Two soldiers, identified as HC Kuldeep of 15 Sikh Light Infantry and Rifleman Subhum Sharma of 8 Jammu and Kashmir Rifles, were killed and four others injured when Pakistani troops violated the Cease Fire Agreement (CFA) along the Line of Control (LoC) in Nowgam sector in Kupwara District of Jammu and Kashmir (J&K) in India on October 1, reports Daily Excelsior. The four Army soldiers who were injured have been identified as Naib Subedar Ishar Das, Rifleman Gorie Singh, HC Danash all from 8 Jammu and Kashmir Light Infantry and Sepoy Sandeep Singh of 15 Sikh Light Infantry. Pakistani troops also fired artillery rounds causing huge explosions which could be heard from a distance causing panic among the residents in Macchil and Keran sectors. Some residents who were in the firing range moved to safer places, however, Indian troops gave befitting reply and also fired artillery rounds, used mortars and heavy machine guns.

The Enforcement Directorate (ED) on October 1, said it has filed a charge sheet against Lashkar-e-Taiba (LeT) ‘chief’ Hafiz Saeed, one of his Pakistani associates, a Delhi-based hawala (illegal money transaction) dealer and others in connection with a money laundering probe linked to an alleged terror financing case, reports oneindia.com. The agency's case is based on a National Investigation Agency (NIA) complaint filed against the accused and Pakistan-based organisation Falah-i-Insaniyat Foundation (FIF). "The prosecution complaint (charge sheet) has been filed against Indian national Mohammad Salman, Hafiz Muhammad Saeed, his ‘deputy’ Shahid Mehmood, a Dubai-based Pakistani Mohammad Kamran and Mohammad Salim alias mama, a Delhi-based hawala operator under the Prevention of Money Laundering Act in an ongoing investigation linked to a terror financing case," the ED said in a statement.

The National Investigation Agency (NIA) has filed a charge sheet against 33 cadres of the CPI-Maoist for their involvement in the killing of a Bharatiya Janata Party (BJP) Member of Legislative Assembly (MLA), Bhima Mandavi along with four Police personnel of Chhattisgarh Armed Force (CAF) in Dantewada District of Chhattisgarh on April 9, 2019, reports Outlook on October 2. NIA filed the charge sheet in a special NIA court at Jagdalpur in Bastar District of Chhattisgarh. The NIA spokesperson said, of the 33 accused, six have been arrested, 22 are absconding and five have died. The arrested persons are – Madka Ram Tati, Bhima Ram Tati, Linge Tati, Laxman Jaiswal, Ramesh Kumar Kashyap and Haripal Singh Chauhan – all residents of Dantewada District.

The National Investigation Agency (NIA) has filed a chargesheet against three persons who suspectedly underwent training in Pakistan to carry out terrorist attacks in India on the instructions of Lashkar-e-Taiba (LeT), reports Daily Excelsior on October 2. An NIA official said, the charge-sheet against Muneeb Hameed Bhat, Junaid Ahmad Mattoo and Umer Rashid Wani, all residents of Kulgam District of Jammu and Kashmir (J&K), was filed before a special NIA court in Jammu on October 1, and was filed under sections of the Ranbir Penal Code and the Unlawful Activities Prevention Act (UAPA). Mattoo and Wani were killed in separate encounters in Jammu and Kashmir in 2017 and 2018, respectively, the NIA official said. The case relates to subversive activities of the LeT in Kulgam. It was motivating youths such as Bhat to join the terror group and organised their travel to Pakistan for terrorist training on the basis of valid travel documents following the recommendation of separatist leaders.

A Communist Party of India-Maoist (CPI-Maoist) leader, identified as Modiyam Vijja, was killed by the fellow cadres in a forest near Chitavar village in Bijapur District of Chhattisgarh on October 2, reports The Pioneer. Vijja was a ‘divisional committee member (DVCM)’ of CPI-Maoist. He was shot dead by his subordinates after a confrontation broke out over his role in the recent killings of civilians in the District. In a press release, the Inspector General of Police (IGP, Bastar Range) Sundarraj Patilingam said, “Modiyam Vijja, a Divisional Committee Member (DVCM), who was in-charge of Gangaloor Area Committee of Maoists, was carrying a reward of INR 800,000 on his head. He was the leader behind most of the civilian killings and rallies being organised in Gangaloor area of Bijapur. It appears there is lot of dissent among the senior cadres and lower rung cadres and they are in a confrontation mode with regard to violence being committed on innocent tribals by senior ultras.”

Delhi witnessed the country’s highest number of seizures of Fake Indian Currency Notes (FICN) in 2019, statistics released by the National Crime Records Bureau (NCRB) show, Hindustan Times reports on October 3. The analysis of the NCRB’s data shows that circulation of FICN of INR 2000, INR 500 and INR 200 (new currency notes launched after the demonetisation exercise in 2016) increased in Delhi in 2019 in comparison to 2018. As per the NCRB data, Police seized 8,979 fake notes in the denomination of INR 2000 (valued more than INR 1.79 crore) in Delhi in 2019, which was 2,522 notes (nearly INR 50.44 lakh) more than the seizure of the same currency fake notes in 2018. Police had seized 6,457 counterfeit notes of INR 2000 valued a little over INR 1.29 crore in 2018. “The increase in seizure of fake Indian currency of Rs 2000, Rs 500 and Rs 200 denominations is an indication that printing of fake notes was picking up pace after a lull of almost two years post demonetisation in November 2016,” said Deputy Commissioner of Police (special cell) Sanjeev Kumar Yadav.

UMHA submitted its affidavit before the Unlawful Activities (Prevention) Tribunal in Guwahati. In a statement, the Police said the accused were arrested from ITO area in central Delhi and were carrying four sophisticated pistols and over 120 rounds of ammunition. The accused have been identified as Altaf Ahmad Dar (25), a resident of Pulwama District of J&K, and Mushtaq Ahmad Gani (27), Ishfaq Majeed Koka (28) and Aqib Safi (22), all residents of Shopian District of J&K, the statement said. The Police said, "Ishfaq is the elder brother of slain terrorist Burhan Koka, ex-chief of Ansar Ghazwat-ul-Hind, an off-shoot of Al Qaeda in Jammu and Kashmir." They said Burhan Koka was killed in an encounter in Melhora area in Shopian District of J&K on April 29, 2020, along with two other associates. After his death, his elder brother Ishfaq Majeed Koka was approached by the cadres of Ansar Ghazwat-ul-Hind to work for the terrorist outfit, Police stated. Though the date of signing the peace pact is yet to be decided, the GoI has clearly notified that the talk process has been finished. The GoI has also clarified that the demand for separate flag and constitution is not possible and it is upto National Socialist Council of Nagalim- Isaak Muivah (NSCN-IM) militant outfit to sign the agreement or not. For the first time, the peace pact will be signed with both militant outfits and civil societies of Nagaland including the Naga Gaonbura Federation and the Hohos of all the 14 tribes of Nagaland. The Naga National Political Groups (NNPG), an umbrella organisation of seven militant groups of Nagaland and civil society groups, have already approved the draft agreement that includes creation of two autonomous councils, one each on Manipur and Arunachal Pradesh. Regarding the surrender of arms and ammunition, the GoI will be taking administrative measures to recover weapons after signing of the accord. The signing of the peace pact will also pave path for fresh elections in Nagaland.

Ahamed Abdul Cader, 40, from Ramanathapuram District in Tamil Nadu and Irfan Nasir, 33, from Frazer Town in Bengaluru were arrested. While Cader is a business analyst in a bank in Chennai, Nasir is a rice merchant in Bengaluru, the NIA said in a statement. During the investigation of a case taken up by the NIA on September 19, certain incriminating facts emerged about a Bengaluru-based IS module, the agency said. "Further investigations resulted in revealing a module wherein Cader, Nasir and their associates were members of Hizb-ut-Tehrir. The National Investigation Agency (NIA) has carried out searches at six locations in Punjab in connection with a case linked hoisting of Khalistani ‘flag’ by Sikhs for Justice (SJF) cadres at the Deputy Commissioner's Office in Moga on the eve of Independence Day on August 14, 2020, reports New Kerala on October 15. The agency conducted the searches on October 13 in Ferozpur, Ludhiana and Moga Districts of Punjab. The searched premises belonged to accused Akashdeep Singh, Jogwinder Singh, Inderjeet Singh, Jaspal Singh and Ram Tirath, the NIA said. The agency also searched a cyber cafe belonging to accused Jaspal. During the searches, the NIA seized various electronic items like pen drives, laptops, hard discs and other incriminating documents. Intelligence inputs suggested that proceeds from gold smuggling in Kerala were used for anti-India and terror activities, NIA said as it opposed bail for the accused in the case. The agency cited a report by the Central Economic Intelligence Bureau (CEIB), submitted to the NIA Director General in October 2019. The report was submitted to the court on October 14, in a sealed envelope. The NIA quoted the UN Security Council (UNSC) Sanctions Committee's narrative summary on Dawood Ibrahim and the fact-sheet published by the US Department of Treasury on his gang's activities in Africa. There were no casualties or injuries on the security personnel side. Sources said Tippagarh Local Organizational Squad (LOS) and Platoon 15 were present at the place when they were surrounded by the commandos. The encounter lasted for around 45 minutes following which the Maoists started retreating, later, the slain bodies of five Maoists, their pittoos (rucksucks), one INSAS (Indian Small Arms System) assault rifle and two other firearms were recovered from the encounter site. Assistant Superintendent of Police (ASP), Rajesh Chandra said, the arrested Maoist was identified as Kaluma Joga alias Sandeep of Puttapadu village of Kistaram area in Sukma District in Chhattisgarh. Joga joined CPI-Maoist outfit Bal Sangham (Maoist’s children squad) in the year 2007 and later served in ‘Jan Militia’ (people’s army of the CPI-Maoist) and ‘Bhumkal Militia’. Malkangiri,Superintendent of Police (SP), Rishikesh Dnyandeo Khilari, said,“In the past few days, a joint operation was launched by our Odisha SOG and a unit of BSF. We had received some inputs from the operation. Basing on it, the security forces were undertaking searches in Mukudipalli, Gurasetu and Beijing areas under Jodango PS (Police Station). During this operation, we recovered some explosive dump from the areas.” He further informed, “The dump comprises one country-made revolver, a claymore mine, three-meter long Codex wire, various types of explosives, eight electronic detonators, a large oxygen cylinder, camera flash with switch, iron rods, some electric wires and some Maoist literature. From these seized materials, we suspect that these articles were intended to be used against the innocent tribals and our security forces. Sidhik, who was deported from Saudi Arabia after Interpol issued a Red Corner Notice against him, was arrested in connection with the terror strikes the outfit had planned in Kerala and Tamil Nadu.
