According to delayed reports, four terrorists were killed in a internecine clash between National Liberation Front of Tripura (NLFT) factions in a village in Bangladesh's Comilla district, on December 1. Also the wife of a Jawan (soldier) of the Bangladesh Rifles was reported killed in the crossfire, while her two daughters sustained injuries. The exchange of fire between the NLFT's Nayabasi faction and the Biswamohan Debbarma faction reportedly started following an argument over control a house for use as a transit camp in Chhinaiya village, along the Indo-Bangla border, under Burichong police station-limits, Comilla district. All the slain terrorists belonged to the Biswamohan Debbarma faction. While fleeing from the incident-site, two Nayanbasi faction cadres were caught by local residents of the village and handed over to the Bangladesh Army.

Assam Chief Minister Tarun Gogoi said Bhutan was ‘cleverly relocating United Liberation Front of Asom (ULFA) camps under pressure from the Indian government’. Gogoi, who has recently met both Prime Minister Atal Behari Vajpayee and Deputy Prime Minister L K Advani handed over a memorandum, on December 2, to the Prime Minister. He was speaking to the media after handing over the memorandum. At the meeting with Vajpayee, Gogoi sought greater assistance from the Union government to tackle the terrorist situation in the State and demanded proper guarding of the Indo-Bhutan border with a view to curbing the movement of terrorists.

Assam Chief Minister Tarun Gogoi said the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, was abetting activities of various terrorist groups in the Northeast, media reports said, on December 3. He reportedly made these observations in a memorandum submitted to Prime Minister Altal Bihari Vajpayee, on December 2. Gogoi also stated that Achik National Volunteer Council (ANVC) activities in the Garo Hills in Meghalaya were on the rise. He added that the West Garo Hills was a preferred route to ex-filtrate into Bangladesh by both the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB). Further, he said, terrorism in Arunachal Pradesh, too, was on the rise, especially in Tirap and Changlang districts, bordering Assam. Gogoi said in his memorandum that that the National Socialist Council of Nagaland––Isak-Muivah (NSCN––IM) and the NSCN-Khaplang (NSCN-K) were indulging in extortion in Tinsukia, Sivasagar, Jorhat, Golaghat, Karbi Anglong and North Cachar Hills districts, besides in other places, in Assam. He also said the ULFA, NDFB and the Kamtapur Liberation Organisation (KLO) have set-up many camps in Bhutan and their numbers was increasing. Stating that 121 companies of para-military forces were stationed in Assam to deal with the terrorists, he disclosed that the Union Ministry of Home Affairs assessed that 180 companies were needed for the State. Hence, he urged Vajpayee to send in at least 30 more companies to the state.

The SJSS reportedly accused both the Union government and the State government of trying to ‘force the Bodoland Territorial Council (BTC), an autonomous set-up under the Sixth Schedule of the Indian constitution, on non-Bodos against their wishes’. Reports said, the SJSS leadership visited non-Bodo areas in Lower Assam and appealed to the people to observe the bandh as part of their ‘do-or-die’ agitation against the creation of the proposed BTC. Quoting SJSS spokespersons Brajen Mahanta and Hareshwar Barman, reports added that the bandh had been called to protest the State and Union governments neglecting the interests and the 80 per cent ‘non-Bodos in the proposed BTC areas’. The slain soldier had been identified as Harsh Bahadur Thapa, a Naik in the 11 Gorkha Rifles. According to media reports, the terrorists opened fire on the Army patrol in the Umrangshu area from the nearby jungles. Following the encounter, most of the terrorists managed to flee. Later, SF personnel arrested a terrorist and recovered the body of another. The encounter is the fourth such incident in the NC hill district ince December 6, 2002. She told the Court, "At that time I was in New Delhi. As soon as I received the message of Subir Bhaumik, I reached Kolkata. I talked to Bhaumik over phone. During the conversation, Bhaumik received a call from Paresh Baruah (ULFA 'commander-in-chief')". She also said Baruah had set three conditions––stopping all activities of the Association of Voluntary Agencies for Rural Development in the North-East (AVARD-NE, the non-governmental organisation with which Sanjoy worked), handing over of Ghosh to a third party and suspension of Army operations in Assam––for his release. She had reportedly accepted the first two conditions. "The episode of Sanjoy’s release ended after this. Later, the ULFA claimed that Sanjoy was dead", she added. Two ULFA terrorists––Diganta Sarania alias Basanta Das and Tilak Barua alias Pradip Das––were arrested from Amingaon railway colony, Guwahati, on December 28, for their alleged involvement in those attacks. A 9mm pistol and 15 rounds of ammunition were also reportedly recovered from their possession. Police also suspect that six other ULFA leaders–– identified as Naga Handique, Powel Kurmi, Subhas Sarma, Debi Chetri, Prakash Barua alias Ananta and Karuna Das alias Madhav––might be hiding in Guwahati or in the areas nearby and planning further terror attacks. According to police officials, ULFA might be using such attack as a tactic to divert the attention of the security forces and regroup for some major offensive, including large-scale extortion.

The two Naga leaders—Thuingaleng Muivah and Isak Chisi Swu, would be holding talks with Prime Minster Atal Bihari Vajpayee and Deputy Premier L K Advani on January 8 and 9, reports added. To recollect, both the Naga leaders were originally scheduled to arrive on December 27 but the visit was postponed due to ‘logistics reasons’. Quoting official sources, reports said no accord would be signed during the visit on ending the more than five-decade-old insurgency in NAgaland, but the visit would be a positive ‘step forward’.

Reports also said police are looking for ULFA leader Biju Deka, who is suspected to have ‘masterminded’ the December 25-mortar attacks. A media report of December 30 indicated that United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) terrorists are losing strength in Assam's Nalbari district. In the year 2002, 83 of them were killed in various encounters, and 507 more terrorists were either arrested by or surrendered to security forces (SFs) in various incidents. Moreover, SFs were also successful in preventing any recruitment drive by these outfits. Out of 83 terrorists killed in the district, 51 belonged to the ULFA and 32 to the NDFB. According to official sources at least 90 terrorists together from ULFA and NDFB were arrested by the State police and other security force personnel. Besides, 98 ULFA and 319 NDFB terrorists surrendered to SFs. The total arms seizure from the district included five AK-56 assault rifles, nine AK-47 rifles, five .38 revolvers, two 9mm pistols, two .32 revolvers, an M-20 pistol, five grenades and 354 round of different live ammunitions. Three SF personnel were also killed in various parts of the district by ULFA terrorists.

The report quoting Assam-police statistics said this includes 268 terrorists killed in various encounters, and 177 civilians and 26 security force (SF) personnel killed by various terrorist outfits. Giving the break up of the incidents, the report further said 126 United Liberation Front of Asom (ULFA) terrorists were killed in as many as 106 encounters, and the ULFA killed 25 civilians and 10 SF personnel. Another active outfit in the State, the National Democratic Front of Bodoland (NDFB) killed 127 civilians and eight SF personnel, this past year. A total of 119 NDFB terrorists were also killed in 88 encounters. 23 terrorists of two more outfits in the area, the Dima Halim Daogah (DHD) and the United People’s Democratic Solidarity (UPDS), were killed in 18 encounters. These two outfits together killed 25 civilians. Besides, the DHD killed eight security force personnel during the year.

Dima Halim Daogah (DHD), a terrorist outfit active in Karbi Anglong and North Cachar Hills districts of Assam, announced on December 30 the 'suspension' of its activities and 'cessation of hostilities with security forces (SFs) with effect from December 31, for a period of six months. The DHD also said it was a "goodwill gesture" to bring lasting peace in these districts. Separately, official sources said the DHD proposed to stop violence and hold talks with the Union and State government to resolve the Dimasa issue within the framework of the Indian Constitution. The State government has reportedly reciprocated by agreeing to reach a ceasefire agreement with the DHD.
