Anti-Talks faction of United Liberation Front of Asom (ULFA-ATF) ‘Vice Chairman’ Paresh Baruah confirmed his group’s links with Communist Party of India- Maoist (CPI-Maoist), reports The Shillong Times. Paresh Baruah said, “The Indian colonial government is also viewed as an enemy by the Maoists. Our enemy is also the same and so there is an understanding with them. Our relation with them [CPI-Maoist] is not new and several of their top leaders had attended ULFA’s Raising Day celebrations in Bhutan in 1996. Subsequently, there have been meetings with them and we have given logistical and moral support to them.” He further stated, “The understanding that has been forged will continue into the future as well. The same approach towards the Maoists has been adopted by other revolutionary groups of the Northeast based in Eastern Nagaland.” However, Baruah added, “We have a definite strategy and we do not think Maoism will be able to strike deep roots in Assam.” Hindustan Times further adds that Paresh Baruah admitted to the blunders committed by his men in the past. He said, “There will be no bombings in Assam and elsewhere where indigenous communities reside. We do admit the ULFA has blundered earlier on a couple of occasions. And these have happened mainly as a result of the lack of foresight and planning by commanders." Sources said that Mukost Marak will take over as the ‘commander in chief’ of the new faction while Rimpu Barnard N Marak will be its new ‘chairman’ and Dilseng the ‘general secretary’. It is learnt that Barnard Marak was collecting arms as Dilash Marak, the ‘Chairman’ of the ANVC has stopped supplying them with arms. The split comes as a result of the dissatisfaction in a section of cadres at the lukewarm response of the Government of India to the ANVC demand for a Garoland Autonomous Council along the lines of the Bodoland Autonomous Council which in many ways is a State within a State.

United Achik Peace Forum (UAPF), an umbrella body of several civil society organisations including the Church, on February 1 asked the Meghalaya Government to give them the mandate to initiate peace talks with the GNLA before the situation goes out of hand. Growing ties between the Anti-Talk-Faction of United Liberation Front of Asom (ULFA-ATF) and GNLA have become matter of serious concern for the Government of Meghalaya as well as for the Security agencies, reports The Assam Tribune. Highly placed Police sources told The Assam Tribune that ULFA-ATF have been providing help to the GNLA for its own benefits. Senior member of the ULFA-ATF, Drishti Rajkhowa is now believed to be in the hideouts of the GNLA in the jungles of Garo Hills. Rajkhowa also visits Bangladesh from time to time by taking advantage of the porous international border, but after the crackdown launched by the Government of Bangladesh; he started staying mostly in Garo Hills. Sources said that the ULFA-ATF is helping the GNLA mainly to keep a corridor open for going to the hideouts in Bangladesh. The ULFA-ATF had earlier extended help to the Achik National Volunteer Council (ANVC) but after the outfit came over ground, the ULFA-ATF started helping the GNLA.

Highly placed Police sources in Meghalaya told The Assam Tribune that less than half of the total length of the international border with Bangladesh in the State is still unfenced and the Government of Meghalaya is yet to give clearance for construction of fencing in a stretch of 135 kilometres. Sources said that the militants belonging to the GNLA are still taking advantage of the unfenced border to move to their hideouts in Bangladesh. Though the Government of Bangladesh has been taking action against the militants staying in that country, the GNLA is still maintaining its bases in the neighboring country.

Police said that Chetri had been abducted by a four-member local group, and was released after his family members paid the ransom money demanded by the abductors. In a joint representation addressed to Prime Minister Manmohan Singh, the organizations have sought the immediate release of Anthony Ningkhan Shimray, “head of foreign affairs” of NSCN-IM in “greater interest of peace and respect for his rights and dignity”. The representation includes Naga Hoho (the apex organisation of the Nagas), United Naga Council, Naga Mothers’ Association, Naga Women’s Union, Naga Students’ Federation, All Naga Students’ Association Manipur and Naga People’s Movement for Human Rights. According to Police, after getting information that GNLA militants numbering around six were camping in a hideout in a forest area near Megra village, nearly 10 kilometres from Songsak Police station, a Police team approached the area. Sensing trouble, the militants fired at the Police team, compelling the Police to retaliate resulting in the death of a GNLA cadre. Sub-divisional Police officer Modhunimai said they first arrested a militant identified as Seram Sanatomba and on his information the other four were arrested. Two hand-grenades were also seized from them. Modhunimai said that they were involved in hurling a bomb at the house of a woman candidate, W. Shyama, and sent an extortion notice to Irrigation and Flood Control (IFC) Minister N. Biren. They also tried to corner lucrative contract works in the IFC department and get big loans from the District Industrial Centre. All the arrested five are cadres of the People's Revolutionary Party of Kangleipak (PREPAK), which is a constituent of the CorCorm, adds The Assam Tribune.

On the issue of Anti-Talks Faction of united Liberation Front of Asom (ULFA-ATF) leader Paresh Baruah, G.K Pillai said, "Paresh Baruah lost all his assets when he left Bangladesh. Now, he is struggling to garner funds to run the ULFA anti-talks faction. Our efforts should be geared towards preventing him from creating any assets," reports The Times of India. He further stated, "There could be tacit support from China. India has raised the issue with China at the diplomatic level last year. We have even provided a copy of Baruah's air ticket from Dhaka to Yunnan. But, as usual, China has been denying Baruah's presence in its territory." According to Pillai, the number of violent incidents in the State has come down to 145 in 2011 from 251 in 2010, while the number of terrorist killed declined to 46 in 2011 from 109 in the previous year. At the same time, the number of extremists arrested increased to 378 in 2011 from 370 in 2010, while 14 security personnel were killed in 2011 against 12 the previous year. Pillai said the number of civilians killed also came down 18 in 2011 from 53 in 2010. The Telegraph adds Pillai saying, “However, the number of persons kidnapped remained the same at 72 in 2010 and 2011.” He added, “Perhaps a larger number of kidnappings is not reported and extortion is still said to be rampant across the state.”

Following ethnic tensions in Mizoram, over 41,000 Reang tribal refugees, locally called Bru, had taken shelter in six camps in north Tripura’s Kanchanpur sub-division in October 1997. Last year, 701 tribal families, comprising about 3,585 men, women and children returned to Mizoram. In an interview to The Telegraph, G.K Pillai said, “all have to endorse the agreement, from the gaon burhas (village headmen) to civil society groups... none should be able to turn around and say after some years that they were kept in the dark and hence would not accept the agreement.” The talks have been dragged on with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) for nearly 15 years, he said adding, a settlement could be expected later in 2012. NSCN-IM will hold consultations with other factions and civil society groups from February 22 before sitting for the next round of talks with the Centre.

Central Government’s approval on February 17 for extending financial package to 83 Mizo families who were displaced from the State in 1997-98, the Mizoram Bru Displaced People's Forum (MBDPF) has demanded compensation for 116 Bru families stationed outside the refugee relief camps in Kanchanpur Sub-Division. Central Government will help in the rehabilitation of 32 Mizo families in Tripura through the Tripura Government and 51 families in Mizoram through Mizoram Government. The Bru militants drove away the Mizo families from their land in 1998; a year after the Brus left Mizoram for Tripura following ethnic violence with Mizos. Most of the Mizos fled home following threat and sought shelter with other Mizo families living in Jampui hills in Tripura and Mizoram.

After the meeting Gogoi said, “The Maoists are getting support from other NE rebel groups, like the ULFA and the ISI too is getting involved”. He further said that the State requested the Union Minister for additional Central forces to prevent any kind of militant activities in the State. Altogether 86 battalions of Central paramilitary forces are currently deployed in the state and another 13 battalions that have been taken out for the Uttar Pradesh polls will also return after completion of the election process. Gogoi said, “Although the situation has improved, we are pressing the Home Minister for more forces to ensure that militants do not regain strength. We have asked for total 125 battalions”. On the peace process with various militant groups, Gogoi said, “Our doors for talks are still open for everyone including the Paresh Barua-led ULFA faction. Choudhury said, “We have reports of Maoist activities from seven Upper Assam districts so far, including Golaghat, Sivasagar, Tinsukia, Lakhimpur and Dibrugarh”. The DGP, nevertheless, said that the CPI-Maoist are not active in the entire District but in some pockets. He added that there are some areas under about 22 police stations in these Districts where the red rebels are active and trying to garner public support, he said adding that these Police Stations have been put on alert to keep a tab on their movements.

The two suspected militants belonging to Garo National Liberation Army (GNLA) who were killed in an encounter on February 20 under Lakhipur Police Station in Goalpara District of Assam have been identified, reports The Shillong Times. Police identified the two as senior member, Laben Sangma alias Chenang and Sengsrang Sangma. Sengsrang Sangma joined the GNLA in 2011 while Chenang is a top cadre from the first batch. He was ‘deputy area commander’ and later promoted to work under ‘finance secretary’ Reding. Police said Chenang is a prime accused in the ambush attack on a Police patrol party in which three Police constables were killed in June 2011.

The Police, on February 21, said based on information received from West Garo Hills superintendent of Police R. Dkhar, additional superintendent of Police (crime) Vivek Syiem had lodged a complaint that GNLA cadres were using two SIM cards procured from Shillong. A Police inquiry revealed that T.N. Singh, the owner of a computer centre at Mawpat had issued two SIM cards to two persons, Biswajit Mandal and U. Khan, without properly verifying their antecedents. The Police have arrested Singh and are verifying whether the names of the buyers are fictitious. It is also probing the black marketing of SIM cards. The GNLA has resorted to large scale procurement of SIM cards in fictitious names for sending extortion messages.

Irengbam Chaoren, president of RPF, in his message to the people of Manipur on the occasion of the outfit’s Independence Demand Day, said, “There is no point in reminding about suffering and losses caused by Loktak (power) project. The same thing will happen with Tipaimukh project.” The RPF also expressed concern over large-scale influx of non-Manipuris, which has “affected the demography” of the region. Chaoren described formation of coordination committee (CorCom) by seven militant groups of Manipur a “landmark” and said it would continue its struggle with other groups in Manipur and neighbouring states for a common goal. A senior Police official, on February 27, said the State government had neutralised HNLC in the State capital, Shillong but its cadres continue to extort money from cement plants and coal barons in Jaintia Hills and West Khasi Hills. As Shillong has become disadvantageous for extortion because of the presence of security personnel, the HNLC is targeting the outskirts like Jaintia Hills, which has cement plants and coal transaction points, and West Khasi Hills, which has coal export points. The porous international border along Jaintia Hills and West Khasi Hills also facilitates the free movement of HNLC cadres from Bangladesh.

When his convoy was passing through Rangapara area, 13 kilometres beyond Kherapara on the road to Dalu border town, as many as 12 well-armed GNLA militants, hiding inside a forest on the right side of the road, opened automatic fire from AK rifles. Northeastern Frontier (NF) Railway on February 29 has abandoned its plan to shut down one of its lower primay school at Hijuguri in Tinsukia District following a threat issued by Anti-Talks faction of United liberation Front of Asom (ULFA-ATF), reports The Telegraph. ULFA-ATF in a statement issued to the media had termed the railway decision to close down the historic school as a “conspiracy by the colonial Indian government to suppress Assamese voice and to make the future of the Assam dark”. Further, ULFA-ATF threatened with “dire consequences” to all other languages (Bengali and Hindi medium) railway schools in the state if the said school was closed down.
