While the other militants managed to escape, a 9-mm pistol, a magazine with two live rounds of 9-mm ammunition and one .36 HE hand grenade with detonator were recovered from the encounter site. On further search, a demand letter of the Kangleipak Communist Party (KCP) for INR 1500000 signed by one Wanglen was recovered from the possession of the slain militant.

Assam Police arrested two Black Widow (BW) militants, identified as Brajen Hojai and Babul Kemprai, on the Assam-Meghalaya border along with INR 10 million on April, according to Assam Tribune. Police sources said the duo were going to hand over the money to members of an international arms racket of Mizoram against which the militant group had already received the consignment of weapons, which included over 60 rifles of AK series. Police also recovered two foreign-made pistols, of which one was licensed, from their possession. Brajen confessed to Police and media that the money was brought by Kemprai from the residence of Mohit Hojai, chief executive member of the Karbi Anglong Autonomous Council.

Two of the injured persons succumbed to their injury on April 7 (today) raising the death toll to 10. The militants carried out three blasts and mounted a grenade attack within five hours, adds The Hindu. The Director General of Police, G.M. Srivastava, said seven people were killed and 56 injured in a powerful blast in a crowded market in Guwahati’s Maligaon area at around 2 pm (IST). In the blast, four of the dead, including a minor girl, have been identified. The explosion sparked a fire that set ablaze two cars and 20 motorcycles and spread to a three-storey building housing the area police station. While six people were killed at the blast site, one died of injuries after jumping from an adjacent building which had caught fire. The bomb is suspected to have been hidden in a car or a motorcycle parked adjacent to the North-East Frontier Railway headquarters. “This is the handiwork of ULFA boys ahead of the outfit’s Raising Day” Srivastava said, adding the militants used hi-tech explosives. A bomb was set off by unidentified militants in the Santipur area near Bokajan in Karbi Anglong District earlier in the day. Suspected ULFA militants also set off a bicycle bomb explosion at Dhekiajuli in Sonitpur District later. Four people were injured, one of them seriously, in this incident. According to an unconfirmed report, he later died of his injuries. Police said Gokul Giri Nepali had supplied about 300 AK-47 rifles and large quantity of live ammunition and explosives while Somarjit Hashu had gone to collect some consignment from Gokul’s house. The duo confessed during interrogation that two AK-47 rifles along with 233 live rounds of AK 47, which were smuggled from Myanmar, were passed on to a militant group two days back. According to Police, the duo also revealed that the BW was commanded by one ‘Lieutenant Colonel’ James and was active in the entire Northeast, especially in Assam.

The militants ambushed the 20-truck convoy of Vinay Cement Company at Panimur Kalanala under Doyangmukh Police station, near the industrial town of Umrangsu and 170 kilometres from the Haflong, the District headquarters of North Cachar Hills District. A Police official said militants fired only on the two trucks in which personnel of 16th India Reserve Battalion (IRB) were escorting the company’s employees from Lanka to Umrangsu. The militants later fled into the jungles taking with them five guns of the IRB personnel, he added. The Superintendent of Police in North Cachar Hills District, Mridulananda Sarma, said there were nine IRB personnel in the convoy of whom five were killed. Defence spokesman Colonel Rajesh Kalia said the militants were planning to abduct a businessman, Paras Gurung, of Lokhra area in the same district. The army said Prabhat Basumatary was a known operative of Pakistan’s Inter-Services Intelligence (ISI) and a key perpetrator in the bomb blast at Dhekiajuli. The CFSB Chairman, Lieutenant General Mandhata Singh, disclosed that so far the NSCN-K has three out of eight designated camps and the fourth one is proposed to be set up within months in Mon District. He also said there is a need to check activities like illegal collections, extortions and giving shelter to criminals, who in the guise of insurgents are creating problems. He added that the cadres should also abide by the rules and identify such criminals. "The designated camps should not be misused for illegal/incorrect activity," he noted. He stated that a meeting between the Union Government and NSCN-K is scheduled to be held on April 23 at New Delhi, where the decision on cease-fire extension would be taken.

His driver Suren Daimary and Personal Security Officer Munnaf Ali were killed on the spot while six others sustained injuries in the attack. Bwiswmuthiary, accompanied by a large number of BPF leaders and members, was proceeding towards Panbari where miscreants had set ablaze 11 houses of BPF supporters in the night of April 23, when the attackers, lying in wait in the area earlier, opened fire on them. Three vehicles that were part of Bwiswmuthiary’s convoy were also damaged in the attack. Police said at least a dozen BW militants, hiding atop the Barail range, fired at the engine and brake-van of the relief train between the Mahur and Migrengdisa railway stations in North Cachar Hills. When the SF personnel on board retaliated, the militants ran away. The ambush site is about 92 kilometers from Lumding. The other relief train was attacked at Bagetar, 74 kilometres from the Badarpur station in the same District. There was no report of casualties in this incident.

Police sources said a group of four ULFA cadres shot Rabha from close range when he came out of his house after dinner. Rabha was with ULFA’s 709th battalion before he came over ground. This is the second major attack by suspected ULFA militants on the pro-talks group within a month. Earlier, on March 25, they had killed Robin Gogoi, who was instrumental in roping in leaders of the A and C companies of ULFA’s 28th battalion for talks. Pro-talks leader Maradona Russell alias Naren Rai, who is in charge of the group’s Nalbari designated camp, held ULFA “commander-in-chief” Paresh Barua and “chairman” Arabinda Rajkhowa” responsible for the killing. The federation called upon all Naga groups to examine the growing strength of India and Myanmar and accordingly forge a “mutual destiny”. “When the world is advancing rapidly, the Naga people are still stuck in the ancient/ancestor’s trend of thought that Nagas can live in isolation with full independence,” the student federation said. “This unresolved political issue has been tremendously disturbing the minds of the younger generation. It is impossible for the youths to develop themselves fully in the midst of a conflict situation”, the NSF leaders said. The federation also reiterated the need to sort out the differences within the Naga groups without any further procrastination. They said instead of the Naga political issue occupying centre-stage, the Nagas were “unconsciously” pushing their inner differences to the fore, thereby overshadowing the main issue for too long.

Official sources said the MHA accepted the proposal of the Tripura Government and extended the tenure of the promulgation of AFSPA for another six months. Even as the insurgency has come down drastically, it has not been wiped out completely, so the MHA extended the Act fully in 34 and partly in six police station areas of the State to flush out militants, an unnamed Police official said. The AFSPA was promulgated in Tripura in early 1997 following a spate of violence by tribal insurgents, the official added.

Jha, in a memorandum issued on April 18 said not only salaries but the payment of allowances, including travel and dearness allowances, provident fund and other entitlements of the employees, would be paid through bank accounts. “All salary transactions and other entitlements of employees for all departments will be conducted only through bank accounts of the employees,” the memorandum, circulated to all the departments, said. The report adds that major sources of funds for militant outfits in Manipur are Government employees, traders, contractors, suppliers and commercial vehicle owners.

The violence between the Zeliangrong community and Cacharis in North Cachar Hills District continued for the second day on April 29 which had claimed 10 lives and 16 others sustained injuries, according to Imphal Free Press. The clashes between the two communities of Zeme sub-tribe of Zeliangrong and the Cacharis (Dimasas) started after suspected Black Widow (BW) militants killed nine persons of the Zemes sub-tribe of the Zeliangrong community on April 28. Later, suspected Zeliangrong militants retaliated and attacked a Dimasa village. The sources said that the Zeliangrong Chabuan have set ablaze 25 houses of Yekulua village between Boreneu and Guilong of Haflong in North Cachar Hills District. Before setting ablaze the 25 houses, the two communities exchanged gunfire and 10 Dimasas were killed and 16 others wounded. Meanwhile, Telegraph quoting Police sources said there the role of a third player, most probably of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), was also being suspected.

The Commission has therefore recommended the Government to make its Police force accountable, and to begin with, it said the accountability on the part of the DGP has to be ensured. At a high-level meeting chaired by Union Home Secretary Madhukar Gupta, the MHA expressed concern at the deteriorating situation in the hill districts of Assam. Gupta convened a meeting in New Delhi to discuss in detail the security situation in Assam, especially in North Cachar Hills District, which has witnessed some violence recently, said an official spokesman of the MHA. Assam Chief Secretary, P. C. Sarma, Assam Home Commissioner, Subash Das, the Assam Director General of Police (DGP), G. M.
