According to a media report of August 1, Tripura has urged the Union government to deploy more security force (SF) personnel along the eastern international border. An 11-member delegation of the Tripura government which met the Prime Minister in New Delhi, made the request in the wake of a perceived threat to Indian security from the Pakistani external intelligence agency, the Inter Services Intelligence (ISI). According to Ajit Sarkar, Tripura Education Minister, who was among the delegates, approximately 51 ISI-run terrorist training camps are operating in Bangladesh.

United Liberation Front of Asom (ULFA) said that the creation of Bodoland Territorial Council (BTC) in Assam would 'create political chaos' in the State. According to media reports, the ULFA also flayed the creation of the Council on the ground that the Indian Constitution does not prescribe for 'self-determination' by a small group. The message that appeared in its mouthpiece, Freedom, was reportedly sent to the vernacular press through a fax message. ULFA's message also referred to Sanmilita Janagosthiya Sangram Samiti (SJSS), a co-ordination body of various non-Bodo groups agitating against the BTC. The SJSS was quoted in the message as saying "We will not allow it (BTC) to happen. Once the BTC is formed, we will not only lose our political identity but will be driven out by the Bodos, who have already been systematically attacking the non-Bodos to clear the proposed BTC area".

The BLT, an Assam-based terrorist outfit, is currently under a cease-fire agreement with the Union government. Reports indicated BLT has possibly retaliated to the alleged abduction of seven BLT cadres by suspected United Liberation Front of Asom (ULFA) terrorists, on August 2, from the Subankhata Bazar. The BLT is reportedly insisting on a hostage swap with the ULFA. The authorities were trying to negotiate with the BLT to secure the release of the captives, when reports last came in.

Report said a group of eight motorbike-riding persons, suspected Bodo Liberation Tigers (BLT) cadres, allegedly beat up and threatened forest officials near Boko in Assam's Kamrup district, on August 3. The group allegedly fired in the air when the officials refused to release a seized raft allegedly carrying an illegal timber consignment and later managed to flee. Earlier in the day, although the forest officials had arrested the six persons carrying the consignment, they were set free following intervention by senior BLT leaders.

Stating that terrorist outfits were purchasing land in Myanmar to run their camps, he disclosed that the People’s Liberation Army (PLA) has even been running bus services from Tamu to Kalemyo in Myanmar. Speaking at a press conference, on August 7, the DIG informed that terrorist outfits were forming newer linkages. The linkages were between the Assam based United Liberation Front of Asom (ULFA) and United National Liberation Front (UNLF) of Manipur on the one hand, and Zomi Revolutionary Army (ZRA), Kanglei Yaon Kanna Lup (KYKL) and National Socialist Council of Nagaland (NSCN-IM) on the other. The association between ULFA and UNLF, he said, was detected following the arrest of four UNLF terrorists on August 6, and the recovery of four bags containing combat trousers, bought from South East Asian countries, to be supplied to the ULFA.

The Northeast Frontier Railway has reportedly suspended night-running passenger trains between August 13 and 16 and rescheduled their timings following a request by the State police in this regard. Assam's borders with Bhutan and Bangladesh have also been sealed to prevent any terrorist infiltration. Assam Director General of Police (DGP) Hare Krishna Deka informed this on August 12, in Guwahati. He also said terrorists from the United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) are the ones who may attempt subversive activities. "Both the ULFA and NDFB cadres based in Bhutan have relocated their camps. Shifting of camps to Nagaland have been reported and the UNLF (United National Liberation Front) militants extended help to the ULFA and NDFB militants in the exercise" he added. The DGP also reportedly said Sanmilita Janagosthiya Sangram Samiti's (SJSS's) might have formed linkages with the ULFA, as the latter has supported the SJSS's Independence Day boycott call opposing the creation of Bodoland Territorial Council (BTC). The SJSS is a platform of various non-Bodo organisations in Assam. The State government has also put the organisation under scrutiny.

Speaking on August 22, the CM said the threats were being made as both the Isak Muivah (NSCN-IM) and the Khaplang (NSCN-K) factions would be affected by the Arunachal Pradesh Control of Organised Crime Ordinance (APCOCO) Bill 2002 moved in the State Legislative Assembly on August 21. The CM also said, the bill, introduced to prevent deteriorating law and order, attempt to murder, rape, extortion, drug peddling and gang warfare by the two NSCN factions, would prescribe award of capital punishment or imprisonment for life and a minimum fine of Rs 1 lakh. The Legislative Assembly also adopted a resolution, which declared that the territorial integrity of the State was non-negotiable. The NSCN-IM, the resolution noted, has been claiming most of the State's territory as part of 'Nagalim' (Greater Nagaland). The move follows growing fears that the Naga peace process would affect the territorial integrity of the State.

According to media reports quoting police sources, a group of 30 to 40 armed NSCN-IM terrorists attacked an "unauthorised" NSCN-K camp set up about a week ago in New Chumukidema and in the ensuing clash the NSCN-IM terrorists was killed. According to media reports of August 24, Nagaland Chief Minister (CM) S C Jamir, has denied the National Socialist Council of Nagaland - Isak Muivah's (NSCN-IM’s) allegations accusing him of meddling with its proposals to the Union government. NSCN-IM ‘general secretary’ Muivah, on August 21, had criticised the CM and the Union Home Ministry of distorting the outfit’s proposals. The CM, however, said he had seen a copy of an NSCN-IM proposal, which was distributed in Zuheboto district by NSCN-IM cadres in the first week of August. According to media reports, the NSCN-IM proposal, contains 22 points as is entitled 'Proposed Basis for Discussion to Achieve a Comprehensive Solution to the Naga Issue'. In it, the outfit has urged the Union government that, given the history of the Naga conflict and the desire of the Nagas to run their own affairs with the maximum degree of autonomy, it was important for the Union government to allot 'competencies'. However, the desired competencies as listed in the proposal are based on three categories. First, those exercised exclusively by the Government of India; second, those exclusively exercised by the Government of Nagaland; and finally, those exercised jointly by the Governments of India and Nagaland. According to the proposal, the allocation of competencies should be based on the principle that all competencies were to be exercised by the Government of Nagaland, unless it was mutually agreed that it was in the interest of both parties that they be exercised by the Union government, in association with the Government of Nagaland. "Nagaland will be sovereign with respect to all matters relating to its own affairs," the copy of the proposals said. The ‘Government of Nagaland’ would have its own armed forces, which would be exclusively responsible for the internal security of Nagaland. However, the armed forces of India and those of Nagaland would be responsible for the external defence of Nagaland in case of external threat, the copy said. The Legislature of Nagaland would be known as 'Tatar Hoho', while the government would comprise a cabinet of 'kilonsers' (ministers) and 'ato kilonser' (prime minister) elected by the ‘Tartar Hoho’. The Governor of the State would be known as 'Yaruiwo', it said. According to the proposal, while the Union government would be responsible for external defence, foreign affairs, currency and communication, all other administrative issues and subjects should be transferred to the proposed administrative territory. The 13 belonged to the United Liberation Front of Asom (ULFA), the United Democratic Peoples Solidarity and the United People’s Front of Assam (UPFA)––all of which operate primarily in Assam. Weapons surrendered included AK series of rifles, light machine guns, assault rifles, hand grenades and ammunition rounds. About 39 surrendered terrorists have subsequently been inducted into the Assam Rifles. Besides, one was inducted into the Assam Regiment while two more secured jobs in the Narmada project in Gujarat.

He said, "We would take action if anybody was found paying extortion money to militants as that would tantamount to aiding and abetting terrorism". This directive came in the wake of increasing internecine clashes between both the two factions of the National Socialist Council of Nagaland (NSCN)––the Isak-Muivah faction [NSCN-IM] and the Khaplang faction [NSCN-K]. At a high level meeting called by State Chief Secretary R N Pandey on August 29, the government called upon authorities in districts to strictly enforce the cease-fire ground rules and also asked the security forces to intensify patrolling and frisking in the region. Senior police officers, Commissioners and Deputy Commissioners and district superintendents attended the meeting, according to media sources.

Jamir that the outfit has been threatening Legislators and Ministers to withdraw support to the government. According to a media report of August 30, NSCN (I-M)’s information and publicity wing, in a statement on August 29, asked Jamir to show evidence of the alleged threat. The outfit termed the whole episode as a ploy of Jamir to ‘tarnish the image of the NSCN’. While denying the allegation, the NSCN-IM reportedly blamed Jamir of implicating the outfit for his political survival. According to media reports, the underground outfit appealed to the Naga people not to believe in the statement made by Jamir. Stating that the whole episode was unfortunate, the NSCN-IM held that the Chief Minster has made the outfit a ‘scapegoat for his evil designs’.
