Sangai Express reports that three cadres belonging to the Mobile Task Force of Kangleipak Communist Party (KCP), identified as Ningthoujam Ibochouba alias Nonglei (45), Wairakpam Sunil Singh (33) and Khangembam Promila alias Abai Devi (33), were arrested by a team of Imphal West Police from Minuthong area on December 1. Ibochouba joined the outfit in July 2010 through one Samananda of Kongpal Mutum Leikai and worked under the command of one Kesho of Mobile Task Force of KCP, while adding that Sunil and Promila joined the same group through Ibochouba.

According to Telegraph reports detained United Liberation Front of Asom (ULFA) ‘general secretary’ Anup Chetia is likely to be handed over to India by Bangladesh before talks with ULFA commences in January, 2011. Inspector-General of Border Security Force (BSF) (Assam and Meghalaya frontier), R.C. Saxena, said that efforts are still on to get Chetia handed over to India before commencement of the tripartite talks, adding that a team from the Ministry of home affairs had gone to Dhaka to discuss the modalities of the hand-over with the Bangladesh Government. “There are chances of getting him before the commencement of the talks in January,” he said.

One National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadre was arrested by troops of 17 Assam Rifles from View Land in Ukhrul District on December 2. The militant was identified as H Mawonshang (28) of Kachai village in Ukhrul District. Mawonshang was reportedly handed over to Porompat Police Station along with a 9 mm pistol and two live rounds.

The ‘chief’ of Garo hills-based militant outfit, the Liberation of Achik Elite Force (LAEF), Nikseng G. Momin, along with another cadre was killed in an encounter with Police at Darugre reserve forest in the East Garo Hills District on December 2, reports Telegraph. The other militant was identified as Rakbat Sangma. The Police recovered two pistols, a hand grenade and documents from the encounter site. Momin alias Dilkan and his gang were earlier involved in the killing of a Police commando, R.D. Sangma in 2008 after an ambush in the West Khasi Hills. According to the Police, the outfit mainly consists of deserters of other militant groups in Garo hills.

The Self-styled chairman of United National Liberation Front (UNLF) Rajkumar Meghen alias Sana Yaina was produced before the Special National Investigation Agency (NIA) Court, Guwahati on December 3, where he was remanded to 13 days’ custody, reports Assam Tribune. The NIA had sought custody of 20 days on the strength of NIA case number 10/10 under section 120(B)/121/121(A) -122-468 Indian Penal Code and under Sec 10/13 of Unlawful Activities(Prevention) Act. The next hearing is fixed on December 16. He also revealed that he was detained in Bangladesh on September 29, 2010, rubbishing the NIA’s claim that he had been arrested near Motihari in Bihar on November 30.

A cadre of the People’s Revolutionary Party of Kangleipak (PREPAK), identified as Laishram Lakpati Singh alias Ibomcha (38), was arrested from Ningomthongjao Bridge along with one 9 mm pistol loaded with two live rounds. Lakpati disclosed that he joined PREPAK in March 2010 through one Thokchom Kanta alias Kant Singh of Bashikhong Lamlong Mari Phangba and he is now working under his command. Furthermore, Lakpati disclosed that he was involved in extortion of money from general public, provided shelter to other PREPAK cadres and help in transportation of arms and ammunition of the outfit from one place to another, the SP informed. Further, one cadre belonging to Malemnganba Meitei group of the Military Council faction of the Kangleipak Communist Party (KCP), identified as Md Ajib Khan alias Thoicha (20), was arrested from Urup Makha Leikai near Litan Makhong. Following the release Mama said, “The peace talks are moving in the right direction. Paresh Barua is the military chief of the organisation and, hence, he is very relevant in any matter relating to the outfit, including peace talks.” Buragohain, who was in jail since his arrest during a crackdown on the ULFA in Bhutan by the Royal Bhutan Army in 2003, is the fifth senior leader of the outfit to be released on bail. It was from the premises of his residence that the arms and ammunition were recovered. Five militants were arrested while at least one managed to escape with a bullet injury. The Police recovered two pistols and a revolver from the encounter site. East Garo Hills Superintendent of Police Sylvester Nongthynger said the District Police, acting on specific information, had conducted a raid at Gajingpara under Resubelpara subdivision in the District in the morning. The team arrested six activists of the outfit who were taking shelter in the area. However, while Jokin Momin, the leader of the group, was being arrested along with five others, another group of at least four suspected militants of the breakaway faction arrived at the spot in an auto-rickshaw and started firing indiscriminately. The Police team retaliated and in the exchange of fire, four militants — Momin and three of the group that attacked the police team — were killed on the spot. The other three are yet to be identified, Nongthynger said. Five of the six militants arrested by Police hail from Gajingpara and have been identified as Ganesh N. Marak, Rakhan D. Sangma, Addwan G. Marak, Earnes Marak and Wallen A. Marak. At least one militant from the attacking group received bullet injury. No Police personnel were injured. According to the Police, Momin was among the first batch of recruits of the outfit to have undergone arms training. Momin, who was with the GNLA during its formation, had also conducted operations against the police in the past. A few weeks ago, he and a few other cadres deserted the GNLA after they were unhappy with the style of functioning of the outfit’s chairman, Champion Sangma, and the ‘commander-in-chief’, Sohan D. Joking G Momin had broken away from Garo National Liberation Army (GNLA) and yet to give a new name to his faction. Three top leaders of the outfit – its self styled president Ranjit Debbarma, armed wing chief Chitta Debbarma and central committee member Rahul Debbarma were ousted from the outfit in a coup led by Sachin Reang. This is for the first time that ATTF suffered a split. Reang, who claimed himself to be the acting president of the ATTF in a statement said, "Ranjit Debbarma, Chitta Debbarma and Rahul Debbarma were indulging in large scale financial corruption and acting like dictators." "Serious allegations of their indulging in luxurious lifestyle and spending funds for personal benefits were raised in our general meeting recently. They were unmindful of the sufferings of the Tripuri communities. They acted in such a manner that severely affected the morale of the cadres and forced them to surrender," said Reang. "Not only did the trio siphoned off huge money but they also deprived 'regular' (armed cadres) of food and clothes. ULFA’s central publicity cell manager Arunudoy Dohotia, in an email statement issued, said, “ULFA commander-in-chief Paresh Baruah’s eldest son Arindam, who was kidnapped from the road, has already been released. The kidnappers had held him hostage with his face covered with a black cloth, physically tortured and threatened him with death. Arindam was forced to call his father from the phones of the kidnappers. He was severely assaulted after he failed to talk to his father. The kidnappers grilled Arindam over the whereabouts, sources of money and the so-called businesses of his father. The United People’s Democratic Solidarity (UPDS) is planning to join the “political process” after the signing of the peace accord with the State and Central Governments, reports Assam Tribune on December 29. Wojeru Mukrang, ‘joint secretary’, political affairs, of the UPDS, said that the UPDS would join the political process as “we would be able to ensure implementation of the accord only by joining the political process.” He said that the formal accord with the Central and State Governments is likely to be signed within January 2011.

India and Myanmar, on December 30, ratified the Mutual Legal Assistance Treaty (MLAT) on criminal matters, reports Assam Tribune. Union Home Secretary GK Pillai and Myanmar Deputy Minister for Home Affairs, U Phone Swe signed the Protocol of Exchange for the treaty at the conclusion of the 16th Home Secretary-level meeting between the two countries. The leaders of two delegations exchanged the instrument of Ratification of Mutual Legal Assistance Treaty on Criminal Matters by signing the Protocol of Exchange, said official sources. Myanmar Government like in the past assured India of actions against the militant groups including ULFA, NSCN and Manipuri rebels. At this meeting Pillai raised concern on activities of Indian insurgent groups operating along the India-Myanmar border and requested action against them by Government of Union of Myanmar. Issues relating to strengthening of intelligence sharing mechanism between the two countries, arms smuggling, drug trafficking, border management, border trade etc. were also discussed at the meeting, said sources. Sources said India sought cooperation from Myanmar on flushing out the militants operating out of the country. Meanwhile, a proposal to set up an institute to impart Myanmarese and English language skills to soldiers of the two countries was also discussed.

The ‘General Secretary’ of the United Liberation Front of Asom (ULFA), Anup Chetia, currently in custody in Bangladesh, is likely to be handed over to India within the next four months, PTI reported on December 31. According to official sources, around 30 to 50 middle-level leaders of ULFA are also all set to move out of Bangladesh and enter India within the next two days. Anup Chetia was arrested on December 21, 1997 in Dhaka for illegally entering into Bangladesh and possessing two forged passports of that country.

The Terrorist and Disruptive Activities (Prevention) Act (TADA) Court, Guwahati on December 30 granted bail to the chairman of the United Liberation Front of Asom (ULFA) Arabinda Rajkhowa, in connection with all the six TADA cases registered against him, reports Assam Tribune. The ULFA chief was allowed to go against a bail amount of INR 1 lakh with two sureties of the like amount. The TADA Court granted the bail on condition that the accused shall not leave the country till the case is disposed of and must also deposit his passport, if any, to the TADA Court.
