A one hour encounter reportedly took place between suspected Zeliangrong United Front (ZUF) cadres and combined troops of the 6/8 Gurkha Riffles and 10 Assam Riffles on April 1 at around 10.30 am at a place between Khoupum and Kenjang under Tamenglong District, reports Kanglaonline. According to sources, one suspected militant was gunned down during the gun fight. The dead body of the cadre has been and recovered but no arms and ammunition were found.

A Press Information Bureau –Defence Wing (PIB-DW) release said that after receiving information of desertion of a cadre belonging to United Socialist Revolutionary Army (USRA) with arms and ammunition from Chongkhajao designate Suspension of Operation (SoO) camp on March 31, 2013, multidirectional search operations were launched in Phailan and Saigum areas to apprehend the deserter with weapons, The Sangai Express reports. The release added that the effort led to recovery of one AK-56 Rifle with magazine, one G-3 Rifle with two magazines, two Italian made pistols and 37 live rounds from a Jhoom hut on April 1. The cadre had abandoned the weapon due to sustained search operations launched by the Security Forces, thus averting a major fire fight in civil areas, maintained the release.

Concerned over the recent rape and murder of a girl at 12th Mile area of Ri-Bhoi District, the Khasi Students Union (KSU, northern border area), has demanded the Mukul Sangma Government to take steps in order to check influx in the State. Alleging that unabated inflow of Bangladeshi migrants is taking place through the Jarabad-Sonapur route to 8 Mile in Jaintia Hills, the KSU said there are no infiltration check gates along the route to restrict the entry of the foreigners. The Union members also detained around 24 suspected Bangladeshi migrants from Byrnihat in Ri-Bhoi on April 1 evening.

The Government has constituted a 13-member high-powered committee headed by Power and Industry Minister Pradyut Bordoloi (MLA from the District) with senior officers from several departments, including Commissioner (Upper Assam division) and Deputy Commissioner of Tinsukia District, to prepare a special all-round developmental plan that will focus on infrastructure development and avenues of employment generation. Participating in the discussion and moving the resolution, R Lalzirliana said that Mizoram has 710 long porous border with the neighbouring countries — Myanmar and Bangladesh — which is being protected by the Assam Rifles and the Border Security Force (BSF). “The State has 8 Police Battalions which cannot meet all the requirements including setting up of Police Outposts in the border area,” he said.

Accusing 44 Assam Rifles (AR) personnel posted at Kasung Post in Kasom-Khullen area of killing an innocent villager, identified as Zaw Myo, of Phayang in Myanmar after torturing, the United Nation liberation Front (UNLF) has called upon the ethnic brethren as well as neighbouring nations, especially Myanmar to condemn India’s ‘excesses’ against indigenous people. A statement issued by the Senior Publicity Officer of the UNLF, Ksh Yoiheiba contended that the security forces are killing innocent villagers to snap age-old fraternal relations between Manipur and Myanmar. The UNLF statement pointed out that on April 2, 44 AR of Kasung Post operating in Kasom-Khulen area captured two innocent Kuki villagers from Phayang village from across the border killing one while the other escaped.

Nagaland Post reports that Meghalaya High Court on April 2 issued notice to the Central and the State Governments on petition filed by jailed Garo National Liberation Army (GNLA) chief Champion R. Sangma challenging his detention under the Meghalaya Preventive Detention Act (MPDA). Sangma, who is in the Shillong jail, was booked under MPDA for waging war against India’s sovereignty. Under the MPDA, a person is detained for a maximum of three years and the accused can get bail only after an Advisory Board chaired by a retired Judge gives a decision on the matter. “The Court has directed the Meghalaya government to file an affidavit against the petition filed by Sangma for booking him under MPDA,” Sangma’s legal Counsel Sujit Dey said.A four weeks time has been given to the government to counter Sangma’s petition, he said. Dey also termed the detention of the outlawed GNLA rebel Chief under MPDA as “violation the rights of Sangma under Article 22 (5) of the Indian constitution”.

In a written reply to a query from K Liantlinga of the Zoram Nationalist Party (ZNP) in the State Assembly in Aizawl, the minister said the Government did not have any knowledge of the presence of rebel groups and there were no training camps being organised by them.Replying to another question, the minister said 237 arms and 6,345 rounds of ammunition were seized by the State Police during the present Congress government since 2009. Lalzirliana said the majority of the seized arms were made locally and were destroyed in accordance with orders of the courts. While some arms, especially small arms, were given to individuals through court orders, the rest were kept in Police armouries.

Inspector General of Police (IGP-Law and Order) LR Bishnoi said, “We have information that following panchayat elections in Goalpara, the Rabha National Liberation Force is again trying to gain strength by purchasing arms and ammunition. The outfit, which is mostly active in the district, had received a blow when eight of its cadres were killed in encounters during the past seven-eight months. Another five cadres had surrendered. Drishti Rajkhowa of Ulfa had asked a leader of the outfit, Deepak Rabha, to regroup and promised them support in this regard.”Bishnoi further said, “All the five arrested are cadres of RNLF and were heading towards Assam-Meghalaya border in Byrnihat to procure arms for the outfit. The procurement of arms was being planned to strengthen the outfit after the Panchayat polls,” adds The Assam Tribune. While the RNLF cadres have been identified as Bipul Rabha (32), Loteswar Rabha (32), Baidhya Rabha (32), Chittaranjan Rabha (40) and Rupam Rabha (35), the arms dealers were Jrewall Bey (31) and Kharej alias Res (35). An AK 56 rifle, a .22 revolver along with a bullet and INR 100,000 was recovered from the arms dealer. Two vehicles on which the RNLF cadres were travelling have also been seized.

The migrants were on their way to Shallang (West Khasi Hills) in five vehicles, when members of the KSU and FKJGP stopped them. While two vehicles escaped, two Tata Sumos and a bus were halted by the student body members. None of the migrants had documents to prove their identity even as they claimed to be from Assam. These people were on their way to Shallang to work in the coal-quarries there. The ‘apprehended’ people were later handed over to the local Police. Speaking on the demands for implementation of the Inner Line Permit (ILP) system in the State, the Chief Minister said that the Government had formed many committees for exploring the possibility of implementing ILP in the State. “ILP alone is not an answer to solve the issue,” Dr Sangma said, while adding that there is a need for a better and comprehensive mechanism to address the issue. According to Sangma, the State Government has set up an Anti-Infiltration Directorate with 117 posts and added that District-level teams have been constituted in seven Districts of the State to keep a check on illegal immigrants.

The Shillong Times reports that Chief Minister Mukul Sangma, who met the Union Home Ministry officials in Delhi during his recent visit to discuss the peace pact with the Achik National Volunteer Council (ANVC), said that the matter is at an advanced stage. The Chief Minister said this on April 8 in the Assembly in reply to Clifford Marak, president of Garo National Council, who raised the issue of the activities of ANVC in his Chokpot constituency through a call attention motion. According to the Chief Minister, the issue of arriving at a final settlement was discussed with the Ministry of Home Affairs (MHA) during his visit to Delhi. He said that the draft peace pact will be brought to the Union Cabinet for discussion and subsequently the modalities to bring the militant groups to the mainstream will be worked out. To a question by Marak on whether the Breakaway faction of ANVC (ANVC-B) ‘commander in chief’ Mukost Marak is also under the peace pact, the Chief Minister said that he was also part of the peace process.

His whereabouts remain unknown but Police sources reveal that the teenage’s father had previously been targeted for extortion. Sometime during the beginning of the year, unknown persons had called up the trader demanding a hefty sum of money as ‘tax’ but he had resisted the move. Police on the Assam side as well as Meghalaya have been conducting several raids following the incident and prime suspects are militants belonging to Garo outfits operating from the Garo Hills region. The Garo National Liberation Army (GNLA) and the breakaway faction of Achik National Volunteer Council (ANVC-B) besides dacoit gangs and recently formed United A’chik Liberation Army (UALA) are said to operate in the area, Police sources informed.

The State Government has decided to learn from Maoist-hit States to tackle the menace making inroads in Tinsukia District, reports The Telegraph. Deputy commissioner S.S. Meenakshi Sundaram on April 9 said that Tinsukia officials would be sent to States like Jharkhand, Chhattisgarh and Odisha to get first-hand knowledge of the development plans being implemented in the rural areas of these states. It was also decided that Chief Minister Tarun Gogoi would be urged to send Police teams to the Maoist-affected states for an orientation course on strategies adopted there to tackle “Left-wing extremism”. The meeting was a preparatory one before the first sitting of the 13-member high-powered committee constituted by the State Government recently under the chairmanship of Bordoloi for Tinsukia after the District was accorded special category status. The deputy commissioner said the meeting also decided to get a baseline survey conducted in all the 1,126 villages of the District with special focus on about 200 villages identified as Communist Party of India-Maoist (CPI-Maoist) and United Liberation Front of Asom (ULFA)-affected to prepare an integrated district action plan. Most of the villages of Sadiya subdivision on the north bank of the Brahmaputra, where Maoists are said to be gaining a foothold, will be included in the list.

In response to Daimary’s bail application, the CBI had earlier submitted in the court that interim bail might be granted to him by imposing 12 conditions in the bail order. Ranjan Daimary on March 31 prayed to the court for absolute bail instead of interim bail, reduction of the bail amount from INR 500,000 sought by the CBI and not to bar him from giving any statement to the media. The Telegraph reports that the bodies of a civilian and a Manipur Police commando, suspected to have been killed by militants, were recovered from a Manipur village along the Myanmar border in the morning of April 10. Police said the hands of the deceased were tied and they had been tortured and then shot to death. Anil Singh, a resident of Moreh (Chandel District), and constable Birjit Singh, had gone for fishing in the Maklang in Myanmar with seven other residents of Moreh at 10.45 am on April 9. The Police believe the militants killed the two on Myanmar territory and dumped the bodies at Govajang, a border village about 6 kilometres from Moreh Police station, last night. A Police source in Moreh said over phone they had information that the two were killed by a Manipur militant group hiding in Myanmar. Other seven, who were held captive by the militants and whose release the Police were trying to secure with help from Myanmarese authorities, were released by the suspected militants at 3 pm on April 10. The Police do have any clue yet about the motive behind the killings and abductions.

The Times of India reports on April 11 that objecting to the deployment of armed forces and other issues in Mizoram, the Zo Re-unification Organization (ZORO) - an organization fighting for the unification of all Mizos - submitted a memorandum to the President stating that several decisions taken by the Centre and State Government, without consulting the Mizo people, be revoked. ZORO's vice-president Lalmuanpuia Punte said the organization took up a number of issues with President Pranab Mukherjee and also sent copies to Prime Minister Manmohan Singh, Union home minister P Chidambaram, defence minister A K Antony and chief minister Lal Thanhawla. The organization urged the Centre to stop the deployment and dismantle military installation already established in the State. The ZORO also protested the ongoing border fencing along the 318-kilometre-long Indo-Bangladesh border in the Mizoram sector saying that a large chunk of Mizoram territory was outside the fencing.The ZORO also alleged that the agreements signed between the oil exploration companies and the State Government on hydrocarbon exploration in the State were against the interests of the ‘sons of the soil’. State Election Commission (EC) on April 12 said that if differences regarding delimitation of seats for Rabha Hasong Autonomous Council (RHAC) are resolved amicably then polls to the council could be conducted by the middle of May, reports The Shillong Times. Speaking to reporters here, State Election Commissioner Biren Dutta said “Earlier we had announced the RHAC polls for April 30. However, it will be difficult to hold the polls by that time as some problems remain regarding delimitation of seats remain to be settled,” he said. Dutta added: “We are hopeful that the issues would be sorted out through discussions by April 23-24 and then polls could be held by mid-May.”The RHAC areas, covers parts of Goalpara and Kamrup (Rural) Districts of lower Assam.In addition, the State EC also issued notifications for the Dima Hasao Autonomous Council (DHAC), which covers the whole of Dima Hasao District. Polling for the 28 seats in DHAC would be held on May 20 and counting would be taken up on May 24. The EC has declared all the 200 polling stations in Dima Hasao as sensitive, while 78 among them have been categorised as hyper-sensitive.

In the blast one trooper was injured. However, the same could not be confirmed by the police here. The Shillong Times reports that the Joint Monitoring Group to monitor the implementation of the Suspension of Operations (SoO) signed between the Mizoram Government and the Hmar People’s Convention-Democracy (HPC-D) would hold a meeting on April 19, officials said. The meeting would deliberate on the date and place for resumption of talks between the Mizoram government and the Hmar outfit and also discuss the observance of the bilateral SoO signed between the two parties on January 31 in Aizawl. The Mizoram Government and the HPC-D had earlier signed SoO for six months on November 11, 2010 but the proposed resumption of talks could not take off due to differences between the two sides which resulted in a massive crackdown on the Hmar outfit.Top leaders of the outfit, H Zosangbera, Lalropuia and Lalbiaknunga were arrested by the police in 2012. All the arrested HPC-D leaders were released on bail and the talks were initiated again during the first part of 2013. The HPC-D has been demanding a separate autonomous district council (ADC) in the north eastern part of the state adjoining Manipur under the Sixth Schedule of the Constitution.

Tuki said that he has informed the Union Ministry of Home Affairs (MHA) that the state government has already taken action to implement the recommendations made by the Second Administrative Reform Commission (ARC).Further, CM Tuki said the State Government has constituted a Police Establishment Board headed by the Director General of Police (DGP). Also, the tenure of Superintendents of Police (SP) has been ensured up to three years, while Director (Prosecution) is monitoring investigations and enforcement machineries of departments such as State Excise, Forest, Transport and Food and Civil supplies are functioning properly. The CM also said that several such recommendations of the commission were also acceptable to the State Government, but it would need financial support from the ministry for implementation. The establishment of forensic lab, establishment of independent complaint authority and strengthening of intelligence gathering system, etc. are some recommendations, which when implemented will have a bearing on the limited resources of the state and therefore need financial assistance from the Central Government, he said.

Sources said that the camp is headed by hardcore militant Thulunga, who was named in the chargesheet of the serial blasts of October 2008. She said the outfit, which was active all over Garo hills, in certain areas of West Khasi Hills and in South West Khasi Hills, continued to be a cause for concern. “The group poses a serious challenge to security agencies engaged in anti-militancy operations. Despite relentless operations, the organisation has expanded itself very quickly in cadre strength, weaponry and geographical reach,” she said, adding that there were 165 militancy-related activities in the state in 2012. She assured the House that efforts were being made to improve intelligence network and enhance capabilities for effective intelligence-based operations. “We are expecting better results in the coming months,” she added. On the Hynniewtrep National Liberation Council (HNLC), she said efforts by the group’s leadership to rejuvenate the organisation with recruitments, alliance with other Northeast militant organisations and raise funds through extortions had met with “limited successes only”.On border management, Warjri said in certain pockets, which are in adverse possession along the international border, like Pyrdiwah, Amki and Nongkhen, there have been reports of intrusions by Bangladesh nationals with active support of the Bangladesh Rifles (BDR).On border fencing, she said of the 498.165km fencing, 226.096km had been completed while work was in progress in 106.977km. Work along 124.859km is yet to be taken up for various reasons. The Assam-based outfit, which earlier depended heavily on the GNLA for shelter in the forests of Garo hills, movement of its cadres and weapons to and fro Bangladesh, is now jointly training of fresh recruits. “We had as many as 10 Ulfa cadres undergoing training along with us in the Durama hills,” said Tibat Sangma during his surrender to authorities in East Garo Hills District on April 16 morning after fleeing from a camp of the outfit in West Khasi Hills. According to the surrendered militant, such training of both the cadres has been going on for quite some time. The rebels opened fire at the driver and handyman of the second truck, before leaving. The driver, Sorokhaibam Babu of Samurou in Imphal West District was hit and died on way to an Imphal hospital. His helper Lalhmunthang, escaped unhurt. The Police suspect the militants were Nagas but could not name any group. Anger burst forth on the streets with residents of Samurou blocking traffic on the Imphal-Thoubal Road in the Samurou area on April 18. They formed a joint action committee and announced a 48-hour statewide strike while transporters called a 24-hour statewide strike, both from midnight of April 18.

Ahead of these military offensives, RPF had repeatedly appealed to all civilians not to stay close to Indian military or armed security personnel. These appeals were made with a view to avoid casualties to civilians, the outfit reminded in a press release issued by its Department of Publicity chief Bangkim. Tripura Inspector General of Police (IGP) Nepal Das claimed that due to the current political turmoil in Bangladesh and logistics trouble in the State, National Liberation Front of Tripura (NLFT) is in a state of serious crisis for its survival, leading to surrender of its cadres, reports Times of India. He said almost 90 per cent of NLFT cadres had already laid down arms before security forces in the last two years and the administration was in the process of eradicating militancy from the state. "The common people in interior locations created mass resistance against the militants and they lost complete support base in Tripura," said Das. Referring to latest surrender of NLFT cadre Sanjit Tripura, a resident of Kanchanpur, Das claimed it was clear case of Police's success. "Police compelled Sanjit to surrender and reveal all information about NLFT's plan of action in Tripura," IGP Das said, adding that the State has become a model in the country in combating insurgency and successful implementation of rehabilitation package.

The All Nagaland School Teachers’ Association has directed its members not to attend their classes from April 24 as a mark of resentment against the abduction of two Government primary school teachers in Wokha District on April 12 by the cadres of the NSCN-Isak Muivah (NSCN-IM). They were abducted from Hanku and Nitropen villages for not paying “tax”. The association’s president, Ponchulo Wanth, said the teachers were frequently harassed, intimidated and assaulted for non-payment of “tax” on time. The Nagaland Government Higher Secondary School Employees’ Association has also condemned the action of militants. He refused to disclose the details of the fresh proposal of the NSCN-IM to the Centre on interim agreement but said the proposal contains demand for greater autonomy for the time being. The Group further said that the identity of indigenous Muslims in the state is at stake. He said there are around 25 lakh indigenous Muslims in the state and their population in the four Bodoland Territorial Administrated Districts (BTAD) Districts is over 300,000. The SAGMDP said non-indigenous Muslims are getting all the benefits, including the benefits meant for the religious minority people. “Outsiders are getting all the benefits. The government has not taken any steps for the welfare of the indigenous minority.” The SAGMDP also slammed the demand for a Muslim autonomous council in the state, saying it is the indigenous people who need a council to safeguard their identity. A council cannot be formed on religious grounds. “We totally disagree and oppose to such demands for a Muslim council,” he said. The SAGMDP ‘president’, Sahiruddin Ali Ahmed also said that 2012 violence in Kokrajhar, Dhubri and Chirang was not a Bodo-Muslim clash. “It is not correct to dub the violence clashes between Bodos and Muslims because indigenous Muslims were not involved in it,” he said.

The Assam Tribune reports that the Anti Talk Faction of the United Liberation Front of Asom (ULFA-ATF) led by Paresh Baruah has changed its name and now the outfit will be known as the ULFA-Independent (ULFA-I). In a release e-mailed to the media on April 30, the ‘chairman’ Abhijit Asom said that the central executive committee meeting of the organization was held from April 2 to 5 and the decision to rename the organization as ULFA-I was taken in the meeting to maintain the distinct identity of the organization. The release said that the ULFA-I would remain a revolutionary organization fighting for the Independence of Assam. On the issue of talks with the Government for political solution of the issues, the ULFA-I chairman said that talks on the issue of sovereignty of Assam can be held in a “third country” in presence of representatives of the United Nations. The group also announced that its “military chief” Paresh Barua would now also be the organisation’s vice-president, adds the Telegraph. Barua was earlier appointed acting vice-president of the group, apart from being head of its armed wing. Jibon Asom, who was the acting finance secretary of the group, has been given charge permanently while Montu Asom has been newly appointed as assistant secretary. A 10-vehicle convoy including the MLA, Autonomous District Council (ADC) Member, Horyaola Vashum and security escorts were reportedly returning from Talui (Tolloi) after attending an ADC Handloom Mela when the attack was launched. After spot inquiry of the incident, Officer in-charge of Ukhrul Police station, P Longpinao told media persons that an IED was exploded by unknown persons, who also fired a shot towards the convoy. This is the second time in recent years that an MLA from Ukhrul District has come under attack from militants. On April 15, 2011, the late MLA from Phungyar Assembly Constituency, Wungnaoshang Keishing was ambushed near New Canaan village under Litan Police Station. Though the MLA escaped unhurt, seven Security Force personnel and a civilian driver were killed in the ambush.

The Times of India reports on May 3 that Mizoram Police seized three Chinese-made grenades and ammunition from a farm house near Aizawl on April 30, Police said. The announcement was made late as police expected that more contraband was concealed in the farmhouse belonging to Rohmingliana, who was arrested. Earlier, Police has seized 31 AK-47 assault rifles, and ammunition from the same farm on March 7 and 8 and arrested three persons in this connection who intended to take the arms across the border to Bangladesh for the use of their cadres. Mizoram shares borders with Myanmar and Bangladesh and the state has been one of the major conduits for arms smugglers and drug traffickers for years.
