Terrorist outfit Sikhs for Justice (SFJ) warned Punjab Chief Minister (CM), Bhagwant Mann and Director General of Police (DGP), Viresh Bhawra against taking action against the Khalistan supporters who are accused in the Patiala violence case, reports republicworld.com on May 2. SFJ founder Gurpatwant Singh Pannu was heard inciting communal tensions in a video by claiming that Sikhs gave a fitting response to the "Hindu extremists" in Patiala. He also cautioned Mann and Bhawra against following a policy pursued by the late CM Beant Singh failing which they will have to face consequences. Allegedly, late CM Singh was assassinated in a bomb blast on August 31, 1995. In the video, Pannu also asked the Police to not disrespect family members of the Sikhs named in connection with the Patiala clash. Moreover, he warned that the children of Aam Aadmi Party (AAP) leaders and Police officials studying in Australia, the UK, Canada and the US will be forced by SFJ to return back home if the children of the accused are harassed.

Lakhma of Gudse village in Kalarpara, was working outside his house on May 1 when he suddenly went missing. The family assumed he would have gone to the forest but his body was recovered on May 2 morning near the village. Seventeen Kashmiri youths who had travelled to Pakistan on valid travel documents but sneaked back into the Valley have been killed in anti-terror operations, with officials raising concerns that the ISI has adopted a new modus operandi to paint the militancy in Jammu and Kashmir (J&K) as an indigenous movement. Since 2015, a large number of youngsters procured travel documents to visit Pakistan to pursue higher studies, meet relatives or for marriage purposes, officials said. Recently, the University Grants Commission and the All Indian Council for Technical Education, the higher and technical education regulators of the country, had issued a statement, advising students not to travel to Pakistan for pursuing higher education. “Any Indian national/ Overseas Citizen of India who intends to take admission in any degree college/educational institution of Pakistan shall not be eligible for seeking employment or higher studies in India on the basis of such educational qualifications (in any subject) acquired in Pakistan,” the UGC and the AICTE had said in a joint statement. The reason, the officials said, was that these youths were brainwashed across the border and some of them were imparted with arms training or used for money laundering. The State Investigation Agency (SIA) of Jammu and Kashmir Police has filed a charge sheet against a Hurriyat leader and others for selling MBBS seats in Pakistani colleges and using the proceeds for terror activities. Hundreds of students from Jammu and Kashmir have travelled to Pakistan in recent years for higher studies and a few of them were brainwashed, provided arms training or recruited in sleeper cells with a motive to gather information to be shared with the handlers sitting across the border, the officials said.

The General Officer Commanding (GOC) 15 Corps Lieutenant General DP Pandey on May 1 said that there is no future of militancy in Kashmir now and that the youth who have taken the path of terrorism should come back to the mainstream, reports Daily Excelsior. “Youth of Shopian have understood that the terrorism has been decimated and there is no point treading the path now, and that is the reason that number of local recruitment is down,” he said. He said that only foreign militants are being killed in Kashmir, while the support of the people of Shopian to the militants has also ended. “I am hopeful the youth will understand the fact and will remain away from the radicalization process taking place on social media,” he said. On the issue of infiltration, he said, the infiltrators are ready to sneak in, “but they know that there is no support for them at the border as well as within Kashmir.” He said that there are 120 to 140 militants waiting for infiltration on launching pads. “There are reports of such numbers and in fact, we have sent them back thrice and in one attempt we have killed one infiltrator on the Line of Control in North Kashmir,” he said, adding the terrorists do not have the heart to cross the line.

Foreign militants are compelled to come out of their hideouts to conduct operations in Kashmir as the number of local militants is coming down in the valley, General Officer Commanding (GoC) of the Army's 15th Corps, Lieutenant General D P Pandey said on May 2, reports Kashmir Observer. GoC Lieutenant General D P Pandey, also said the weapon systems, used in other parts of the world, finding their way to Kashmir is a challenge. “These foreign terrorists, majority of them, were on the quiet. Initially, they were putting local youth as the face of terrorist activities and terrorism. As the number of local terrorists started drying down and coming down, they (foreign terrorists) are now slowly getting exposed (to encounters),” Lieutenant General D P Pandey said. The GoC further said the foreign militants are compelled to come out of their respective hiding places and anonymity to carry out strikes and conduct operations against the Kashmiri people or non-locals. Therefore, when they have started coming out and emerging, they are now getting exposed and the contacts (with security forces) are happening, he said.

The Communist Party of India-Maoist (CPI-Maoist) has given a call to boycott the Panchayat (village level local self-Government institution) election since “the condition of rural people remains the same despite several elections”, reports The Times of India on May 5. The CPI-Maoist Southern Zonal Committee (SZC) ‘spokesman’ Ashok on May 4 said the real beneficiaries of the elections would be the ‘Mukhiyas’ (village heads) the ‘pramukhs’, and the Zilla Parishad (District Council) members who would get salary and huge funds in the name of development. He urged the villagers to ask the candidates about the shortage of basic facilities in rural areas. “People should ask them why the provisions of the Panchayats (Extension to Scheduled Area) act has not been implemented? Why is there a scarcity of drinking water? Why there are no primary health centres? Why irrigation facilities are poor? Why is the number of schools and teachers inadequate? And, why are the state forces setting up camps in villages without the permission of gram sabhas?” Inspector General of Police (IGP), Operations, Amol Homkar said, “We have learnt about the Maoists’ call. They have done so in the past too.”

Four Punjab-based terror suspects on way to Adilabad in Telangana to deliver a consignment of explosives in an Innova car with Delhi registration were arrested at Bastara toll plaza in Karnal District of Haryana on May 5 morning, reports The Times of India. Police have seized three Improvised Explosive Devices (IEDs) in a metallic case (2.5 kilograms each), a Pakistan-made pistol, 31 live cartridges and INR 130,000 in cash from them. Those arrested have been identified as Gurpreet Singh, Amandeep Singh, Parminder Singh (all residents of Vinjoke village of Zira in Ferozepur district of Punjab) and Bhupinder Singh of Bhatian village in Ludhiana in Punjab. Punjab, Director general of Police (DGP), VK Bhawra claimed that the State Police, acting on inputs from the central intelligence agencies, averted a possible terrorist attack by giving a hot chase of over 300 kilometres and getting four suspects arrested in Karnal. They were arrested by Haryana Police following inputs from Punjab Police, he added. Karnal, Superintendent of Police (SP), Ganga Ram Punia said the suspects were in touch with a Pakistan-based gangster-turned-terrorist, Harvinder Singh Rinda, who used to send locations through an app to them to deliver explosives and weapons. Northern Army commander Lieutenant General Upendra Dwivedi on May 6 said that infiltration is drastically down, yet currently there are 200 terrorists staged across border ready to be launched into Jammu and Kashmir (J&K), reports Daily Excelsior. The ceasefire along Indo-Pak border is working ‘well’ since February 2021 agreement, he asserted. He said that the number of trained terrorists in Jammu and Kashmir is dwindling with each passing as 21 foreign terrorists have been eliminated this year so far in absence of local shelter and support. ”The number of terrorists staged across the Indo-Pak border are approximately 200. They are waiting across (LoC) to be launched to this side,” Dwivedi said in reply to a question about the security situation along the LoC and across the JK border. He said that counter infiltration grid is very fool-proof. “We have made sure that all reserve troops were put in the second tier of defence so that no infiltration takes place,” he added. “In the last twelve months, to say so, the number of ceasefire violations has been very limited — only one to three CFVs took place,” he said. He maintained that terror infrastructure, however, seems to be intact across the border. ”There are six major terrorist camps and 29 minor camps. There are temporary launching pads located close to various military establishments,” he added further.

The Communist Party of India-Maoist (CPI-Maoist) Party Dandakaranya Special Zonal Committee (DKSZC) ‘spokesperson’ Vikalp stated that the Maoists were always ready for peace talks with the Chhattisgarh Government but the onus of creating a conducive atmosphere to-that-end lies on the Government, reports Telangana Today on May 7. Vikalp said this was in response to a reported statement by Chhattisgarh Chief Minister Bhupesh Baghel, who on April 8 said the Government was ready to hold talks with the Maoists if they express their faith in the Constitution of India and quit the arms. In a statement released to the media in Bhadradri Kothagudem on May 6, Vikalp said it was ridiculous to state that the Government was ready for peace talks while continuing attacks on Maoists and tribal hamlets employing armed forces, Army and carrying out aerial bombing with military drones. Referring to Baghel’s appeal to the Maoists to express faith in the Constitution, Vikalp alleged that it was the Government that had been violating the Constitution’s Preamble, the 5th Schedule and Panchayats (Extension to the Scheduled Areas) PESA Act. The Government wants to hand over mineral wealth in the forests to corporate and capitalist forces. For that the State and Central Government deployed huge numbers of armed forces and set up Police camps in the interiors of the forests, Vikalp complained. Spelling out the terms of the talks, Vikalp demanded the Baghel Government to withdraw the Police forces deployed in the forests in the Bastar and stop aerial bombing. He also wanted the release of Maoist leaders lodged in different jails to take part in peace talks.

The killing of tribal people after branding them as ‘police informers’ and the harassment and suppression of the Dalam (armed squad) members hailing from various tribal groups are the prime reasons behind the Communist Party of India-Maoist (CPI-Maoist) losing base in Andhra Pradesh and the neighbouring States, said Andhra Pradesh, Director General of Police (DGP), K.V. Rajendranath Reddy on May 6, reports The Hindu. “The efforts of the Andhra Odisha Border Special Zonal Committee [AOBSZC] of the CPI (Maoist) to convert the cut-off area into a guerrilla war zone have fallen flat,” he said. “At present, there are 48 members of the Andhra Pradesh cadre in the CPI (Maoist). While 18 of them are in Andhra Pradesh, the remaining are working at various levels in Odisha, Chhattisgarh, Maharashtra and Telangana,” DGP, Reddy said. DGP, Reddy further said that the Maoists who had surrendered in the last few months admitted that the ideology of the CPI-Maoist was fast fading and that many tribal leaders and Dalam members left the movement due to the “stepmotherly treatment and harassment by the leaders of the upper caste”. A surrendered Maoist had said he joined the movement as Adivasis were being suppressed, but was bewildered on seeing the exploitation of the tribal people by the CPI-Maoist. Top Maoist leaders such as Chikkudu Chinna Rao, Jalandhar Reddy and Killo Raju, who had surrendered, confirmed that tribal Dalam members were being harassed by the upper caste leaders in the party. In the last year, the strength of the Maoists declined from 100 to about 50. The People’s Liberation Guerrilla Army (PLGA), an armed wing of the CPI-Maoist, had fallen silent due to a decline in its cadre. “In 2019, there were eight Area Committees — Kalimela, Nandapur, Coffee Dalam, Narayanpatna, Gumma, Galikonda, Pedabayalu and Boipariguda. But only four exist now. Only two divisional committees — Visakha East and Malkangiri-Koraput — are active on the borders,” the DGP said, adding, “Due to intensified combing operation, six important members, including two DCMs [Divisional Committee Members] and two ACMs [Area Committee Members] died in an exchange of fire. About 42 Maoists were arrested and 17 had surrendered in the last one year.”

Director-General of Police (DGP) K.V. Rajendranath Reddy said, disillusioned with Maoist party activities and attracted to the new surrender and rehabilitation policy being implemented by the Government, the Maoists decided to shun violence and join the mainstream. Nearly a month after Chhattisgarh Chief Minister (CM) Bhupesh Baghel invited the Communist Party of India-Maoist (CPI-Maoist) to peace talks, the insurgents have said they are willing to sit across a table but have set stiff riders — revoke the ban on CPI-Maoist and its frontal organisations, release all jailed leaders and withdraw all Security Forces (SFs) from Bastar division, reports The Times of India on May 8. Chhattisgarh Home Minister Tamradhwaj Sahu, however, clarified that there can be no conditions for peace talks. Security agencies see it as a sign that Maoists are feeling the pressure of the two-pronged strategy — aggressive counter-insurgency operations and a slew of welfare measures — while Bastar Police said it’s merely a ruse by the Maoists. CM, Baghel said: “Naxalites should express their faith in the Constitution of India, and then we are ready to talk with them on any platform.” A statement released by Vikalp, Maoist ‘spokesperson’ for Dandakaranya Special Zonal Committee (DKSZC), is circulating on social media. It refers to CM Baghel’s offer of talks but alleges that it’s the Government that is “violating the constitutional rights of people”. “We have already responded to the CM’s talks offer. We will always be ready for talks on certain conditions that the government creates a conducive environment for it,” the statement read.

On May 7, United Liberation Front of Asom - Independent (ULFA-I) claimed that it has sentenced two of its newly recruited cadres to death for allegedly being ‘spies’ of the Police, reports East Mojo. Issuing a statement, the outfit claimed that two youngsters, Dhanjit Das of Barpeta and Sanjib Sarma of Baihata Chairali, were given ‘death sentence’ after they were found guilty by the outfit’s lower judicial council on May 4 and May 5 respectively. However, this claim was denied by Assam Police. According to the statement signed by self-styled brigadier A.Z. Shironam Asom, Dhanjit Das who had fled from the Salman camp on April 24 and captured by ULFA-I a day later confessed to have passed sensitive information to Assam police. Likewise, Sanjib Sarma, who was detained in Myanmar, claimed to be confessed about joining ULFA-I on directions of Police officers and with the greed for money with the intention of passing the outfit’s internal communications to Police using modern technology so that ULFA-I commanders and cadres could be eliminated.

The Communist Party of India-Maoist (CPI-Maoist) has faced its biggest setback in recent times with security agencies informing the Union Ministry of Home Affairs (UMHA) that eight ‘Central Committee (CC)’ members have been neutralised in last nine months, reports The Week on May 9. This makes up for one third of the total strength of the apex policy making body of the outfit. Five other ‘CC’ members were arrested in Jharkhand, Bihar, Assam and Kerala, based on months-long intelligence operations. Intelligence officials said the losses have lent a psychological blow to the outfit. It began with arrest of Prashant Bose alias Kishan da, a ‘politburo’ member and second in the Maoist hierarchy, by Jharkhand Police last year (2021). He was heading the eastern zone and had remained elusive for over forty years. He was arrested along with his wife and ‘CC’ member Sheela Marandi. Prashant Bose was also guiding efforts of the outfit to revive overground activity in northern parts of the country. Subsequently, Kanchan alias Jyotish, another ‘CC’ member was arrested by Assam Police—a significant setback to the outfit since he had been especially sent from Jharkhand to Assam in 2019 to revive party activities in the state and was active in setting up secret cells and frontal organisations, said intelligence sources. Kanchan had also been evading arrest for decades. Prior to his arrest, his real name was believed to be Ranjit Bose, but was discovered to be Arun Bhattacharjee on arrest. Another ‘CC’ member, Mithilesh Mehta alias Bhikhari ji, who was leading the party in Western Jharkhand from his base at Burha Pahar was arrested in Bihar. He had rejoined the outfit in 2018 soon after being released from prison after eleven years. Meanwhile, B.G. Krishnamurthy, the ‘CC’ member heading the outfit at the Kerala-Karnataka-Tamil Nadu (KKT) tri-junction, was arrested on the Kerala-Karnataka border. Further, Milind Teltumbde ‘CC’ member, who was leading the expansion efforts of the outfit at the Madhya Pradesh-Maharashtra-Chhattisgarh tri-junction died in an encounter with Maharashtra Police on November 13, 2021, the first death of a ‘CC’ member in an encounter since 2016. Two ‘CC’ members, Akkiraju Hargopal alias RK and Yapa Narayan Rao alias Haribhushan died in the forests on account of medical ailments and reluctance of senior leaders of the outfit to venture into urban areas for fear of arrest. UMHA officials said the loss of senior Maoist leaders has created a leadership vacuum in the outfit. The government is hoping that in the absence of a credible second rung leadership and the extension of the security grid in the Left Wing Extremism (LWE) theatre, it will be able to disconnect the Maoist movement from the local population in all regions barring Chhattisgarh. “Even there, security forces have now reached areas, which were regarded as Maoist strongholds,” said an UMHA official.

There has been a significant decline in Left Wing Extremism (LWE) in Andhra Pradesh (AP) in the last one year, both in terms of incidents and its geographical spread, according to the AP Police, reports The Indian Express on May 9. The LWE-related activities in the State have largely been confined to Alluri Sitharama Raju, the new District carved out of Paderu division of Visakhapatnam District and Rampachodavaram division of East Godavari District, with the Communist Party of India-Maoist (CPI-Maoist) cadre operating in the belt declining from 100 to 48 now, said AP, Director General of Police (DGP), K V Rajendranath Reddy. The Maoist military formations responsible for their guerrilla actions saw a sharp reduction from 2 companies comprising a total of 50 members to a mere platoon with 10 members in the last one year, as per information gathered by the State Police’s Special Intelligence Branch (SIB). The DGP said that while there used to be 8 Maoist ‘Area Committees’ — in Kalimela, Narayanpatna, Nandapur, Coffee Dalam, Galikonda, Pedabayalu, Gumma and Boipariguda — in early 2019, their tally has now dropped to 4 ‘Area Committees’ — in Galikonda, Pedabayalu-Korukonda, Gumma, and Boipariguda — along the Andhra-Odisha Border (AOB). According to the AP Police officials, only 2 ‘Divisional Committees’ — Visakha East and Malkangiri-Koraput Border — 4 Area Committees — Galikonda, Pedabayalu, Gumma, and Boipariguda — and 1 military platoon of left extremists are active in the AOB region now. They said ‘Central Committee (CC)’ member Gajarla Ravi alias Uday is the lone highest-ranking Maoist member operating in the AOB’s Special Zonal Committee (SZC). The DGP also said that public perception towards Maoists has been changing and they are fast losing their local support due to their “violent activities, killing of innocent tribals branding them as police informers, and obstruction of road construction and other developmental activities in interior areas”.

The Chhattisgarh High Court on May 11 stayed the enquiry proceedings of a judicial commission newly reconstituted by the State Government, which added new terms of reference to an existing enquiry into the 2013 Jheeram Ghati Communist Party of India-Maoist (CPI-Maoist) attack that left 28 Congress leaders dead, reports Hindustan Times. A petition was filed by senior Bharatiya Janata Party (BJP) member of Legislative Assembly (MLA) and leader of opposition Dharamlal Kaushik questioning ‘constitutionality’ of the commission on April 13. Kaushik pointed out that the report of the Jheeram Ghati Inquiry Commission headed by Justice Prashant Kumar Mishra should have been tabled in legislative assembly within six months of its submission but without submitting the report, the state government reconstituted the judicial commission. The division bench of chief justice Arup Kumar Goswami and justice RCS Samant has also issued notices to the state government and the judicial commission and sought a reply. “The court after hearing the petition stayed the enquiry proceedings of the reconstituted judicial commission. The court has also sought reply from the state government and judicial commission on the next hearing which is scheduled on July 4,” said Vivek Sharma, Kaushik’s lawyer.

Prompting that the 'war is on', Pannu reminded the CM to not take action against activists who raised ‘Khalistan flags’ at the State Assembly building in Dharamshala. "The SFJ had asked you not to take any action against the activists who hoisted Khalistan flag at Vidhan Sabha. Now the war is on. SFJ will give USD 25,000 for providing information of foreign visits of CM Thakur and DGP Kundu, or any other minister of Himachal or their family members," the SFJ counsel said. Notably, in an earlier message, SFJ had claimed responsibility for raising ‘Khalistan flags’ at the State Assembly building in Dharamshala and warned Himachal CM Jairam Thakur to 'learn something from the Mohali attack, it could have been Shimla too.' Responding to SFJ's threat, DGP Kundu informed that the police had already sought Interpol's assistance in issuing a red corner notice against Gurpatwant Singh Pannun. "We will not be cowed down by these threats. We are doing our job. The police have already sought assistance from the Interpol to get a red cornered notice against him," he said.

Tarn Taran resident Nishan Singh, an accused in the case, is already under the custody of the Faridkot Police in some other case, the DGP said. “He will be arrested in this case too.’’

An Intelligence Bureau report has sounded an alert about the possibility of Pakistan's Inter-Services Intelligence (ISI) backed terrorists are likely to target tracks in Punjab for sabotaging railway tracks to cause major accidents, reports oneindia.com on May 24. The Intelligence says that the ISI has directed the Khalistan groups to undertake this operation and in particular target the goods trains. This Intelligence once again signals the attempts being made by the Khalistan groups to carry out terror attacks and revive its movement. In this backdrop the probe agencies have also found that the Khalistan elements had outsourced the Rocket Propelled Grenade (RPG) attack on the Punjab Police's intelligence headquarters in Mohali to gangsters. An Indian Express report said that the ones who carried out the attack are from Jhajjar in Haryana and Faizabad in Uttar Pradesh, have a criminal record and were paid to carry out the attack. Even if one were to take the case of the Ludhiana Court blast, it was found that it was the handiwork of gangsters involved in smuggling. They would smuggle drugs and Improvised Explosive Devices (IEDs) at the behest of the ISI and then strike in Punjab, the probe also learnt. An official said that this modus operandi has been going on for long and the Khalistan groups have been outsourcing terror strikes to gangsters in a bid to avoid the heat. The fact that they use a gangster to carry out the attack gives the agencies the impression that the same is done by a local criminal group and not the ISI backed Khalistan forces.

There have been instances of terrorists live-streaming their attacks on major platforms to maximise publicity and impact, he said.

The Special Task Force (STF) of Punjab Police has asked the Centre to issue a lookout circular against a Malaysia-based handler in connection with the Ludhiana court blast after it was revealed that he allegedly played a crucial role in establishing contact between the accused in India, Pakistan-based entities and Khalistani terrorist Harvinder Singh alias Rinda, reports Hindustan Times on May 25. Harpreet Singh alias Happy Malaysia is a cousin brother of Surmukh Singh alias Samu of Panju Kalal village in Amritsar, one of the key accused in the case. Surmukh was brought on production warrant from Amritsar jail by the STF on May 23. A senior STF official, who is part of the investigation said, “Our investigation has found that Surmukh had been in contact with some smugglers backed by the ISI [Inter-Services Intelligence] and Khalistani terrorist Rinda in Pakistan. We have identified Harpreet Singh alias Happy Malaysia, who is presently living in Malaysia and Surmukh’s cousin brother, to have arranged Surmukh’s contact with the Pakistan-based entities.” The official said that the STF has written to the Centre for issuing a lookout circular against Happy Malaysia. He said that they have also initiated the process to extradite Happy Malaysia. After pro-Pakistan separatist leader Yasin Malik was sentenced to life imprisonment in a terror funding case on May 25, Khalistan terror outfit Sikhs for Justice (SFJ) issued fresh provocation, calling on terrorists in the Valley to block the upcoming Amarnath Yatra, reports republicworld.com. In a video released on May 26, SFJ founder Gurpatwant Singh Pannun came out in defense of Yasin Malik, who was sentenced to life-time imprisonment for terror funding and secessionist activities in Jammu and Kashmir. Pannun said that "funding separatism is not terrorism" and accused the Indian government of committing crimes against the minority community. "This is my call to Kashmir freedom fighters, come out in support of Yasin Malik and block Amarnath Yatra. This will highlight the Kashmir Independent movement internationally. We (SFJ) will support your blocking of Amarnath Yatra," Pannu is heard saying in the provocative video. Ahead of the start of the Amarnath Yatra, several terror groups issued a warning that the pilgrims will be attacked. About three lakh pilgrims are likely to take part in the annual pilgrimage, scheduled to begin on June 30 and expected to end on August 11. The SFJ, which usually issues threats to disrupt peace in Punjab, Haryana, and recently Himachal Pradesh, waded into the legal battle of Yasin Malik, who is the chief of the banned Jammu & Kashmir Liberation Front (JKLF). A Special National Investigation Agency (NIA) court on May 25 sentenced the pro-Pakistan separatist leader, Malik, to life imprisonment with fine and rigorous imprisonment, after convicting him in a terror funding case.

Pakistan-based terror groups Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM) are present in Taliban-controlled parts of Afghanistan where they run training camps and have deep links with the ruling regime, including meetings at the top level, according to the latest report of the UN monitoring team on Afghanistan, The Indian Express reports on May 30. The report also states that the Al Qaeda in Indian Subcontinent (AQIS) has between 180 and 400 fighters, including “nationals from Bangladesh, India, Myanmar and Pakistan…located in Ghazni, Helmand, Kandahar, Nimruz, Paktika and Zabul Provinces”. However, it adds that while Al Qaeda “enjoys greater freedom under the new Afghan regime”, it is “unlikely to mount or direct attacks outside Afghanistan for the next year or two, owing to both a lack of capability and Taliban restraint”. The report cites a member state to state that “JeM maintains eight training camps in Nangarhar, three of which are directly under Taliban control”. LeT is “said to maintain three camps in Kunar and Nangarhar” andhad “provided finance and training expertise to Taliban operations” earlier. “The same member state reported that in January 2022, a Taliban delegation visited a training camp used by LeT in the Haska Mena district of Nangarhar,” it states. “In October 2021, according to one member state… LeT leader, Mawlawi Assadullah, met with Taliban Deputy Interior Minister Noor Jalil,” it states. The report refers to JeM as a Deobandi group that is ideologically closer to the Taliban. “The leader of the group is Masood Azhar, and Qari Ramazan is the newly appointed head of JeM in Afghanistan,” it states. On LeT, the report notes: “Within Afghanistan, according to one member state, it is led by Mawlawi Yousuf.”

Indian World Forum President Puneet Singh Chandhok filed a criminal complaint with Delhi Police against Sikhs For Justice (SFJ) ‘chief’ Gurpatwant Singh Pannun for "instigating violence, purporting to disturb the communal harmony" and national security and has sought action in coordination with Interpol, reports latestly.com. In a letter to Delhi Police Commissioner Rakesh Asthana, Chandhok said Pannun, a designated terrorist and chief of the banned outfit, has issued a "poster and three malicious video messages from his headquarters in the United States and is promoting and circulating it worldwide on all major social media and messaging platforms by his offices and agents in Canada, India, Pakistan, the United Kingdom and the United States". "In one of the videos, Gurpatwant Singh Pannun is provoking on the brutal killing of Punjabi singer Sidhu Moose Wala and was threatening prominent Punjabi singers to support the Khalistan movement in person on June 6, 2022, at Golden Temple Amritsar or else face the consequences," the letter said. It said in the second video, he is instigating and influencing the public at large to besiege the rail tracks and disrupt rail services in Haryana and Punjab on June 3. The letter, a copy of which has been sent to the Union Home Secretary, said Pannun continues to "target the integrity and sovereignty of the country by virtue of promoting 'anti-India' and 'Referendum 2020' campaigns, "thus purporting violence and disturbing communal harmony in the country and trapping the public to indulge in unlawful activities". Chandhok said Pannun and his syndicate including World Sikh Parliament in conveyance with militant organizations is using all sorts of methodologies and tools to destabilize the law and order situation in the country. "There is an alleged nexus being operated by ISI [Inter-Services Intelligence], Pakistan between such anti-India elements based overseas and gangsters lodged in various jails across the country to execute targeted killings and provide ground assistance to nefarious elements in the country," he said. The forum shared the poster and videos issued by SFJ with the complaint, along with 63 Twitter handles promoting them. The letter also demanded "appropriate action and action against all the accused involved in such heinous activities in coordination with Interpol as deemed fit to avert any major incident."
