All the militant groups of the Northeast, including United Liberation Front of Asom (ULFA), I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), Karbi People's Liberation Tiger (KPLT) and others are facing paucity of fund due to demonetization, reports The Sentinel. This was disclosed by NDFB-IKS cadres arrested by Nagaon Jakhalabandha Police on November 28 at Jakhalabandha in Nagaon District of Assam during regular Police raid. According to Police sources, during interrogation, the apprehended NDFB-IKS cadres stated that not only the cadres of NDFB, but all other militants groups of the entire Northeast like ULFA, KPLT and others were facing financial crisis due to demonetization for which the ultras had been forced to collect money through car lifting or by other unfair means.The arrested cadres of NDFB-IKS also in their statement said that the Swift car which was recovered by Jakhalabandha Police along with the cadres of NDFB-IKS, had been lifted from Guwahati (Assam) and they brought the vehicle to Dimapur (Nagaland) with a view to sell it there. But unfortunately, the stolen Swift car had some mechanical problems for which they stopped the vehicle near a garage when the police picked up the three cadres along with arms and ammunitions.

Meghalaya Police today arrested two persons, identified as Sengchang Momin and Solly Sangma from South Garo Hills District and traced INR 28 lakh that was deposited by militants using civilians’ bank account in Tura on December 1, reports The Telegraph. A statement issued by Meghalaya Police said, "The arrested persons had confessed that the cash belongs to Baichung who is an 'area commander' of the GNLA (Garo National Liberation Army)." It said that following the demonetisation of INR 500 and INR1,000 notes, militants made desperate attempts to deposit their ill-gotten money in bank accounts of civilians in Garo hills. The Police also issued directions to bank authorities to freeze these bank accounts for further investigation.

Police asked villagers living in the bordering areas of Nagaland and Arunachal Pradesh not to panic due to the ongoing combing operations following the terror strike at Pengeri in Tinsukia District in upper Assam and sought their cooperation in combating militancy, reports The Times of India on December 2. Following the ambush carried by Independent faction of United Liberation Front of Asom (ULFA-I) and Manipuri militant groups at Pengeri in which three army jawans were killed, life at the nearby villages has been hit as combing operations carried out by Security Forces (SFs) have triggered panic among villagers who are being allegedly harassed, report said.On November 30, hundreds of villagers of Lakiligaon in Sivasagar District were asked to assemble at a playground for several hours as SFs were conducting an operation in their village. Many complained of suffering losses and many reportedly remained hungry for hours. Director General of Police (DGP) Mukesh Sahay said, "The operation is not against innocent people but anti-national elements. So, villagers need not fear or panic. We seek public support to counter militancy in the state and in fact locals are helping us." Reacting to the situation and the modus operandi in which villagers were kept away from their daily chores, the top Police officer added, "It's a normal exercise for the safety of the locals. When they were gathered in a particular area, it's easy to keep them away from any untoward situation. They were allowed to go after sometime." Sources said some youths from these bordering villagers have left their homes after the Pengeri attack and are yet to return. "Stories of alleged harassment by forces in the name of search operation are creating panic among villagers. Locals have stopped going to their paddy fields," a source said.

The Assam Police on December 1 brought three Jama'atul Mujahideen Bangladesh (JMB) cadres to the State from the custody of the West Bengal Police Special Task Force, reports The Sentinel. These three JMB cadres, Jahidul Islam, Yusuf Sheikh and Sahidul Islam, who were arrested by the West Bengal Police Special Task Force in connection with the October 2, 2014 Burdwan blast, were brought to Assam by the State Police to extract possible information from them about the group’s network in the State. On December 2, these three cadres were produced at the CJM Court which sent them to seven-day Police custody.On this issue, Assam Police Additional Director General of Police (ADGP) Pallav Bhattacharjee said, “We have an information that 15/20 youths were working in Assam on behalf of JMB, but they are absconding,” adding, “the JMB aims to create a new district by curving out areas from Assam and West Bengal.”Meanwhile, during past one week huge old Fake Indian Currency Notes (FICNs) of INR 100 denomination have surfaced in Tinsukia markets in Tinsukia District causing serious concern for general public, reports The Sentinel on December 2. Though source of these fake notes could not be ascertained, public, however, suspect that the militant groups or their agents might have pumped the notes in the wake shortage of currency following demonetization, the public even did not rule out dubious involvement of some banks, report said.

The Changlang battalion of AR arrested the self-styled ‘area commander’ of Khonsa Self Styled ‘Captain’ Eli Ketok along with another cadre Self Styled ‘second lieutenant’ Winjung Jugli of Reformation faction of National Socialist Council of Nagaland (NSCN-R) and Rajapio Junghap Jugli from Lunglong village in Changlang District the wee hours of December 1, reports Nagaland Post. Acting on a tip off, the Security Forces (SFs) arrested the militants from Lunglong village in Changlang with two Pistols, three magazines and 18 live rounds along with an extortion register documenting their misdeeds. The NSCN-R cadres were involved in many extortions cases in the Changlang and Tirap District of Arunachal Pradesh. There are pending cases against Self Styled ‘Captain’ Eli Ketok at Khonsa and Kanubari Police Stations.

The Garo National Liberation Army (GNLA) ‘self-styled military chief’ Sohan D Shira has around INR12-13 crore of terror funds in his and his family members' possession and he is trying to force local businessmen and villagers to convert this black money into white money, said Police sources, reports The Sentinel on December 2. The other group, A’chik Songna An’pachakgipa Kotok (ASAK) is also adopting similar ploy, disclosed by a senior Police official overseeing the entire modus operandi of the two armed outfits. "Our estimates of terror money amounting to Rs 12-13 crore is learnt to have been stacked with Sohan D Shira's family members and close aides," stated the official, adding, "the GNLA is forcing the local businessmen and villagers to use the available options to convert the extorted cash into white money"."The Police, the Intelligence Bureau and Income tax department have this information and we have alerted the banks," the official said. Terming the two Garo militant groups of making desperate attempts by coercing the simple businessmen and villagers to come out of their helplessness, the official based at the Shillong Police headquarters stated, "The fortunate thing is that some of these people have come forward to provide information that they cannot go beyond the inevitable of going for depositing the old notes in their respective names." The Police have made it clear that anybody can submit their cash money through the banks, but any intentional act to launder terror funds into black money is liable for prosecution.

The arrest of a teenage militant on December 1, night solved the mystery of the missing Sarva Shiksha Abhiyan (SSA) school teacher. The 16-year-old boy told Police that he guided the armed GNLA militants to the teacher’s house at Nengsang Adugre village in the District on the night of November 4. The Lower Primary School teacher, Rechard Stranger Sangma, was taken away at gunpoint from his house. Police’s search operation had yielded no result. The teenager is also from Nengsang Adugre and was arrested from the outskirts of Tura, where he had arrived two days ago. GNLA ‘chief’ Sohan D. Shira had given the boy INR 100,000 in old currency notes for exchange and asked him to keep a watch on the outfit’s deserters in Williamnagar and Baghmara who recently surrendered to the Government. Tura Police have recovered a substantial amount of the money. GNLA had maintained silence about the abduction.Meanwhile, another militant arrested from a different locality was found to possess INR 84,000 collected as extortion from civilians in and around the town, reports The Shillong Times on December 3. He was arrested from outside the gate of Don Bosco College in Tura on the same day. The cadre, identified as M. Sangma, was picked up based on intelligence inputs. When Police searched his rented house at Wadanang, they found INR 84,000 which had been extorted from a person in Tura town.

Mizoram Government and Manipur-based militant outfit, Hmar People’s Convention-Democratic (HPC-D), would hold the third round of peace talks by mid-December, a State Home Department official said on December 3, reports The Assam Tribune. The exact date would be finalised in a meeting on December 5, Additional Secretary for Home Lalbiakzama, who headed the State Government delegation in the previous rounds of meeting, said. Earlier, rounds of talks were held in cordial atmosphere with both the sides being optimistic about the outcome of the parleys. Several grounds have been covered during the previous rounds when according higher autonomy and power to the Sinlung Hill Development Council (SHDC) was deliberated, he said. The SHDC was established in the north eastern part of the State adjoining Manipur where a large number of Hmar community people are living in a compact area, in accordance with the provisions of the agreement between the State Government and the erstwhile underground HPC in 1994. The HPC-D was formed after the surrender of the HPC cadres to the authorities, by some leaders who were not satisfied with the terms of the agreement and continued to demand a separate autonomous district council under the Sixth schedule of the Constitution. The six-member HPC-D delegation led by Lalthalien said that the outfit dropped the demand for a separate Autonomous District Council. The first round of talks was held in Aizawl on August 10 and the second round on October 5. The peace talks in 2013 were derailed by disagreement on the period of extension of the Suspension of Operation (SoO) after which a spate of violence was experienced in the State resulting in the deaths of three policemen and one Hmar militant.

The ‘disturbed area status’ for Manipur under the controversial Armed Forces [Special Powers] Act (AFSPA) has been extended for another year from December 1, reports Nagaland Post on December 7. Manipur, Additional Chief Secretary (Home), J Suresh Babu issued a notification regarding the extension of the of the ‘disturbed area status’ in the State excluding the area under Imphal Municipal Corporation on November 30. “The Governor of Manipur is of the opinion that due to violent activities of various extremist/insurgent groups, the entire state of Manipur is in such a disturbed condition that the use of Armed Force in aid of civil power is necessary,” the notification stated. Section 3 of the AFSPA empowers the State Government to extend the disturbed area over the entire State or some selected areas. The AFSPA, which was imposed in the State since September 1980, has been extended from time to time.Except the seven assembly segments under the Imphal Municipal Corporation, the ‘disturbed area status’ would be applicable to the valley and hill districts in the State as per the notification. In the wake of unabated violent agitations in 2004 after troops of Assam Rifles (AR) murdered a former woman militant after allegedly raping coupled with indefinite fasting stir by Irom Sharmila Chanu demanding scrapping of the AFSPA, Manipur Government removed disturbed area status from area covered by Imphal Municipal Corporation.The notification was issued barely a day after a cabinet meeting presided by Chief Minister Okram Ibobi Singh approved a proposal of the State Home Department regarding the matter. Before giving its approval, the cabinet discussed threadbare on the comments and opinions collected by the State Home Department from the State Police, Army, Central Reserve Police Force (CRPF), Border Security Force (BSF) and other Central security agencies deployed in the State. Most of the security agencies recommended extension of disturbed area status further so that they can carry out operations against the militants operating in both hills and valley of Manipur, an official source said on December 6.

A four-member ‘peace team’ of the Naga Mothers Association (NMA) led by its president Abeiu Meru recently crossed over to Myanmar to reach out to the Khaplang faction of National Socialist Council of Nagaland (NSCN-K), in order to urge the group to reconsider cease-fire (CF) with Government of India (GoI), reports Nagaland Post on December 9. Informing this in a press note, NMA president Abeiu Meru and advisor Dr Rosemary Dzuvichu said their appeal was conveyed to NSCN-K‘chairman’ SS Khaplang and that their appointment was accepted to meet the ‘chairman’ soon. This was the second peace mission for a dialogue with NSCN-K across the borders since last year (2015) and NMA was hopeful of meeting the NSCN-K ‘chairman’ soon, it added.Meanwhile, refuting the news report published in a local daily, that the peace team was led by the wife of an NSCN-K functionary, NMA said it was false and speculative. In the midst of armed conflicts, NMA said such wrong information by some news agency would give rise to misunderstandings. It further requested that proper confirmation be made before going to press. The association has thanked Inspector General of Assam Rifles - North (IGAR-N) and commanders for granting permission to cross over without any problems and the willing support given by Naga mothers for peace initiatives.

The sources said that India has already signed an agreement with China for jointly dealing with terrorism. The process of sharing information with China has already started. Initially, those who have been identified as bona fide citizens of Mizoram would be taken back to their homeland while no decision has been taken on the fate of around 1,000 Bru families living in relief camps.The decision to start repatriation of Reang refugees was taken in a meeting held at Kanchanpur in North Tripura District which was chaired by Special Secretary, Union Ministry of Home Affairs (UMHA)-Internal Security, Mahesh Kumar Singla. Representatives from Tripura and Mizoram Governments attended the meeting. “All issues related to repatriation of Reang refugees and rehabilitation were discussed in the meeting held on Wednesday (December 7). The District administration will complete all necessary arrangements for resuming the repatriation of Bru refugees”, District Magistrate, North Tripura Dr Sandeep Mahatme said over telephone from Kanchanpur. The arrested militants were identified as Khaing Thi Zaw, Khaing Myo, Khaing Ray Min, Khaing Ming, Khaing min Htoo, Khaing Raing, Khaing Myo Naing and Khaing Zaw. The duo was sending threat messages to Mishra’s personal and official mobile numbers since October 20, Police sources said. They had sent SMSs demanding INR 50 lakh. Sangma and Momin claimed they were the ‘foreign secretary in charge’ and ‘public information officer’ of the GNLA and that they were keeping an eye on Mishra’s movements. They threatened to raid his house and shoot the SP. He operated under former ‘commander’ Nikam Ch Momin alias Baichung Momin in the Chokpot region of the South Garo Hills District. As SATP reported earlier, Baichung Momin also surrendered on December 9.According to sources, after the surrender of the senior leaders, GNLA might lure minors to join the militant group, reports The Shillong Times on December 12. Regarding this issue, the sources mentioned the incident of the arrest of a minor boy from West Garo Hills District on November 30, where the GNLA ‘chief’ Sohan D. Shira gave money to the minor boy to target surrendered GNLA cadres. Sources also pointed out that the sudden surrender of the senior leaders of GNLA (particularly ‘commander’ Baichung Ch Momin), who were in possession of several lakhs of extortion money, may weaken the cases of extortions. Baichung surrendered with one Rifle, 120 rounds of live ammunition, one magazine, two mobile phones and four SIM cards.According to the sources, apart from the poor health of the leader and the family pressure, the Centre’s demonetization has also played a crucial role in the surrender of the leader. Earlier, Baichung’s attempt to channel old currency notes to the tune of INR 20 lakh was foiled by the Police. Two of his aides were arrested and his two bank accounts in South Garo Hills were also frozen. After the surrender the Superintendent of Police (SP) Anand Mishra said, “His surrender has broken the backbone of GNLA. Official sources said that the Union Ministry of Home Affairs (UMHA) watched with concern the on-going blockade on National Highway 37 (NH 37) in Manipur and the consequent shortages of essential commodities faced by the people of the State. It said that the Government of India is firmly committed to maintaining rule of law. It made it clear that the Government was committed to ensuring that the routes to Manipur are open and remains accessible to all including supplies of petroleum products, and other essential commodities including foodstuff. The Central Government placed 15 companies of Central Forces stationed in Manipur at the disposal of the State Government.Meanwhile, different Naga organisations confirmed their rigid stand against the Government decision of creating of new Districts, reports The New Indian Express. Manipur’s apex Naga organization, the UNC held a meeting at Senapati District bordering Nagaland on December 12 where it viewed the Ibobi Government’s decision as against the interests of the Nagas and decided to keep opposing it, report said. According to information available with the intelligence and security agencies, the militant groups of North East lost at least 50 per cent of the cash following the demonetization move of the Government of India (GoI), reports The Assam Tribune on December 14.Though the vigil along the international border with Myanmar was intensified, the militant groups managed to send good amounts of old currency notes to India to exchange. Sources said that, the Independent faction of United Liberation Front of Asom (ULFA-I) was keeping around INR 60 million in old currency notes in the camps in Myanmar. The outfit managed to exchange around 50 per cent of those in Nagaland. The outfit used the family members of the ULFA-I militants, who are now staying in Nagaland and their sympathisers and associates in that state to exchange the old currency notes.Similarly, the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) tried to exchange old currency notes valued at around INR 50 million and the outfit also managed to exchange around 50 percent of the amount. The outfit sent a group to Zunheboto District for the exchange of currency notes. It is believed that the Manipur-based outfits also managed to get substantial amounts of old currency notes, but the amount is yet to be assessed by the security agencies.

Post demonetisation, many over ground cadres of the Garo National Liberation Army (GNLA) were arrested while trying to exchange old currency notes.When asked about GNLA’s dwindling strength following several arrests and surrenders, the Police said at present, Sohan D. Numbering over a hundred, the mob attempted to barge into the MBC Church compound before resorting to pelting stones breaking glass shields of the Church. Another group of bandh supporters pelted stones at a bus and a Bolero jeep in which India Reserve Battalion (IRB) personnel were escorting some stranded passengers at Khurai Puthiba Nandeibam Leikai in Imphal East District. Smuggling of Fake Indian Currency Notes (FICN) mainly from some neighbouring countries into Assam had shown an increase, prompting intelligence agencies to keep a strict vigil, reports The Sentinel on December 25. From 2013 to September 2016 before the demonetization exercise, FICN worth INR 1.8 crore in INR 500 and INR 1000 denominations were recovered in the State and 256 accused persons arrested in this connection according to the report.In 2013, FICN worth of INR 41,00,735 were recovered by banks and Police in Assam and 72 accused persons arrested in this connection. In 2014, FICN worth of INR 40,16,160 were recovered, and 54 accused persons arrested. In 2015, the figures were much higher at INR 76,71,655 FICN recovered and 107 accused persons arrested; and till September 2016, FICN worth INR 22,49,200 were recovered and 23 accused persons arrested in Assam. Overall, from 2013 to September 2016 before the demonetization exercise, FICN worth INR 1,80,37,750 were recovered in the State. Sources said Bangladesh, among other few countries, has fast emerged with new routes for smugglers to push FICNs into Assam. Despite vigil by security agencies and the Central Government’s recent demonetization exercise, attempts to push FICNs into the country, including Assam, has been continuing and are aimed at damaging the economy, report added.

The Kokrajhar Superintendent of Police (SP) Rajen Singh said the joint team of 7 Sikh Light Infantry (LI) regiment and Kokrajhar Police, based on specific information regarding the movement of NDFB-IKS, launched a joint operation at Ashrabari (Laopani area) under Bismuri police outpost on Wednesday (December 28) morning and a group of 3-4 suspected cadres of the outfit were seen moving in the area. He said the militants opened fire on them and on being challenged, the ambush party fired back and there was exchange of fire that lasted for about 15 minutes. The operation team found a person with bullet wounds and they brought him to RN Brahma Civil Hospital in Kokrajhar but the doctor declared him dead. Sources from the Police said one AK-56 rifle, a magazine, 11 live ammunition, nine fired cases, one hand grenade, a bag, a blanket, two mobile phones and two active SIM cards were recovered from his possession. Police sources also said the slain militant was also an arms dealer/peddler who, according to reliable intelligence input, had in his possession few deadly arms and hundreds of ammunitions of different calibre.However, the elder brother of the slain militant, Anil Narzary said before media persons in Kokrajhar that his brother, who is the father of three children, was not associated with the NDFB-IKS. He said his brother was a simple farmer. “My brother Ratan came to Bengtol market for Christmas shopping but he was suspected to have been taken away by the police”, he said adding that they searched till evening but could not found him. He questioned if his brother was an NDFB-IKS cadre then why had the police and army not arrested him long ago as he had been living at home and running the family as a farmer. He said that they would seek justice and take legal help.

Around 280 companies of forces, including more than a hundred companies of central paramilitary forces, are now engaged in counter-insurgency operations in the State. However, substantial number of forces was withdrawn from Assam following the last Assembly elections and that is why the State Government has requested the Centre to send additional forces to deal with the situation.The Special Director General of Police (Law and Order) Kula Saikia admitted that as the militant groups are not in a position to create trouble alone, they are trying to regroup and work under one umbrella. He said the militants are trying to shift their modus operandi and they have started to try and use more explosives. Another major shift is that the ultras are trying to use women cadres for transporting different materials. He said that in the last four months alone, at least 17 kilograms of explosives were recovered from the militants in different parts of the State. He revealed that so far this year (2016), around 50 militants were neutralised, while more than 800 were arrested. The incidents of violence involving the militants also came down as only 30 such incidents were reported in the last four months. Replying to a question on the strategies adopted by the Police and SFs to improve the overall law and order scenario, Saikia said that bringing the Police closer to the common people is one of the major thrusts. He said that efforts are on to expand the concept of formation of citizens’ committees, which started in Guwahati in 1996. All the Police Stations of the State have been directed to set up such citizens’ committees and the entire process will be supervised by the concerned SPs.As the militants are trying to take advantage of the jungle areas along the inter-state border between Assam and Arunachal Pradesh, efforts are on to improve surveillance in those areas, while coordination with the Police forces of the neighbouring states has also improved. All the forces on the ground are operating in a coordinated manner and specific input-based operations are being carried out. Saikia said that the attempts by the Police and SFs to chock the supply lines of the militants are yielding results. Senior NDFB-IKS militant, G Bidai and the group moving around with him, are in trouble as the supply lines are chocked, while a large number of jackets and blankets were recovered when those were being taken for Independent faction of United Liberation Front of Asom (ULFA-I)militants in Margherita area in Tinsukia District.
