The Police claimed to have foiled a plan to kill Dera Sacha Sauda follower Shakti Singh, who is an accused in three Bargari sacrilege cases of 2015, with the arrest of a person, identified as Bhola Singh alias Khalsa, allegedly carrying two weapons in Faridkot District of Punjab province, reports The Tribune on October 2. Shakti Singh is believed to be on the target list of banned Khalistan Tiger Force (KTF). Bhola, of Jeon Wala village under Faridkot Tehsil (revenue sub-division) in Faridkot District, is facing as many as five criminal cases, including murder and extortion. The Police had got a tip-off about the threat to the life of Shakti Singh after four KTF operatives were arrested and interrogated by the Moga Police in May this year. These operatives were arrested by the Police for the alleged killing of a Dera follower in Bathinda last year. Shakti Singh and five other Dera followers were arrested by the Police on May 16 this year. However, after Shakti Singh was released on bail on July 28, there were increased threats to his life.

A 40-year-old Communist Party of India-Maoist (CPI-Maoist) cadre involved in murder, arson and other incidents was arrested in Bijapur District of Chhattisgarh on October 1, reports The Pioneer. Superintendent of Police (SP), Kamlochan Kashyap said Madavi Budhram was Badetungali ‘president’ of Janatana Sarkar (Peoples Government) and Potenar ‘vice president’ of the Revolutionary People’s Committee (RPC) of the CPI-Maoist, carrying a reward of INR 10,000 on his head. He was a Local Organization Squad (LOS) member between 2006 and 2010, and was involved in several Naxalite [Left Wing Extremist, LWE] incidents between 2007 and 2020 including killing of villagers, firing on Police, planting Improvised Explosive Devices (IEDs) on highways, abduction and arson. As many as 20 warrants were pending against the arrested Naxalite.

An unidentified militant was killed in an encounter with Security Forces (SFs) at Rakhama village in Shopian District of Jammu and Kashmir (J&K) on October 1 (today), reports Daily Excelsior. On a specific information troop of Rashtriya Rifles (RR), Central Reserve Police Force (CRPF) and Special Operation Group (SOG) of Jammu and Kashmir Police (JKP) launched a joint Cordon and Search Operation (CASO) at Rakhama village in Shopian, in the wee hours on Friday (October 1). After sealing all the exit points, when SFs were moving towards a particular area in the village, militants hiding there, opened fire, Police spokesman said. SFs also retaliated ensuing in an encounter, the spokesman said adding a militant was killed so far, whose identity is yet to be ascertained. The operation was going on the reports last came in.

Four aides of Canada-based Khalistan Tiger Force (KTF) operative Arshdeep Singh alias Arsh Dala, a close aide of KTF’s Canada-based ‘chief’ Hardeep Singh Nijjar, were arrested with three sophisticated weapons, 14 live cartridges and 300 grams of heroin, from Mehna Police Station area in Moga District of Punjab on October 1, reports Hindustan Times. The arrestees have been identified as Amandeep Singh alias Machher of Ferozepur, Jaswinder Singh alias Jassu of Kokri Klan village, Balraj Singh and Arun Sarwan of Moga. They were booked under Sections 21, 61 and 85 of the Narcotic Drugs and Psychotropic Substances (NDPS) Act and 25 (6) (7), 54 and 59 of the Arms Act at the Mehna Police Station. Moga District Senior Superintendent of Police (SSP), Dhruman H Nimbale said they arrested Amandeep with a Beretta M9 pistol, four live cartridges and 300gm of heroin. Arsh Dala contacted Amandeep through Facebook, where he lured and manipulated him to get his work done. Later, Arsh told him to collect the Beretta pistol from Jaswinder Singh. “During investigation, Jaswinder revealed that apart from Amandeep, he had given two more Beretta pistols and 10 live cartridges to Balraj Singh and Arun Sarwan of Moga. “Acting on the information, we arrested Balraj and Sarwan with two pistols, 10 live cartridges and a Mahindra Scorpio SUV,” he added. “Preliminary investigation reveals that Arsh had provided these weapons to his associates. We are trying to figure out how and from where he got these weapons,” said the SSP. Police said Arsh, along with KTF’s Canada-based ‘chief’ Nijjar, is co-conspirator behind targeted killing in Punjab, including murder of Dera Sacha Sauda follower and firing on a priest in Nijjar’s village. Besides, he was also the prime accused in murder of gangster Sukha Lamme and a trader in Moga. Currently, he is hiding in Surrey city in British Columbia of Canada. The Union Government has notified Nijjar as a “designated terrorist” under the Unlawful Activities Prevention Act (UAPA).

On October 1, five individuals were arrested along with a huge cache of arms and ammunition from Naharjan area along the Assam-Nagaland border in Karbi Anglong District of Assam, reports Northeast Now. A gypsy car was intercepted carrying the five arrested persons and three AK- 56 rifle with 75 rounds of ammunition and a pistol with eight rounds ammunition was recovered from it. The arrested has been identified as Akhui Kashung, Ngmpoi, Wungreingam, Ashang Chithung and Lanchungrei Kamei.

Communist Party of India-Maoist (CPI-Maoist) outfits again threatened to carry out major attacks on Police Forces to obstruct increasing activities of Security Forces (SFs) including vigilance and patrols in the Naxal [Left Wing Extremism, LWE] stronghold areas, reports The Free Press Journal on October 3. They (the Maoists) claimed that attacks will be carried out to counter the intensive military operations launched by the Government Forces in their areas. In addition, the CPI-Maoist issued a press release on October 2, 2021, and mentioned that operation Prahaar was a total failure and the forces of the People's Liberation Guerrilla Army (PLGA) killed at least 90 Policemen and injured 269 in a period of 8 months (November 2020- June 2021). In the release, Maoist ‘spokesperson’ Pratap said, the major damage to SFs occurred during this period. Realizing that the failure of operation Prahaar, the Union Home Minister (UHM) Amit Shah did not put aside the national security advisor, but also planned a mega military plan on public money to eliminate the Maoists, which is carrying out the fight against fascist forces to secure justice for the deprived junta, Pratap alleged.

A 40-year-old man named Chandramohan Tirkey alias Charka was shot dead by suspected Communist Party of India-Maoist (CPI-Maoist) in Dalki under Goilkera Police Station area in West Singhbhum District of Jharkhand on October 2 night, reports The Pioneer. A Police official said, "The area Goilkera is Naxal [Left Wing Extremism, LWE] infested area. The murder might have links with ultras of banned outfit. We are investigating the incident." A joint team of Police and the personnel of the Bomb Disposal Squad (BDS) on October 2 unearthed a Communist Party of India-Maoist (CPI-Maoist) dump and recovered a cache of explosives, portable devices and other material from Kalvapalli forest area in Tadwai Mandal (administrative sub-division) in Mulugu District of Telangana, reports The Hindu. Acting on a tip-off, the joint team carried out a search operation in the forest area along the outer periphery of Kalvapalli in the early hours of Saturday, Police said, adding, the team found 25 each gelatin sticks and detonators, a large bundle of cloth used to prepare “red flags”, a small bundle of wire, a flash camera, pen drive, Bluetooth speaker, earphones, power bank, battery charger, revolutionary literature and documents pertaining to the resolutions passed at various meetings of the CPI (Maoist) including the Dandakaranya special zone accounts sheets for 2015 and 2016. Panda had applied for bail in five cases along with another case he had transferred from Sub-Divisional Judicial Magistrate (SDJM) court to ADJ court in Gunupur Sub-Division. Sabyasachi was sentenced to undergo life imprisonment under Section 121 of the Indian Penal Code (IPC) in the year 2019. He was arrested from a house at Mangalavaram Peta under Badabazar Police Station limits in Berhampur in Ganjam District on July 17, 2014. A revolver, cash worth INR 211,000, and 800 grams of gold ornaments were seized from his possession. Sabyasachi, who carried a reward of Rs five lakh on his head, was active in the Maoist movement for more than two decades, operating in Southern Odisha including the Districts of Rayagada, Gajapati, Ganjam, Kandhamal and Nayagarh. He was involved in numerous cases like the Nayagarh and R Udaygiri armoury loot, killing of Swami Laxmanananda Saraswati, abduction of two Italian nationals and blowing up of ambulance in Kandhamal besides, overall involvement in killing of 25 security personnel and 34 civilians.

The NIA has listed 19 persons as accused including Velumurugan, Kuppuswamy Devaraj (65) and Ajitha (45) who were killed in an alleged encounter with the Police in Nilambur forests on November 24, 2016. As per the First Information Report (FIR) submitted in the NIA Court in Kochi, the case was first registered at Edakkara Police Station in Malappuram, on September 30, 2017, which was later probed by the State Anti-Terrorism Squad (ATS). The NIA has now taken over the probe. “The accused in this case are members of proscribed terrorist organisation CPI (Maoist) that had organised a training camp, which included arms training, flag hoisting and study classes in connection with the formation day of the outfit in the last week of September 2016 in the forest three kilometres away from Nilambur’s Mundakadavu colony and had engaged in anti-national activities,” the FIR said. A head constable also joined them but the drone managed to return before crossing the barbed-wire fence.” The second incident, the DIG said, took place at the same time near the Kasyam Barman BoP in Pathankot District. “Troopers of the 121-Battalion opened fire at the drone which entered the Indian territory after crossing the fence. Superintendent of Police (SP), Ajay Linda had received a tip off that an active member of the Kande Honhaga squad was about to come to Tonto. Soon a team was formed and as soon as the Police reached Tonto Chowk, a person started escaping after seeing the Police. The Police chased and arrested the person. On interrogating the arrested person, revealed his name as Bir Singh Mundari, a resident of Munda Sai Tola of Rengra Hatu village. In June 2021, he was involved in an encounter with the Police in the forest of Rengra Hatu. A First Information Report (FIR) has been registered against him in Tonto Police Station under 27 Arms Act and 17 Criminal Law Act (CLA). During interrogation, Bir Singh revealed that he had joined the Maoist organisation in the year 2018. After receiving training in Kande Honhaga’s squad, he started working for the squad. The gang was allegedly being run by Khalistan separatists settled abroad. The anti-terror federal probe agency returned after handing over notice to their families which asked the two suspects to appear at their office in Chandigarh on October 8 for questioning. The first case in the alleged extortion racket was registered in Moga on May 22 this year. And after the names of separatists cropped up, the NIA took over the probe in the case on June 10. In July, it had arrested an alleged arms trafficker from Meerut. “Gagandeep Singh was involved in smuggling of weapons on the directions of Arshdeep, one of the main accused in the case and a close aide of Hardeep Singh Nijjar, the chief of Khalistan Tiger Force,” the NIA had said in a statement then. The NIA team accompanied by Chandigarh Police raided two houses in Radhna village on October 5. According to sources, the homes of Jalish Ahmad and Mohd Khilafat were raided. NIA served notice to the family of Khilafat and asked his son Akbar Soni to be present at its Chandigarh office. The notice, stated, “Whereas it appears that you are acquainted with the facts and circumstances of the NIA case noted below, which is now being investigated by NIA. You are hereby directed to appear on October 8, at NIA branch office Chandigarh for the purpose of examination.”

A major tragedy has been averted with their detection.” The Maoists had laid the booby traps by digging trenches, in which they reportedly planted sharp bamboo arrows and covered them with leaves. The heavily forested and Community Party of India-Maoist (CPI-Maoist)-infested Chatra District in the coal-bearing North Chhotanagpur division has been a den of opium cultivation in the State, with several small and marginal farmers being involved in it allegedly having support of CPI-Maoist and their splinter groups. Chatra superintendent of police, Rakesh Ranjan, said, “We can’t deny the fact that we have a problem at hand and we need to solve it. The Police has been cracking down against those involved in the crime and have done several seizures of opium and drugs and have made several arrests. While the crackdown continues, we also want to educate people about the different dynamics of the illegal trade.” As per data provided by the District Police, from January 1, 2021 to October 6, 2021, the Police have registered 123 cases related to the trade and arrested 129 persons. In this period, the Police seized 605.77 kilograms opium, 61.65 quintal of Doda (dried opium stem), 2.621 kilograms brown sugar, 120 kilograms of Posta (poppy seeds), besides vehicles ranging from two-wheelers to trucks, arms and ammunition and cash. Most forested areas in the District, including Pratapur, Lawalong, Rajpur and Hunterganj--which also share border with Bihar--are some of the areas where opium cultivation is done, sources said.

CM Baghel said that based on the preliminary exercise, residents of these villages will get benefits of the Government schemes. Police said two country-made pistols and two semi-finished weapons were recovered from his house in Model Town in Phase-1 locality. Police said it was for the first time in recent years that an improvised weapon manufacturing unit was found in Punjab. Deputy Superintendent of Police (DSP), Aaswant Dhaliwal said several tools used to manufacture arms were also seized. The DSP said, “We had inputs about a suspicious person. On questioning, the person turned out to be an active member of Bodo Liberation Tiger Force. Assam police authorities confirmed that Bodo had surrendered in 2003 and after that, he disappeared.” Police said Bharao was staying alone in the rented accommodation since July. The accused left Assam and did odd jobs at various places outside before landing in Bathinda four months ago. “Bharao has revealed identify of his old friend, a plumber from Muktsar, currently residing in Bathinda with his family. Teams are trying to locate him to find out if he too was involved in manufacturing illicit arms. His background is being verified,” said the DSP.

The trio mostly targeted industrialists and other businessmen in the Civil Township area in Rourkela and other parts of the Steel City. Police said three 7mm pistols and around 55 rounds of ammunition including few of Self Loading Rifle (SLR) automatic weapons and some Improvised Explosive Devices (IEDs) were recovered from the criminals. Rourkela, superintendent of Police (SP), Mukesh Bhamoo said that around 6-7 cases had been registered against Banti who confessed to have been working for PLFI cadre Arjun Rana. All the three arrestees were working on the instruction of Rana who mostly operates from Jharkhand. He used to hire criminals to run his extortion and other organised crime syndicate in Rourkela. “Most of these criminals work in small groups. Each of them has specific roles. Officials of the National Investigation Agency (NIA) launched a series of raids across locations in Tamil Nadu, Kerala and Karnataka on October 12, to unearth suspected training places and hideouts of the outlawed Community Party of India-Maoist (CPI-Maoist) party, reports The News Minute. The raids were triggered by specific intelligence inputs on people being indoctrinated into the party’s ideology through propaganda material. It also said that, according to NIA officials, videos used to train the cadre were also found. As per other reports, raids are underway at as many as 20 locations across Kerala, Karnataka Tamil Nadu and Andhra Pradesh. The case was registered earlier this year in Edakkara in Malappuram of Kerala, pertaining to an alleged conspiracy by the members of CPI-Maoist for conducting training camps, arms training, flag hoisting and celebrations on the formation day of CPI-Maoist in September 2016 in the Nilambur forest area. On October 12, the NIA reportedly raided the home of Dinesh, a doctor in Puliyakulam in Coimbatore who is allegedly a Maoist supporter, and another person named Danish. The NIA took over the case from the Anti-Terrorism Squad (ATS), which was probing the issue after the case was filed in 2017 at the Edakkara Police Station. The NIA has listed 19 persons as accused in the matter, including three people who were killed in encounters. The First Information Report (FIR) filed by the NIA reportedly said that the accused from the CPI-Maoist were engaged in anti-national activities by allegedly organising a training camp, which included arms training, flag hoisting in the last week of September 2016 on the occasion of the anniversary of the party’s formation.

However, his involvement in the blast cannot be stated clearly. It will be clarified on further investigation. There is no evidence as of now," sources said. Apart from this, Asraf had also done a recce of the Police Headquarters (Old Police Headquarters) located at ITO. "He revealed that he has done a lot of recces but not much information could be gained as he was not allowed to stop outside the police headquarters for much duration. He had also done a recce of ISBT and information was sent to Pakistani handlers," sources said. It was also revealed by Asraf that he did a recce at India Gate and Red Fort as well. "He has said that he did a recce at 10 places," sources said. "In the interrogation, he said that VIP areas were not among the targets as casualty would have been less. All these recce were done a few years ago. He has not revealed as yet the places where he wanted to undertake a terrorist operation," they added. Bhadradri Kothagudem District Police are reaching out to women and youth in tribal areas and engaging them in various activities to wean them away from Community Party of India-Maoist (CPI-Maoist), reports The Times of India on October 14. Apart from training women in tailoring, the Police are distributing sports kits to youth. Water filters and television sets are also being distributed in the last few months. “We are doing this to instil confidence among the tribals and drive away mistrust towards police. We started this outreach programmes to improve connectivity and engage the tribals in activities so that they can look for help from us,” Bhadradri Kothagudem District Superintendent of Police (SP), Sunil Dutt said. Police were focusing especially on the youth by providing them cricket kits, volleyball kits and other sports kits. “This endeavour is bringing change in the mindset of tribals and directly contact us,” a Police official said. To stop Maoists from taking advantage of any unresolved issues, Police are also involving other departments to help solve local problems like laying internal roads and attending to health needs. A tribal family recently called Police for help when a woman developed labour pains. Police shifted the woman to the local Primary Health Care (PHC) in time. “Several militia members are disgruntled with Maoist ideology and their activities. They are coming out and surrendering before police. The outreach programmes have also helped us gain their confidence,” a senior Police official said.

The army personnel identified as Rohit Kumar is employed as Havaldar in an engineering regiment of the Army in Bhopal in Madhya Pradesh and were involved in espionage activities since 2018. The Central Government has sanctioned construction of as many as 233 roads across Jharkhand worth INR 13.96 billion in order to improve connectivity in the Naxal [Left Wing Extremism, LWE] hit areas of the State, reports The Pioneer on October 14. Under the scheme a total of 1753.77 kilometres road will be constructed other than 71 bridges. The rural development is likely to execute the plan by floating tenders. The road infrastructure will be developed in the ‘aspirational districts’ of Jharkhand. The Union Ministry of Rural Development (UMRD) took this decision in the light of a proposal made by the Jharkhand Government, and the proposal was approved at a meeting of the empowered committee chaired by Union Rural Development (URD) Secretary NN Sinha in Delhi on October 12. These roads will be constructed under the Prime Minister’s Village Road Scheme. According Jharkhand rural development department 979.350 kilometres of rural roads will be constructed under Pradhan Mantri Gram Sadak Yojana (PMGSY) Phase-3 which will cost INR 6.3065 billion. Similarly, 774.42 kilometres of roads will be constructed in the Naxal hit areas under the Prime Minister’s Village Road Scheme to improve connectivity. The Narendra Modi Government has given approval for construction of roads through Road Connectivity Projects in LWE affected Areas (RCPLWE) scheme. Under this, 125 roads and 71 bridges will be constructed worth INR 7.6542 billion.

Senior Police officials said, this is the second instance of fierce gun battle between the Maoists and SFs reported from the area in the past one week. As per reports, a team of Special Operation Group (SOG) personnel and District Voluntary Force (DVF), had launched a combing operation after getting inputs regarding the presence and movement of the Maoists in the region. On seeing the SFs, the Maoists opened fire on them. The SFs retaliated by firing back. It is suspected that the Maoists again regrouped near the spot where three of their cadres were recently gun downed by the SFs. Around 30 to 40 Maoists were present in the camp, sources said. On a specific input, Police, Army and Central Reserve Police Force (CRPF) launched a Cordon and Search Operation (CASO) in Wahibugh village area in Pulwama District on October 15. “During the search operation, when the suspected house where the militant was hiding, was zeroed-in, repeated offers of surrender were made. But the militant fired indiscriminately at the forces triggering a gun-battle. In the ensuing encounter, one militant identified as Shahid Bashir Sheikh, resident of Habba Kadal, Srinagar was killed and his body retrieved from the site of encounter. We have recovered an AK-47 rifle from the slain militant,” Inspector General of Police (IGP), Kashmir Zone, Vijay Kumar, said. Sheikh had joined TRF recently and was linked with Lashkar-e-Toiba (LeT). Shahid was also involved in the killing of civilian and Power Development Department (PDD) employee Muhammad Shafi Dar of Batamaloo in Srinagar. The other gun battle took place in Batamaloo area of Srinagar, based on a specific input by Police about the presence of a militant at Hamdaniya Colony Bemina area of Srinagar. “During the search operation, the hiding militant was asked to surrender but he fired at the forces triggering an encounter. In the ensuing encounter, one militant identified as Tanzeel Ahmed, a resident of Haba Kadal, Srinagar was killed”, the IGP said, adding that the slain Tanzeel was involved in the killing of Probationary SI Arshid Ashraf at Khanyar in Srinagar on September 12. Interestingly, this is the only India-U.S. service exercise continuing in bilateral format. The India-U.S. Malabar naval exercise became trilateral with the addition of Japan in 2015 and further brought in all the Quad partners together with the inclusion of Australia in 2020. Similarly, Japan joined the India-U.S. bilateral air exercise, Cope India, as an Observer in 2018 and the plan is to make it trilateral in phases. India and the U.S. also hold a tri-service exercise. “The exercise aims at enhancing understanding, cooperation and inter-operability. It will focus on combined arms manoeuvres in cold climatic conditions and is primarily aimed at sharing tactical level drills and learning best practices from each other,” the Indian Army said. The exercise scheduled from October 15 to 29 will culminate after a 48-hour validation phase.

The combing operation was launched by a joint team comprising Border Security Force (BSF) personnel, Special Operation Group (SOG) and District Volunteer Force (DVF) Malkangiri after receipt of credible inputs regarding presence of the Maoists on October 14, 2021. However, an exchange of fire broke out between the SFs and Left-Wing Extremists (LWEs) on October 15. Taking advantage of the hilly terrain, the Maoists managed to escape. “After a thorough search, several explosives and other Maoist articles including detonators, battery, Maoist kit bags and uniforms have been seized from the spot,” the Malkangiri Police said in a press release. The militant identified as Atoka Kinimi, ‘additional secretary’ of NSCN-K-NS, along with other militants were heading to Khekhoi to rescue 10 abducted fellow militants from the NSCN-U camp when NSCN-U militants allegedly stopped their vehicle and started firing. The Border Security Force (BSF) and Punjab Police have started involving the Panchayats (village level local self-Government institutions) in border villages of Punjab to tackle issue of drones, reports The New Indian Express on October 18. In the last two years, around 125 drones have been sighted in Punjab. Ten of those were shot down because they were from Pakistan to deliver weapons, explosives, ammunition and narcotics from across the border. Last month, there were a dozen drone sightings in which grenades and drugs were smuggled. Three drones from Pakistan, which tried to enter Indian territory on October 6, were fired at by BSF and retreated. In September, when sympathisers of the Khalistan Tiger Force (KTF) were arrested, they confessed to smuggling weapons through drones from Pakistan. In August, a tiffin bomb packed with over two kilograms of RDX and five hand grenades were found from Daleke village in Amritsar. Punjab Police claimed that the consignment was dropped by a drone from the neighbouring country. A senior Police official said the State Police and BSF are holding meetings with Panchayats which fall within five kilometres of the Indo-Pak border and asking them to share information if they spot any flying object. Sources said radars cannot spot the drones as they fly at a height of 300 to 400 metres, mostly at night hours. These can carry five to seven kilograms of weight.

The base would act as a shield against Maoists’ movement around Bhadradri and other regions. State Police has applied to the Union Ministry of Environment and Forest (UMEF) for diversion of two hectares of forest land to establish one company of 141 Bn CRPF and Police Force at Cherla Mandal for anti-Naxal [Left Wing Extremism, LWE] operations. Cherla-Pamida-Kistaram axis of Telangana will fall in the area. Police base will have barracks for CPRF, Commando Battalion for Resolute Action (CoBRA) and State Police Forces. It will have a kennel with sniffer and tracker dogs for finding explosives and extremists on the run. “Forces are already in this area. We are relocating them. During the search conducted today white powder material, suspected to be talc mixed with narcotics, has been seized with the help of FSL (forensic science laboratory),” the agency said in a statement. More than 250 Unlawful Activities Prevention Act (UAPA) cases have been registered against Maoists till 2021. Among these, 68 who were named accused have been arrested and only a few more are left for the Police to act. This includes PLGA cadres, Maoist front organizations and Urban committee members. Other than the arrests of the activists, eight of them were killed in four encounters. Most of the arrested and the neutralized hailed from Tamil Nadu, while the only Malayali is a Malappuram Pandikkad native C P Jaleel. All neutralized were Tamilians except the Maoist ‘central committee’ (CC) member and Andhra Pradesh native Kuppu Devaraj. The Maoists were arrested by Kerala and Tamil Nadu Police. The arrested include Rajan Chittilappilly, Thrissur Vadanappally native Roopesh, Arms trainer and Chhattisgarh native Deepak, Mahalingam, Reena, Sreemathi, Kalidasan, Danish, Chinnavel, Ibrahim, Melethil Usman, Thaha Fasal, Anoop Mathew, T K Rajeevan, and Dinesh. The recent arrest was of Maoist Urban Committee Leader Malappuram Pandikkad native Melethil Usman. There are almost 30 people lodged in jail as under trial prisoners. Vikram Gowda, Soman, Sundari, Asha, Sreemathi, Jayanna, Gopalakrishnan, C P Moideen, Lenin, Jagadheesh, Krishna, Anitha, Chandrashekara Gairwal and Latha Shekar are included in the list of the most-wanted for engaging in Maoist activity in the State. Many have surrendered by quitting Maoist activities that centered in the State. Sundaran alias Unnikrishnan, Kanyakumari alias Kanya, Anandakumar alias Bhagat Singh, and Padma from Tamil Nadu, are among the ones who surrendered and are in jail as under trial prisoners.

The slain Maoist was identified as Pramod Koda, whose body was recovered from Lathia Pahari along with an AK47 rifle, Police said. Additional Director General of Police (ADGP), operation, Sushil M Khopde said Lakhisarai Police launched a search and rescue operation following information that some Maoists were hiding in the forest area of Bhagatpur after abducting the son of a Public Distribution System (PDS) dealer. “At around 10pm, the STF team came under heavy firing by the Maoists and fired back in self-defense,” said Khopde, adding that one Maoist was killed in the exchange of fire that lasted for about one-and-a-half hours, following which, the rebels escaped into the forest. Search operations have been intensified in the area to trace the abducted person, the official said. Pidi Bazar Station House Officer (SHO), Prajesh Kumar Dubey said armed Maoists attacked the house of PDS dealer Bhagwat Prasad at Chaukara and abducted his son Deepak Prasad (24). Koda, along with his associates, was fleeing after abducting the PDS dealer’s son for a ransom of INR 10 million. The abducted youth, Deepak was yet to be rescued, however, a massive joint operation is on in certain parts of Lakhisarai, Jamui and Munger Districts to recover him, adds The Times of India.

The shooters, identified as Lovepreet alias Ravi, Kamaljit Sharma and Ram Singh, targeted prominent persons of other faiths “to create a sense of fear and disharmony in the society,” the Ministry of Home Affairs (MHA) said while handing over the two cases to the NIA. In April, the NIA filed charges against eight members of another outfit called Khalistan Liberation Force (KLF) for the murder of Balwinder Singh Sandhu, a Shaurya Chakra bravery award winner, in Tarn Taran District in October 2020. “Islamic or Khalistani outfits in Jammu and Kashmir and Punjab, operating with the help of Pakistan army and the ISI (Inter-Services Intelligence, the Pakistani spy agency), have found this modus operandi more useful to them,” an official said, requesting anonymity. “The local operators, who act as hitmen, are provided with guns easily available within India or smuggled from across the border, for which money is paid through Western Union money transfer or hawala (informal money transfer). The inter-District bus services between Bhadrachalam and Venkatapuram in Mulugu District were hit as the authorities suspended three buses on this route on October 27 as a precautionary measure, sources said. Barring a few, all other bus services remained unaffected. Police sources claimed that the bandh failed to evoke any response in the entire District. However, the Police continued their synergised anti-Maoist operations along the inter-State border with Chhattisgarh in coordination with their counterparts of the neighbouring State, sources said. Police maintained a hawk-eyed vigil on forest routes and ferry points along the Godavari River course in Bhadrachalam and Manuguru Police sub-divisions as part of the stepped-up vigil in the aftermath of the Tekulagudem incident.

This was based on the recommendations of the State Government under Left Wing Extremist (LWE) phase-II project with financial support of the Government of India, said head of Odisha Licensed Service Area (LSA) BK Nayak in a media conference at Koraput on October 27. Funds to the tune of INR 4.22 billion would be allotted from Universal Service Organisation Fund (USOF) for this purpose. Around 256 mobile towers have already been installed by USOF in 22 Districts in the State. Malkangiri, the Communist Party of India-Maoist (CPI-Maoist) turf, gets the top priority as 128 towers have been allotted to the southernmost District. Another 85 is allocated to Koraput, 33 to Rayagada, 22 for Nabarangpur, six each for Kandhamal and Kalahandi, 49 for Nuapada and two each for Bargarh and Boudh.

Based on the information and CCTV footage, a search operation was launched and a suspected vehicle carrying the three militants was apprehended. Villagers had organised a rally to protest against the Surjagarh mining project in Etapalli on Tuesday, a release stated, adding, Gadchiroli Police had received a tip-off that some Maoists had joined the rally, following which some plain-clothes personnel of the special operation squad were deployed to arrest the ultras. The Police arrested action team member Muda Masa Zohi (32) and ‘Jan Militia’ member Mainu Dorpeti during the rally. According to the Police, Zohi is a resident of Gorgutta village, which is located in limits of the highly sensitive armed outpost (AOP) Gatta Jambia, and was allegedly involved in three encounters over the last two years, and was recruited in Gatta Local Organization Squad (LOS) of CPI-Maoist as a party member. During interrogation, Ram disclosed that in 2012, he came in contact with PLFI members, and got hold of firearms and started extorting money. He had rivalry with some of his villagers and had also fired at a man in his village, Police said. On February 26, 2013, Ram along with his associates entered the house of a businessman and demanded INR 200,000, the DCP said. He was arrested in Jharkhand. Since he was wanted in cases registered in Jashpur, he was brought there on remand. On May 26, 2014, 23 under trial prisoners (UTPs) had been brought to the Jashpur District court from District Jail for proceedings and were kept in the court lock-up there, Deo said. Ram along with three other accused had escaped from custody, Police added.

Abu Sufiyan of West Bengal’s Murshidabad District was charged under relevant sections of the Explosives Substance Act. The case was first registered in September 2020 against an individual named Murshid Hasan and a few other members of the AQIS module that was active in Delhi, West Bengal and Kerala. Deputy superintendent of police (DSP), Dilip Khalko said that Superintendent of Police (SP), Chaibasa got secret information that Roi Kadulna alias Sukhram Dasta, the ‘area commander’ of banned PLFI Naxalite [Left Wing Extremist, LWE] organization has been roaming in the forest of Chaibasa and the border area of Khunti District. A joint team of Chaibasa District Force, Khunti District Force and Central Reserve Police Force (CRPF) 94th Battalion was formed and during the raid, two persons were arrested from the forest in the border area of Chaibasa and Khunti Districts. The exercise has begun just ahead of the India’s mutual evaluation of the FATF, the Paris-based inter-governmental body that had recently retained Pakistan on its ‘Grey List’ following its noncompliance in taking actions against banned terrorist outfits and UN-designated terrorists, denying them access to its financial institutions and banks. India’s own FATF assessment has been pending since 2019 and postponed twice. An internal assessment earlier had found lack of convictions in a large number of cases related to money laundering. Following this, the government had asked the ED and CBI among other agencies to file chargesheets in a time bound manner and ensure convictions in cases where prosecution complaints have been filled.

Sukar Oraon, a dreaded cadre of the Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), was allegedly shot dead by cadres of his organization at Lawadag village under Ghaghra Police Station in Gumla District of Jharkhand on October 30 night, reports The Pioneer. The bullet-ridden body of Oraon was found in his bed under a tree where he was sleeping. JJMP cadres had set up a temporary camp in the forest area of Lawadag. His body was recovered after Gumla Sub-Divisional Police Officer (SDPO) Manish Chandra Lal and Gumla circle inspector SN Mandal reached the village on October 31 morning. Police recovered around a dozen spent cartridges, INR 3,200 cash. It seems that he was shot dead either by INSAS [Indian Small Arms System] assault rifle or AK 47. There were seven bullet injuries on his body. Police also recovered his mobile phone and other things from the camp. Sources in the Police said that Naxal [Left Wing Extremist, LWE] was probably killed by his men following a dispute over the distribution of ‘levy’ (extortion money). Oraon was active in Gumla District for the past nine years and he had expanded the base of JJMP in the District. But he is said to be never shared ‘levy’ money with his team.

The cadres turned themselves in before Police officials in Dantewada town, located around 400 kilometres from the State capital Raipur, saying they were impressed by the Police's rehabilitation drive 'Lon Varratu' and disappointed with “hollow” Maoist ideology, Dantewada Superintendent of Police (SP), Abhishek Pallava said. Out of the 14 ultras who surrendered, Sanna Markam (21), who was active as a Local Organisation Squad (LOS) member of Maoists, was allegedly involved in the Burkapal Maoist ambush in neighbouring Sukma District wherein 25 SF personnel of the Central Reserve Police Force (CRPF) were killed in 2017, he said, adding that Markam was carrying a reward of INR 100,000 on his head. The month of October turned out to be the deadliest month for Jammu and Kashmir in which twenty militants, 12 security personnel besides 13 civilians lost their lives in militancy related incidents, including encounters and targeted killings, Kashmir Observer reported on November 1. The killing of 13 civilians in a month, most of them non-locals, is the highest death toll in the last two years and the fourth-highest since 2012, reports said. The spate of targeted killings, mostly of non-locals, led to exodus of hundreds of migrant labourers and their families hailing from north India’s Uttar Pradesh, Punjab and Bihar states. The killing also prompted the security agencies to beef up security apparatus across the Valley. In the last month also, 12 soldiers, including two junior commissioned officers (JCOs) were also killed in one of the longest and biggest search operations in border Districts of Rajouri and Poonch, where according to police an under-trial militant Zia Mustafa was also killed in militant firing. The month of October also proved more deadly for militants. The Army, Police and CRPF in joint operations killed 20 militants of various outfits in Srinagar, Shopian, Baramulla, Anantnag, Pulwama, Kulgam, Bandipora and Pulwama Districts.

Three women Communist Party of India-Maoist (CPI-Maoist) cadres were killed in an exchange of fire with Security Forces (SFs) in a forest between Adwal and Kunjeras villages under Katekalyan Police Station limits in Dantewada District of Chhattisgarh on October 31, reports ommcomnews.com. The slain Maoists were identified as Raje Muchaki, Geeta Markam, and Jyoti alias Bhime Nuppo, who were active members of Katekalyan ‘area committee’ of Maoists, and were carrying a reward of INR 500,000 each on their heads. One 12 bore gun, two country-made revolvers, one muzzle-loading gun, two Improvised Explosive Devices (IEDs), wires, medicines, Maoist literature, and items of daily use were also recovered from the spot.
