Balayogi has suggested that a comprehensive international convention should be held to understand the gravity of the problem of global terrorism.This, the Speaker said, would also help evolve mechanisms to effectively deal with the problem and added that the most serious challenge to the civil society today came from global terrorism. He appealed to the world to evolve a sustained and co-ordinated effort to deal with this menace.

Eight persons including four militants and an army officer were killed in various militancy-related incidents since the evening of May 1 in Jammu and Kashmir. Most incidents occurred in Pulwama district. Three militants and a Border Security Force (BSF) officer were killed at Dangerpora village in the district. One slain militant was identified as a member of the Hizbul Mujahideen, while the other two were suspected to be foreigners. In another incident, a school teacher was killed by militants. In a third incident, three security force personnel were injured in an ongoing encounter until last reports came in. Police also arrested two militants while another militant surrendered with some arms and ammunition in the district.

Despite a decision to reactivate the Cease-fire Monitoring Group (CFMG) to implement the ground rules of the cease-fire agreement between the National Socialist Council of Nagaland--Isak-Muivah (NSCN-IM) and the Central government, differences still persist between the two over interpretation of the cease-fire agreement. While the Union Government is insisting that the cease-fire agreement with NSCN-IM covered both the civilians and the security forces, the NSCN-IM held that the agreement is limited to only against the security forces. Meanwhile, the National Socialist Council of Nagaland--Khaplang (NSCN-K) said that moves for peace talks with the Central government are proceeding in a positive direction, even though both sides have different perceptions on the issues at stake. NSCN-K spokesman, Kughalu Mulatonu said that its decision to enter into negotiations with the government was the outcome of a unanimous desire of the Nagas to find a lasting political settlement to the impasse.
