According to Nagaland Post, four militants were killed in internecine clashes between cadres of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and the rival Khaplang faction (NSCN-K) at Inbung and Ahthibung in the Peren district and Zungti village in the Zunheboto district. NSCN-K sources said that its cadres attacked a camp of the IM faction at Inbung killing three of their cadres. One NSCN-K cadre was injured in the incident. An NSCN-IM leader confirmed the attack. Separately, NSCN-IM militants attacked a NSCN-K camp at Athibung. No casualty was reported in the incident. Further, a NSCN-K militant was killed at Zungti village during a clash with NSCN-IM cadres. NSCN-IM sources said that an M-21 rifle was recovered by its cadres from the incident site.

On December 2, Prime Minister Manmohan Singh ruled out integration of Naga-inhabited areas in the northeast, reports The Telegraph. Speaking at the Kangla Fort ground Manipur capital Imphal, Prime Minister said, “It is the duty of the Centre to protect the people of the state and respect their sentiments.” The announcement comes two days before the next round of talks with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leadership in Amsterdam. Speaking on the controversial Armed Forces (Special Powers) Act (AFSPA), Prime Minister said that the Centre was working on amending the Act, reports The Hindu. He said, “I had given an assurance earlier that we will try to redress legitimate grievances on the AFSPA. A Committee had been set up to review its provisions and it has done its job. I believe that we need to consider some amendments to the Act by modifying existing provisions or inserting new provisions, whereby it could be made more humane giving due regard to the protection of basic human and civil rights ... The Home Ministry is working on this matter just as I had promised. Once these amendments are in place, I am hopeful that many of your grievances would be effectively addressed."

The Additional District Magistrate of Aizawl, K. L. Liana, while settling a case between the State Government and R. Lalzirliana, a serving legislator of the Congress party, passed the judgment on December 4. The judgment said evaluating the statements of witnesses of both the litigator and the respondent, it was the court’s opinion that ransom had indeed been paid for the release of kidnapped persons to the Hmar militants. Lalzirliana had alleged that the State Government had paid huge amounts of ransom for the release of NEEPCO workers, who had been abducted by members of the Hmar People’s Conference in 2002. Following the allegation, Mizo National Front party leader and a minister, R. Tlanghmingthanga, had filed a defamation case on behalf of the Mizoram Government. According to Lalzirliana’s counsel, the State Government had paid a ransom of INR 60 lakh to militants on three occasions through a local man identified as one Saikapa.

The Assistant Sub-Inspector Abdul Hamid and India Reserve Battalion constables Thaneswar Nath, S. Daimari and Rontu Gogoi were among the victims of the blast. The police team was returning from Murchand Bag tea estate after escorting employees who had gone to the Tengakhat branch of the UCO Bank to draw cash for payment of wages. The ULFA has claimed responsibility for the blast and said that the explosion was executed to avenge the killing of three of its members, including middle-rank leader Charan Majhi, by the police on November 3. A caller identifying himself as a senior leader of the outfit’s 28th battalion said the police would have to pay for targeting ULFA cadres with the help of surrendered militants. He warned of more such attacks on the police. The ULFA had issued a similar threat through its publication Freedom soon after Majhi’s death during a police encounter at his hideout near Moran.

Assam Government confirmed, on December 25, that three ULFA militants, Samiran Baruah, Numal Chetia and Bonti Gogoi, who were arrested in Sivasagar district on December 23, gave Dibrugarh police a list of the names and addresses of the ULFA militants operating in the capital city. “We believe there are at least 20 militants of the 28 Battalion in the capital city. We have forwarded certain names along with descriptions and possible hideouts to our counterparts in Guwahati. We have also sent a list of Ulfa cadre and conduits,” a member of the investigation team said. The arrested militants confessed that cadres of the ‘28th battalion’ infiltrate into Guwahati whenever security forces launch a major counter-insurgency operation in upper Assam. “The 28 Battalion operates in the seven districts of Upper Assam but its members are known to move in and out of Guwahati, depending on the situation. Women militants often stay in private hostels for girls and working women,” a source quoted confession of one militant. According to the confession of the militants, ULFA is using “sleepers” — people without criminal records — in its extortion drive. Their task is to issue extortion notices, collect the ransom and hand it over to ULFA cadres based outside the city for a small commission.

Two unidentified United Liberation Front of Asom (ULFA) militants were killed and four others, identified as Arun Thapa, Jagu Dorji, Veer Bahadur and Samuty Chakma, were arrested during a counter-insurgency operation at Mendo in the Lohit district on December 31, according to Sentinel. A cache of arms and explosives, including one 7.65 mm Italian automatic pistol, two local-muzzle loaded rifles, one magazine, two rounds of cartridges, two fired cases, along with a radio set, a sony MP4 recorder, and a mobile phone, was recovered from the incident site. The arrested ULFA cadres confessed during interrogation that they were planning to target security forces on the eve of New Year in Lohit as well as in the Tinsukia district of Assam.
