According to Police, Phanbuh was from the 2002 batch of the outfit and had been looking after a makeshift HNLC camp Aru Sumer in the Chittagong Hills Tract of Bangladesh.

According to a recent study by the Northeast Research and Social Work Networking (NERSWN), a non-governmental organization (NGO) based in Assam’s Kokrajhar District the children in four conflict-hit Districts in Assam and Manipur are facing death, torture and distress, reports The Telegraph on December 2. The study which was conducted in Kokrajhar and Chirang Districts in Assam and Imphal West and Tamenglong Districts in Manipur found that children were being forced to join militant outfits, arrested by security forces on charges of being rebels, taking up arms out of curiosity or had lost their parents in insurgent attacks and were displaced. The report said that the forced recruitment of children into insurgent groups has become a common phenomenon in Manipur and 100 of the 147 children living in an observation home in Churachandpur District were found to be involved in insurgency. The report also said “Over 3.14 lakh people were internally displaced in Kokrajhar District alone in 1996 and 1998. They spent over three years in relief camps. More than 1.26 lakh children were forced to live in camps in pathetic condition for more than 15 years. The clash in 2012 that affected Kokrajhar, Chirang, Dhubri and Bongaigaon Districts left over 4.85 lakh people displaced.” It said 26 of the 45 people killed in Kokrajhar and Baksa in May 2014 by suspected Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) militants were minors.

Chief Minister said a nine-point wish list was given to Prime Minister (PM) Narendra Modi in the meeting with the Council of Ministers in Agartala on December 1. He also said though militancy has been contained largely in the State, the outlawed groups have still 15-16 hideouts in Bangladesh. But the Bangladesh Government has been doing a good job in flushing out Indian militants from their soil, he told the PM. Chief Minister added, “The Prime Minister has given enough indication that Tripura model of anti-insurgency strategy will be implemented in other states facing militancy or red terror menace.”

Chief Minister T R Zeliang on December 1 appealed to the Centre to arrive at an early solution to the six-decade-long Naga political issue, reports The Times of India. Speaking at the annual Hornbill Festival, on Nagaland's 51st statehood day, Zeliang said the issue is important for the State Government, mass-based organizations, non-governmental organizations (NGOs), civil societies, business organizations and residents. He said that the Nagas' long-cherished dream would become a reality under the leadership of PM Narendra Modi. He added, "The people of Nagaland want peace. They want the state to be self-reliant, like the other states of the country."

On December 1, a prime accused in the grenade blast (October 23) at Sonarpar village in Dhubri District, Abdul Bellal Hussain, and two of his accomplices, identified as Ennus Ali and Aminul Haque, were arrested by the Police, reports The Telegraph. Hussain was arrested from a Hatsinghimari-bound bus at Krishnai in Goalpara District by a police team and his accomplices were arrested from Fakirganj in Dhubri District. A Police source said on October 23, a gang of extortionists, led by Hussain, had hurled a hand grenade at the house of Faizal Haque, a teacher of Sonarpar village. Hussain reportedly called up Haque, introduced himself as a “Maoist” and demanded INR 1.5 million. When Haque did not give the money, Hussain and his gang threw the grenade. Officer-in-charge of Fakirganj Police station J. Sarma said Hussain and his accomplices did not have militant links but were a gang of extortionists who intimidated traders in Fakirganj.

Though no organization has claimed responsibility for the incident, initial reports suggest that the IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) is behind the incident. The Telegraph adds that five persons from Barapeta village had gone to neighbouring Helsiguri village for some work when they came across a group of militants. Baksa Deputy Commissioner Vinod Seshan said they suspect the involvement of NDFB-IKS, but “cannot confirm it now”, since Investigations are going on. This came to light when Border Security Force (BSF), on December 4, arrested NLFT ‘commander’ Amarjeet Debbarma from the Raisyabari market in the Gandacherra subdivision in Dhalai District .High-level sources in the Special Branch of the State Police said they had received feedback from sources from across the border that in the past 12 days, six hideouts of NLFT, Hynniewtrep National Liberation Council (HNLC) and National Democratic Front of Bodoland (NDFB) militants had been destroyed and At least seven suspected NLFT militants and allegedly one each of HNLC and NDFB militants have been arrested. The most successful operation against militants had been carried out in the Mandiracherra hideout of Tripura’s NLFT on the border areas of Khagracherri and Bandarban Districts, on November 27 by a joint team of RAB and BGB, when armed militants opened fire on the advancing Bangladesh Security Forces (SFs), and SFs retaliated which killed a number of NLFT militants dead on the spot, though the number of slain militants has not been ascertained so far. The rest of the militants fled towards Bandarban District and SFs recovered a large quantity of ammunition. SFs have also recovered a .9mm pistol, 70 rounds of 7.62 SLR, 11 hand grenades, 17 rounds of rocket-launchers, 19 wireless sets, two very high frequency wireless sets, nine G3 magazines, 1,200 detonators, 18 sets of detonator cable, seven magazines of sub-machine guns, one pistol and a revolver. Further, sources said after the operations commenced on November 22, senior NLFT ‘commander’ Karna Debbarma was arrested on November 23, reports The Telegraph. An official stated that “According to our report, Karna Debbarma guided the BGB and RAB troopers to five other hideouts of the NLFT at Shilacherri, Mandiracherra, Taglakandai and Naraicherra camps. Senior NLFT ‘commander ‘Rathamoni Debbarma was forced to flee with ‘lieutenants’ and took shelter in the Kasalong camp. However, this camp, too, was dismantled by Bangladeshi Security Forces. The fate of Rathamoni and his followers is still not known.”

Though Superintendent of Police (SP) Lakador Syiem denied having any knowledge about payment of ransom, highly placed Police sources, revealed that money did change hands for the engineer’s safe return. It has also been revealed that the abductors transported Srivastava into Bangladesh shortly after he was kidnapped. He holds the rank of ‘second lieutenant’ and was working under Revolutionary People's Front (RPF)’s ‘Minority Cell’ leader Jacky Chiru. Based on his disclosure, Police recovered two Chinese hand grenades along with detonators and 15 rounds of 9mm ammunition from near his cousin’s house. Police also searched the house of one person, Engpu Chiru in Uran Chiru village in Senapati District and recovered two AK 56 rifles along with four magazines and 67 live rounds of AK 56 ammunition, one writing pad, two Chinese hand grenades, one laptop, one transcend disc writer and two 3G adaptors along with incriminating articles. Sources said till November 30, BSF jawans (troopers) manning the border had arrested 17 anti-nationals, trans-border criminals and Bangladeshi nationals and recovered cattle, drugs, FICNs and other smuggled goods valued at INR 30 million. The BSF has 45 border outposts (BOPs) in Dhubri District along the 134 kilometers long border with Bangladesh, including 45 kilometers riverine border. Of the 45 BOPs, 17 BOPs are located on the Brahmaputra sars (sandbars), a BSF official said. However, many of the border outposts like the ones on Chowki sar, Ghaspara, Salapara and New Diwaner Alga are in danger of being gobbled up by the Brahmaputra. Floods have affected most of the border outposts located on the sars, report added.

While the Government has termed the function to bid farewell to arms as “home coming ceremony”, the ANVC wants it to be known as ‘ecdysis’ which means, shedding the outer cover (old ways). The official disbanding of ANVC and Breakaway faction of Achik National Volunteer Council (ANVC-B) will be held on December 15 at 11 am at Tikki Bandi in Dakopgre MP Stadium in Tura. This will be attended by both Central and State Government officials. According to ANVC, a total 167 armed cadres and around 285 civilian cadres will be verified by the Government. It was on September 24 that the agreed text for settlement was signed by both State and the Central Government officials in the presence of ANVC and ANVC-B leaders in New Delhi paving way for the disbanding of both the groups. As per the agreed text for settlement, ANVC should be disbanded within three months. The Sentinel adds that while the ANVC has kick started it adherence to the agreed text settlement by submitting the names of its cadres and a portion of its arsenal, its breakaway faction, ANVC-B has asked the Government to allow the outfit to complete the necessary formalities by December 13. The ANVC-B on December 9 directed all its cadres to report to its camp at Eden Bari in West Garo Hills District before December 12 to facilitate the disbanding of the outfit ahead of the December 15 official dissolution. In a statement, the outfit’s general secretary Jakrik Wareng said that the cadres who fail to report will be excluded from the final list which will be submitted to the Government. “The organization will not take any responsibility of those who fail to report on time,” he added.

The crackdown has been carried out under the direct supervision of the commander of Border Gaurds Bangladesh (BGB) and the Rapid Action Battalion (RAB) based at Netrakhona District bordering Garo Hills of Meghalaya (India). Security sources said that the militant outfit is finding it difficult even to run its camps in Myanmar due to paucity of funds. There are times that the senior leaders of the outfit even find it difficult to make payments for procuring rice. In the face of threats of rebellion from the cadres, the leaders of the ULFA-I are desperate to boost its coffers and there have been attempts by them to launch an extortion drive. Sources also added that ULFA-I is also not in a position to send its own cadres to serve demand notes and they mostly send couriers to deliver such letters. Sometimes the demands are made over phone. The negotiations are also carried out over phone. A few senior leaders of the outfit are camping in Mon District of Nagaland and from there they are contacting businessmen in upper Assam District in their bid to collect funds. The report concludes that the situation has now totally changed and there have been instances of people simply ignoring the demand notes of the outfit.

West Garo Hills Deputy Commissioner Praveen Bakshi on December 10 said that Achik National Volunteer Council (ANVC) has already submitted its list of cadres and arms prior to the December 15 disbanding ceremony of ANVC and its breakaway faction ANVC-B scheduled to be held at Dikki Bamdi stadium in Tura in West Garo Hills District, reports The Shillong Times. “ANVC has already submitted its list of cadres and arms,” Bakshi said adding that the splinter group is expected to submit its list in the next few days. He hoped that this positive development will definitely encourage other militant groups to shun the path of violence and join the mainstream. Bakshi informed that the Government would help the surrendered cadres to open bank accounts and they will be given vocational training to help them start business of their own choice. According to the reports Chief Minister Mukul Sangma will attend the programme as the chief guest. The report adds that the ANVC has 162 ‘combat’ and 285 ‘civilian’ cadres, and all of them are expected to be present when the formal disbanding of the outfit takes place. The group will also bring along arms and ammunition to be handed over to the Government. Having joined the banned terrorist group in 2011, Moran had undergone training in Myanmar. Bhuyan said he had been sent around a month back to carry out sabotage work in Upper Assam. Meanwhile, the questioning of arrested Sahanur Alom, one of the key persons of the Jama'atul Mujahideen Bangladesh (JMB) in Assam and other members of the outfit arrested in Assam and West Bengal revealed that the JMB was trying to establish a full-fledged network in Assam, particularly in the Muslim-dominated areas and trained up several persons specifically for the purpose, reports The Assam Tribune on Decembers 14. Security sources said that at least ten people were specially trained by the JMB for establishing the network of the outfit in Assam. They have already fanned out to different parts of Assam to try and motivate persons to join the fold of the outfit. “The security agencies are now aware of the network of the JMB in Assam. But it is premature to reveal the names of the key persons who are still at large,” sources added. According to the reports, the JMB started trying to establish bases in Assam after the ethnic riots in the Bodoland Territorial Autonomous Districts (BTAD) area in 2012 where more than a hundred people were killed. The JMB took advantage of the situation and started exploring the possibility of expanding bases in the State. Sources said that “It is now an established fact that a number of persons from Assam were trained in West Bengal, but no one still knows the exact number of the members of the outfit in the State. The exact number of the JMB operatives in the State would be ascertained only after the entire network of the outfit is busted.” Sources also said that one Bangladeshi national, who is a key operative of the JMB, visited Assam a few times and he also visited Meghalaya and Tripura.

Forest Minister Rockybul Hussian, in a written reply to a question from All India United Democratic Front (AIUDF) legislator Hafiz Bashir Ahmed in the assembly on December 15, stated that the eight 'active militant groups in Assam' are United Liberation Front of Assam (ULFA) - Independent, National Democratic Front of Boroland (Songbijit), Karbi Peoples Liberation Tiger (KPLT), Kamatapur Liberation Organization (KLO), Harkat-ul-Mujahideen (HuM), Muslim United Liberation Tiger of Assam (MULTA), CPI (Maoists) and JMB. The Minister said that from January 2001 till November this year, 6,483 ULFA militants, 2,881 NDFB, 346 KPLT, 50 KLO, 14 HuM, 106 MULTA, 80 CPI (Maoists) and 10 JMB module rebels have been arrested. Of the eight, currently, only three are active, which include MULTA, HuM and JMB, he added. The inactive radical groups are Harkatul-Jehad-al-Islami (HuJI), Muslim United Liberation Front of Assam (MULFA), People United Liberation Front (PULF), Islamic United Reformation Protests of India (IURPI) and Islamic Security Force of India (ISFI). He stated that from 1995 till date, 626 members of these radical groups have been arrested.

Meghalaya Chief Minister Mukul Sangma, who attended the disbanding ceremony held at Tura in West Garo Hills district, hailed the return of the militants to peace and said the groups had proved that violence was not the right path. The disbanding of the ANVC however does not guarantee peace in the region as the Garo National Liberation Army (GNLA) has emerged as a major source of worry for the government in the last couple of years. “It is an exemplary courage to be part of the mainstream. It demonstrates that violence can never be a solution to problems,” Sangma said.

Nganba faction of the Kangleipak Communist Party (KCP-Nganba), Chief Minister Okram Ibobi Singh said, “The state government has withdrawn the Armed Forces (Special Powers) Act [AFSPA] from seven Assembly constituencies of Imphal. We want to withdraw the act from more areas. However, such bomb blasts [referring to the IED explosion] will hamper the effort." The KCP-Nganba signed a memorandum of understanding (MoU) for peace talks with the State Government at the function on December 15. Nganba came with 35 cadres, including three girls, and 31 weapons. Also, 20 more cadres of the KCP-Military Council-Nongdrenkhomba faction also joined the peace process by turning up for the ‘homecoming ceremony’. Nongdrenkhomba, ‘commander-in-chief’ of the outfit, sought autonomy for the state and repeal of the AFSPA among the 10 demands raised by the outfit at the ceremony. The other demands include: autonomy for Manipur like Jammu and Kashmir; constitutional safeguard for the protection of territorial integrity; repeal of army act; enforcement of inner line permit; uniform land law for both hills and plains for equal development; establishment of medium industries; establishment of Manipur regimen; employment facilities for all the members for their livelihood; separate squad of KCP (MC) for violence against women and children in Manipur; and an anti-corruption squad to be set up by the government. Nongdrenkhomba, who has brought 20 more cadres to join the peace process, said, "We will talk until we get our 10 demands fulfilled. We have not yet taken any help from the government and we decided to talk peace and not to take benefits for the comrades." The outfit is at present at the designated camp at Moirang Khunou in Bishnupur District. The group signed the MoU with the government on September 9, 2013, to initiate peace talks. Chief minister Okram Ibobi, said, "The state government always keeps its doors open for those who want to return to the mainstream and sit together with the men in the government to solve the problems and issues in the state." He said the government offers a stipend of INR 4,000 per month and a fixed deposit of INR 250,000 to each insurgent who joins the mainstream.

Sonitpur Superintendent of Police (SP) Sanjukta Parashar said a couple, identified as Jolen Narzary, 44, and his wife Belsree Nazary alias Kareng, 40, were carrying the arms on a bike and were arrested at a checkpoint near the bridge. The recoveries included a HK-33 rifle, an M39 grenade launcher along with 80 rounds of ammunition, 16 grenade shells and 17 SIM cards. Police suspect the arms were meant for I. K. Sonobjit factions of the National Democratic Front of Bodoland (NDFB-IKS) and the couple was bringing it from Nagaland. According to a police source, the NDFB-IKS as well as other militant organisations are suspected to be supplying arms from Nagaland via Dimapur to a militant group in Arunachal Pradesh bordering Sonitpur District in Assam.

The A'chik National Volunteers' Council (ANVC) and its Breakaway faction ANVC-B were disbanded at a function at the Dikki-Bandi Stadium at Dakopgre in Tura in West Garo Hills District on December 15, reports Times of India. ‘Chairmen’ of the two outfits, Dilash Marak and Bernard N Marak, respectively, surrendered arms and signed the affirmation for disbandment with Chief Minister (CM) Mukul Sangma. CM Mukul Sangma said, "The disbanding of ANVC and ANVC-B rekindles the hope that the era of peace and stability will return to the Garo Hills and together we will be able to chart out the path of development and peace." The CM urged the leadership of the two outfits to show the way to 'other misguided outfits' to come overground and join the mainstream. The ANVC, which was formed in 1994, signed a ceasefire agreement with the Union Ministry of Home Affairs and the State Government on July 23, 2004. During the process, ANVC-B parted ways from the parent organization and formed a breakaway faction in 2010-11. This breakaway faction, too, signed a peace pact and the ceasefire agreement was reviewed and strengthened from time to time. The extended ceasefire agreement was signed in Shillong on January 5, 2012. On September 18, 2013, the same commitment was reiterated and both the groups — ANVC and ANVC-B— were requested to submit the list of their cadres to the State Police Special Branch for further processing. Finally, a formal text for settlement was signed by the Union home ministry, the chief minister of Meghalaya, leaders of ANVC and ANVC-B in New Delhi on September 24, 2014, paving the way for disbanding the two militant outfits. Telegraph adds that the outfits' cadres no longer need to fear certain cases filed against them. The Memorandum of Settlement (MoS) signed on September 24 has provided immunity to the cadres who were burdened with criminal cases of assorted hues. "Criminal cases registered against members of the ANVC for non-heinous crime shall be withdrawn by the state government," the MoS states. It also states that the cases registered against ANVC members for "heinous crimes shall be reviewed case by case according to the existing policy on the subject, and, wherever feasible, steps for withdrawal of such cases will be initiated by the state government".

An unnamed official of the Union Ministry of Home Affairs (UMHA) stated, “Assam was the immediate target of the JMB module detected after an accidental blast on October 2 in West Bengal’s Burdwan. Arrested accused have told counter-terror officials that a dossier-like hit-list of around 40 to 50 Bodo leaders was prepared by the JMB members in which their photographs and other details were mentioned. These Bodo leaders were to be killed in retaliation of anti-Muslim riots in the Bodoland Territorial Area District in the last two years.” He also added, “It seems that around 100 improvised explosive devices (IEDs) prepared by the Burdwan module were meant for Assam. Initially, the suspicion was that the IEDs were being transported to Bangladesh as claimed by some lower rank members of the module. But now, the NIA has reasons to believe that the IEDs were being sent to Assam may be through Bangladesh. The agency is yet to get concrete evidence in this regard as it has not recovered any IEDs in Assam so far”.

Assam Police’s Special Operation Unit (SOU)on December 20 recovered a consignment of bombs belonging to the Islamist terror outfit Jammat–ul Mujahiddin Bangladesh (JMB), reports The Sentinel. The bombs were recovered by a five–member team of the Special Operation Unit from Panpara village in Barpeta District under Salbari Police Station. National Investigation Agency (NIA), has been providing intelligence back–up to Assam Police in the jihadi related case. Senior Assam Police officials confirmed that the explosives were IEDs. A Police official stated that “The operation was carried out following confessions by Nur Jamal Haque, a resident of Pakalagi village (Baksa) adjacent to Panpara village (Barpeta). He was arrested from Chirang on December 19. The explosives were kept buried near his residence,” He is the twelfth jihadi activist to be arrested in the State. The Assam Tribune further adds that Nurjamal was a trained cadre of the JMB and he was a close associate of Sahanur Alom, one of the key men of the Bangladesh based militant outfit in the State. Also a total of ten IEDs were recovered during the incident.

Sources pointed out that, as per the existing policy, Government is agreeing to talk with any militant group, which comes forward for talks. But of late, GoI has found that the policy is not yielding the desired results as new outfits are cropping up regularly. Moreover, the splinter groups of militant outfits, which have come for talks, are still active. Also the Union Home Minister, Rajnath Singh would have detailed discussions with the Chief Ministers of the North Eastern States before announcing a new policy to deal with militancy in the North East. Suspected militants belonging to IK Songbijit faction National Democratic Front of Bodoland (NDFB-IKS) killed 48 Adivasis at five different places in Sonitpur and Kokrajhar Districts on December 23, reports Times of India. According to the details provided by the Police, the killings started at around 5pm from Maitalubasti area in Sonitpur District. Twenty-three bodies were recovered in the area that is located inside the Pabhoi Reserve Forest bordering Arunachal Pradesh. Ten dead bodies were also recovered from Phulbari and six from Batasipur villages in the same District. Later, the militants shot dead three persons at Pakhriguri village in Kokrajhar District, Police added. The militants also targeted Ultapani village in Kokrajhar District from where six bodies were recovered. Following the attacks, Additional Director General of Police (ADGP-special branch) Pallab Bhattacharya said, "We are still trying to ascertain the number of casualties. The places where the killings took place are remote and close to the Bhutan border," he said. ADGP-Pallab Bhattacharya further said, "We had information that the outfit would carry out retaliatory attacks but it was difficult to pinpoint the locations." Meanwhile, curfew has been clamped in Rangapara, Thelamara, Dhekiajuli and Biswanath Chariali areas of Sonitpur District, reports The Hindu. Late at night, the Army was called in to maintain law and order in affected areas adds Times of India. Further, Manas National Park located in Baksa District been closed for three days in the wake of the killings, reports The Telegraph. The Assam Tribune adds that administration has closed down the Manas National Park for tourists for the next few days for launching operations against militants belonging to the NDSFB-IKS inside the park.

One of the arrested militant Suklai Basumatary had named two NDFB -IKS militants, Sunil of Rowta and Mahanto of Mazbat, who were involved in the Batachipur killing. Two common patterns observed in the latest mass killings by IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) are that all the victims were Adivasis (aboriginal people of India) and all the affected places were remote areas either bordering Arunachal Pradesh or Bhutan, reports The Telegraph on December 26. Also the dilapidated bridges and non-motorable roads have made areas along the border with Arunachal Pradesh in Sonitpur district a safe haven for NDFB-IKS militants. Being locals, the rebels know the area well and operate on foot even while carrying out massacres. Also, Government of India (GoI) on December 25, asked Bhutan and Myanmar to help evict Indian militants, reports Indian Express. Security Forces (SFs) looking for NDFB-IKS militants fear that they might have slipped into Bhutan and Myanmar after the massacre on December 23. He stated that External Affairs Minister Sushma Swaraj spoke to the premiers of Bhutan and Myanmar. Union Home Minister, who is in Assam, stated that "One country has assured cooperation, and we are sure the other will also cooperate." The leader of NDFB-IKS, I K Songbijit is based in Kachin area, Myanmar, and shares camps with Independent faction of United Liberation Front of Asom (ULFA-I). Home Minister also added that "I want to clarify that there will be no talks with such organizations but only action.”
