One Army man, identified as Havildar Saheb Singh, and one United Liberation Front of Asom (ULFA) militant, Ajay Deka, were killed during an encounter at Dalanghat under Kalaigaon police station in the Darrang district on May 1-night, according to Telegraph. Two militants, including one injured in the encounter, managed to escape. A pistol, two magazines, 115 rounds of AK-47 rifle ammunition and mobile phones were recovered from the incident site. Meanwhile, Sentinel reports that eight ULFA cadres were engaged in the encounter and one of them, identified as Partha Pratim Das, was arrested from the incident site.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres killed a liquor trader by slitting his throat in the Koraput district on May 1, reports The Hindu. Villagers found the body of the trader, Nala Brundaban in his liquor shop at Karli village on May 2. A hand written letter recovered near the body said that the Maoists had killed the trader suspecting him to be a police informer. Brundaban had been earlier been asked by the Maoists not to carry on with his liquor trade as it was affecting the tribal population. This was the third incident in two months in which a liquor trader was killed by the Maoists in Orissa.

The Military Council faction of the Kangleipak Communist Party (KCP) asked Tara Devi, chief judicial magistrate of Bishnupur district, to ‘surrender’ before the outfit within five days or else face theoutfits’s death ‘sentence’. She was ‘accused’ by the outfit of allegedly conniving with the AR personnel in arresting and later killing one of its cadres, Mohammed Zimi alias Keny. The outfit also threatened two other persons, Loukham Sova Singh and Kangujam Rajen Singh, to ‘surrender’ before April 6 for allegedly showing ‘disrespect’ as well as conspiring to split the outfit. Further, the Military Council faction said the Maphou Dam village vice-chairman is in its captivity and he was abducted for failing to ‘appear’ before the outfit to ‘clarify’ certain matters.

Barbar, were killed while four others were wounded when the United National Liberation Front (UNLF) ambushed troops travelling on security convoys at two places in the New Somtal area in the Chandel district on May 1, reports Imphal Free Press. While one attack was carried out at an unspecified place between Phairengkot and Hrengkot village, the other one occurred at Molcham. A group of three militants intruded into two houses at village Kuchaal in the Chatroo area of Kishtwar district on May 2 and kidnapped two civilians identified as Bashir Ahmed, a PHE employee and Imtiyaz Ahmed, a surrendered militant, Daily Excelsior reported. The militants took away the civilians to a surrounding forest area and were reported to have held them hostage for few hours before killing both of them. Bodies of both the persons were recovered from the Kuchaal forest area on May 3-morning during a search operation launched by local people and police. Police and security forces have started a search operation for the militants, who were suspects to be local cadre of the Hizb-ul-Mujahideen (HM) outfit. Sources said Imtiyaz Ahmed was killed by the militants as they were opposed to his surrender and were asking him to resume militant activities. Bolt-action rifles will be issued to 200 villagers of Heirok in the Thoubal district and 100 villagers of Chajing in the Imphal West district. A Government spokesman said that on the lines of Jammu and Kashmir, Special Police Officers (SPOs) would be appointed. They would be issued .303 rifles and motorbikes for patrol duty. Each SPO would be paid a remuneration of INR 3,000 a month. The proposal for issuing licensed guns had been approved by the Union Ministry of Home Affairs.

The Communist Party of India-Maoist (CPI-Maoist) extremists are forcibly recruiting minors from the large forested areas of Chhattisgarh, police officials told IANS. On May 6, Inspector General of Police Girdhari Nayak said, "Rebels are conducting a massive drive for child soldiers in their forested hideouts in Chhattisgarh’s Bastar region, which is close to Andhra Pradesh." "It’s a forced recruitment. Rebels are carrying away children without their parents’ consent and are training them to handle even sophisticated weapons and use them for attacks on civilians and police installations," he added. He further said, "We have reports that insurgents have been forcibly taking away tribal boys and girls from schools in poverty-stricken hamlets of the Bastar region." Police officials further said that the recruitment is intended for filling up a child unit - Krantikari Adivasi Balak Sangh - a banned frontal organisation of the CPI-Maoist in Chhattisgarh. The extremists are targeting children in the age group of 12-18 years and are focussing on school dropouts.

The new militant commanders were not being named as outfits like the Hizb-ul-Mujahideen (HM), Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) feared that new commanders would also be targeted by police. The Inspector General of Police (Jammu zone), K. Rajendra, told Daily Excelsior that the new trend of groups not naming successors to slain commanders has been noticed during the last couple of months especially after the killing of three top commanders Badshah Khan in Reasi, Shamim Thool in Doda and Sabha Kashmiri in Kishtwar. The number of militants has also decreased considerably in the Jammu division from over 1000 to 650-700, he said, adding that only 300 of them were actively operating while the rest of them were either lying low or had gone across the border. About 30 per cent of the active militants were foreign mercenaries, he stated.

40 cadres of two insurgent outfits surrendered to the security forces, police said in the capital Agartala on May 9, according to The Hindu. 35 insurgents of the outlawed National Liberation Front of Tripura (NLFT), including four hard core cadres whose names are listed with the police, surrendered to the Commandant of the 14 battalion of Assam Rifles at Kanchanpur in the North Tripura district on May 8. They deposited one SLR and hundred rounds of live cartridges, police said. The insurgents were staying in a base camp at Khagracherri in the Chittagong hill of neighbouring Bangladesh with their family members from where they escaped before the surrender. Another five insurgents - two from the outlawed All Tripura Tiger Force (ATTF) and three from the NLFT surrendered on May 8 before the Commandant of the Sixth battalion of paramilitary Tripura State Rifles at Teliamura in the West Tripura district. They deposited one AK-66 rifles and 120 live cartridges, the police stated.

Troops of the 8th Sikh Regiment and police cordoned off the village along the Assam-Nagaland-Manipur border around 4.30am (IST) during the operation at a camp of the Black Widow sheltering around 30 militnts, police sources said. The militants opened fire on the SFs, who retaliated killing 12 of them, the sources said. None from the security forces or the villagers was injured or killed, they said. The village is dominated by Jemi-Naga tribals and the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) militants were also suspected to be in the militant group as they have an understanding with the Black Widow militants. The dead were yet to be identified and investigations were on, the sources said. The ceasefire between the Black Widow and Centre expired recently and the State Government had been instructed by the Union Home Ministry to draw up an action plan to improve the law and order situation, particularly in the NC Hills district.

Among the slain civilians were chief photographer of Daily Excelsior Ashok Sodhi, a prominent leader from Samba Hoshiar Singh and his wife, and another woman. 16 security force (SF) personnel, including the Superintendent of Police (Operations), Mubassir Latifi, and two women were injured in the day long gun-battle. Official sources said that two militants wearing Army uniform intruded into the house of Hoshiar Singh, general secretary of Indian National Democratic Party, in Samba town at 5.58am (IST) by scaling the boundary wall. After killing Hoshiar Singh and his wife on the spot, the militants subsequently moved towards the Kaili Mandi area and took hostage three women and two children. In the consequent encounter, two soldiers, Aziz Ahmed and Atul Negi, and a woman were killed. At about 5pm, the SFs stormed the house where the militants were hiding and shot dead both of them. The spokesman said that troops of 19 Infantry Division seized currency worth INR 150000 on May 13 from a PoK passenger Mufad Ali, who arrived in village Sultan Dhaki from PoK on May 8. Troops arrested the contact man on the Indian side, identified as Hafiz Ullah, a resident of Warpora in the Baramulla district, when he turned up to collect the money from Ali. Initial investigations revealed a large network of over-ground workers who are involved in money transactions form across the Line of Control for the militant groups operating in Jammu and Kashmir, the spokesman said. It was also revealed that besides dealing in illegal transactions of foreign currency, the network was also involved in drug trafficking and supply of fake currency.

The first blast took place at 7.20pm (IST) in the crowded Johari Bazaar and within 15 minutes seven more blasts occurred in adjoining areas in the walled city area - near the Hanuman Mandir, which was reportedly crowded with devotees, near Hawa Mahal, at Badi Chaupad, Tripolia Bazaar and Chandpole. "We have information that 80 people have died," Rajasthan Home Minister Gulab Chand Kataria was quoted by AFP as saying. Earlier, Chief Minister Vasundhara Raje told reporters that 60 people had died and 150 were injured. Meanwhile, Indian Express quoting unofficial sources has put the death toll at 85. Initial reports suggested that the terrorists used vehicles, including a car, cycle rickshaws and auto rickshaws to plant the bombs, which were detonated with remote-controlled devices, The Hindu reported. No one has so far claimed responsibility for the blasts. The Bangladesh-based Harkut-ul-Jehadi Islami (HuJI) is suspected to be behind the blasts, Home Ministry sources said, according to The Hindu. Meanwhile, eight persons have been detained for questioning in connection with the blasts. The eight included a man who was injured in the explosions and a rickshaw puller, police said on May 14. Preliminary examination of the blast site indicated the possibility of ammonium nitrate being planted in new cycles and filled with ball bearings and small iron pipes to act as splinters, sources said.

"It is worrisome," Singh said as the violation of the five-year-old cease-fire was taken up by the Director General of Military Operations (DGMO) through the hotline. "India’s concerns over the unprovoked firing were conveyed to his Pakistani counterpart," Defence Minister A. K. Antony said. The Prime Minister reportedly voiced concern over the firing while talking to reporters on the sidelines of the Defence investiture ceremony at Rashtrapati Bhavan in New Delhi. "We have taken up the matter at the level of DGMO," Singh said, adding that all issues having a bearing on the India-Pakistan relations would be taken up during the forthcoming Foreign Minister level talks between the two countries. Using heavy machine guns and mortars, Pakistani troops targeted a forward Indian post in the Tangdhar area raking it with 50 to 60 rounds on May 14-evening, Army sources said. These sources added that this was not a covering fire for any attempt to push in terrorists and it was targeted straight at the Indian post. "There was no casualty," an Army spokesman said adding that Indian Forces had exercised "extreme restraint" and had not opened retaliatory fire. This is the first major violation of the cease-fire by the Pakistani troops on Line of Control which has been in force since December 2003. In Islamabad, however, a Pakistani military spokesman denied that its troops had fired at the Indian post.

The LAEF's ‘eastern commander’ claimed that Walter Sangma deserted the outfit shortly after the killing of the former ‘chairman’ Peter Marak and had never met Darong Marak. Meanwhile, the East Garo Hills district police informed that Walter Marak revealed during interrogation that Darong had indeed been killed, but, not by him. "We do not find any reason to entertain the present petition and grant relief as prayed for by Shaukat," a bench comprising Justices P. P. Naolekar and V. S. Sirpurkar said. Shaukat had contended that he was convicted by the apex court on August 4, 2005, under section 123, the offence for which he was never charged. A notification to this effect was issued on May 14, according to a Home Ministry release. The LTTE, an association based in Sri Lanka, has sympathisers, supporters and agents on Indian soil, the notification said, adding, the group’s objective for a separate homeland for all Tamils threatens the sovereignty and territorial integrity of India. It further said the LTTE continues to be an "extremely potent, most lethal and well organised terrorist force in Sri Lanka and has strong connections in Tamil Nadu and certain other pockets of southern India." The LTTE also continues to use Tamil Nadu as the base for carrying out smuggling of essential items like petrol and diesel besides drugs to Sri Lanka. The LTTE will continue to remain a "strong terrorist movement and stimulate the secessionist sentiment to enhance the support base of the LTTE in Tamil Nadu as long as Sri Lanka continues to remain in a state of ethnic strife, torn by the demand for Tamil Eelam which finds strong echo in Tamil Nadu due to the linguistic, cultural, ethnic and historical affinity between the Sri Lankan Tamils and the Indian Tamils in Sri Lanka," the notification stated.

The ‘Q’ Branch Police in Madurai here on May 18 arrested two Sri Lankan nationals allegedly supplying explosives and electronic gadgets to Liberation Tigers of Tamil Eelam (LTTE), reports The Hindu. The duo had sent huge quantities of explosives to the LTTE through agents along the Rameswaram coast. Following information, police intercepted a Tata Sumo vehicle near Villapuram and took into custody P. Jayaraja alias Viji alias Vijayan of Mannar and T. Chinnavan alias Padmaraja of Jaffna. They were in possession of 44 walkie-talkie sets and INR 4.59 lakh in cash. K. Senthil of Madurai who provided logistic support to the two was also arrested sources in the intelligence agencies said. Preliminary enquiries revealed that Jayaraja and Chinnavan had entered the country as refugees in 1990 and stayed on in different parts of the State without renewing their registration. They often visited Sri Lanka, mostly LTTE-controlled areas, with the help of clandestine boat operators. Besides supplying about 20,000 detonators, they also provided Global Positioning System devices to Sea Tigers (the sea wing of the LTTE). Operating from Arappalayam in Madurai, their modus operandi was to transport explosives, explosive substances and gadgets through vans and hand them over to agents at Uchupuli. From there, the consignments would be ferried to LTTE camps. Sasi, one of the close associates of Jayaraja, was shot dead by the Sri Lankan Navy in 2007 when he was found venturing into the sea with a consignment, the sources said and added that five cans of resin were seized from Senthil’s house. “They were also smuggling tobacco and beedi bundles. We are trying to establish the source of explosives and supply network of this smuggling module of the LTTE. Special teams are also probing the source of money. It is not clear whether these suspects were involved in the supply of a large explosives consignment seized from a boat at Thangachimadam recently,” an unnamed senior Police official said.

The formation of the outfit was formally declared before the media at unspecified place in the Senapati district on May 19-afternoon. The ‘president’ of the group, S.S. Max, mentioned that its aims at restoring peaceful co-existence amongst the people living in both hills and valley and to safeguard territorial integrity and sovereignty of Manipur. "Pakistani troops resorted to heavy and unprovoked firing on our forward posts in Dhip, Salhutri area of Mendhar in Poonch sector around 8 am today", official sources said. The firing, which continued for over 10 minutes, resulted in the death of a trooper, he said, adding that Indian troops later took up positions, but observed restraint. "They (Pak Army) have violated the cease-fire by resorting to heavy firing on our positions", sources said. They added that Pakistan Army fired at least 8-10 rockets and 12 bursts from heavy fire arms. This is the third cease-fire violation along the India-Pakistan border and second along the LoC in less than a fortnight. On May 9, Pakistan resorted to heavy firing and burst UBGL grenades while targeting a Border Security Force post and a patrol party along the International Border in the Samba sector, violating the truce which came into force on November 16, 2003 for the first time. On May 14, Pakistani troops again shelled Indian posts using 60 mm and 82 mm mortar shells in the Tangdhar division of Kupwara sector along the LoC in north Kashmir.

While four foreign mercenaries were freed from the Sangroor jail in Punjab, three others were released from the Kot Bhalwal Central jail in Jammu. Two militants were set free from the Jodhpur jail in Rajasthan while one militant was released from the Ramgarh police station in Samba district. All the 10 militants are reported to have subsequently left for Kabul. Consular access of the released militants had already been completed by the External Affairs Ministry in which Kabul had confirmed residential address of all 10 militants and admitted that they were their nationals.

At the end of talks with External Affairs Minister Pranab Mukherjee, Pakistan’s Foreign Minister Shah Mahmood Qureshi declared that his Government was ready for a “grand reconciliation” with India through dialogue to resolve all outstanding issues “with self-respect and dignity.” Both sides strongly reaffirmed that they would not permit terrorism to impede the peace process and, in a joint statement, “re-emphasised the need for effective steps for the complete elimination of this menace.” The statement said the two Ministers reaffirmed the importance of the cease-fire in place since November 2003 and the commitment of both sides to safeguard it. The countries also signed an agreement on consular access to prisoners, an important step in ensuring the early release of nationals of the two countries from each other’s jails after they have completed their sentence. Pakistan agreed that terrorism was a "common menace" and promised to work with India in combating the problem as Mukherjee and Qureshi held wide-ranging talks covering various issues, including Siachen, Sir Creek and cross-LoC Confidence Building Measures, Daily Excelsior reported. At a joint press conference in Islamabad, the Ministers said that in their review of the fourth round of the composite dialogue process, they concurred that significant progress had been made on several fronts. They singled out Sir Creek as one major issue on which much progress had been made. However, Qureshi said it was as important for the dialogue to make progress on issues that had been lagging behind, such as the “core issue” of Kashmir. Both sides agreed that the Kashmir-specific confidence-building measures had contributed to improving the situation of the people there, but also discussed ways to improve these measures. They agreed to increase the frequency of the Muzaffarabad-Srinagar and Rawalakot-Poonch bus services, and also to finalise the modalities for intra-Kashmir trade and truck services “as early as possible.” Both Ministers underlined that “the two [trade and conflict resolution] are complementary” and said they had discussed several proposals to improve trade relations. “The moot point is that if we create a stake in each other’s economic development, it will facilitate in resolving problems in other areas,” Mukherjee said, giving the India-China example of how unresolved issues between the two countries had not stood in the way of surging bilateral trade.

He said, “Through the district council and Dimasa tribal groups, we made it clear to the BW that killing of innocent people while talking truce will not be tolerated. Borah, was functioning as an important part in the outfit’s operation in Arunachal Pradesh as company commander of the Charlie Company of the outfit’s dreaded 28 Battalion. According to Army sources, “Bora was responsible mainly for providing logistical support to the members of the outfit who use Arunachal Pradesh as a major corridor for launching operations in Upper Assam.” The sources also added that, “He used to ferry all articles for the cadres of the outfit. Arms, camp materials, clothes, food, medicines; you name it and he used to arrange it.” Borah who was a constable in Assam Police was first arrested in 1992 for storing arms for ULFA. He was released later but he did not come back to join the police force. Instead, he joined ULFA and went underground.

On May 13, the Imphal West district magistrate gave the order for detention of MAFYF president Sapamcha Kangleipal along with two PREPAK cadres, Salam Iboyaima Meitei alias Boyai alias Akash alias Sushil alias G Akash Sharma alias G Sushil Sharma and Wahengbam Nanao Singh alias Terenam alias Raghu alias Sana. Kangleipal was arrested by the Lamlai police in the Imphal East district on May 7 on the charge of making seditious statements against the state government. While 16 other militants managed to escape, one 9-mm pistol, camouflage uniforms, jungle boots, hats, caps, utensils, and gun pouches were recovered from the hideout. Two women sympathisers, identified as Sanjenbam Indira and her younger sister Pratima, were also arrested while they were sharing information with the escaped cadres of the outfit. The report added that Tayep was abducted by the KCP militants on May 22 and was later tortured for allegedly smuggling drugs. The district Senior Superintendent of Police (SSP), S.K. Singh, said that arms had been purchased using the fake licenses made by the arrested persons. Police also sealed a gun dealers’ shop that allegedly sold firearms against fake licences. The SSP said, “We have sealed one arms shop, the Raj Gun House, from where at least 48 firearms were sold against fake licences in the last three years. Meanwhile, the LAEF's new 'commander-in-chief' Daria Sangma while speaking to media persons over phone on May 28 said that it was in the interest of consolidating LAEF to pursue its goal of a ‘separate Garo state’. The report added that a group of five LAEF cadres recently returned from arms training organised by the BW in Assam. Daria also said the Garo outfit had recently held a general council meeting in West Khasi Hills in which he was appointed the new army chief in the presence of LAEF ‘chairman’ Darong T. Marak who, according to police, had been killed by his own colleagues long ago. The LAEF general council meeting is said to have also appointed one Khanam D. Shira as ‘general secretary’ of the outfit, besides a former Achik National Volunteer Council (ANVC) cadre Nikseng Sangma holding an important portfolio within the group. Nikseng had deserted the ANVC and joined with former ANVC 'eastern area commander' Sohan D. Shira to help the LAEF during the early days of its formation. Following the killing of the then ‘chairman’ Peter Marak in the hands of police and subsequent surrender of Sohan before the government, Nikseng reportedly fled into the LAEF stronghold of West Khasi Hills. Maoists have imposed a ban on the use of mobile phones in the tribal habitations in the Bhadrachalam division and in villages bordering the Bastar region of neighbouring Chhattisgarh. The Hindu reports that at some places in these areas, mobile phones have been taken away by the Maoists. In the past one week, an unspecified number of persons have also been abducted by the Maoists from the villages in the vicinity of Charla on the suspicion of being Police informants. They were reportedly assaulted by the Maoists who also robbed them off their mobile phones and motorcycles.

Security forces shot dead a ‘deputy divisional commander’ of the Lashkar-e-Toiba (LeT) outfit and his woman associate, who was also an active militant, in an encounter at Khandipura under the jurisdiction of Doda police station in Doda district on May 29, Daily Excelsior reported. The slain couple was identified as Shabir Ahmed Ittu a.k.a. Abu Rizwan and Samreena Bano. One AK rifle with four magazines, 26 rounds, one pistol with one magazine, one Chinese grenade, one pouch and one mobile phone were recovered from the slain militants. Shabir Ahmed, according to sources, was an ‘A’ category militant active since 1995 and had recently been designated as ‘deputy divisional commander’ of the LeT. He was also involved in the Kulhand massacre of May 1, 2006 in which 22 Hindus were killed in the Udhampur district. Sources said Samreena Bano had joined the LeT a few months back. She was arrested on January 23, 2008 and had subsequently admitted to her involvement in militancy related activities. After being released on bail, she had again started working with the LeT outfit. Deputy Inspector General (Doda-Ramban range), Hemant Kumar Lohia told The Tribune that Samreena was an over ground worker and was under police surveillance.

Intelligence sources said on May 31 that seven former Naga insurgents, who deserted the National Socialist Council of Nagaland-Isak-Muivah (NSCN–IM) and National Socialist Council of Nagaland - Khaplang (NSCN-K), continued to maintain links with the Hynniewtrep National Liberation Council (HNLC) and Liberation of Achik Elite Force (LAEF) to extort money from coal exporters and other traders in the coal belts of West Khasi Hills and Garo Hills, reports Shillong Times. "The Naga men normally go back to their State after collecting huge amount of money through extortion in Meghalaya," the sources said. Intelligence sources also said that former NSCN cadres involved in extortion in Meghalaya were planning to form a new militant outfit that could be more powerful than the NSCN-IM and NSCN-K. Many coal exporters from and outside the State have incurred huge losses due to the ongoing extortion drive jointly launched by cadres of the NSCN, HNLC and LAEF. Militants’ threat is reported to have forced several coal exporters to leave the coal belt areas recently. There were reports that the Tripura-based National Liberation Front of Tripura (NLFT) was supporting the HNLC's extortion drive in the district where coal exporters and managers of various cement plants were made to pay money to militants.
