Separately, a silent protest rally, led by Joint Action Committee (JAC) against the killing of Thangkhanlun Taitom, was taken out from Churachandpur District hospital’s morgue to Deputy Commissioner Office located at Tuibuang area on August 1, reports The Imphal Free Press. The dead body of Thangkhanlun Taitom continues to remain at the mortuary even after five days of the incident as the demands of the protestors for justice and compensation to the family of the deceased is yet to be met. Thangkhanlun Taitom was allegedly tortured and killed by Zomi Re-Unification Organisation (ZRO) militants on July 27, 2017. ZRO is under SoO agreement with the Government.

South Garo Hills Superintendent of Police Abraham T. Sangma said that four GNLA militants went to Olget R. Marak's house at Oripur, Dambuk Aga, in South Garo Hills, around 2am. "They called him out on the pretext of asking the way and shot him on the Dambuk Aga main road," he said. Sangma said the militants pasted a poster accusing Marak of helping the police. The poster, which had the name of GNLA "area commander" Vietnam M. Sangma, also warned others of the same fate if they help the police and security forces.

The Minister of State (MoS) for Home Affairs, Kiren Rijiju on August 2 clarified that implementation of Assam Accord is a continuous process which is being reviewed time to time, reports The Sentinel. He was replying to a question raised by Member of Parliament Ranee Narah. He also dwelt in detail about Clause 6 and Clause 7 of the Accord. “Clause 6 provides Constitutional, legislative and administrative safeguards, as may be appropriate, shall be provided to protect, preserve and promote the cultural, social, linguistic identity and heritage of the Assamese people,” he said. Rijiju said that according to Clause 7, the Government takes this opportunity to renew their commitment for the speedy all round economic development of Assam as to improve the standard of living of the people. Special emphasis will be placed on education and science & technology through establishment of national institutions.

Of the total target, construction of 47 composite BOPs have already been completed while some of them made operational for providing better facility to the jawans. On the progress of barbed wire fencing along the Indo-Bangla border, an unnamed Border Security Force (BSF) official said there was no fixed target to complete the fencing works. “As of now, around 100 km of the 856 km Indo-Bangla border of the state remains unfenced. These are all isolated patches. Work will gain ground after Durga puja”, he said. To a query, the official said several factors- hilly terrain, water bodies, opposition from both internal and external have slow down the pace of fencing work. “Of course, the state’s international border will be fully fenced very shortly”, BSF official added.

Separately, the Suspension of Operation (SoO) pact was extended for another year by the Union Government, the State Government and two conglomerates of Kuki militant groups namely Kuki National Organisation (KNO) and United People’s Front (UPF) on August 9, reports Epao.The SoO is now operational till August 31, 2018.The meeting did not touch any political agenda, it is reported that political dialogue would be held with the Government of India's interlocutor who is likely to arrive at Imphal soon, informed a source. Further, the Government officials took up cases of violation of SoO ground rules at Moreh and along National Highways by cadres belonging to the SoO groups. They asked the KNO and UPF leaders not to create such problems in future. They maintained that cadres which violate SoO ground rules should be handed over to the Government authority by the groups concerned. On their part, KNO and UPF cadres pointed out that monthly stipends entitled to the cadres of SoO groups have not been paid for two years. The Union Ministry of Home Affairs (UMHA) officials assured that the designated camps of SoO groups would be renovated and the pending stipend amount would be released shortly added the source.The interlocutor, Dineshwar Sharma, was introduced to the Kuki organisations at the meeting in New Delhi, adds The Telegraph."Since the interlocutor has just been appointed, no discussion could be taken up today on statehood," Calvin H. of Zomi Reunification Organisation (ZRO), a part of the UPF said.

It resolved to urge the KNO and the UPF to present the "Kuki people's demand for statehood" during the parleys. During the meeting, NBCC and CPWD pointed out that of the 48.11km unfenced border between Assam and Bangladesh, fencing of 13.38km would be completed as soon as the floodwaters recede. However, erecting a fence on the remaining areas involves enormous challenges as a nearly 3km stretch, particularly in the Silchar sector, is full of deep gorges. There were two instances in South Garo Hills and West Khasi Hills Districts where villagers were tortured after they were accused of being Police informers. Rejecting the militants’ claims, a senior Police official overseeing counter insurgency operations in the area said, “Can they prove that those people they had beaten up are police informers?” “The victims are simply part of the community that have resisted their (GNLA) demands for shelter and food when we were pursuing them,” the police official clarified, adding “Sheer frustration of the cadres, deprived from the luxury of easy money had prompted them to indulge in harassment of innocent villagers.” The official said the police have carried out area domination in the villages following the incidents.Meanwhile, the Police official said that GNLA cadres numbering around 20 have been shunting between the tough terrains of South Garo Hills and West Khasi Hills in recent months. GNLA’s dreaded self-styled ‘commander-in-chief’ Sohan D Shira, along with a well armed group numbering around eight, is understood to be within the periphery of the thick jungles bordering the two Districts. While many of the top GNLA cadres have either surrendered or have been killed in exchange of fire with Security Forces (SFs), Shira continues to be elusive. The four militants had fled their hideout in the Khagracherri District of Bangladesh’s Chittagong Hill-Tracts on August 22. Sub Divisional Police Officer (SDPO-Gandacherra) Jawhar Debbarma said that NLFT had recruited six tribal youths from remote Thalcherra area in April 2017, promising to train them and give them arms later on . They were given the impression that they would have to work during assembly polls and would later be allowed to surrender. But they got nothing and soon they realized that they had been taken for a ride and decided to flee the NLFT headquarter. They also disclosed to police interrogators they NLFT was reeling under a severe financial crisis and even food and other basic necessities were not available in the camps.
