Four staff members of a private recording studio, belonging to the Hmar community, were abducted by the Kuki National Front (KNF) cadres belonging to its Zougam faction from Tuibong on April 1 for the refusal by the owner of the studio to pay the extortion amount of Rupees 200,000. The Mizo People’s Convention (MPC), in a press release, accused the Kukis of violating terms of a peace accord signed between Zomis and Kukis for restoring of peace and normalcy on October 1, 1998. The MPC alleged that the leaders who went to negotiate for the release of the abducted were assaulted and their vehicle confiscated. It further said that the abduction occurred despite the fact that Mizo leaders contributed Rupees 5,000 from each household to meet the demand of Rupees 2, 00,000 since March 30, 2006.

Prime Minister Manmohan Singh said on April 1 that the process initiated by the Union Government to restore peace in Assam would be expedited, but ruled out talks with the United Liberation Front of Asom (ULFA) on the "sovereignty" issue. Dr. Singh, who arrived in Assam on a two-day election campaign, told a press conference in Guwahati that negotiations would be held within the constitutional framework. "The ULFA may raise the issue during talks but that does not mean all issues are open to negotiation," he said. "Doors will be open to all those who shun violence. Two rounds of talks have been held with certain groups [the discussion with the ULFA-formed People's Consultative Group] and we will accelerate the peace process," he added The Prime Minister also stated that his Government would take a tough stance on infiltration in Assam. "I want to assure the people of Assam that we will show no mercy on illegal infiltration. At the same time, all genuine citizens have my assurance that in the name of detection of foreigners they will not be harassed."

Police sources said that one M-20 pistol with two live rounds, two hand grenades, and two live rounds of AK-47 ammunition were recovered from the encounter site. However, two militants managed to escape from the incident site. One of the slain militants was linked to the People’s Liberation Army (PLA).

The Tripura Chief Minister, Manik Sarkar, who holds the Home portfolio, is reported to have informed the Legislative Assembly on April 10 that at least 458 militants belonging to the All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT) had surrendered in last two years with the respective surrender figures of 2004 and 2005 as 322 and 136. The surrendered arms included AK series rifles, SLRs and grenades. The Chief Minister also mentioned that 77 militants were killed in counter-insurgency operations during the same period. The arrest figure from January 2005 to February 2006 was 57, added Sarkar. He further said that despite the decline in the insurgency-related incidents in the last few years, the situation was not totally conducive for repeal of the Disturbed Area Act, which was made applicable in phases fully to 28 police stations and partially to six police stations since February 16, 1997. He also ruled out withdrawal of security escort for the passenger and goods-carrying vehicles plying on the National Highway 44 connecting Tripura with Assam. "Government is well aware of the problems that the passengers are facing due to escort. But right now we do not find the situation is conducive enough for withdrawal of the escorts," said the Chief Minister.

The issue was reportedly raised at a sector level BSF-BDR meeting held at the border camp, the BSF sources said in Aizawl, the capital of Mizoram, on April 21. However, the BDR delegation, led by its Sector Commander (Sylhet) Colonel Abdul Hossain, was non-committal over the issue, sources added. The BSF Deputy Inspectors General, while expressing concern over the transborder crimes, said that erection of barbed wire fencing would help in curbing transborder movement of militant outfits.
