Police said that around 50 Maoists used dynamites to blow up the office of the East Coast Insulation Construction Company near Tarachandi village in Sasaram district. While there were no casualties, documents and furniture in the office were damaged.

The Central Reserve Police Force has claimed that a vehicle used by the Zomi Revolutionary Army (ZRA) cadres belonged to a son of the chairman of the Manipur Assembly’s hill areas committee, identified as Songchinkhup. Six ZRA militants along with arms and ammunition were arrested at IB Road in Churachandpur on August 29 and the vehicle was recovered from them. Separately, Songchinkhup has admitted that the vehicle belonged to his son Tual Minthang and was taken away at gunpoint by some militants a few days ago.

The moderate faction of the All Parties Hurriyat Conference (APHC) today decided to send a six-member delegation led by its chairman Mirwaiz Umer Farooq for talks with Prime Minister Manmohan Singh in New Delhi on September 5. "It was unanimously decided to accept the invitation for talks by the Prime Minister of India, Manmohan Singh, with a view to proceed with seriousness, imagination and courage to find an acceptable and durable solution to issue of Jammu and Kashmir in the larger interests of the people of the region," said spokesperson Abdul Majid Banday after a joint meeting of the Executive Committee, General Council and Working Committee of the APHC in Srinagar.

Four Karbi Longri NC Hills Liberation Front (KLNLF) cadres, one cadre each of the United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB) and Muslim United Liberation Tigers of Assam (MULTA) surrendered before the army authorities at the Misa camp near Nagaon on September 2. While the KLNLF cadres laid down an AK-56 rifle, a pistol and 13 gelatin sticks, the ULFA cadre deposited a pistol and the NDFB and MULTA cadres deposited a revolver each.

On September 2, eight-six militants belonging to the National Liberation Front of Tripura (NLFT) and the All Tripura Tiger Force (ATTF), including four women cadres, surrendered before the State Director General of Police (DGP), G M Srivastava at Agartala. The surrendered militants deposited one light machine gun, 13 AK-47 rifles, 11 self-loading rifles, two Chinese rifles, seven revolvers, 23 grenades and a huge quantity of ammunition. According to the DGP, the surrendered militants would be rehabilitated after a year-long vocational training.

The moderate faction of the All Parties Hurriyat Conference (APHC) on September 2 announced a five-member delegation led by its chairman Mirwaiz Umer Farooq for talks with the Prime Minister in New Delhi on September 5. The team comprises former Hurriyat chairmen Abdul Gani Bhatt and Maulana Abbas Ansari, Bilal Gani Lone and Fazal Haq Qureshi. 22 personnel belonging to the paramilitary Central Reserve Police Force (CRPF) and two from the State police were killed in a landmine explosion triggered by the Communist Party of India-Maoist (CPI-Maoist) cadres near Padeda village in Dantewada district on September 3. Earlier reports had indicated that only one security force personnel had been killed in the blast. Home Minister Ram Vichar Netam said the Maoists used 100 kilograms of explosives to blast the vehicle as it was negotiating a turn near the Panjor rivulet. Following the blast, Chief Minister Raman Singh stated that he had convened a high-level meeting to consider proscribing the CPI-Maoist. Further, a Union Home Ministry spokesperson stated that "the Home Ministry will make a comprehensive review of the Naxalite situation in Chhattisgarh with senior State Government officers and decide on appropriate counter measures.''

During the two-and-a-half hour long discussion with a five-member Hurriyat delegation headed by Farooq, he agreed to review cases of all those held in detention and to a time-bound review of those held under the Public Safety Act (PSA) and the now defunct Prevention of Terrorism Act (POTA), according to Daily Excelsior. A press release issued after the talks said it was agreed to carry forward the dialogue process so that all shades of political opinion in J&K are involved. Handing out the release, Prime Minister’s Media Advisor Sanjaya Baru told reporters that talks would continue for which no date has been fixed. The Mirwaiz said after the meeting that the Hurriyat welcomed the Centre’s decision for a time-bound review of cases of detenues booked under PSA and POTA. Inspector General of Border Security Force (BSF), J. B. Negi informed at a press conference in Srinagar that the de-induction of BSF from other districts of Kashmir valley would follow, as per the schedule and by 2007, the process was expected to complete. He said that CRPF has replaced the BSF in the two districts where the de-induction has taken place. "Since the inception of militancy, BSF has killed 2673 militants and arrested 9670 of them. The eliminated militants include 38 top most commanders with the likes of Gazi Baba and Saif-ul-Islam," disclosed the Deputy Inspector General of BSF, K. Srinavasan. "Our main duty is to guard borders. Maintaining law and order is the job of Police. Police claimed that the three, who crossed over to the Indian side last month, were setting up bases in the State. Amit Sinha, Senior Superintendent of Police in Udhamsinghnagar said that, "first they had training in Jharkhand in 2002, then they went to Sauphutia and from there to Nepal and worked with Maoists there. They were then sent back here to align with few more groups to set up bases here." Revolvers and some sharp-edged weapons were recovered from the Maoists.
