The fifth India-European Union (EU) summit in Hague, Netherlands, on November 8, has resolved to strengthen cooperation in combating terrorism by seeking among other things to jointly address the issues which create an environment conducive to terrorism, including support for and recruitment into terrorism. In a joint statement released at the end of the summit, the leaders of the EU and the Indian team led by Prime Minister Manmohan Singh stressed that cooperation in combating terrorism is a priority area for the EU-India action plan for strategic partnership to be adopted at the next year's summit in New Delhi.

Taking advantage of a major security lapse, at least two heavily armed terrorists had perched themselves on vantage positions in the foothills of Shankaracharya hillock overlooking the venue of the Prime Minister’s public rally. Hours before Dr Singh’s scheduled arrival, a Police official spotted the terrorists and in an encounter that followed, the two terrorists were shot dead. Officials maintained that just two AK-56 rifles and a pistol were recovered from the site of the encounter. However, Daily Excelsior reports that they also carried an RPG rifle, which could well have been used to fire grenades on the public meeting. While two terrorists got killed, three soldiers and an equal number of civilians sustained minor injuries in the gunbattle. Speaking to The Times of India in Lucknow, on November 19, Union Minister of State for Home, Prakash Jaiswal said there are intelligence reports of strong Nepalese Maoist and the Communist Party of India-Maoist nexus that poses new threat to the internal security of India as a whole and that of five states— Uttar Pradesh, Bihar, Uttaranchal, West Bengal and Sikkim—in particular. The development means trouble in future and the Union government has taken a serious note of this, the minister added. He also said that Central and state intelligence agencies have recently submitted reports on camps along the border to train suicide bombers and women, digging of trenches, procuring arms from the erstwhile People’s War Group (PWG) outfits in Andhra Pradesh and plundering of forest wealth from India. As part of this design, models of the fence and Indian troop positions have been prepared and the terrorists are being provided with plastic ladders and gloves, wire cutters and chemicals that have been specially procured for the purpose.
