According to Times of India, the Union Minister of Home Affairs P. Chidambaram said on September 1 that he had raised the issue of fake Indian currency being smuggled out of Nepal with the country’s Prime Minister on a recent visit and the matter will be further pursued at official levels. "I did mention the problem of fake currency to him (Nepal Prime Minister). He shared our concern. This will be followed by Home Secretary level talks," Chidambaram said. He also said that though the notes were being routed through Nepal, they were being printed elsewhere. Chidambaram had called on Nepal Prime Minister Madhav Kumar Nepal on August 20 and also met the Nepal's Home Minister en route to Bhutan. Regarding insurgency groups using Bhutan's territory to set up training camps, the Union Home Minister said there was some evidence to suggest that terrorist groups like the United Liberation front of Asom (ULFA) were active in the area.

An Army Division, comprising around 15,000 troops, is being withdrawn from Jammu and Kashmir and some of its units have already returned to its base in the State of Himachal Pradesh, a senior Army officer said on September 1. On withdrawal of the 39 Mountain Division from Rajouri and Poonch border Districts to its base in Palampur in Himachal Pradesh (HP), General Officer Commanding (GOC), 9 Corps, Lt Gen G. M. Nair, said, "This Division is being shifted. Some of its units have already reached its base in HP." 39 Mountain Division was shifted to Rajouri and Poonch districts to assist joint security grid in conducting counter-insurgency operations and undertake counter infiltration measures in 1994. "It takes nearly six months to shift the entire Division," he said, adding the process is on. He also said Pakistan is building fortifications along the border and more than 50 militants are waiting to infiltrate into Jammu sector from Pakistan occupied Kashmir (PoK). "They (Pakistan) have dug up bunkers and ditches and set up a few observation towers along Jammu and Kashmir and Punjab borders," Lt Gen Nair said. Nearly 50 to 60 militants from PoK are waiting to sneak into Jammu sector prompting the Army to keep an extra vigil at the borders, he said.

Chidambaram accused Pakistan of not being serious in punishing perpetrators of the November 26, 2008 Mumbai terrorist attacks and allowing the terrorist infrastructure to continue intact. "Pakistan is not serious about prosecuting and punishing those responsible for perpetrating the Mumbai attacks. They are still on Pakistani soil," Chidambaram said. He was responding to Pakistan's reaction to dossiers given by India. Chidambaram also said that the terror infrastructure, which helped attacks like the one in Mumbai to be carried out, was intact across the border. "That is my complaint against Pakistan and that is my disappointment with Pakistan," he added. Asked about Islamabad's repeated questions on the dossiers, he said, "I hope that they will not be able to invent more questions."

Four cadres of the People’s Liberation Front of India (PLFI), earlier known as Jharkhand Liberation Tigers (JLT), were killed in two different incidents on September 1, Telegraph reports. Two PLFI cadres, identified as Benjamin Baghwar (27) and Augustus Baghwar (28), were killed in an hour-long encounter with the Police in the Surang forests of Gumla District, about 100 kilometers from the State capital Ranchi. The Superintendent of Police (SP) Upendra Kumar said three other cadres managed to escape. A DBBL gun and a country-made gun were recovered from the incident site, Police sources said.

Militants on September 1 carried out twin strikes on Security Forces in the capital Srinagar within 500 metres of the State Legislative Assembly, which is in session, killing two Central Reserve Police Force (CRPF) troopers and injuring 26 others, Daily Excelsior reported. Militants armed with silencer-fitted pistols shot at two CRPF personnel from point blank range just outside the UCO Bank at Budshah Chowk, killing constables Rajesh Shekhar and Mulkranjan Rampa of the 28th Battalion. Minutes later, on the other side of Budshah Bridge, militants lobbed a hand grenade on CRPF troopers at Batamaloo, resulting in injuries to 26 persons, including four CRPF soldiers and two Policemen. Official sources said CRPF and Policemen seemed to be the target of the militant attack but many civilians were hit by the splinters as the area is usually crowded. The Deputy Inspector General of Police (Central Kashmir), Hemant Kumar Lohia, said Police has reasons to believe that the latest attacks and on August 1 were the handiwork of the same module of militants. "We have more or less identified the module of militants since taking up investigations in the cases of attacks. We have identified the call signs and codes of the members of these modules and now we have to fix a face to these," Lohia told reporters at a press conference. He said Police has been able to get some mugshots of the latest incidents from closed-circuit cameras installed in the city and identified a suspect who might be involved. "We will enlarge the shots and identify the person by verifying the registration details of the motorcycle he is riding," he added. He said two modules of up to nine members each are active in Srinagar and the Police have been tracking them. He said, "They are keeping the numbers low and the members are mostly from Hizbul Mujahideen and Lashkar-e-Toiba and Jaish-e-Mohammad. They keep lesser numbers in loop which helps them evade detection for a longer time." Asked if the militants were carrying out fresh recruitments within the Valley, the officer said it is a fact that it was happening. "If there were no recruitments by militants, there would be no militancy…. But it is not at the large scale as suggested," he said when asked to comment on reports that militants have managed to recruit 200 to 300 fresh youth.

The shutdown, also backed by the Janashakti faction of the Communist party of India-Marxist-Leninist (CPI-M-L Janashakti), however, evoked no response in the tribal pockets while life remained normal in the coal bet too. An Army trooper is reported to have died in the firing from across the LoC. "It was being ascertained as to whether the bullet was fired by Pakistan army or the militants trying to sneak-in. The bullet was fired from a sniper rifle which was available with top commanders of Lashkar-e-Toiba (LeT) and Hizbul Mujahideen militants", official sources told the Daily Excelsior. The Indian Army is reported to have sought a flag meeting with Pakistan army commanders on the LoC to lodge a protest on both aspects – the cease-fire violation and infiltration attempt by the militants. According to sources, Pakistan army and Rangers have been using a new modus operandi on the LoC as well as the International Border (IB) to push militants. They first target forward Indian posts and then try to push the militants by diverting the attention of the Security Forces. About 60-armed cadres of the Communist Party of India-Maoist (CPI-Maoist) attacked the base office of SPML Road Construction Company under Chandramandi outpost of Chakai Police station, about 40 kilometers from the headquarters of Jamui District, at around 11.30 pm and abducted eight of its security guards in Jamui District in the night of September 2, reported Times of India. Two of the guards, however, managed to escape during an encounter that later took place between the extremists and Police. The Maoists raided the SPML plant at Hariondhi village and damaged pay loaders and three trucks, the Additional Director General (Headquarters) Neelmani said. The Maoists also set ablaze six vans and damaged the store where construction materials were kept. Neelmani said though Special Task Force personnel, assisted by district-armed policemen, engaged the Maoists in an encounter for some time, the extremists managed to escape into the thick forest lining the Jamui-Chakai Road. During the exchange of fire between Police and Maoists that went on for about half an hour, two of the abducted guards managed to slip away. The other six were taken away by the Maoists, who threatened the company with dire consequences if it did not pay levy. The non-payment of levy demanded by the Maoists from the private firm owner was allegedly the reason for the attack, the officer added. Meanwhile, sources said SPML has suffered losses worth INR 2 crore in the Maoist attack. PTI reports that over 400 Maoists were involved in the attack.

Bihar is likely to become the fourth State to have its own anti-terrorist squad (ATS), the blueprint for which has already been prepared, reports Telegraph. “The Bihar ATS will be armed with modern and latest weapon system after the home department approves it,” said an unnamed senior official. The Bihar ATS — to be headed by an officer of inspector-general rank — will have two deputy inspectors-general and four superintendents of police, says the blueprint. The ATS will have more than two dozen “operational units” within itself to deal with emergency situations. The squad will be raised from the existing personnel of Bihar Military Police and be specially trained to deal with sudden strikes. Currently, Bihar has a Special Task Force which deals with cases of organised crime and Maoist insurgency. Only Maharashtra, Uttar Pradesh and Andhra Pradesh have an ATS.

According to State Government sources, Chief Minister Raman Singh put the demand before the Union Tribal Affairs Minister Kantilal Bhuria. He also submitted details of assistance anticipated by the State Government to Bhuria, sources added. Singh informed Bhuria that Chhattisgarh needed central assistance mainly for construction of some 218 ashram schools (residential schools where all needs of the students will be looked after by the State Government), sources further added. Maoists have reportedly attacked many of the ashram schools in the Bastar region in the past claiming that they blow up the school complexes because they provided shelter to the forces involved in anti-Maoist operations. State Government is also reportedly looking for assistance to the programmes of job-oriented training to the unemployed tribal youths and constructing houses for the tribals.

The incident occurred when Ganju was attending a function in his village on the occasion of Karma Puja (religious worship). Approximately 100 armed Maoists held Ganju captive and took him to a nearby community building and later chopped off his neck. The block development officers of Subdega and Balishankara got the threat September 2 by post. Two letters written with red ink in English, Oriya and Sadri (local tribal language) have threatened the officials to pay compensation within September 5 to families in the blocks which lost their members, properties and crop in elephant attacks since 2006, officials said on September 3. The Maoists demanded INR 300,000 to families who lost their members in pachyderm attacks, INR 200,000 for those whose houses were completely damaged and INR 50,000 for half damaged and INR 30,000 for partially damaged houses.

"During the two-hour gun-battle with the Naxalites of the Trititya Prastui Committee (TPC), 200 rounds were fired from both sides. There was no casualty on either side," said Superintendent of Police (SP) Saket Kumar Singh. Getting a tip-off that a group of TPC activists had congregated near the village, the Police team rushed to the spot around 4pm (IST), triggering the exchange of firing. 11 guns were recovered from their possession, the SP said. A gun battle ensued between the two sides when the Maoists opened fire towards a Police picket at Baruhatu forest in the Bundu Police Station area around 1.30am (IST). At least 700 rounds of bullets were fired from automatic and semi-automatic weapons during the encounter that continued for nearly three hours. Superintendent of Police (SP), Anup T. Mathew, confirmed the incident saying the Police forced the Maoists to retreat. “The rebels had opened fire from the hilly terrain side and wanted to damage the picket, which hinders their subversive activities. We killed at least two rebels,” Mathew said. He said the purpose of the attack was to divert the attention of the police who have intensified operations in other parts of Bundu.

They also opened fire and reportedly shouted slogans against the Police and the administration before leaving the spot. Reacting to queries on the increase in the number of infiltration bids in Jammu and Kashmir, General Kapoor said this was consistent with the trend observed through the years that more and more militants want to enter the Valley before the arrival of the winter season, with Pakistani soldiers trying to divert the attention by indulging in firing from across the border. “We understand their tactics and will take appropriate steps,” he said in New Delhi. “As far as possible, we exercise maximum restraint. But if such ceasefire violations occur, it is automatic that at some stage, we will have to retaliate,” he said. The CoAS also said India had been routinely taking up the issue of cease-fire violations during border meetings with Pakistan. “Our effort is to continue the cease-fire so that there are not many casualties and the two countries are able to maintain good relations,” he added. Earlier on September 2, General Deepak Kapoor said Pakistan's efforts of increasing its nuclear strength were a matter of concern and that Islamabad was going well beyond the degree of deterrence. "There is a difference between having a degree deterrence, which is required for protection, and going beyond that. If the news reports of (Pakistan) having 70 to 90 atomic bombs are correct, then I think they are going well beyond the requirement of deterrence," said Gen Kapoor, who was speaking during his visit to the army's Artificial Limb Centre at Wanowrie in Pune in Maharashtra, Times of India reported.

An official spokesman said that on the basis of specific information about the presence of a hardcore LeT militant in the house of Mohammed Nazir in Bathoi Jagnan area, a joint operation of the Mahore Police and Rashtriya Rifles (61st battalion) was launched in the early hours. When the operation was going on, the hiding militant opened fire on the SFs. In the consequent encounter, the militant, identified as Mohammad Avais alias Abu Jindal, a resident of Kharian area in Pakistan, was killed. From the encounter site, the troops recovered one AK-47, three magazines, 60 rounds of AK, three mobile hand-sets, some SIM cards and diaries. The SFs continued the cordon in the area as another LeT militant, identified as Mohammed Rafiq, was believed to be hiding in the area, the spokesman said.

Official sources said that the outfit is in touch with the Government and the possibility of the outfit meeting the deadline of the Government is quite possible “if everything goes smoothly”. Meanwhile, confusion prevails among the Police and SFs over the lists of cadres and weapons submitted by the outfit. Sources revealed that the outfit has claimed that it has 600 cadres, whereas, according to reports available with the Police and SFs, the total number of cadres of the outfit would be around 300 to 350 at the most. There have been intelligence reports that the outfit launched a fresh recruitment drive to increase its strength and even school students are being recruited. The BW group has submitted a list of 137 weapons, but according to records available with the security agencies, the actual number of weapons with the disposal of the group would be at much more and efforts are on by the Government to mount pressure on the outfit to ensure that it surrenders all the weapons.

Arunachal Pradesh Government was also asked to seal its borders with the District as the militants use the jungles along the inter-state boundary as their hideout. “We are already receiving indications that many who are now with Ranjan Daimary fraction may switch sides and join the pro-talks faction of the NDFB once the Centre starts formal political talks with the group,” the official said. The decks for parleys with the pro-talks faction have been cleared with the outfit dropping its initial demand for a sovereign Bodoland for statehood. The officials are hopeful that talks with the cease-fire group of the NDFB would begin within a month or two.

According to sources, members from the CMAS-Bandhugaon were waiting with their traditional arms near Dasini, two kilometers from Bandhugaon, and people from CMAS Narayanpatna stood near Baunsput, five kilometers from Bandhugaon on the road towards Narayanpatna in the same block. The conflict between the two groups arose in connection with the attacks by members of CMAS-Bandhugaon on the houses of the supporters of CMAS,-Narayanpatna in the evening of September 5. Members of the CMAS-Bandhugaon had also abducted about 40 supporters of the CMAS Narayanpatna from Kabiribadi Panchayat (village level local self government institution) and kept them at Sarpali in Bandhugaon block as hostage so as to discuss the issue of limiting their activities across each other’s borders.Earlier, on September 3, the supporters of the Narayanpatna-CMAS had entered Bandhugaon and destroyed 14 lemon grass processing units. Mohana Rao at Narsipatnam in the Visakhapatnam District on September 6. Naresh belongs to Valasapalli in Maredumillil mandal of East Godavari District. He was allegedly taken away by Maoists (then Naxalites) in 1993 from his village to help them find way. Since then he had not been sent back. After sometime, he had been trained as militia member and in the use of arms. A Police statement, quoting Naresh, said he was threatened that the Police would kill him if he went back to his village. In August 2005, he was promoted as dalam member and was given a .303 rifle. He was the security guard for the Andhra Orissa Border (AOB) East Division secretary Jagadish. He has been acting as ‘deputy commander’ of the Gurthedu LGS since February 2007 in which position he continued till July 2009. He was also East Division ‘A’ section ‘deputy commander’. Citing health reasons, he quit the dalam after informing the leaders.

An immediate grant of INR 150, 000, monthly stipends during training and even monetary incentives for surrender of weapons are all there for the asking for the banned Naxals (left wing extremists) under a surrender-cum-rehabilitation policy approved by the Union Government on September 7, according to Times of India. An immediate grant of INR 150, 000 shall be kept in a bank in the name of surrendered extremist as a fixed deposit which may be withdrawn by him or her after completion of three years, subject to good behaviour to be certified by the authorities designated for this purpose by the States concerned. This money can also be utilised as collateral security/margin money against loans to be availed of by the surrendered extremist from any bank for self-employment. Persons eligible under the scheme may be imparted training in a trade/vocation of their liking or befitting their aptitude. They shall be paid a monthly stipend of INR 2,000 each for a maximum period of 36 months. However, if the surrendered extremist secures any employment in Government or any gainful self-employment, the monthly stipend will be discontinued. The Ministry of Home Affairs (MHA) has also offered money incentives for surrender of weapons which include INR 15,000 for depositing one AK 47 or AK 56 or AK 74 Rifle. INR 25,000 will be given for each RPG/Sniper rifle, INR 3,000 for one Pistol/Revolver, INR 1,000 for a rocket, INR 3,000 for a Remote Control Device, INR 1,000 for IED, INR 3,000 for one mine, INR 20,000 for a SAM Missile and INR 10,000 for a Satellite Phone. The guidelines are applicable to those Naxals who surrender with or without arms. The policy for the Naxal-hit States announced was evolved by the MHA as part of a multi-pronged strategy to bring the extremists back into the mainstream in the backdrop of rising Naxal violence.

The CRPF currently relies on State and Central agencies for intelligence inputs. The Home Ministry has also approved a proposal to add 38 new battalions to the force. In the revamp planned, the CRPF, which earlier worked to supplement the State Police and took directions from the latter, will now do so at an equal footing with the State Police in the Naxalite (left wing extremist) dominated States. “A coordinated offensive is needed to clear the areas where left wing extremists have built their bases,” said Gill.

Private security guards in Uttar Pradesh may soon starting looking more professional and confident as the State Anti Terrorist Squad (ATS) is all set to train them to combat terror strikes, reports Times of India. "The move aims to engage private security agencies in our fight against terrorism," a senior official with the Uttar Pradesh ATS said. "Deployment of only those private security guards will be allowed at multiplexes, cinema halls, banks and other prominent private establishments, who have successfully completed the training programme," he added. According to an estimate, there are nearly 125,000 private security guards from about 300 security agencies operating in the State. Currently, there exists no rule that governs the deployment of security guards at private places. "The training programme primarily aims to equip private security guards in tackling crime," Additional Director General (Law and Order) A. K. Jain said. "It (training programme) would definitely enable them (private security personnel) to assist Police in tackling terror," Jain added. Meanwhile, highlighting the core contents of the training programme, the official said it would broadly comprise training the security guards on how to pick up early warning signs of terror strikes, how to handle a terror situation and how to act after terror strikes, officials said. Another important part of the training programme would focus on enabling security guards to engage terrorists before the arrival of Police and law enforcement agencies, they added. Most private security guards do not undergo any specific training to control terror activities and are deployed merely on the basis of their physical fitness, the official said. Even as no deadline has been fixed for launching the 60-hour training programme, sources in ATS said that the Home Department has directed them to initiate the programme "at the earliest". Sources said that the 60-hour training programme would be launched in a phased manner in parts of Uttar Pradesh. At the time of its launch, the training will cover security guards of Lucknow and several Districts of western Uttar Pradesh, they added.

On noticing movement of intruders near LoC, about 200 kilometres from Jammu, troops challenged them at around 11pm (IST) on September 8, defence officials said on September 9 (today). The infiltrators opened fire at the troops who retaliated and in the subsequent encounter two militants were killed and an officer, identified as Major Akash Singh, injured. Singh later succumbed to injuries. Another militant was killed at around 7am on September 9, they said, adding, some weapons and a wireless set were recovered from the slain militants. Search operations were still going on in the area when last reports came in.

The Police reached the spot after getting a tip-off that a group of JPC cadres had assembled at Churugarha to plot a crime in the night of September 7. The JPC cadres started firing as soon as they spotted the Police, triggering a two-hour long gun-battle before the Naxalites tried to flee. The police, however, chased and arrested three of them. Three rifles and some ammunition were seized from their possession, Senior Superintendent of Police Praveen Kumar said. Over 150 bullets were fired by both the sides, he added and claimed that some of the Naxalites had suffered bullet wounds, but they managed to escape. “One of the three arrested Naxalites, identified as Raj Kumar Ganju, is a big catch for the police,” he added further. Ganju was allegedly involved in a number of cases.

According to intelligence sources, both these outfits on technical ground with the objective of furthering the cause of disruptive and extraneous forces and financial backup from them have formed a nexus to help each other in gaining territorial hegemony and to extend their areas of influence. The intelligence inputs further said that PLA and PULF are exploiting the emotional bases of the grey areas on both sides of Asom-Manipur border. The latest information is that during the last week, six teenagers from different villages under Lakhipur, Jirighat and Jiribam Police Stations have been lured to join PLA. The recruitment drive is going on under the guidance of PLA ‘captain’ of the area, Jhang Singh. The sources said these youths have been taken for training at Khongtan located at Manipur-Myanmar border. Despite mounting vigilance as well as specific information of base operations by the SFs, PULF has also intensified its recruitment campaign by roping in youths and even middle aged persons from the minority dominated areas under Jiribam, Jirighat, Lakhipur, Sonai and Banskandi Police Stations. Anwar Hussain, resident of Labacpar under Lakhipur Police Station, used to induce and indoctrinate the recruits with money offers ranging from INR 80,000 to INR 100,000to join PULF. The Naxalites, reportedly from West Bengal and Andhra Pradesh, have assembled on the hills of Ghurabandha to attend a training camp in Jamshedpur. According to intelligence inputs, about 80 armed extremists were taking shelter at Pawadapahar, which is strategically located and is also considered a safe haven for Naxalites. Talking to Telegraph, the intelligence sources said that the Naxalite squads already have teams operating in Ghurabandha. “Two armed squads, led by Putu Munda and Kanhu Munda, operate in Ghurabandha. The strength of both squads is not more than 18. But those gathered at Pawadapahar are about 80 in number,” said a source. Intelligence reportedly alerted the District police about their presence. A week ago, the Police neutralised a training camp by conducting a special operation at Karlabera forest, under the jurisdiction of the Ghurabandha Police station. The Police team, led by East Singhbhum District Superintendent of Police Naveen Kumar Singh, had a fierce encounter with the extremists, who had set up five watch-towers and thatched houses to live in. The spot where the Naxalites have gathered is about two kilometres to the north-west of Karlabera. Some suspect that the extremists may have also sneaked into Pawadapahar from the Gorumahisani Police station area of bordering Mayurbhanj District in the State of Orissa. “Several maybe new recruits. But their frequent visits have made the area more sensitive,” said the intelligence source, who, claimed to have intimated the Police about heightened Naxalite activities in the Ghatshila sub-division and also in the Dalma region.

Sinku, an ‘area commander’ of the Ghurabandha region in the Ghatshila sub-division of the East Singhbhum District, was arrested from the same Police station area on June 26, 2006. On being interrogated, the Maoist revealed the address of a hideout in Dumaria. Police had raided the place and recovered two rifles, including a self-loading one. A case was registered against him under the arms act at the Dumaria Police station on the basis of an FIR lodged by then officer-in-charge Manoj Kumar Gupta. Sinku, a Kumardubi resident, had told the Police that he visited the steel city a number of times with his comrades. He also divulged secrets about the outfit’s operations in Ghatshila. Sinku, considered a hard-core extremist, was involved in many subversive activities in and around Ghatshila. In 2008, a Jamshedpur fast-track court had sentenced him to 10 years’ RI after he was found guilty of a murder attempt on the village headman of Kasiabera village. Sinku was the first extremist to be convicted in a court of law by the Jamshedpur civil court.

Filing the charge sheet before chief Metropolitan Magistrate Kaveri Baweja, The Delhi Police alleged the involvement of Mohammad Akbar Ismail Choudhary, the cadre of media wing of Indian Mujahideen (IM), for helping in sending terror e-mails to the Television channels before and after the bomb blasts in Delhi, Jaipur, Surat, Ahmedabad and Bangalore. Choudhary has been charged under various sections including Unlawful Activities (Prevention) Act, the Explosive Substances Act and Information Technology Act. Choudhary remained in the custody of Mumbai Anti Terrorist Squad (ATS), Gujarat ATS, Hyderabad and Bangalore Police before coming to Delhi. Choudhary was arrested by Maharashtra ATS along with 14 other cadres of the IM between September 28 and October 5, 2008 from Pune, Mumbai and several places in Uttar Pradesh. However, this is the eighth charge sheet in the blasts. Unidentified militants hurled a grenade towards a building, housing the camp of CRPF (49th Battalion) at Balgarden in the Batamaloo area of Srinagar at around 12.00pm (IST). The sources said the grenade landed on the roadside and exploded but there was causality or injuries in the incident. In the afternoon, the militants lobbed a grenade at the Sopore Police Station which landed and exploded on the roof top. Two CRPF personnel and a constable of Police received injuries in the explosion. This is the third grenade attack on the Sopore Police Station in the past couple of months. Official sources said militants have carried out as many as 65 grenade attacks on Security Forces since the beginning of this year.

Cadres of the Communist Party of India-Maoist (CPI-Maoist) triggered about a dozen explosions blowing up railway tracks and at least four Government buildings in the Sundargarh District in the early morning of September 10 (today), reports Times of India. The Maoists have called for a 24-hour shut-down in the District to demand release of 30 people, who were arrested on August 29 on the suspicion that they were Maoists. The extremists blasted railway tracks at around seven places between Bimlagarh and Patangi, Police said. They also blew up an abandoned Police station building at Kalta, another building where a CRPF camp was functioning earlier, a community centre and office building of the CITU, Police said, adding they also set ablaze a truck. Train services between Rourkela and Barsuan have been completely disrupted due to the blasts. The route is used mainly for transportation of raw materials to Rourkela Steel Plant (RSP). Train services on the route had been disrupted for the last three days due to ongoing agitation by tribals demanding release of the 30 people branded as Maoists. So far there was no report about any casualty in the attacks carried out by the Maoists.

The Security Force (SF) personnel arrested two United Liberation Front of Asom (ULFA) militants, identified as Binoy Baruah alias Dibyajyoti Gohain (24), a resident of Kathalguri village and Tilanku Moran alias Satyajit Moran alias Sanakya (26), a resident of Mamaroni village, from Kakojan in the Tinsukhia District on September 10, according to Sentinel. The sources said that the SFs started operations based on reports about extortion demands being placed on small tea estates and businessmen in the area. Two 9-mm pistols, seven live rounds, extortion pads, mobile phones and other incriminating material were recovered from the possession of the arrested militants. Sources added that these two militants were absconders from the ULFA cease-fire group camp at Kakopathar.

The Deputy Inspector General (DIG) of Udhampur-Reasi range, Gulzar Singh Slathia said the hide-out belonged to Lashkar-e-Toiba (LeT) outfit. Recoveries made from the hide-out include 120 AK rifle bullets, three AK magazines, 10 Pika rounds, one wireless set with antenna, one binocular and several bags of ration. The ration was enough to feed half a dozen militants for two to three months.

Times of India reports that Security Forces exchanged fire with a group of 50-60 cadres of the Communist Party of India-Maoist (CPI-Maoist) near Bandih village at the foot of Ayodhya Hills near Kanthaljore forest in Purulia District in the early morning of September 11. The exchange of fire started at 1.30 am (IST) and lasted around 15 minutes, after which the Maoists fled towards Jharkhand. However, there were no casualties in the encounter. Few hours earlier, around 11.30 pm (IST) on September 10, the same Maoist group in military fatigue raided the house of a local leader of ruling Communist Party of India-Marxist (CPI-M), Badan Paramanik, in Burudih village in the same District. Badan, whose name figures on the Maoist hitlist, has been staying away from home for some time. Failing to find him, the Maoists assaulted his son Goutam and wife Sabitri outside their home and warned that all of them would be killed if Badan did not quit the party immediately. They set ablaze to a haystack in the house before leaving. Further, the Maoists then went to the house of Chunnu Gorai, a well-heeled farmer, at the other end of the village and asked him to hand over his licensed gun. "As I refused to do so, they threatened to blow up my house using landmines. My wife then urged me to hand over the gun and I did so. The Maoists left, but only after hurling a few bombs outside our house in a bid to create panic among villagers," Gorai recalled.

The unsettling attack from a belligerent neighbour came on a day when the Border Security Force (BSF) had deployed its first batch of women along the border. However, no causality was reported till news last came in at 11.45 pm, (IST) stating that Pakistan had fired three more rockets which were yet to be traced. “Earlier, two rockets were fired from the Pakistani side, one falling in Dhanoae Khurd and the other is yet to be traced,” said BSF, Inspector General (IG), Frontier, Himmat Singh. As India opened fire from Pul Kanjari end, losing patience over repeated violations during peace times between the two nations, the IG confirmed, “During my tenure, this is the first time that BSF has retaliated.” Swinging into action, Police laid down barricades on roads leading up to the border, disallowing even the media to cover the incident.
