A powerful improvised explosive device, planted by the terrorists at Patimahal on a main road in Doda district, was defused by the security forces. Security forces also recovered one under barrel grenade launcher (UBGL), three UBGL grenades, one hand grenade, one pistol launcher and one radio set from a terrorist hideout at Chanderkoot in Doda. From another hideout in Kishtwar, troops recovered four AK magazines, 84 rounds of ammunition, eight hand grenades, six UBGL grenades, 21 detonators and 100 meters wire. However, no arrests were made from these hideouts.

According to a Telegraph report on September 1, the Nagarik Suraksha Samiti (a Citizens Protection Committee) of Gawah block in the Giridih district of Jharkhand, which was formed to fight left-wing extremists (also called Naxalites) in the Giridih and Koderma region, has written an open letter to the ‘central committee’ of the outlawed Maoist Communist Centre (MCC). The letter said: "We have obeyed all your orders —from providing food to keeping your people in our houses, giving donations and participating in your programmes ignoring the terror law. But when you told us not to hoist Tricolour on Independence Day and demanded that we hand over our children, we had to retaliate… Today, we want to know from it beating up farmers, raping women is the meaning of your revolution." In retaliation to the MCC order not to celebrate Independence Day, the villagers of Tisri and Deori allegedly lynched to death three MCC cadres and handed over nine others to the Giridih police on August 16.

The Army foiled an infiltration attempt on September 1 near the Line of Control (LoC) in the Gambhir sector of Rajouri district by killing three terrorists. Three AK rifles, 12 magazines, 300 rounds of AK ammunition, four hand grenades, two matrix sheets, one radio set, two PVC pipes, one wire cutter and Rupees 6,000 in Indian currency were recovered from the incident site. The three Indians held hostage by their Iraqi captors at an undisclosed location were released on September 1. Three Kenyans and an Egyptian, who were held captive along with the Indians since July 21, 2004, were also released. The hostages - Antaryami, Tilak Raj and Sukhdev Singh - were brought to the Indian Embassy in Baghdad after their release and were reportedly on their way to Kuwait. Working for a Kuwaiti transport company, Kuwait and Gulf Link Transport Company (KGL), the Indians and the other four, were driving trucks in Iraq when they were taken hostage by a hitherto unknown terrorist group 'Islamic Secret Army - Holders of Black Banners'. Confirming the release at a press conference, India’s External Affairs Minister Natwar Singh said in the capital New Delhi that "The hostages have been released." E Ahamed, the Minister of State for External Affairs, added that "We have got them released in consistent with our policy and without sacrificing any of the principles."

The encounter took place on the Dumri-Phusro road when MCC cadres exploded a landmine and subsequently opened fire at a police patrol party killing four of them on the spot, said Inspector General of Police, Rajiv Kumar. According to Daily Excelsior, the arrest was based on disclosures of two terrorists, who were detained a day earlier at Chanderkoot in the same district. Ten over-ground workers of the terrorists, who had allegedly helped Hablal in the treatment of a bullet injury sustained during an encounter in August 2004, have also been detained. Hablal reportedly headed the ‘Ahalkar-e-Tashadud’, a group floated by the HM for triggering improvised explosive device blasts against security forces and killing some important persons.

Police had arrested 18 Maoist guerrillas in Kalimela and Badigeta villages in the southern district of Malkangiri while they were returning from a public meeting. "We cannot go for peace when our own people are behind bars," a leader of the People's War Group (PWG) was quoted as saying in a local newspaper. "We will kidnap 18 government employees if all the arrested people are not released," he added. The outfit is also upset after a fast track court on September 24 convicted 11 people, including a woman, in Mayurbhanj district. Jaya Kumar Dash, the additional district and session judge at Baripada, held the PWG cadres guilty under multiple sections of the Indian Penal Code and said he would announce the sentence on September 27.

A woman and her minor daughter were killed and another woman was injured when the police opened fire on a group of terrorists who had taken the civilians hostage at village Malad in the Billawar area of Kathua district on September 28. Official sources said a police party carried out a search operation at Malad after securing information that four terrorists of the Hizb-ul-Mujahideen (HM), including Zakir Hussain, an ‘area commander’, were present in the area. The four held family members of Dhani Ram as hostage and in the ensuing exchange of firing, Dhani Ram’s wife and daughter were killed while another woman sustained injuries. The four Hizb cadres surrendered when they exhausted their ammunition, according to Daily Excelsior.
