According to army sources, the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) has been violating the ‘Revised Agreed Ground Rules’, finalised on January 13. Security forces claimed to have intercepted a vehicle on the Kuhoboto-Nihoku road and arrested Azheto Sumi, a deputy kilonser (minister) of the outfit, two corporals with arms, ammunition and large amount of extortion cash. The outfit, on the other hand, accused the security forces of ‘kidnapping’ its cadres. It reportedly stated that the ‘Indian Armed Forces should put an immediate halt to the blatant violation of the mutually agreed cease-fire ground rules’.

According to sources, the list contains names of two senior State ministers apart from other political leaders. The sources further disclosed that Mon Ketaki took over as the ‘chief Intelligence officer’ of the outfit from BiplabBorgohain. The Intelligence department, reportedly, was divided into six groups to look after the family members of ULFA cadres, and also keep a watch on cadres of the outfit maintaining links with the State Government. According to another intelligence report, ULFA has been trying to unite the terrorist outfits active in Tripura, the All Tripura Tiger Force (ATTF) and the National Liberation Front of Tripura (NLFT) to launch a combined fight against the ‘Indian government’. A joint meeting of the ATTF and NLFT was held in this regard in January 2001, at Srimangal (Sylhet) in Bangladesh, where ULFA commander PriyabrataBarua and his deputies were present.

Nayanbasi Jamatia, a sector commander of the NLFT deserted the outfit with 12 followers, all belonging to the Jamatia community. The group may surrender formally to Assam Rifles next week. The split reportedly occurred in the wake of sharp differences among the top hierarchy of the outfit over ‘killing, kidnapping and extortion of innocent people of the State’. The first clash of opinion came up when the Tripuri leadership of the NLFT attacked a Reang organisation, Bru National Liberation Front in the year 2000 and killed many Bru cadres. Nayanbasi Jamatia also sought the intervention of Amnesty International to save the lives of his family members who are being held captive by the NLFT as a reprisal action. He further alleged that the family members of the head of the Bru National Liberation Front (BNLF) were also under the captivity of the NLFT.

The Union Home Minister, L K Advani, addressing media personnel at Kohima in Nagaland on February 24, has said that a cmprehensive review of the latest situation in the State would be undertaken after the recent revision of the cease-fire ground rules by the Centre and the National Socilaist Council of Nagaland –Issak- Muivah (NSCN- IM). While, emphasising the Centre's special responsibility towards Nagaland where insurgency has been continuing for over five decades, Advani said that the Centre is to pursue a three-pronged strategy to counter militancy in the North-East. According to the first step, a developmental agenda providing employment oppurtunities to all is to be pursued vigorously. Secondly, the a suitable climate should be created wherein the populace ought to feel that violence was wrong and thirdly, the political debate should focus not on ideology but on how best effective governance can be provided to the people. Earlier, Advani and the Nagaland Chief Minister S C Jamir addressed a public rally at the Kohima local ground, a rarity in the State where the three-year-old ceasefire has held its ground. Expressing happiness over the Centre's peace initiatives that resulted in a cease-fire agreement with the NSCN (I-M), Jamir said that any solution emerging out of talks with one faction of the NSCN alone may not bring lasting peace to the State. According to him, the present peace initiative should encompass all sections of the people, whether overground or underground, so that an enduring solution could be found.

On February 26, Army sources said in Imphal that the Army and Assam Rifles will suspend counter-insurgency operations in Manipur for 15 days from March 1 in view of the Holi festival. During this period, security forces would not carry out any operation against the terrorists in the state and asked the terrorist outfits to respect this 'peace opportunity', avoid any violence and not to move around with arms, ammunition and explosives. It was earlier reported that the Manipur Chief Minister made a month-long offer of cease-fire.

The Union government is ``actively considering'' the proposal of the Nagaland Government to extend the ongoing three- year-old ceasefire agreement with the National Socialist Council of Nagaland (NSCN- Isaac-Muivah) to two other major insurgent groups in the State––the Khaplang faction of the NSCN and the Naga Federal Group (NFG). It could come about during the ongoing budget session of Parliament. Though the NSCN (I-M) has expressed itself against the move, the Union government is most likely to rope in the NSCN (K) and the NFG into the ceasefire. Union Home Minister Advani, meanwhile, said since September 2000 there had been only one or two stray killings every month as against 17 killings a month prior to the ceasefire. During the three-year period preceding the ceasefire, the number of civilians and security personnel killed was 378 as against 112 since July 1997.

He said State police and Central Para Military Forces would not carry out any action against the terrorists. Koijam expressed the hope that the Union Government would support the State government's decision to declare unilateral ceasefire to about 17 insurgent outfits operating in the region.

On February 27, virtually announcing its writ as a parallel government, the underground National Socialist Council of Nagaland – Isak-Muivah NSCN (I-M) announced exemption from what it termed as 'loyalty taxes' to certain categories of commercial enterprises for two years to boost economic activities in Nagalim, the Naga-inhabited areas of the Northeast. The 'tax exemption' would cover newly established enterprises, privately-owned or otherwise, which have not completed two years of functioning, NSCN (I-M) information and publication secretary V Horam said in a release in Kohima. The terrorist group, which is engaged in talks with the Union Government after a ceasefire agreement in July 1997, also offered 'tax exemption' to industries which are being revived, specially the public sector Tuli Pulp and Paper Mills, Dimapur Sugar Mills and Wazebo cement factory. However, 'loyalty taxes' from other enterprises not specified in the list and percentage deduction of salaries from employees of all categories would be realised as before. The NSCN (I-M) appealed to all concerned to avail 'this privilege through the ministry of chaplee (finance affairs) of the underground government'.
