According to The Hindu, in press releases issued on April 1, the proscribed terrorist groups, Kanglei Yawol Kunna Lup (KYKL) and Revolutionary People's Front (RPF), have asked the Congress and Bharatiya Janata Party (BJP) to ‘end’ election-related activities in Manipur. The KYKL has also owned up responsibility for the March 31-attempt on the life of the BJP vice-president Naorem Tombi. According to the KYKL, he was given the "death sentence" as he ignored the outfit’s warning to distance himself from the party president, Thounaojam Chaoba, who was given the "death sentence in absentia" for his alleged "inexcusable activities."

In a statement issued in the State capital Shillong on April 26, the East Khasi Hills Deputy Commissioner Donald P Wahlang said that the step was taken after "Information was received that arms are being smuggled into India from Bangladesh across the border of East Khasi Hills by some persons or group of persons." However, the State Director General of Police, L Sailo, while speaking to reporters denied that there was any attempt by terrorists to smuggle weapons into Meghalaya from Bangladesh. "I have no knowledge about the order of the Deputy Commissioner but it could have been part of preventive measure," said Sailo.

In a press conference at the State capital Aizawl, the Opposition leaders demanded that the State Government-BNLF dialogue should not be held before counting of votes on May 13 as the BNLF leaders were forcibly holding postal ballots for 3,620 Bru voters now lodged in Tripura refugee camps. "We suspected that the BNLF delegation would use the postal ballot papers as a bargaining chip with the State government during the talks," the Opposition leaders said. They alleged that most of the postal ballot papers issued to the 4,266 Bru voters in neighbouring Tripura refugee camps were forcibly collected by BNLF top leaders on April 23 and taken to the outfit’s office in Naisingpara.

Nayanbashi Jamatiya, leader of one of the National Liberation Front of Tripura (NLFT) factions, has said that the peace agreement he is expected to sign with the Indian authorities will be within the framework of the Constitution. Assam Tribune has reported that Nayanbashi called on the Tripura Governor D N Sahaya on April 28 and later said, "I thank the Governor and Chief Minister of Tripura for the initiatives they have taken for peace. The agreement would be signed within the framework of Constitution of India." Meanwhile, the Governor opined that "Peace and prosperity are main issues for the talks that are on the pipeline. Our discussion (with Nayanbashi and his men) was held in a cordial atmosphere. He (Nayanbashi) assured his all cooperation for bringing peace in the State."
