At least five persons, including two 10-year-old girls and three non-Manipuris were killed and eight got injured when militants triggered a powerful Improvised Explosive Device (IED) explosion near a barber’s shop at the crowded Sanghakpam Bazaar in Imphal East District on August 1. Four of the victims were identified as Jawahir Thakur (45) from Bihar, his son, Muna (20) and Th Neha and Philaso, both locals. The barber who was also killed is yet to be identified. No militant group has so far claimed responsibility for the blast. Considering the fact that the bomb went off near the barber's shop, Police did not rule out the possibility of militants targeting migrant workers.

National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) "court-martialed" one of its ‘lance corporals’, Ngalengshang Chahongnao, for trying to murder a retired registrar of a cooperative society, Imtila in Kohima two months ago. Chahongnao, along with another militant, Worshim, had allegedly tried to kill Imtila on May 27. The "military tribunal court" of the Naga militant outfit found him guilty of misuse of power and service weapon and sent him to three years of "rigorous imprisonment". The NSCN-IM said Chahongnao has been stripped off of all his "military titles and decorations" and his service to the outfit has been suspended.

Chief Minister O Ibobi Singh on August 2 announced that the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) was behind the Sangakpham blast which killed five civilians including two school girls and injuring eight others. The Chief Minister also stated that intelligence output has revealed that the identity of the fifth person who was killed in the incident was confirmed as an active cadre of the NSCN-IM, named Anthony. He further stated that the blast was aimed at the members of District Councils who are housed in a nearby guest house complex of district councils. The blast had occurred just after the vehicles of members of District Councils passed past the spot.

Of the 27 members of the outfit, only 19 participated in today’s ceremony, while the remaining eight had allegedly gone out of the District to chalk out a post-surrender “strategy”. The surrendered cadres included ‘chairman’ Layung Dimasa and ‘commander-in-chief’ Camera Dimasa. The team laid down 17 different types of arms and ammunition, including AK-series rifles, 1,400 live ammunition and 11 grenades. Dima Hasao Superintendent of Police V.K. Ramisetti said “DNDF emerged as an influential rebel outfit after kidnapping a senior physician from Haflong town in October 2010. It was also behind the kidnapping of three employees of Indian Oiltanking Ltd in December 2010. We hope surrender of the cadres will end law and order problems in the district, which had continued even after DHD-J’s surrender.”

On August 3, the Bangladesh Government initiated legal procedures to hand over Anup Chetia, the detained ‘general secretary’ of United Liberation Front of Asom (ULFA) to India, said Home Minister Shahara Khatun, according to Daily Star. She stated, “We have to complete legal procedures to hand over Anup Chetia to India that requested deportation of its nationals kept in Bangladesh prisons. We also made a similar request to India”. Chetia, who was arrested on December 21, 1997 from a Mohammadpur house Dhaka, had been charged with intrusion into Bangladesh territory using a fake passport and illegal possession of currencies of 16 countries. A Dhaka court sentenced Chetia to seven years' imprisonment for committing the offences. On completion of his jail term, Chetia was kept in prison following a High Court directive in August, 2003 to keep him in safe custody until the government makes a decision regarding his application for political asylum in Bangladesh. Asking anonymity, a home ministry high-up said Chetia might be handed over to India before the Indian prime minister's visit to Bangladesh in September.

In the ‘charter of demands’ submitted to the Home Minister P. Chidambaram, Arabinda Rajkhowa, the Chairman of ULFA-PTF, said that “We demand Constitutional and political arrangements and reforms, including protection of the identity and material resources of indigenous population of Assam”. On the issue of Paresh Baruah’s (ULFA-ATF) opposition to any dialogue with the Government if ’sovereignty’ issue is not on the table, ULFA-PTF ‘Foreign Secretary’ Shashadhar Choudhury said, “Baruah himself is yet to make any comment about the peace process. We hope that one day he will join in the talks,” he said adding that of late there has been no contact with Baruah and he is “probably” living in Myanmar now. On the fate of ‘General Secretary’ Anup Chetia, who has been in detention in Bangladesh since 1997, Shashadhar Choudhury said, “the government of India officials told us that Chetia will be in India in soon, may be in weeks.”

Four Garo National Liberation Army (GNLA) militants, including the ‘deputy commander-in-chief’ of the outfit, Roster Marak, a Police deserter, were killed in an encounter with the Special Weapon and Tactics (SWAT) team of the State Police at Bolkengre, a village located just four kms from Williamnagar town of East Khasi Hills District on August 9. The other three have been identified as Peter Momin alias Bruno, Hentison Sangma and Jekhyl Marak. Two of the militants, Darwin D Shira and Bilgrim M Sangma managed to escape under the cover of darkness. A sub-inspector of the SWAT was also injured during the encounter. This was the first successful operation after the intensified trail that started against GNLA militants in East Garo Hills. Police recovered one AK-81 rifle with 2 magazines, a grenade launcher with five live grenades, a powerful MKS rifle of 5.56 calibre, Chinese M20 pistol, five Chinese hand grenades, two large army grenades, one cylindrical grenade and 332 number of assorted ammunition including Insas, MKS, sniper and .32 calibre bullets from the encounter site, adds Shillong Times.

There have been as many as 1,041 incidents of terrorist violence in the Maoist-affected States as compared to 202 terrorist acts in Jammu and Kashmir, Minister of State for Home Jitendra Singh said in a written statement in the Lok Sabha (Lower House of Parliament). As for northeastern states, the number violent incidents stood at 338, till July 31. According to ministry records, 254 civilians have died in Maoist-related incidents, 39 persons died in northeastern states and 25 civilians in terrorist acts in Jammu and Kashmir.

Four trucks and a Bolero were also damaged in the heavy firing. Based on intelligence inputs, SFs launched an operation and first apprehended a ‘commander’ of KCP (N), Joychandra alias Ingsosa alias Dilip. Based on Joychandra’s revelations, SFs raided a house near Bihutoli at Rajgarh Road and arrested Langamba alias Lenin (30) and his associate Yumnam Udai Singh (34). Three computer sets, four mobile phones with nine SIM cards, two pen drives, a driving licence and cash worth INR 45,000 were recovered from their possession. “Preliminary investigation suggests that the group members are not only using Guwahati for shelter but are also trying to invest money in business activities here. We are trying to study the documents stored in the computers seized from them, find out the quantum of money and what sectors or business activities they were investing in,” a Police source said. The police here had earlier arrested leaders and cadres of Manipur-based outfits like the UNLF, KCP, PLA and PREPAK from Guwahati.

According to a source, an official intimation from the MHA has advised the State Government to talk to the Naga body regarding the date and venue for the second round of meeting between the three parties. It may be mentioned that, the initial talk between the representatives of the Central and State Government along with the UNC was held on June 30 at the office of the Deputy Commissioner, Senapati District. Representatives of both the State and the Central Governments had requested the UNC delegates during the first round of talk to clearly spell out their “alternate arrangement” demand and had added that the democratic system of the Autonomous District Council under Article 371 (C) of the Constitution to take care of the special needs of the hill districts of the State. The talk had ended without any solution as UNC leader Sword Vashum had conveyed that the Autonomous District Council (ADC) is not acceptable to them, even as the state chief secretary had read out the response of the State Government on the issue.

The survey will be carried out along the Lathitilla-Dumabari stretch in Patherkandi block of Karimganj District followed by one at Boroibari in Dhubri District. While Karimganj has a 92km border with Bangladesh, the one with Dhubri stretches for 134km. Of this, over 300 acres in Karimganj and 190 acres in Dhubri are under adverse possession of Bangladesh. The joint border survey will be carried out on August 17 in Karimganj in the presence of ‘Major General’ Girish Kumar, Head of the boundary cell in the Ministry of External Affairs, and Sonmai Baruah, the Director of Land Records.

Gohain who led the Police team told PTI. The Maoists were identified as Sanjib Daduminia, Lotik Maran, Debojit Borgohain all from Tinsukia District in neighbouring Assam, while the fourth arrested cadre Biswajit Baruah hails from Dibrugarh District of Assam. A. 32 pistol, nine rounds of ammunition, two magazines and various documents were recovered from their possession. Two writing pads of the CPI-Maoist and the Upper Assam leading committee were also recovered from them, Gohain said. A Police official said that the Maoists had so far recruited around 25 youths from villages near the Assam-Arunachal border. “An incentive of Rs 2,000 is given to any youth who joins the outfit. Six firearms, including that of AK series rifles, and a grenade were recovered from the bodies of the slain militants. An Army soldier was injured during the gunfight. The UDLA was formed by some breakaway leaders and cadres of the United Liberation Front of Barak Valley (ULFBV), a militant outfit that laid down arms and returned to the mainstream in 2008. The UDLA is headed by Dhaniram Reang and has approximately 50-60 cadres, who mostly operate in the tri-junction of Assam, Mizoram and Tripura.

Earlier the talks held on November 11, 2010, culminated into signing of bilateral Suspension of Operations (SoO) for six months, but the SoO was never extended as both the Mizoram Government and the HPC-D began accusing each other on different issues. He also said that the Nationalist Socialist Council of Nagaland (NSCN) factions have not been adhering to the ceasefire agreement. He said compared to the killing of 69 undergrounds in 2010, this year just five have been killed by the Assam Rifles. “Apprehensions have gone down from 1,132 to 610, while the surrenders have come down from 270 to 155.” On the issue of Armed Forces Special Powers Act (AFSPA) and demand for its repeal from Manipur, Lieutenant General Roy said, “Of the total 56 cases of human rights violation by the Assam Rifles men since 2002, just one case has been proved.”

Garo National Liberation Army (GNLA) on August 26 threatened to call a 72-hour bandh (general shut down) from September 10, if the Assembly session does not deliberate on the alleged secret killing of innocent youths by the Achik National Volunteer Council (ANVC) cadres. The GNLA ‘commander-in-chief’ Sohan D. Shira’s personal secretary Kakam D. Shira told the media that the legislators of both the ruling and the Opposition should check the atrocities being committed by the ANVC. Shira also alleged that the ANVC members had resorted to secret killings as it was evident from the unmarked graves of innocent Garo youths killed by the outfit and buried behind the Tura Youth Hostel and Samanda camp in the East Garo Hills. The Government must investigate the use of hidden weapons by the ANVC since the beginning of the ceasefire, as dozens of Garo boys and adults who refused to accept the ANVC diktat, have gone missing. Some are buried in unmarked graves, the GNLA leader said. Though the ANVC was supposed to deposit arms some of the cadres were still holding on to them, the GNLA alleged.

Kitovi Zhimomi of NSCN-Khole-Kitovi and ‘Brigadier’ S. Singnya and Zhopra Vero of Naga National Council (NNC), resolved “in principle” to work towards the formation of one “Naga National Government”. According to a joint declaration signed by all the six leaders titled “Naga Concordant”, a High Level Commission (HLC) with the six as members has been formed to ensure the realization of the proposed “Naga National Government”. The convention, held Guwahati for the first time, was participated by Adivasi militant groups such as the Birsa Commando Force (BCF) and the Adivasi Cobra Force (ACF) who are in ceasefire with the Government. "It was decided that to bring an end to all the miseries of the Adivasi community. Sentinel reports that Security Forces (SFs) arrested one National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) militant identified as ‘Collector’ Teliam Panka (39) from Deomali in Tirap District of Arunachal Pradesh on August 31. One .22 mm country-made pistol, four live rounds and a forged driving license were recovered from him. He was recruited by ‘Colonel’ Absolon Thangkul in 2000. He was trained at General Head Quarter (GHQ), Dimapur with effect from November 2005 to January 2006. Since the termination of training, he had been operating in Tirap District. Interrogation also revealed that he had been managing and coordinating activities of NSCN-IM and was involved in providing logistic support, mobilizing armed groups and arranging administrative requirements of the outfit in Tirap. Reportedly, the arrested cadre has also disclosed several names of active sympathizers of the outfit in the District.

In a statement released by ULFA-ATF ‘Publicity in-Charge’, Arunudoi Dohotia, said, “The ULFA has strongly condemned the insulting statement of the central government’s local representative Tarun Gogoi that some lands will be ceded to Bangladesh. His comment has insulted the history and geography of Assam and given a bad signal to the indigenous Assamese people”. Further, The Assam Tribune reports that ULFA-ATF had remarked on the exchange of land between India and Bangladesh to resolve the boundary dispute between the two countries by saying that Government of India was going all out to please Bangladesh to ensure that the ULFA ‘General Secretary’ Anup Chetia can be forcibly brought back to India against his wishes.
