In a resolution moved in the Assam Legislative Assembly in their private capacity, on April 1, two Asom Gana Parishad (AGP) Legislators urged the Union and State Governments to accept the United Liberation Front of Asom's (ULFA's) demand to discuss Assam’s 'sovereignty' as a precondition for talks. Besides, ULFA also wants that talks should be held in a foreign country and that the United Nations should be involved in the talks. The resolution reportedly said, "If the need arises, and in the greater interest of bringing about tranquillity in the region, let the government of India and the government of Assam accept to discuss the issue of sovereignty also, as desired by these extremists organisations".

An 8mm revolver with five live rounds was recovered from the slain terrorist. Reports said a group of NDFB terrorists had earlier come from their hideout in Bhutan, and a few more might have managed to slip back.

Media reports said suspected terrorists of the National Democratic Front of Bodoland (NDFB) and Achik National Volunteer Council (ANVC), on April 1, abducted Executive Engineer Jatindra Bhattacharjee and Deputy Inspector (DI) of Schools Pobitra K. Hajong of Baghmara, in Baghmara, near Gasupara, South Garo Hills, Meghalaya. Citing police sources, reports added that both were abducted for ransom. Meanwhile, State Chief Minister DD Lapang said the Government has instructed the police to find ‘ways and means to rescue the two abducted government officials’ and declared that no ransom will be paid to the terrorists.

On April 2, Dima Halim Daogah (DHD) 'vice-president' Dilip Nunisa reportedly threatened to call-off the 'cease-fire' following an alleged attack by the Hmar People’s Conference (HPC) on a Dimasa (a tribe) settlement in Assam's Cachar district, on March 31. Talking over the telephone to a Kolkata-based daily, he reportedly said that the DHD would be "forced to call off the ceasefire, which came into effect on January 1, and return to the jungles if the government fails to protect the lives and property of the Dimasas". The HPC, a Manipur-based terrorist outfit, had allegedly attacked Dimasa hamlets at Chekarcham and Meghnathal and set ablaze 70 dwellings.

They were earlier abducted by alleged terrorists of the Hmar People's Convention (HPC) from Chakerchang and Mednartal villages, Sonai police station-limits, Cachar district, on March 31. While a person was reportedly killed during the attack on March 31 itself, police found the dead bodies of 22 more on April 3, near Mastul hills. Reports also said six more persons are still missing and their whereabouts remain yet unknown.

On April 3, four persons, including two Central Reserve Police Force (CRPF) personnel, were injured in a grenade explosion at Eastern Motors Ltd., in Chingmeirong, Heingang police post- limits, Manipur. According to media reports, at the time of the blast a Deputy Inspector General (DIG) of the CRPF and his wife were inside the compound. A police team, led by the Inspector General of Police (IGP- law and order) A Romenkumar conducted an on the spot investigation and recovered the lever of the hand grenade. No outfit has claimed responsibility for the blast, thus far.

Reports indicated that ULFA might have procured rockets from the Taliban militia in Afghanistan. A senior police official, on April 11, reportedly said, "We are sure that the arms and ammunition recovered from Rongdupara under Phulbari police station yesterday belong to ULFA militants, who actually got them from the Taliban. A note containing the warning was recovered by the security forces in Nengmindalgre, near Williamnagar, following an encounter with ANVC terrorists, on April 4. The directive was reportedly given after the NDFB indulged in a spate of killings and abductions in the Garo Hills. Citing State Director General of Police L Sailo, reports said the move could be a strategy of the ANVC to project a clean image of itself in Meghalaya. Through its mouthpiece Freedom, the outfit said, "The AGP legislators said the problem of insurgency was political in nature and should be solved through meaningful dialogue instead of using force. However, their voices are totally different from their party policy, exercised when they were in power." On April 1, two AGP Legislators had proposed that the Government should not hesitate even discussing this issue with the outfit. The outfit demands that, apart from a discussion on "sovereignty of Assam", the talks should be held in a third country and under the auspices of the United Nations. Freedom also quoted from ULFA 'chairman' Arabinda Rajkhowa's 'speech' delivered on ULFA-raising Day, on April 7. Reiterating ULFA's preconditions for talks, Rajkhowa reportedly said, "(the outfit is) always ready to resolve the conflict peacefully with the government of India, provided the already outlined conditions are met." The petition sought a stay on the Accord that anticipates the formation of a new council––the Bodoland Territorial Council (BTC), replacing the old BAC that was created after the 1993-Agreement. The petition states that the MoS violates the terms of the old Accord and does not have the support of the larger group, the National Democratic Front of Bodoland (NDFB). This will endanger state-security and national unity, the petition added. The State Government had repealed the BAC on April 3, 2003 to pave the way for the formation of the BTC, but the petition would delay an early formation of the same. Meanwhile, the BLT criticised Narzary for filing the petition and expressed the hope that the Court's verdict would be in favour of the MoS. Reports further said ANVC 'general secretary' Wanding Marak accused the NDFB of committing terrorist acts in the area and also backing a little known outfit, the Hajong United Liberation Army (HULA). Marak reportedly said, on April 20, "The (Union Government) only understands the language of bullets, it does not listen to any demand made peacefully." He also said the ANVC was demanding a 'separate State' under Article 3 of the Constitution, and the Garos living in villages such as Misangram, Damara and Chutipara, in Kamrup and Goalpara districts in Assam, along the border with Meghalaya, should be brought under this "Garo State". While talking to media persons in Guwahati on April 27, he further said that the National Liberation Front of Tripura (NLFT) is linked to the Nagaland-based National Socialist Council of Nagaland-Isak Muivah (NSCN-IM). He, however, provided no details. While suggesting that the States in the North East region should make a concerted effort to tackle terrorism he added that the Union Government should declare terrorism in the North East to be a national problem and that it should be treated at par with the situation prevailing in Jammu and Kashmir.

They are group’s ‘speaker’, Sunil Brahma alias B. Simong alias B. Benga and a "captain" in the outfit’s hierarchy B. Buthang. The outfit is active in Assam. Police believe that the NDFB terrorists had come to collect ‘fund’ from Kolkata-based businessmen operating in Assam. A local court subsequently remanded them to police custody till May 6. Assam would send a police team to Kolkata on May 1, today to interrogate the detained NDFB leaders.
