The journalists are staging a day and night sit-in protest at the Keishampat junction in the Imphal West district on August 1. The two factions of the PREPAK insisted that a certain press release had to be published and another faction forbidding its publication. Meanwhile, the cease-fire agreement between the United People's Democratic Solidarity (UPDS) and Union Government has been extended for another six months, beginning from August 1. The decision was taken during a tripartite meeting in New Delhi on July 31 between representatives of the both the parties. Mukrang, Surja Rongphar, Mohan Kathar and Horen Dey represented the UPDS in the talks. Wojaru Mukrang, the joint secretary in charge of the political affairs wing of the UPDS, clarified that it would not continue extending the truce if the peace process does not make a “meaningful” progress.

According to Sentinel, Assam Police arrested three United Liberation Front of Asom (ULFA) militants, Dibyajyoti Boruah, Mano Medhi and Utpal Rajbongshi, from the Bharalumukh and Dispur areas in Guwahati city on August 3-night. 25 detonators, four packets of liquid explosive gel, two bundles of fuse wire and some extortion letters were recovered from their possession. The four packets of semi-liquid colourless substance with the tell-tale label "Power Gel 801 Explosive" have led police to surmise that ULFA has added nitroglycerin, a high-energy explosive similar to the one used in the 7/7 blasts in London, to its arsenal.

Warjri said any printed material would also be forfeited if it contained threat of any sort by terrorist or unlawful organisation to any person or persons. The Assam Forest and Environment Minister Rockybul Hussain, replying on behalf of Chief Minister Tarun Gogoi, stated that apart from the nine outfits, the NSCN-IM too was involved in killing people in the State. The Government, however, did not have the exact number of lethal weapons that these extremist groups had in their possession, Hussain informed. The minister also informed that 39 members of different outfits, excluding the HuM and MULTA, had been killed by security forces in the state between January 2006-7. The duo was identified as Hemanta Roy and Jagdish Das. Roy, who hails from Shingrapara village in Assam’s Baksa district, is a member of the outfit’s ‘709 battalion’ and a relative of Hira Sarania, commander of the unit. Das was reportedly living in Jalandhar for the past four months and was arrested from the Domariapull area. Roy had joined Das three months ago and was working as a waiter in the hotel from where he was arrested. Senior Superintendent of Police Arpit Shukla said that five driving licences, two PAN cards, a camera, defence maps and some sensitive documents were recovered from the militants. An unidentified Army official involved in the operation said, "This is perhaps the first time that we have had specific information on ULFA militants in Punjab. The cell could have been tasked with procuring guns from across the border or via Jammu and Kashmir or could have had nefarious designs to destabilise the region with the help of Pakistan’s ISI."

Eight militants of the Kanglei Yawol Kanna Lup (KYKL) were arrested from the residence of W. Brajabidhu Singh, an MLA representing Lamsang constituency in Imphal West district. A dismantled M-16 rifle, parts of a 9 mm pistol and 15 rounds of ammunition were recovered in the septic tank behind the residence. The police also found five extortion notices meant for Imphal-based businessmen. Two militants - one from the Kangleipak Communist Party (KCP) and another from the People’s Liberation Army (PLA) - were arrested from the house of Meghachandra Singh, a MLA representing the Wangkhem constituency of Thoubal district. Police said several complaints had been lodged against Marak, also known as Torik Jangang, by the truckers. Three of his associates arrested on August 16 had also confessed to their involvement in the racket. They had been collecting INR 20 each from each truck plying in Tura posing themselves as members of the truckers' association. Marak was also manning the liaison office of the militant group at Tura.

One ‘commander’ of the 709 battalion of the United Liberation Front of Asom (ULFA), identified as Champak Sarma alias Ranjan, was killed by security force (SF) personnel in an encounter at Boragog village in the Kamrup district on August 28-night, according to Telegraph. While one SF personnel was wounded during the exchange of fire, one militant managed to escape from the incident site. A villager, Rupeshwar Deka, along with his family members was arrested for giving shelter to Ranjan and one of his accomplices in their residence. An AK-56 rifle, two grenades, two magazines, two mobile handsets, 37 live bullets, INR 4500 and extortion pads signed by Heera Sarania, ‘commandant’ of the 709 battalion of the ULFA, were recovered from the encounter site. Ranjan was reportedly involved in the April 17-abduction of P.C. Ram, the Director of the Food Corporation of India’s Northeast office, from Guwahati.

Suspected Karbi Longri North Cachar Hills Liberation Front militants triggered an explosion at the residence of Assam Hills Area Development Minister Khorsingh Engti at Hauraghat in the Karbi Anglong district on August 28, according to Telegraph. While no casualty was reported, the building was partially damaged in the incident. Police said the militants had planted the remote-controlled bomb at one end of the perimeter wall of the residence. The blast was reportedly meant to prevent the Minister from attending a public meeting at Dolamara, where militants of the same outfit had shot dead 18 Hindi-speaking persons in two separate attacks on August 10 and August 12. “His Dolamara visit has now been postponed,” a source close to the Cabinet Minister said.

According to a status paper on internal security of the Union Ministry of Home Affairs (MHA) presented to the Lok Sabha (lower house of parliament) by Home Minister Shivraj Patil on August 29, the number of terrorist attacks in the North-east has gone up in the current year (till June 30). The report said that till June 30, Assam witnessed a spurt in violence resulting in the killing of 156 civilians and 15 security force (SF) personnel. In the same period during 2006, Assam saw 181 incidents of terrorist violence in which 61 civilians and nine police personnel had lost their lives. The United Liberation Front of Asom (ULFA) alone was responsible for killing 124 civilians and seven SF personnel. Manipur registered 229 attacks till June 30 in the current year which claimed the lives of 72 civilians and 25 SF personnel. The corresponding figures for 2006 were 243 incidents and killing of 40 civilians and 15 SF personnel. In Nagaland, clashes between the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and the rival Khaplang faction (NSCN-K) claimed 116 lives as against 70 in the previous year. The civilian causalities rose to 24 from 17. Tripura reported 54 incidents, which resulted into killing of eight civilians and four SF personnel. In 2006, six civilians and five police personnel were killed during the same period. The report noted that collection of local intelligence holds the key to preventing terrorist activity. It said that the Union Government had directed the States to strengthen special branches of police by providing additional manpower and filling up vacancies. It stressed on the need for regular surveillance on the part of intelligence agencies and local police to identify and pre-empt terrorist modules or sleeper cells in some parts of the country. The document further said all north-eastern States have been advised to earmark up to five per cent of their annual allocations under the Scheme for Modernisation of State Police Forces towards this purpose.
