The Adivasi National Convention (ANC) on December 1 announced a fresh agitation to demand Scheduled Tribe (ST) status in Assam, beginning with a seven-hour rail blockade on December 19 when the winter session of Parliament begins, reports The Telegraph. The convention is an umbrella body of 17 Adivasi organisations, including five militant groups in ceasefire. The secretary of the convention, Birsing Munda, told The Telegraph on Saturday that its members would block tracks in Kokrajhar, Mazbat in Darrang, Rangapara in Biswanath and Bokajan in Golaghat districts from 6am to 1pm as part of their agitation. They demanded that the number of designated camps for members of the militant groups be increased from five which are not sufficient for more than 1,200 cadres. The organisations also demanded an increase in their monthly stipend of INR 3,000.

Chirang district police busted an IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) on December 4, reports Sentinel Assam. Chirang Superintendent of Police, said that on the basis of secret information about the movement of militants under the command of Batha in Ballambari Bagan Forest area near Indo-Bhutan border located at about 35 km north-west from Runikhata Police Station, a search operation was launched by Chirang Police. On sighting the police party, the militants opened fire. The police party also opened retaliatory fire, as a result of which one unidentified suspected militant sustained bullet injuries. He was shifted to hospital for treatment where he was declared as brought dead. Police later recovered one 9 mm pistol, one magazine, 5 rounds 9 mm live ammunition, s, camp materials, ration items, utensils, clothes, wearing apparels, and medicines.

The Mizoram Government has started the process to register over 1,600 Myanmar nationals, who had taken refuge in four remote villages in Lawngtlai District, reports The Telegraph. The refugees would be given temporary ration cards for food distribution among them once they are registered with the Lawngtlai district administration, he added. "More than 300 quintals of rice have arrived in the four villages along the Mizoram-Myanmar border to be distributed among the refugees," an unnamed official said. Makeshift relief camps in the villages were being constructed for the refugees. The official said the refugees, who took shelter in Hmawngbuchhuah, Zochachhuah, Laitlang and Dumzautlang villages, belong to Khumi and Rakhine province of Myanmar.

The hideout was used by GNLA as an extortion centre to collect money from coal quarries and trucks in the Nangalbibra area of south Garo Hills District. No casualties were reported from the encounter. Police have not ruled out the presence of GNLA ‘chief’ Sohan D Shira in the camp. "Whenever we have information about (infiltration by) insurgents from the northeastern states into Bangladesh, we share the information and immediate raids are undertaken (by Border Guard Bangladesh)," BSF Director-General K.K. Sharma said. "As a result, the number of training places and hideouts of these insurgents has been reduced to almost zero. I congratulate our counterparts."If some Indian militant camps still exist in Bangladesh, they are of a floating nature, Sharma said, indicating that all permanent camps have been destroyed. The two border forces have since 2015 been conducting simultaneous and coordinated patrols of the frontier to check crime and insurgency. Those confirmed hiding in Bangladesh include proscribed Hynniewtrep National Liberation Council’s (HNLC) ‘commander-in chief’ Bobby Reagan Marwein and ‘general secretary’ Cheritserfield Thangkhiew. The HNLC leaders along with another old functionary identified by his alias Hep Metal, is in Maulvi Bazaar, Bangladesh. The DGP also added that Dristi Rajkhowa of Independent faction of United Liberation front of Asom (ULFA-I) and Sohan D Shira of Garo National Liberation Army (GNLA) have re-entered Meghalaya to avoid the Bangladeshi crackdown. According to a Union Ministry of Home Affairs (UMHA), the UMHA would route the request through the Ministry of External Affair (MEA) to execute a non-bailable arrest warrant issued against Mukul Hazarika. Hazarika along with ULFA-I ‘chairman’ Paresh Barua, were charge sheeted by the National Investigation Agency (NIA) on July 15 on charges of waging war against the State. According to the latest National Crime Records Bureau (NCRB) statistics, Assam Police have registered some 6,126 cases of abduction and kidnapping. There were at least 4,824 kidnapping cases which jumped up to 5,831 in 2015. Over 90% of the victims were women. Out of the total 6,126 cases, in about 5,342 cases the victims were women or minor girls. Earlier, Parliamentary Affairs Minister Chandra Mohan Patowary had informed the state secretariat that between 2001 and May 2016, some 46,461 cases of kidnapping were registered in the state. Though abductions by militant groups have declined, a constant increase has been witnessed in abductions for ransom by criminal gangs, including former militants. Sources said the actual number might be even higher as not all abductions were reported to the police because of a lack of confidence in the administration. Though the State has registered high numbers of abduction cases, the recovery rate was found to be very low. Last year, the recovery rate of victims of kidnapping cases in the State was recorded at as low as 1.3% only. Records states that a total of 13,413 persons abducted in 2015 were yet to be traced. By the end of last year, the State Police had received reports of 19,541 persons going missing, out of which only 249 people were rescued during 2016.

Additionally, Eastern Nagaland People’s Organization (ENPO) has revived its demand for a separate State, reports Nagaland Post on December 28. At a meeting with its federating units in Tuensang on December 21, ENPO unanimously resolved to urge the Government of India (GoI) to respond to its demand for a separate State before declaration of election to Nagaland Assembly due early next year. The meeting was called upon after two of the constituents of ENPO – Konyak Union (KU) and Phom Peoples’ Council (PPC) – had asked for convening of the meeting to deliberate on boycotting the forthcoming Assembly poll. ENPO also resolved to ask its members to resign if their demand for a separate state of ‘Frontier Nagaland’ was not fulfilled by GoI before the state general election slated for March 2018. ENPO also declared its support for an early declaration of an honourable Naga solution which should be acceptable and beneficial to all as desired by Naga public in general.

With only three days to go for the publication of the draft National Register of Citizens (NRC), the Assam Police on December 29 said that elaborate arrangements have been made to ensure that nothing goes wrong in the aftermath of the list’s publication, reports Northeast Today. The State will also receive 80 companies of additional forces. The Assam Government is scheduled to publish one part of the draft NRC after midnight of December 31 which will be made available for the people of the state from January 1, 2018. The state has already received 30 companies of the Central Armed Police Forces (CAPF) and another 50 companies are being sent to the state for deployment in the run up to publication of the NRC.
