed of [Lashkar-e-Toiba] LeT’s, The Resistance Front (TRF) of Frisal Kulgam and on his instructions, he threw a grenade on 19th of March 2022 at Babapora camp (D-Coy of CRPF 178 Bn), in which one CRPF Jawan namely Amit Kumar got injured. Police said that he further disclosed that he lobbed the grenade as a task given by the said militant in order to join militancy. It added that during further questioning, he disclosed the name of another accused person as Qaiser Zahoor Khan, son of Zahoor Ahmed Khan of Nowpora Safakadal, Srinagar. “On the disclosure of accused Qaiser Zahoor Khan, incriminating materials, arms & ammunition including three Chinese pistols, six magazines, four grenades and 30 rounds have been recovered,” the statement said.

In the release, NSCN said, “It is hereby rectified that the two men shot dead by the Indian security forces at Kolagaon in Tirap district, Arunachal Pradesh on the 20th March, 2022 are Corporal Khunnyak Bangsia of NSCN and a civilian Mr. Raato Kakho of Kolagaon and not as rendered in the previous Press Statement dated the 22nd March, 2022 which stated that two (2) NSCN members were killed. One was an NSCN member and the other one was a civilian.” Earlier, South Asia Terrorism Portal (SATP) reported on March 20, two militants belonging to National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) were killed and another one was injured in an encounter at Old Kolagaon area near Khonsa in Tirap District of Arunachal Pradesh. Following this incident, the locals had insisted that Retto Kakho, one of the persons killed, and Pakngam Lowang, the injured person, were civilians and had no association with the banned outfit. Acting on inputs that suggested Murgi Bodra alias Vishwanath alias Dore, a ‘section commander’ of the CPI-Maoist, was conducting a recce in Nakti Bazar area, Superintendent of Police (SP), Ajay Linda formed a team of officers to carry out of a raid and arrested the leader. Bodra was subsequently arrested by the security personnel, and a pistol, live ammunition and a tablet were seized from his possession, the SP said. The Maoist leader’s interrogation led to the recovery of six Improvised Explosive Devices (IEDs) in Halmad and Rogto forest area. Bodra, who joined the outfit in 2012, was wanted in several cases of crime, including ‘levy’ (extortion money) collection, murder and encounter, the officer said, adding that he was also involved in planting landmines in Gudri forest to target security personnel.

Inspector General of Police (IGP), Vijay Kumar, said in Srinagar that this evening during a naka (Police check post) checking at Bemina Chowk, one Over Ground Worker (OGW) Zubair Sheikh of Elahi Bagh Soura was intercepted by Police party and on his search one hand grenade was recovered from his possession. IGP, Kumar said that the accused was arrested on the spot and a case (FIR no 15/2022 under Sections 7/25 of Indian Arms Act and section 13 of UAPA) was registered at Bemina Police Station and investigation was taken up. The accused was put to sustained examination and during questioning he revealed that he had received this grenade from another OGW Shamim Ahmed Chilloo son of Abdul Kareem Chilloo of Tankipora Shaheed Gunj. This accused confessed that he had received a consignment of four hand grenades and handed over one grenade each to Amir Rehman Dar of Tengpura Bypass, Shahid Ahmed Mir of Dangerpora Nowgam and one to Zubair Sheikh. Later raids were conducted on these locations and three OGWs were also arrested and on their instances three more hand grenades were also recovered. “During course of investigation, it came out that the arrested accused were working on directions of the militants of LeT [Lashkar-e-Taiba],” IGP, Kumar added.

The DGP said that the number of militants and militancy related activities have started falling over the past couple of years, “But that doesn’t mean militancy is over. Militancy is still alive but the situation has indeed changed,” he added. DGP, Singh said that as long as guns and grenades are available with the youth, innocent lives will continue to fall. He said that even a single grenade can injure several people and a single weapon can kill and threaten people. “This is why we are taking action and we are at it to destroy their support system and OGWs [Over Ground Workers] who are giving them backup”, he added. The DGP further said, “I urge youth to surrender who are carrying pistols, guns and grenades in their hands due to provocations by Pakistan and are killing innocents. The process has been started from Srinagar District of Jammu and Kashmir (J&K). “Process has started for attachment of some immovable properties which have been used for the purpose of militancy as per Section 2(g) & 25 of ULP Act. Don’t give shelter or harbour militants / associates. Legal action will be supplemented by property attachments as per law,” tweeted Srinagar Police. Senior Superintendent of Police (SSP), Rakesh Balwal said that houses where encounters took place, houses where militants took shelter and planned attacks on SFs and civilians will be attached. So far in 2020-21, over a dozen such houses have been identified in downtown, Pantha Chowk, Soura, Batamaloo, Nowgam and Harwan.

Addressing the State Assembly, the Governor said Left Wing Extremism (LWE) was dealt with firmly during the last five years. The number of LWE affected Districts now stands at 10 from 21, due to the proactive response of the State Government and the Security Forces (SFs). The turnaround in the situation in ‘Swabhiman Anchal’ (earlier known as cut-off area) of Malkangiri District, which once was a Maoist bastion, has been the most redeeming feature in the success achieved in the anti-LWE front in the State. Stating that the overall law and order situation has remained by and large peaceful in the State in 2021, Lal said that communal tension, agitations by different labour and service organisations and students’ unrest, if any, were contained through the process of dialogue and Police alertness. The State Government is placing much needed emphasis on human resources requirements of the State Police, he said, adding that 4,205 posts in different ranks have been created to augment the capacity of the State Police during the last five years. Similarly, 29 Police Stations, five outposts and one town outpost have been created during the period, he pointed out.

Eastern Regional Bureau (ERB) Communist Party of India-Maoist (CPI-Maoist) ‘spokesperson’ Sanket issued a press release on March 28 saying that this bandh has been announced in protest against the arrest of ‘Central Committee (CC)’ and ERB member comrade Arun Kumar Bhattacharya alias Kanchan. According to the release, the ‘CC’ and ERB member comrade Arun Kumar Bhattacharya is being subjected to mental torture in the name of custodial interrogation. The Naxalites fired indiscriminately, in which Amarjit’s wife Neha Neeti Kujur and three-year-old daughter Ananya Kujur were shot dead on the spot. At the same time, Amarjit saved his life by running away after being shot, along with his five-year-old son Anuj Oraon, who has suffered injuries on his face and other parts of the body. Amarjit, a former JJMP cadre, was going home on his bike with the family, when the suspected Naxalites attacked. Amarjit was injured in the attack while his wife and a daughter were killed. Amarjit was at his house after being injured, when he was arrested by the Police, and weapons including AK-56 rifles, bullets have been found from him, Superintendent of Police (SP), Ehtesham Waqrib, said. In the month of October 2021, Amarjit, along with his companions, had killed JJMP's ‘platoon commander’ Sukar Oraon and fled. He ran away with weapons and money. Since then, the militants of JJMP were searching to kill him. Amarjit’s house was also destroyed by the JJMP three months ago. However, JJMP ‘spokesperson’ Karmaveer issued a press release and vehemently denied attacking Amarjit and his family. Karmaveer has said that our organization has no hand in this attack and some people are taking the name of JJMP organization to defame it.

Former Jadavpur University student and a suspected Communist Party of India-Maoist (CPI-Maoist) leader identified as Joyeeta Das was arrested from Jagulia village under Barasat I Block - 1 in Barasat Sadar subdivision in North 24 Parganas District of West Bengal on March 29, by the Special Task Force (STF), on charges of waging a war against the State, reports The Telegraph. Das, who had been associated with the Nandigram movement as a member of the Matangini Mahila Samity (MMS), a non-profit organisation, was arrested from Jagulia in Barasat after her name allegedly cropped up during interrogation of two persons involved in suspected Maoist activities at Nawada in Murshidabad District on March 24, the Police said. Das had been arrested earlier in 2013 and charged under the Unlawful Activities Prevention Act (UAPA). The Police said the case for which Das had been arrested dates back to an incident when documents and leaflets related to the banned outfit, were found in the Maidan area in Calcutta. Two persons named Hasibur Sheikh of Nawada and Pratik Bhowmik of Dhantala in Nadia were arrested recently in connection with that case, interrogating whom, Das’s name had emerged, an officer said. The court has remanded her in custody till April 8, and interrogation is going on to get more information.

Letchumanan Mary Franciska, Kenniston Fernando, K. Baskaran, Johnson Samuvel, G. Dharmendran and E. Mohan were cited as accused. The case was registered in 2021 by Q Branch CID Chennai and later taken over by the NIA on January 18. It pertains to a criminal conspiracy to revive the LTTE by committing forgery for cheating, besides using forged documents to divert funds, lodged in dormant accounts, to commit unlawful and terror activities. During investigation, it was found that Letchumanan Mary Franciska, Kenniston Fernando and Baskaran entered into a conspiracy with foreign entities to siphon off deposits in dormant bank accounts through Indian identity documents, obtained by forging, to revive, revamp and regroup LTTE in India and Sri Lanka. They were abetted by Johnson Samuvel, Dharmendran and Mohan in forging the documents, the charge sheet said.

Jammu and Kashmir (J&K) administration, on March 30, sacked Police constable Tawseef Ahmed Mir, who has been accused of actively working for Hizb-ul-Mujahideen (HM) and trying to kill two of his colleagues, and four more employees for alleged links with terror groups, reports Daily Excelsior. The Union Territory administration terminated the services of the employees following a recommendation of a designated committee constituted under Article 311 (2) (c) of the Constitution that allows dismissal without an inquiry in the interest of the security of the State. Under this provision, the sacked employees can only approach the High Court with their plea. The committee comprising officials from Police and State Home Department was constituted to identify and weed out Government employees who have terror links and are working as Over Ground Workers (OGW) for such outfits. According to the official order, it has been learnt that Mir’s father was a terrorist of the Al-Jihad outfit and he was killed during an encounter in 1997. Mir subsequently joined the Police force but covertly started working for terror outfit HM and over the years he became close to several of its terror commanders. He allegedly provided logistics to five terrorists in Shopian District of J&K and in June 2017, he along with terror associates tried to kill a Special Police Officer (SPO). He also allegedly tried to kill a Police constable in Shopian. Later on, he is alleged to have begun recruiting youths for the terror outfit and when his activities became known, a First Information report (FIR) under the Public Safety Act (PSA) was filed against Tawseef at Shopian Police Station. Although he was suspended from the service in July 2017, he was not dismissed. Considering him as a grave threat to national security, the Government has decided to terminate him from service, the order said. Others who faced action are constable Shahid Hussain Rather, Gulam Hassan Parray (computer operator), Arshad Ahmed Dass (teacher) and Sharafat Ali Khan (orderly), it said. Parray was an active member of the banned Jamat-e-Islami (JeI).

Two local militants of The Resistance Front (TRF), a shadow outfit of Lashkar-e-Toiba (LeT), were killed in an encounter with Police and Central Reserve Police Force (CRPF) in Rainawari area in Srinagar, the capital of Jammu and Kashmir (J&K), in the wee hours of March 30 (today), reports The Times of India. Inspector General of Police (IGP), Kashmir zone, Vijay Kumar said, both militants, whose identities are yet to be ascertained, were involved in several recent terror crimes, including civilian killings. The Union Home Ministry (UMHA) has considerably reduced the ‘disturbed areas’ under the Armed Forces (Special) Powers Act (AFSPA) in Assam, Manipur and Nagaland, reports Northeast Now on April 1. According to a notification, the purview of AFSPA in Dimapur, Niuland, Chumoukedima, Mon, Kiphire, Noklak, Phek, Peren and Zunheboto districts of Nagaland have been extended for another six months. This notification comes after Union Home Minister (HM) Amit Shah tweeted, “In a significant step, GoI under the decisive leadership of PM Shri @NarendraModi Ji has decided to reduce disturbed areas under Armed Forces Special Powers Act (AFSPA) in the states of Nagaland, Assam and Manipur after decades.” On the other hand, AFSPA was extended in three districts of Arunachal Pradesh. Tirap, Changlang and Longding Districts and areas under Namsai and Mahadevpur police stations in Namsai District, bordering Assam, are declared as “disturbed area” under section 3 of AFSPA. UMHA stated, the “disturbed areas” tags in these three districts of Arunachal Pradesh came into effect on April 1 and will continue till September 30, unless withdrawn earlier.
