A woman cadre of the Kanglei Yawol Kanna Lup (KYKL), identified as Mayanglangbam Victoria Devi, was arrested by a combined team of Security Forces (SFs) and Manipur Police at Nambol Thongkha in Bishnupur District on April 1, reports The Assam Tribune. One Chinese-made hand grenade concealed in a mobile hand set cover box, two mobile handsets and four SIM cards were recovered from her possession, said a statement of Inspector General of Assam Rifles-South (IGAR-S).

Some unidentified assailants attacked Regional Institute of Medical Sciences (RIMS)Medical Superintendent Professor Dr Meisnam Amuba by hurling a hand grenade at his quarters located within RIMS campus, Lamphelpat under Lamphel Police Station in Imphal West District on April 1, reports E-Pao. The grenade exploded at a garage beside the entrance gate leading to Prof Amuba's quarters at around 7.15 pm. However, there is no report of any casualty. The blast damaged bumper of a car (Maruti SX 4) apart from puncturing front and rear wheels of the left side. One Honda Activa scooter and the GI sheet roof of the garage were also damaged. It is suspected that the bomb attack was carried out in connection with monetary demand.

Two extortionists, who had come to Rongkhon Boldamgre village in the West Garo Hills District, were captured by local residents and were handed over to Police on April 1, reports The Assam Tribune. The duos were, however, beaten up by the public before being handed over to the Police. Sources said that the two extortionists, identified as David Marak of Ronshu in South Garo Hills and Namas N Sangma of Rongjeng in East Garo Hills, had come to extort money from a lawyer and were captured before they were able to get their hold on money.

Two militants of Karbi Peoples Liberation Tigers (KPLT), which is opposing the upcoming Assembly polls in Assam, were killed in an encounter with a joint team of Police and the Army at Borpung Terang village in Karbi Anglong District on April 1, ahead of the April 4 voting in the area, reports Nagaland Post. The slain militants were identified as ‘commander-in-chief’ Sajong Bey and ‘general secretary’ Mukrang Bey of the outfit. The Police have recovered one AK series rifle and one 9 mm pistol along with some assorted ammunitions from the slain militants. The insurgents exchanged fire with the joint Police and Army team at Borpung Terang village under Chokikhola Police Station. The KPLT had issued threats to media persons recently after journalists at a meeting in Diphu Press Club unanimously decided not to publish the extremist outfit’s press releases calling for bandhs (general shut down) opposing the voting scheduled in the District on April 4.

Based on specific information on movement of an I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) cadre received from Army Intelligence Unit, a team of Indian Army and Baksa Police launched a joint operation on April 2, and arrested a cadre of NDFB-IKS from Rampur, reports The Sentinel. The rebel has been identified as Samar Ramchiary alias B Bathaou of Nutan Sripur village under Mushalpur Police Station in Baksa District. “The cadre was actively involved in at least six cases of extortion in last six months and was pivotal in NDFB (S) activities in the area,” Defence Public Relations Officer (PRO) Suneet Newton said. One 7.65mm pistol along with five live rounds of 7.65mm, one no 36 hand grenade and INR 8050 were recovered from the arrested cadre, he said.

Nongdrenkhomba is also the Chairman of Politburo Standing Committee of the KCP. He was earlier arrested in Delhi, way back in November 2012. One 9 mm pistol, 10 mobile handsets, 10 letterheads, foreign currencies, a PAN card, stamp seal of his outfit and other articles were seized from his possession, Police said.

The armed Maoist Communist Party-Manipur (MCP-M) on April 2, owned up to the bomb attack at the official quarter of Medical Superintendent of Regional Institute of Medical Sciences (RIMS) on April 1, reports Kanglaonline. The outfit in a statement signed by its Secretary Publicity and Propaganda Comrade Nonglen Meitei hailed its militias who carried out the daring bomb attack at the MS’s official quarter manned by Security Forces (SFs) round the clock. It said the outfit will not carry out attack in healthcare centres but will not spare those who run business in the name of healthcare. Director, Deputy Director and Medical Superintendent of RIMS were declared as reactionaries by the outfit few days back for their involvement in corruption. The attack at the MS’s official quarter was not related to monetary demand but it was carried out as a warning against corruption, the statement said. It reiterated that the outfit had already lobbed a hand grenade at the MS’s residence as a warning to make him accept his wrongdoings but instead of accepting his wrong deeds he shifted to his official quarter guarded by SFs.

The two are identified as RK Napoleon (36), of Sagolband Tera Amudon Akham Leikai and Angom Punil Kumar (39), of Porompat Thawanthaba Leikai. Another women accomplice managed to flee from the scene. The locals also recovered a gun licence and an ID card from one of the two. One Mahindra Bolero jeep reportedly driven by the duo was also vandalised by the mob. The death toll in yesterday's (April 4) blast went up to three today, with Dipankar Saha (23), succumbing to his injuries at Guwahati Medical College and Hospital. The other two deceased have been identified as Ajit Dutta (40) and Bapan Saha (35), District President of All Assam Bengali Yuba Chatra Federation (AABYCF). Altogether 25 persons, including four policemen, were injured in yesterday's blast. Goalpara Superintendent of Police (SP) Nitul Gogoi said ULFA-I militant, Pabitra Rabha, died in an encounter with the Police at Jira village under Krishnai Police Station. The operation was launched on the basis of information that three militants were holed up in a house in the village, the SP said. "When the police team approached the house, the militants opened fire, leading to an encounter. The pro-talks faction organised a daylong programme at its designated camp, the Asom Naba Nirman Kendra at Lakuwa in Upper Assam's Sivasagar District, while the Paresh Barua-led Independent faction of United Liberation Front of Asom (ULFA-I) observed the day at an undisclosed location. Besides the group's top leadership, including ‘chairman’ Arabinda Rajkhowa and ‘general secretary’ Anup Chetia, the leaders of the Progressive and Ranjan Daimary factions of the National Democratic Front of Bodoland (NDFB), Reformation faction of National Socialist Council of Nagaland (NSCN-R) and various Kuki organisations attended the function. An official source said Armish Basumatary (22), Lothen Basumatary (42), and Gangaraj Wary (33), who were held by Assam Police earlier in some other cases, were rearrested by the NIA after investigations revealed their involvement in the massacre. Armish and Lothen are from East Jardanpur village and Goribil village under Kokrajhar Police Station while Gangaraj is from Birhangaon village under Dhaligaon Police Station in Chirang District. The militants, who had fled the NLFT camp at Satcherri under Rangamati District in the Chittagong Hill Tracts of Bangladesh on April 8, had trekked through hilly terrain to reach the BSF outpost and got in touch with Nath. Shortly after receiving the call, Nath got in touch with the BSF authorities and rushed to the outpost to facilitate the surrender. A civilian was also killed in reported encounters between the Special Forces (SFs) and suspected Zeliangrong United Front (ZUF) militants during the past three days near Lenglual village under Tamenglong District on April 11, reports Kanglaonline. According to reports, a civilian was reportedly killed in cross firing between the SFs and ZUF suspects near Irang River at the vicinity of the Lenglual village. The victim has been identified as one Lalchuailo Neishial (24), son of the chief of Lenglual village. It is learnt that on the fateful day armed cadres of ZUF numbering around six entered the village and forcefully took away the victim along with another villagers (boy) Soithangzo Gangte (17) as a guide. The team (ZUF and civilians) was then reportedly waylaid by SFs (Rashtriya Rifles) and an encounter ensured leaving Lalchuailo death while Soithangzo made a lucky escape, said the reports. The body of Lalchuailo was also retrieved today by a team of Nungba police and later deposited at Jawaharlal Nehru Institute of Medical Sciences (JNIMS). According to an official from the Army Defence Wing, the individual killed in the encounter was a suspect of ZUF. He further said that an AK rifle along with a magazine was recovered from the deceased. Reports further said that soon after the incident a massive search operation was conducted in and around the encounter site for two consecutive days and during it recovered another body of an army personnel who later was identified as Major 21 Para Special Forces, Amit Deswal (32), of Jhajjar in Haryana. As reported earlier, an Army officer was killed in an encounter with ZUF militants in Tamenglong District on April 13.

Speaking at a press conference at the Manipur Press Club, JAC convenor Sanjoy said failure on the part of the government to punish the culprits within the set deadline would cause the people of Nungei to launch severe forms of agitations which could only aggravate the present tension. Sanjoy said three miscreants believed to be from a particular community came on a motorcycle and fired two rounds from a local made shot gun at the local Meira shang around 8pm of April 11. Kuki Students’ Organisation (KSO) Tuilang block, Tamenglong ‘district general secretary’ Lalchoilou Neihsiel goes missing after a gunfight between ZUF militants and Security Force (SF) in Lenglong village under Nungba sub-division of Tamenglong District on April 11, reports Nagaland Post. No casualty was reported in the encounter. However, KSO ‘general secretary’ who was taken along with one of his aides by ZUF cadres went missing after the gunfight even though his aid backed to his village on the next day. KSO general headquarters expressed serious concern over the gunfight that took place Lenglong village while expressing fearing that the ‘general secretary’ be a victim of the encounter. Prior to this incident, around six cadres of ZUF threatened the residents of Lenglong village to guide them to their destination otherwise to face dire consequences. After the group moved for a distance five or six kilometres away from the village they were ambushed by SFs personnel and amidst the ensuing encounter Thangzou Gangte managed to evade the encounter and escaped to the safety of his village. After the encounter ceased, the villagers tried to go to the place of the incident to look for Lalchoilou. However, they were stopped by SFs from proceeding further towards the place of the incident. The KSO appealed to the armed groups involved in the gunfight to hand over the civilian without any harm. At the same time, the KSO strongly disapproved the action of the ZUF cadres who had forcibly taken the two villagers to accompany them.

Ranjan reached his home at Shibnagar area in Agartala. Ranjan, a banana trader, was abducted from Takarjala area on April 8, 2000, when he went to procure banana from the rural markets to sell them in the town. “Immediately after abduction they blind folded me only to open it after few hours when it was a place totally unknown to me,” Rajan recalls. Since then it was a long journey that was ended in one of their makeshift camp. It took several days for him to know that it was in Chittagong Hill Tracts in Bangladesh. Activists and volunteers of Anjuman Islahi Muahshrao (AIM) rescued three individuals along with their hijacked vehicle and arrested two of their hijackers at Lilong under Thoubal District on April 12, reports Kanglaonline. According to the AIM chief coordinator Haji Maulana Muheiyuddin, a jeep carrying 13 bags of rice (50 kg each) with three occupants moving along NH-2 was waylaid at Lilong Lamkhai and whisked away from there. On receiving information about the incident, AIM activists swung into action and carried out a massive manhunt through their sources and finally intercepted the hijacked vehicle around 6.30 am at Lilong Ngangou Loukon, said the coordinator. He said AIM not only managed to rescue the occupants of the vehicles, but also arrested two abductors although the third one managed to escape. The rescued individuals have been identified as Maibam Nadadip (55), his wife Thaba, and Tondonbi (52) wife of Rajen of Ukhongsang Mayai Leikai.

Muivah for extending a warm gesture. He also expressed hope and trust that Nagas through National Socialist Council of Nagaland (NSCN) and its leadership will surely bring political solution, the release stated. The ‘commander-in-chief’ of one of the splinter groups of the Liberation of A’chik Elite Force (LAEF) was killed in an encounter with Police in Rongjeng forest in East Garo Hills District on April 13, reports The Shillong Times. Police launched an operation in the forests of Chichra village under Rongjeng Police Station in the night of April 12, and came across a group of armed LAEF militants during early Wednesday (April 13) morning. The militants numbering 10-12 and led by their militant chief Augustine Marak exchanged fire with the Police teams leading to a 45 minute encounter, informed Police officials. In the gun battle the militant chief was shot dead and another cadre identified as Walsrang N Areng hailing from Chichra Apal village was arrested. The rest of the militants fled from the scene. A search of the encounter site led to the recovery of an AK-47 rifle along with 72 live rounds and three mobile phones and SIM cards. The deceased militant leader hailed from Kamrup district of Assam and was married to a local from Rongjeng area. He was part of the original LAEF outfit currently headed by one Mathew Marak of Bakrapur village but split and formed his own team to operate in the Rongjeng-Songsak-Mangsang region.The LAEF faction headed by Mathew Marak is believed to have the largest share of armaments including AK rifles and also a Rocket Propelled Grenade (RPG) launcher, as per previous confessions of arrested LAEF members. Mathew’s LAEF faction is known to operate in the Dainadubi-Mendipathar-Damas-Kharkutta region of North Garo Hills. Most of the cadres from both factions of LAEF are said to be recruits from Garo dominated villages of Assam and Dimapur (Nagaland). Due to the long standing agreement between the founder of LAEF, Peter Marak, and the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) from Nagaland, the Garo militants were provided training in the jungles of Myanmar where the NSCN-K run their camps.

According to reports the blast took place around 7.10 pm while the AR personnel were on normal duties in front of the camp. Coming out with its side of the story on the incident near Lenglong Kuki village in Tamenglong District of Manipur, wherein Major Amit Deswal of Special Forces (SFs) (Commando) of the Indian Army of 21 Para and one civilian were killed, the Zeliangrong United Front (ZUF) said that the army personnel might have been killed by their own bullets as its cadres had not fired a single bullet at the SFs on the day, reports The Sangai Express on April 16. ZUF also alleged that the civilian was killed by the SFs after capturing him. In a statement, information and publicity secretary of ZUF, A Longmei said that on April 11, the Rashtriya Rifles (RR) and Special Force led by Major Amit Deswal waylaid and ambushed cadres of Zeliangrong Tiger Force (ZTF, the armed wing of ZUF). The SF personnel fired indiscriminately towards the ZTF cadres in which one civilian namely, Lalchuailo Neihsial, of Lenglong village was killed on the spot. Two civilians were requested by the ZTF cadres just to lead the way to their destination/camp after returning from normal duty and the two as local people had shown their respect and cooperation and happily agreed and led the way, it said. The ZUF also denied the allegations levelled by the Kuki Students Organisation (KSO) that the ZUF cadres picked up the two civilians forcibly. At the same time, the outfit condoled the demise of Lalchuailo Neihsial. When the SFs started firing at the ZTF cadres from unknown directions, the ZTF cadres along with the two civilians tried to withdraw from the spot unconditionally without any reiteration. But the Indian Army captured one civilian and killed him later, it said. The ZTF cadres did not shoot back even a single bullet as they didn’t know from where and in which direction and from which party the attack came from. All the cadres of ZTF reached their designated camp safe and sound. There is no casualty on the side of the ZTF. It is certain that Major Amit Deswal and other personnel might have been killed by the bullet of the security personnel itself as there was no retaliation from the side of the ZTF, it said. The Indian Army blatantly blamed the ZUF to save the image of the Indian Army from the mistake committed by them. Also the Indian Army has termed the ZUF as a terrorist group/organization through a national TV channel on April 14 which is inappropriate, it said.

Along with Mathew was his ‘deputy military chief’ Ravan Basumatary (28) of Chitukhona village in Damas and four other senior cadres of the outfit – Tenik Sangma (30) of Naringgre Rongjeng, Negrus Sangma (25) of Khardang Dorengtop (Krishnai), Lepjin Shira (25) of Chitukhona and Heswar Areng (31) of Songsak. The surrender was made possible through the intervention of church leaders, families and villagers, particularly United Christian Peace Forum (UCPF) elder Panpan Marak, Damas MDC and Garo Hills Autonomous District Council (GHADC) executive member Dolly K Sangma and village elders.The surrender comes just three days after East Garo Hills Police shot dead Augustine Marak who was the head of the other LAEF faction. Both Augustine and Mathew were part of the original LAEF that had been formed by a rebel Police commando called Peter Marak. Peter was arrested from a vehicle near Jorabat on the Assam-Meghalaya border while returning from Nagaland. He was subsequently killed while leading Police to a hideout of the LAEF in a forest in East Garo Hills on August 22, 2007.

Police sources said that Police and Security Forces (SFs) were after them for a long time, while the Central intelligence agencies also provided vital inputs. At the same time, the technical gadgets now available with the police also played a vital role in nabbing the jihadis. Sources also revealed that all the arrested jihadis were members of the Jama'atul Mujahideen Bangladesh (JMB).Sources added that at least two key JMB functionaries, including a Bangladeshi national, are still at large and Police and SFs are on their trail. However, it is still not known whether they are still inside Assam or they managed to escape either to West Bengal or Bangladesh. Police also said that the JMB members were not planning any major action in Assam as yet and they were concentrating mostly on recruiting boys from lower Assam Districts and they also tried to use Assam as a base.

Government of India (GoI) and Government of the People’s Republic of Nagaland (GPRN) / Khole-Khitovi faction of National Socialist Council of Nagaland (NSCN-KK) on April 18 mutually decided to extend the Cease Fire (CF) Agreement with effect from April 28 for a period of one more year i.e. till April 27, 2017 “to bring about a lasting peace in the state of Nagaland with the involvement of Naga people”, reports Nagaland Post. The ceasefire agreement was signed in New Delhi between GoI represented by Union Ministry of Home Affairs (UMHA) joint secretary, Satyendra Garg and GPRN/NSCN-KK represented by Jack Zhimomi and Chen Konyak. While extending the Cease-Fire Agreement, the two parties affirmed that the ceasefire would be subjected to adherence to the Cease Fire Ground Rules (CFGRs) as mutually agreed and signed by the two sides. The signatories also agreed that the CFGRs would be subjected to mutual review and amendment with the involvement of both the parties. GPRN/NSCN-KK however made it clear that it won’t be joining the Naga peace accord stating that the pact was an understanding between the GoI and Isak-Muivah faction of NSCN (NSCN-IM).

Meghalaya Police have decided to continue the ongoing combat operation in Garo Hills and West Khasi Hills ‘Operation Hillstorm 3’ for another six months, reports The Shillong Times. Informing this in Shillong on April 18, Inspector-General of Police (IGP) (operations) G.H.P. Raju, said that during these operations, commandos have successfully neutralized several cadres of Garo National Liberation Army (GNLA) and other militant groups camping in villages. “Additional Commando Forces have been requisitioned from the Central Government to sustain these operations during the forthcoming rainy season as well,” he said. The Meghalaya Special Commando Force SF-10 Commandos would be inducted for sustained and relentless Counter Insurgency operations for the next six months, he said, adding SF-10 Commandos are being equipped with state of the art weapons and equipment to deal with militants in all-weather conditions. ‘Operation Hillstorm 3’ was launched by Meghalaya Police on February 24 in Garo Hills and West Khasi Hills.

Sources said on April 19, that the official disbanding of the UALA will take place after proper verification of all its cadres. The UALA had entered into a peace settlement with the state government on December 18, 2015, and a formal agreed text was signed by the state government and UALA ‘chairman’ Novembirth Ch Marak alias Chiindik in Tura. Later, a few dates were fixed by the state government for the disbanding ceremony, but the UALA had sought more time to gather its cadres. Acting on information a counter insurgency operation was launched and an encounter ensued in which at least one GNLA cadre is injured but he managed to escape, Police said. Five of them were nabbed from the Dawkanagar area. Two others, including the imam of Rajapara Masjid, Joynal Abedin, were arrested from the Amguri area in Chirang District. Besides Joynal, the other arrested suspected JMB cadres were identified as Rezzak Ali, Soleman Ali, Dildar Ali, Md Nurul Islam, Rafiqul Islam and Ukhiluddin. Bodoland Territorial Area District (BTAD) Inspector General of Police (IGP) LR Bishnoi said, "After the police busted a training camp in Dawkanagar in September 2015, initial probe pointed to the presence of at least 28 jihadi cadres in the area. But with the latest arrests, the total number of arrested jihadi cadres shot up to 29 and interrogation revealed that at least seven others are on the run." He said the numbers may go up further. Last week, Police had arrested four suspected JMB cadres in Chirang and Kokrajhar districts.Meanwhile, following the arrest of the imam, locals protested at the Amguri Police station, demanding his release. "Police have not arrested anyone without specific inputs. The locals thought that Joynal, an imam, was innocent but the arrest was based on intelligence we received. According to source, this arrest shows that the Bru militants of the breakaway faction of Bru National Liberation Front (BNLF) of Mizoram and United Liberation Front of Barak Valley (ULFBV) are still active in the region. There have been several cases of kidnappings and extortions against them and other cadres in Karimganj and Hailakandi Police stations. Reacting to media reports about the involvement of the NSCN-IM and Khaplang faction of National Socialist Council of Nagaland (NSCN-K) in large scale extortions in Upper Assam Districts, particularly from the tea gardens, highly placed sources in the Union Ministry of Home Affairs (UMHA) said that the ceasefire agreements did not give license to any militant group to indulge in unlawful activities. Sources pointed out that it is the responsibility of the concerned State Government to ensure proper implementation of the criminal justice system. The State Governments must ensure that the laws of the land are strictly implemented and if anyone is found involved in unlawful activities, strict action should be taken as per the provisions of the law. Highly placed security sources said that according to inputs available with the security agencies, the major sources of money were the countries like UAE, Saudi Arabia and Kuwait. But interestingly, the money is not sent directly to Assam and it is routed mostly through Kerala.Sources also pointed out that there is a huge number of people from Kerala working in the Middle East countries and hawala transfer of money to India from those countries is very common. The unscrupulous elements have now started to use the hawala channels to transfer money illegally to Assam through Kerala. Sources revealed that those involved in such illegal transfer of money are not from Assam and the report of such huge transfer of funds caused major apprehension as the reasons are still unknown. However, sources pointed out that the recently concluded elections to the Assam Legislative Assembly had nothing to do with such transfer of money as there was no indication of use of such illegally transferred funds during the elections.Also, according to statistics given by the State Police force (Assam), the number of extortion cases kept on increasing every year from 2006 to 2015, reports The Sentinel on April 24. Stating that once there was a golden era for Nagas when there was just one political group, Imlongnukshi Chang, supervisor of the NSCN-R Ceasefire Supervisory Board, said that “It was the Naga National Council (NNC). The explosion occurred in a garbage bin in front of a shop owned by one Upendra Yadav around 7.40 pm. "Of the injured, three are critical while six had minor injuries. All the injured were rushed to Tinsukia civil hospital," a local resident said. One of them was shifted to Assam Medical College and Hospital in Dibrugarh. The five senior cadres were given explosives and arms training by United Liberation Front of Asom (ULFA) militants in GNLA camps in the Durama Hills in 2012. The five militants were led by senior cadre Rakseng Ch Marak alias Geloram. A resident of Kolabari in Rongsak in East Garo Hills District, Geloram was said to be involved in several ambushes and Improvised Explosive Device (IED) attacks on Police. The other four militants are Krewingbirth S Sangma alias Gongga of Deku Chokpot, Jambil Ch Momin alias Jamindar of Deku Chokpot, Walban R Marak alias Bawil/Rewak of Rewak Siju and Tarzan Ch Sangma alias Ruby of Watregittim Nongalbibra. The young businessman, Barculin R Marak (35), was at his home in Rongrikkimgre village, when four unidentified militants carrying weapons entered his compound and asked him to accompany them to the forests. They told his ailing father that they needed him as a guide through the area claiming that they were unfamiliar with the terrain and would return him safely by morning. This came to light during an investigation of the growth of jihadi forces in the state following the arrest of 29 alleged militants across the Bodoland Territorial Area Districts (BTAD) in recent times, report said. So far, Police recovered two AK-47 assault rifles from their possession besides a few country-made fire arms. Questioning of the arrested cadres revealed they were befriending gunrunners in Nagaland and Myanmar. Police teams had recovered eight handmade AK-47 lookalike rifles in a raid earlier."Bura Bhai (already arrested) and two others from West Bengal were imparting arms and physical training to recruits at Daukhanagar and Amguri camps. The AK series rifles were bought for this purpose from the Nagaland side. Besides, some local clandestine arms makers are also helping with a few handmade arms," sources said. The two 'cadres' from the neighbouring state of West Bengal are now on the run, along with seven other suspected members of a jihadi module.Earlier, BTAD Inspector General of Police (IGP) LR Bishnoi said the module follows the same training programme as that of the Jamat-ul-Mujahideen Bangladesh (JMB). Though State Police have not commented officially on the possible nexus between this module and other militant outfits of the region, sources said some gunrunners in the Barak Valley are helping these modules get access to the clandestine arms market in Myanmar. Illegal arms allegedly enter the country through the borders of Nagaland and Manipur from Myanmar. These travel to Assam through Dimapur and reach rebels in the state and in Meghalaya. In recent years, Assam has witnessed a steep rise in cases registered under the Arms Act. Official records point out that, 492 cases had been registered under the Arms Act in the State in 2010. This rose to 592 in 2015.

In a press release, NSCNR Ministry of Information & Publicity (MIP) alleged that the group’s two ‘deputy kilonsers’ Yamthong and Tangsoi were ‘arrested’ by NSCNIM on April 30 at Dimapur and questioned whether the arrest was made by the regional authority, in their own individual interest or by higher authority of the NSCNIM ‘government’. NSCNR asked NSCNIM to clarify or explain before the Naga people adding that such act was not a “good sign” when Nagas were yearning for “peace and reconciliation” amongst the various section of the Naga society.
