Sidhu’s appeal to militant groups to come to the negotiation table, the United National Liberation Front (UNLF) ‘chairman’, Sana Yaima, in a press statement in Imphal on February 2, came up with a four-point proposal to "end the conflict satisfactorily once and for all." The four proposals are: a ‘plebiscite’ under the supervision of the United Nations (UN), deployment of a UN peacekeeping force, surrender of all weapons to the peacekeepers and transfer of political power in accordance with the outcome of the plebiscite.

According to Imphal Free Press, the Manipur Police killed a suspected terrorist, identified as Konthoujam Ibomcha, and recovered some weapons during an encounter at Sairem village in the Imphal West district on February 4. While local villagers claimed that he had been killed in a fake encounter, the Superintendent of Police (Imphal West), S Ibocha, told the media that the youth was killed in a gun-battle with Imphal West district police commandos in the course of a cordon and search operation in the village. An AK-56 rifle and a magazine loaded with 12 live rounds were recovered from the incident site. Some six or seven of his associates may have escaped through the canal in the paddy field leading to the hillside, the SP disclosed further.

Talking to the media at Changsari in Assam, the GOC of the Army’s Red Horn Division, Major General Karan Singh Yadava, said that there were reports of movement of the ULFA cadres along the border. The ULFA, however, do not have any camps there, he added. He claimed that the outfit was losing its mass support and, therefore, it struck at some soft targets to create a fear psychosis.

This was communicated by the outfit to noted Assamese litterateur, Dr Mamoni Raisom Goswami. ULFA's first formal communication addressed to the Prime Minister, Manmohan Singh, was handed over on February 14 to the National Security Adviser (NSA), M K Narayanan, by Dr Goswami. According to Assam Tribune, Rajkhowa, in his two-page letter, talked about the outfit's long-drawn struggle calling for 'restoration of Assam's sovereignty'. He also insisted that sovereignty was its primary demand and rest of the issues were secondary. The NSA, in response, has reportedly conveyed that the Government of India was not in a position to exclusively hold dialogue on the issue of sovereignty, though it was open to discussing the grievances of the outfit, including what it termed as the core issue. Narayanan also reportedly suggested that the outfit might communicate a fresh list of demands encompassing all relevant issues.

While one civilian sustained injuries during the encounter, a UNLF cadre was arrested. According to Assam Tribune, an armed group of UNLF cadres entered Bagaicherri village in the Kamalpur border area from their Bangladesh hideout and abducted a person. In the consequent encounter with the BSF personnel, three terrorists were killed and one was arrested. The abducted civilian reportedly sustained injuries in the crossfire. BSF personnel also recovered one AK-47 rifle, one pistol along with magazines and a mobile set from the incident site.
