Prime Minister Manmohan Singh on April 2 said that the Union Government was open to talks with all militant outfits and the discussions with the United Liberation Front of Asom (ULFA) had been good beginning, reports Times of India. "The ULFA peace talks are a good beginning. Our doors for peace talks with all militant groups are open. We want the militants to shun violence and come for talks," the Prime Minister said at an election rally in Dhakuwakhana in eastern Assam, about 500 kilometers from Guwahati while campaigning for state assembly polls.

One of the arrested militant was identified as ‘lance corporal’ Bolin Gogoi alias Saurabh Bora (24), who is a known explosives expert in the outfit. United Liberation Front of Asom (ULFA) decided not to go ahead with its earlier plan of calling bandhs (shut down) from April 6 to 15 during the visits of Prime Minister (PM) Manmohan Singh and other Central leaders for election campaigning in Assam, reports Assam Tribune. The anti talks faction led by Paresh Barua said that it will not call any bandh during the period in view of the upcoming Rongali Bihu celebrations in the State. As reported earlier, ULFA had called for a bandh on April 2 protesting against the Prime Minister’s visit to address two poll rallies during the first phase. The PM Singh is scheduled to visit Barpeta and Mangaldai assembly constituencies in Lower Assam on April 8.

A statement issued by the PIB Defence Wing, said that SFs arrested an over ground worker of People’s Revolutionary Party of Kangleipak (PREPAK), identified as one Heisnam Hirachandra Singh (38), resident of Nongmaikhong Makha Leikai in Bishnupur District, on April 3. He revealed that he is actively involved in recruitment, tax collection and extortion for the outfit from Nongmaikhong area. The team also recovered three Lethod shells and one .60mm mortar bomb based on information provided by him.

A total of 38 armed cadres of the Khaplang group of the NSCN, NSCN-K, and the ‘Federal Government of Nagaland (Singnya)’ who returned to the NSCN-IM were also felicitated on April 4, states Telegraph. Delivering the welcome address, Rh. Raising, ‘kilo kilonser’ (‘home minister’) expressed happiness for the right step taken by them. Speaking on behalf of the ‘home comers’, Kiyekhu Awomi, a senior member of the Khaplang group said, “We do admit our misadventure as we were misinformed and misled. In Khaplang’s Khehoi Camp we see no future, no political vision and no system of governance.” He alleged that members of Khaplang faction only indulged in amassing wealth for individuals. According to them, with no future prospect for the Naga nation, they had left Khehoi camp and came to serve the “nation” under the leadership of NSCN-IM.

Sentinel reports that 87 militants of Karbi Longri NC Hills National Liberation Front (KLNLF) exercised their franchise for the first time in 15 years. As per directive of the Election Commission of India, the KLNLF militants staying in designated camps were provided facility to cast their votes. The Assam Election Commission notified that the ex-militants lodged in the designated camps in Assam and having their names in the electoral rolls would be entitled to vote through postal ballots.

The anti-talk faction of the United Liberation Front of Asom (ULFA), headed by ‘commander in chief’ of the outfit Paresh Baruah, threatened the Congress and managed to trigger off an explosion in the Rajiv Bhawan, but the outfit could not indulge in any other major act of violence due to tight security measures taken up. Though there were intelligence inputs of a few ULFA militants entering the city, the elections passed off peacefully. Polling in the militancy hit Districts of Dima Hasao (formerly known as North Cachar Hills) and Karbi Anglong was also by and large peaceful with most of the militant outfit operating in the area are under ceasefire agreement with the Government.

Meghalaya Home Minister H.D.R Lyngdoh on April 15 said that the Government will investigate the alleged nexus between the Garo National Liberation Army (GNLA) militants and some Police, states Assam Tribune. "It could be only a suspicion (nexus between GNLA and police personnel), but we will conduct an investigation to establish these linkages," Lyngdoh told journalists. Lyngdoh's statement comes after a senior Union Home Ministry official accused two police inspectors, four sub-inspectors and a number of police constables of Meghalaya Police of maintaining links with the GNLA. The GNLA, which is fighting for a 'sovereign Garoland' in the western areas of Meghalaya, is headed by Champion R. Sangma, a rogue Policeman. Wungnaoshang Keishing has been demanding a separate district for the Phungyar sub-division by bifurcating the Ukhrul district, and according to the MLA himself and indeed many observers, this was objected by among others, the NSCN-IM and so also the United Naga Council (UNC). Wungnaoshang Keishing`s convoy was attacked by heavily armed persons near Riha village in Ukhrul District on April 15 killing eight people which include six of the MLA’s security guards and two civilians. Earlier, it was reported that unidentified militants had torched an Airtel tower at the Langol game village in Imphal. There are five telecom companies operating in the region. They are BSNL, Airtel, Aircel, Vodafone, Reliance and Tata Indicom. In 2010 militants destroyed 10 BTS towers whereas 17 towers in 2009. In February 2010, the proscribed Kangleipak Communist Party (KCP) issued a warning that all the mobile companies were banned in Manipur. Assam Tribune reports that the Government of India initiated a series of mega plans for increasing vigil along the 4,095 kilometres international border with Bangladesh, which include raising of new battalions of the Border Security Force (BSF), creation of helicopter bases, creation of new frontier headquarters of the border guarding force, etc. The Inspector General (Operations) of the BSF, H Desai said that the process of raising 16 new battalions of the border guarding force has started and the new additions to the force would be used exclusively for increasing vigil along the international border with Bangladesh. He said that the process of raising of the new battalions is likely to be completed by the end of this year. Desai, who is holding additional charge of IG, Assam-Meghalaya frontier, said that the new battalions would be deployed in the vulnerable patches along the international border, including the riverine border areas. He said that the riverine international border in West Bengal, Assam, Mizoram and Tripura are considered most vulnerable and the other vulnerable patches along the border have also been identified for deployment of the forces to improve border management.

For two hours, from four in the afternoon, the student leaders from all the NE states, under the banner of North East Students’ Organisation (NESO), took part in the sit-in protest demanding repeal of the Act, and later spoke out against the law which they condemned in unison. All those who spoke described the AFSPA as an affront to the people of the region, as the Act was in place in no other part of the country except the North East and Jammu and Kashmir. They expressed solidarity with the intrepid campaign being carried out by Irom Sharmila of Manipur against the AFSPA. Addressing the gathering, Dr Samujjal Kumar Bhattacharyya, adviser to All Assam Students’ Union lambasted the Union Government for favoring a law that was unjust and unfair to the people of the North East. He found it utterly strange that the Union Government failed to take note of a democratic protest carried out by Sharmila against the Act, which is now more than a decade old. SFs arrested four cadres of the Kangleipak Communist Party-Mobile Task Force (KCP-MTF) militants from their respective houses on April 27 in Imphal West District. The arrestees were identified as Thoudam Sanjit (31), Salam Amuba (35), Sagolshem Ibochou (51) and Maibam Indira (35). Sentinel reports on April 28 that the alleged involvement of some police personnel in “passing information” to the Garo National Liberation Army (GNLA) has much to do in the failure of the State Police Department in its operations against the outfit. Despite concrete intelligence inputs on the movement and activities of the Garo outfit, operations launched by the State police against the outfit failed to yield the desired results. It is alleged that Armed Branch constable Stemilbert T Sangma, a resident of village (Bolkengre) from where GNLA ‘commander-in-chief’ Sohan hails, had provided information to the outfit on the movement of police during the operations. The police constable was arrested on April 26, after fixing in place a mechanism (like tapping phones of suspects) to determine “information leakage”. Admitting that the leakage of vital information by the said policeman has had a “jeopardizing effect” on police operations against the militant outfit, the Deputy Inspector General of Police (DIGP), however, said that those who indulged in such activities were influenced by GNLA ‘chairman’ Champion Sangma, the deserted Deputy Superintendent of the State police.

Rabha, who was involved in number of killings, abductions and extortion in Goalpara and part of Kamrup Districts, including abduction of a railway official from Dudhnoi in 2010, was arrested twice within a span of two years. Intelligence sources in Goalpara said the Rabha Viper Army was active on the Assam-Meghalaya border and was involved in abduction and extortion. The outfit is most potent organisation at the grassroots level, which provides logistic support to both United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB) and keep liaison with the Garo National Army (GNA) of Meghalaya.

He said since the Constitution has enough scope to accommodate the demands of the Naga people, the settlement could be found within its framework. Telegraph reports that dissident Garo Hills District Congress legislators on April 29 claimed to have received “threatening” text messages from Garo National Liberation Army (GNLA) militants, asking them why they did not support beleaguered chief minister Mukul Sangma. Frankenstein W. Momin, community and rural development minister and a dissident Congress legislator, said he had received threatening messages from people who claimed to be cadres of the nascent militant outfit. According to him, the phone number from which the text messages were sent was reportedly from Bangladesh and the language used was English. Apart from Momin, other legislators who have received similar text messages include Saleng Sangma, the legislator from Dalamgiri in West Garo Hills. In the past, the GNLA was alleged to have sent “text messages” to demand money from legislators cutting across party lines representing Garo hills. The Sangma Government, which completed a year in office on April 20, is under strain with dissidents trying to overthrow the chief minister and replacing him with former chief minister D.D. Lapang.

The Paresh Barua Faction of the United Liberation Front of Asom (ULFA) on April 30 lashed out at former ‘commander’ of the outfit’s 28th battalion Mrinal Hazarika for declaring that Pro-Talks Faction of ULFA (ULFA-PTF) militants would make a foray into the coal business for sustenance. A statement by Arunodoy Dohotia, leader of the outfit’s ‘central publicity’ cell that was mailed to media houses said that ULFA was in no way connected with the statement. It was purely Hazarika’s personal opinion, which exposed his arrogance and inclination to mafia raj. Meanwhile, opposition leader and former chief minister Prafulla Kumar Mahanta said the Asom Gana Parishad (AGP) would come down heavily on the syndicate business if it comes to power this time. He said involvement of the Surrendered ULFA leaders in the syndicate business provides evidence of total failure of the law and order in the state. Mahanta said all former ULFA leaders must deposit arms and enter designated camps for meaningful peace talks with the Government.
