The Assam Police have sent a 33-member team from its commando battalion for a four-month long training with the elite National Security Guard (NSG) popularly known as the ‘Black Cats’ at its centre located at Delhi for advance training in counter-insurgency operations. At present the State Police has 18 platoons of commando personnel. The Inspector General of Assam Police (Training and Armed Police), Mr B.P. Rao said that the Assam Police has also requested the Indo-Tibetan Border Police (ITBP) to provide special training to the personnel of Assam Police at regular intervals at its training centre in Dehradun.

Five persons of Nepali origin were today killed in an encounter with the Army in Kokrajhar district. According to official sources, on information that some terrorists were hiding in the dense Chirang reserve forest near Ultapani along the Indo-Bhutan border, the Army launched a search operation. As the search was on , the troops were fired at forcing them to retaliate killing all five on the spot. It was yet to be verified whether these persons belonged to any terrorist outfit.

Meghalaya Police are reported to be taking precautionary steps to protect Government buildings throughout the State, including the Secretariat building in the capital to thwart any attempts by terrorists to blow up Government installations. This follows an alert by the Central Government to all the States, after the attack on the American Centre at Kolkata on January 22 According to media reports on February 2, the Director General of Police, Mr L Sailo, said the state police were finding it extremely difficult to stop the movement of terrorists belonging to National Democratic Front of Bodoland (NDFB) and United Liberation Front of Asom (ULFA) in Garo Hills, as they always cross over to Bangladesh and due to support by local terrorist outfits, particularly the Achik National Volunteer Council (ANVC).

An Army statement said hardcore terrorists belonging to the outlawed terrorist outfit National Democratic Front of Bodoland (NDBF) ambushed the soldiers and in the encounter that followed the five were shot dead. The Army also claims to have recovered arms and ammunition from the dead. But according to media reports quoting sources all those killed were Nepalese and were identified by the local villagers in the area. A number of Nepalese, most of them into dairy farming, have been settled in the area, which borders Nepal, for several decades.

Former Manipur Minister of State for Home M Oken and Congress candidate, E Kunjeswar on February 3 escaped attacks by terrorists at Heirok in the Thoubal district and at Yaiskul in Imphal respectively. Barely two minutes after Congress leader Mani Sankar Aiyer had left Oken’s house, terrorists attacked his residence killing two persons, including a security force personnel. Around the same time, terrorists attacked another Congress candidate, E Kunjeswar, at Yaiskul in Imphal. However, there was no casualty in this incident.

Following his arrest in Agartala by security forces and interrogation, a ULFA terrorist, Jayanta Barua alias John Baruah, reportedly divulged names and possible whereabouts of 201 ULFA terrorists, including top leaders and locations of ULFA camps in Bhutan, Bangladesh and other places. Barua also reportedly confessed that he was the 'Quarter Master Incharge' of a camp, located somewhere in Tripura, which is being jointly run by the ULFA and the All Tripura Tiger Force (ATTF), providing "urban guerilla training" to the members of both the terrorist outfits. Intelligence sources claim John, who hails from Tamulpur in Nalbari district, was a student of Assam Engineering Institute, before joining the ULFA in 1995. Meanwhile, police have intensified security around him following recent attempts by the ULFA to kill him. Intelligence sources have also ascertained that ULFA runs a transit camp at the Senaibati area in Sherpur district of Bangladesh across the international border in Dhubri district, where logistic support to the ULFA terrorists during their journey into Bangladesh was provided by the terrorists belonging to Achik National Volunteer Council (ANVC). It has also been reported that a French human rights activist made a recent visit to Assam to assess the situation in the State at the behest of the ULFA leadership.

"According to reports, about 2.50 lakh Adivasi people are living in camps and they are facing severe hardships and our main demand is that they (Adivasi) should get proper rights from the government," the self-styled leaders added. According to reports, it was decided during the meeting to carve out four districts, namely Kokrajhar with headquarters at Kokrajhar, Sirang district with headquarters at Kajalgaon, Baska district with headquarters at Massalpur and Udalguri district with headquarters at Udalguri. Talking to the media, Minister in charge of Plains Tribes and Backward Classes, Bharat Chandra Narah said that the sub-committee would place its recommendations before the Cabinet on February 13. He mentioned about the state government’s request to the BLT not to demand more areas beyond Pachnoi as it could create complications and urged that the Sixth Schedule should be amended suitably to protect the rights of the non-Bodos living in the proposed BTC areas. The BLT has demanded inclusion of 16 additional villages beyond the Pachnoi river, the westernmost boundary of the BAC, in the proposed BTC area.

The minister noted that opinion of the leaders of the Bodo Liberation Tigers (BLT), Bodo legislators, non-Bodo legislators and various other Bodo and non-Bodo organisations were taken into account before drafting the Cabinet Sub-Committee report on the BTC. Addressing a press conference at Guwahati on February 12, Chief Minister Tarun Gogoi said that despite differences of opinion on the boundary demarcation and inclusion of some villages in the BTC, the report would be placed before the Cabinet on February 13, today, and a formal announcement on the BTC formation would be made consequently. A news report on 24 February said, a meeting called by the Assam government in Guwahati to discuss the issue of Bodoland Territorial Council (BTC) with the representatives of non Bodo organisations remained inconclusive. Assam government representative Bhumidhar Burman and vice president Brajan Mahanta of the Sanmilita Janagosthiya Mancha (SJM), a co-ordinating body of non Bodo organisations, failed to reach an agreement over the rights of non Bodos and the areas to be included in the BTC. As the reports have indicated earlier, non Bodos have shown dissatisfaction over the provisions of the BTC and the manner in which the agreement was reached between the Assam government and representatives of Bodo organisations. It was the threat of the non Bodo organisations to launch a State-wide protest, including interruption of rail and road traffic, that made it necessary for the government to call this meeting. The report has also said that non Bodo organisations have deferred their protest till 1 March to wait for a satisfactory response from the government. Some other organisations including the All Asom Students Union (AASU) and the Adivasi Council of Assam reportedly abstained from the meeting.

Reports further said that the Army conducted a raid on the village on receiving information that the terrorists were hiding there. Reportedly, all the four terrorists were killed in retaliatory firing by the Army. A large quantity of arms, ammunition and incriminating documents were recovered from the encounter site.

Meanwhile, a large gathering of non-Bodos, estimated by news reports at 20,000, participated in a protest rally at Jalah against the formation of the BTC. Organised by the Jalah anchalik samiti, several speakers at the rally called upon non-Bodo people to take part in the ensuing agitation programme to safeguard their political, economical and social security in the State. Addressing the rally, Brajen Mahanta, an office-bearer of the Sanmilita Jonagosthiya Sangram Samity, a conglomeration of 18 non-Bodo organisations, said that it will be a one-sided decision to create the BTC. He added that in the proposed BTC areas only 18 per cent of the population would comprise Bodos and they would have powers over the remaining 82 per cent. Only two blocks – Chidlisila and Kachugaon – under the proposed eight districts have Bodo majority, he said. He appealed to the participants that there is no alternative for them than to compel the government with strong protests to block the creation of the BTC. He also announced an agitation programme including a 37-hour-long rail and road blockade from 5 pm of February 24 and a protest rally at Assembly House and a ‘gherao’ programme during the forthcoming Budget session, until the government annuls its decision to create the BTC.

According to the news reports of February 25, the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB) terrorists are using the areas of Arunachal Pradesh on the common border with Assam as their hideouts. Changlang and Lohit districts of Arunachal have reportedly become a safe heaven for these terrorists. The terrorists holed up in these areas find it easier to operate in the districts of upper Assam added the reports. These areas are used by these terrorists, allegedly, to facilitate the functioning of inter-terrorist organisation network, as National Socialist Council of Nagalim, Isac- Muviah (NSCN-IM) terrorists are also believed to be operating from these areas. The latter are also believed to have sent requests to terrorist outfits like NDFB ‘to work in collaboration’ with them, the reports also said. The reports further said that the Security Forces (SFs) are trying to gather information as regards the activities of terrorist in these areas and the effort on their part is also to seek co-operation from their counterparts camping in the neighbouring States. However, lack of manpower and modern weapons are a hindrance when it comes to carrying out counter insurgency measures effectively, added the report. There is a perception that if such happenings are not curbed effectively, then it might pose a ‘serious challenge‘ to the security of Assam.

Citing 63 instances in which people handed-over terrorists to the SFs, the Governor also said, the changed attitude of the people has compelled the terrorists to hide in the jungles of neighbouring Bangladesh and Bhutan.
