The ULFA 'chairman' Arabinda Rajkhowa, in a statement on August 1, threatened to step up violence unless New Delhi responds positively to its offer for peace talks. "We cannot just sit tight with the hope of getting a positive response from the government for holding peace talks. We will intensify our armed struggle", he said. He further added, "There was a lot of urgency shown by the government to get a formal letter from us for holding talks. But once we delivered the letter, the authorities have shown no urgency and that probably reflects their doubtful and insincere attitude in holding negotiations with us."

According to The Hindu, security agencies neutralised a network of Inter-Services Intelligence (ISI) operatives, who were allegedly passing on highly classified defence documents to officials of the Pakistan Embassy in New Delhi. This follows the arrest of a retired Indian Air Force sergeant, Mohammed Hanif, from a hotel in Guwahati in Assam along with three others on July 10. The police said Hanif had allegedly procured these documents through his son, Mohammed Javed, who is attached to the Army's 4 Corps and posted at the headquarters in Tezpur. 11 persons, including the father-son duo, have been arrested from the States of Uttar Pradesh and Haryana in this connection. The ULFA carried out a number of explosions in other districts of Assam. A bomb targeting the Dhamdhama Army camp in Nalbari district missed its intended target and exploded inside a telephone exchange campus damaging the exchange on August 6. There was no report of any casualty. In the Sibsagar district, ULFA cadres used a remote-controlled device to blow up a pipeline of the Oil Indian Limited (OIL) carrying crude oil, running over the Disang River at Baksu Konwargaon under Serekapar police station. The explosion caused fire, gutting nearby houses, which was subsequently brought under control. The explosion has reportedly disrupted crude oil supply to the refineries in Numaligarh and Sibsagar. On the same day, another pipeline carrying gas was blown up at an unspecified place near Duliajan in the Dibrugarh district disrupting supply to the North Eastern Electric Power Corporation plant at Kothalguri. Separately, an electricity supply transformer was blown up near Lakhimpur town on August 7.

According to The Telegraph, D. C. Bora, a doctor who was arrested along with two of his nurses on August 22 from Rupaisiding in the Tinsukia district, has confessed to having treated cadres of the outlawed United Liberation front of Asom (ULFA), including Jiten Dutta alias Moon Bora, the outfit’s '28 battalion commander'. Dr. Bora said, "Last month [July], they (ULFA cadres) took me forcibly from my nursing home and asked me to provide medical assistance to some of their colleagues who were suffering from malaria." The army, however, said that Dr. Bora is a key member of the ULFA. "We were tailing him for almost a year now. But we did not have any concrete evidence on which we could nail him. The arrest of an ULFA linkman Tarun Gogoi on August 21 provided the vital input that he had seen the doctor treating the militants in a hideout last month," said Col A.K. Singh, Commanding Officer of the 5 Madras Regiment, headquartered at Dholla.

With the 60-day-old economic blockade of Manipur by Naga students associations affecting normal life in the State, the Supreme Court on August 22 issued notices to the Centre and the State Governments on a Public Interest Litigation (PIL) seeking an early end to the hardships faced by the people of the State. According to Press Trust of India, the apex court issued notices on the PIL filed by Kh. Jibon Singh alleging that the blockade had led to violation of the right to equality, life and free movement of the people of Manipur. The petition said the blockade, led by the All Naga Students’ Association Manipur (ANSAM), has increased the price of essential commodities like petrol, cooking gas and kerosene out of the reach of common man. The ANSAM had initiated a blockade to protest the Manipur Government’s declaration of June 18 every year as ‘Solidarity Day’ in memory of Manipuris killed in 2001 when the Centre extended the area of cease-fire with the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) beyond Nagaland. The petitioner said Manipur was connected to the rest of India by National Highway-39, which has been blocked, and the other road NH-53 had not been secured by the security forces in addition to it being non-motorable in many parts.
