In a statement through the People's Consultative Group (PCG), ULFA ‘chairman’ Arabinda Rajkhowa, said that the outfit would try to respect the offer in response to the people's desire for peace. The outfit, however, cautioned against any sabotage activities in the name of the outfit to scuttle the peace initiative. On holding direct talks with the Centre, Rajkhowa said that the outfit has been awaiting fulfillment of New Delhi's assurances at the third round of discussions with the PCG. In a statement to the local media, the outfit’s ‘chairman’ Arabinda Rajkhowa said that the ULFA would exercise ‘restraint’ in response to the Union Government’s suspension of security operations against its cadres. Rajkhowa said, “We will exercise restraint in response to the government's announcement to suspend operation and we will try our best to maintain our restraint.” He also urged all concerned “not to create confusion by quoting statements not made by the ULFA on serious issues concerning the people.”

Tripura Chief Minister Manik Sarkar, while replaying to a written question raised by the Leader of Opposition Ratan Lal Nath in the Legislative Assembly on August 28, is reported to have informed that altogether 384 persons were killed and 327 others were injured in militancy in the State from 2003 to July 2006, according to Tripurainfo. While 356 civilians, mostly non-tribals, were abducted by militants during the period, 26 abducted persons are yet to return from militant hideouts. Sarkar mentioned that at least 305 militancy-related incidents were reported in the State during 2003. While 115 militancy related incidents occurred in 2005, only 56 such incidents were reported till July of 2006, said the Chief Minister. He said altogether 39 security force (SF) personnel were killed by militants in 2003, while 47 soldiers were shot dead by militants in 2004. However, casualty figure of SFs was only eight in 2006. According to Chief Minister, 396 militants and 1449 collaborators were arrested during last five years.
