The National Investigation Agency (NIA) on August 2, claimed that Delhi University (DU) Professor, Hany Babu M. T. (arrested earlier on July 28) has links with Manipur based insurgent group, Kangkeipak Communist Party-Military Council (KCP-MC), reports Hindustan Times. The agency also said that it has retrieved several communications of the DU professor with other Manipur-based outfits. Based on Hany Babu’s questioning, the NIA team also searched his residence in Noida. A NIA statement said, “Hany Babu M T was found to be a co-conspirator along with other accused persons propagating Naxal activities and Maoist ideology. The investigation also revealed that Hany Babu was in contact with Paikhomba Meitei, Secretary Information and Publicity, Military Affairs of Kangkeipak Communist Party (MC), an organisation banned under Unlawful Activities (Prevention) Act. An interview of Ganapathy, General Secretary of CPI-Maoist was shared by Paikhomba Meitei with the accused Hany Babu. Communications of Hany Babu with other Maoists of Manipur have also been retrieved.”

Dead body of Manbong Mulong Chang (43), ‘secretary’, Chang Region, of Nationalist Socialist Council of Nagaland- Khango Konyak (NSCN-K2), who was beaten to death was recovered from Eastern Naga Nursing Home near Bazaar Point in Tuensang District of Nagaland on August 4, reports Nagaland Express. Following the incident, Tuensang Police arrested nine persons in connection with the killing of Manbong Mulong Chang on August 8. The arrested persons are identified as Shellen Nyakba Konyak, ‘dy kilonser’; Aliba Stm, ‘lieutenant’; Homang Konyak , ‘2nd lieutenant’; Angkihongba Konyak , ‘private’; Seyang Chang, ‘vice chairman Chang region’; C Wongtochu @ Benjong Chang, ‘central council member’; Sangphu Chang, ‘sergent major’; Akumba Chang, ‘lieutenant’ and HZ Mangyang Chang, MIP were arrested for the murder. One AK -56, 18 rounds of 7.62X 39 mm ammunition, two AK magazines, three mobile phones, one vehicle (Santro Xing) and other incriminating documents from the arrested militants.

On August 4, three militants belonging to Kamtapur Liberation Organisation (KLO) were arrested from Hazaripara village of Dhubri District in Assam, tweets Eastern Command. The three militants identified as Uttam Ray, Sudip Koch and Uma Koch was arrested during their travel in a motorcycle without a number plate from Fakiragram to Bilasipara, reports The Week. A 9 mm pistol, a 7.65 mm pistol, a 4.5 mm pistol, four rounds of bullets of 9 mm and four rounds of bullets of 7.65 mm were recovered from the arrested militants.

On August 7, the last phase of talks between Government of India (GoI) and Nationalist Social Council of Nagaland-Isak-Muivah (NSCN-IM) resumed to resolve the three contentious issues, flag, constitution and territory and ink a “final settlement” before August 15, reports The Tribune. The peace talk between senior GoI officials and NSCN-IM leaders who were led by its ‘general secretary’, Thuengaleng Muivah, were being held at an undisclosed location in Delhi. The Naga National Political Groups (NNPG), a conglomerate of seven other organisations, which is also a part of the dialogue process, is reported to have already successfully closed its negotiations with the GoI. According to GoI official, the representatives of three north-eastern states - Assam, Manipur and Arunachal Pradesh, have also reached Delhi to be part of the peace talk. This is significant as the NSCN-IM has been claiming parts of their territories for Greater Nagalim.

The two militants identified as Wangfai Wangsa, a Myanmar national and Kekho Homkhu, a resident of Lazu village in Tirap District had been arrested in a search operation at Kamka village under Pongchau Circle of Longding District bordering Myanmar on May 5, 2020. A 9 mm and a 7.65 mm pistol with a magazine and three live rounds each besides seven extortion receipts and other incriminating material had been recovered from the duo arrestee. Wangsa, one of the arrestees found guilty of illegally entering India under Section 14 of the Foreigners’ Act, was ordered to be deported following the completion of his prison term.

The talk was held without the presence of interlocutor and Governor of Nagaland RN Ravi who pulled out of the talks at the last moment. NSCN-IM had issued a statement on August 11, urging Prime Minister Narendra Modi to change the interlocutor due to “RN Ravi’s vitriolic attacks on the Naga issue”. According to the GoI officials, the informal talks were held to allay fears among the top leadership about the recent developments; however, the main contentious issue of a separate Naga flag and Naga constitution (Yehzabo) are expected to be resumed after August 15. A Chinese hand grenade, four detonators, two 9-volt batteries with connectors, three circuits, two PEK cakes weighing around 260gm each, 700gm of TNT (TriNitroToluene) explosive and a mobile handset were recovered from the arrestee. The arrestee identified as Ingudam Ingocha alias Boribi had joined the militant outfit in February 2020 and was handed the explosives by his ‘commander’, Lalngamba of ‘finance section’ of the outfit to plant on the road to target Security Forces during his visit to Moreh in March 2020. Boribi was handed over to Yaingangpokpi Police Station, Imphal East along with the seized items.

In an official press release on August 19, Manipur State Government has requested Union Ministry of Home Affairs (UMHA) to share the copy of the draft agreement with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in order to facilitate its views on it, reports Northeast Now. With the territorial claims being asserted by NSCN-IM, the Manipur State Government has made the request for accessing the draft agreement at least one month prior to the consultation between the State Government and UMHA. Till date, there had been no official discussion between the Manipur Government and UMHA regarding the Naga issue. Manipur Chief Minister N Biren Singh earlier had asserted that the Centre’s ongoing peace talks with the NSCN-IM in Delhi won’t affect the territorial boundaries of his state. However, recently, several civil society organisations in Manipur, Arunachal Pradesh and Assam have strongly voiced their opposition to any decision that affected the territorial boundaries of these states due to the peace agreement.

In a statement issued by Superintendent of Police (SP), East Khasi Hills District, one of Police personnel sustained burn injuries and others were injured after their vehicle were attacked with stones and petrol bomb. Following the incident, combing operation were carried out in the areas and broken bottles, one unused petrol bomb and a small quantity of petrol in a plastic bottle were recovered. The incident took place following the meeting between Farmers Association of Lawmei and those opposing Assam vehicles coming to the Lawmei vegetable collection centre and BDO Sohiong and accompanied by OC Lumdiengjri. The BDO had requested for police security in the functioning of collection centre. It was during this interim, the personnel deployed at Lawmei on their way back the police vehicle was attacked.

Tuccu and urged to be more accommodative with the other Naga political groups. NPF also raised serious allegations over the role of Nagaland CM Neiphiu Rio, known for his close proximity with NSCN-IM leader Th Muivah and roping the Naga National Political Group working committee for consultations.
