On April 3, Meghalaya Chief Minister EK Mawlong, speaking in the State Assembly, informed he had requested the Union government to complete fencing on the entire 423-km-long international boundary with Bangladesh to check the influx of Bangladeshis into the State. He also stated that the Union Government has assured that fencing on an additional stretch of 201 km on the border, too, will be completed by the year 2007, leaving only a stretch of 44 km to be fenced. Earlier, on April 2, the Chief Minister said till date 29 Achik National Volunteer Council (ANVC) terrorists had surrendered and steps were being taken for their rehabilitation.

On April 4, a suspected ‘corporal’ of the People’s Revolutionary Party of Kangleipak (PREPAK) was killed after he tried to shoot at the troops in Leimram village. According to army sources, the youth was arrested eight live ammunition and a vehicle during a search operation at Uripok area. Afterwards, he led the troops to hideouts of the party in Kwakeithel, Naorem, Utlou and Leimram village to recover weapons. In Leimram village he dug out a hidden revolver and fired at the troops following him. In the exchange of fire he was killed.

Zoramthanga, who earlier was asked by the Union government to negotiate with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), admitted that he is yet to make any headway there as the NSCN-IM is still indulging in activities like extortion violating the ongoing cease-fire. He further accused the terrorist outfit, Bru National Liberation Front (BNLF) of creating problems in the repatriation process of the 30,000 Reang refugees who crossed over from Mizoram and are now staying in six camps in Kanchanpur subdivision of North Tripura district.

In an appeal issued from an hideout in Bhutan on April 7, the United Liberation Front of Asom (ULFA) chief, Arabinda Rajkhowa, called on the outfit’s cadres to prepare for a long-drawn armed struggle to achieve an ‘independent homeland’. The appeal added that the outfit was not prepared for "… any solution less than sovereignty and independence…" and hence "… must be prepared for a long-term protracted struggle." However, the appeal added, the outfit was ready to hold peace talks with the Union government subject to certain conditions, primarily that the talks should be held outside India and under the auspices of the United Nations. Besides, the outfit demanded, the focus of the talks must be on their demand for an ‘independent homeland’. The appeal also said that the outfit has resolved to join forces with four other separatist groups. the names of the outfits were not revealed. It also added that the outfit opposes the State Legislature elections scheduled for May 10.

He added that according to information available with the police, a few groups of United Liberation Front of Asom (ULFA) terrorists have already sneaked into the State from their bases in Bhutan to indulge in acts of sabotage and are planning to target candidates and leaders of political parties, particularly those of the ruling party. He said that all out efforts were being made to seal the Assam-Bhutan border to prevent the militants from sneaking into Assam. Deka added that the National Democratic Front of Bodoland (NDFB) might also try to resort to violence and intimidation of voters during the polls. Commenting on the apprehension that the surrendered ULFA (SULFA) men might create trouble during the polls, he said that strict instructions with an action plan were given to all the police officials in the State to prevent such eventualities. According to Union Home Ministry (MHA) sources, on April 30, the Union government and the National Socialist Council of Nagaland –Khaplang (NSCN-K) have formulated a 15-point charter of ‘dos and don’ts’ to enforce ground rules for cease-fire in the State. Under the accord, NSCN-K would not undertake offensive operations like ambush, raid, sniping and killings or cause damage to property of the security forces and civilians. The security forces, in turn, would not attack NSCN-K terrorists but would reserve the right to continue operations against all other terrorist outfits, which were not party to the agreement. It has also been agreed that the NSCN-K would notify to the Cease-fire Supervisory Board (CSB) a list of all their camps, and the CSB, after scrutiny, would finalise the list of ‘designated’ camps where all armed cadres of the outfit would be located within three months. There would also be no movement in uniform with arms outside the ‘designated’ camps. NSCN-K would refrain from blockage of roads and communication, support to other terrorist outfits, acquiring additional arms, ammunition and military equipment and extortion.
