A higher secondary school teacher, identified as Iqbal Rafique of Tura Christian Girls’ School in Meghalaya, was abducted by unidentified militants on February 1, from Mankachar in Dhubri District, reports The Shillong Times. The family of the victim later received a call from an unidentified individual speaking in Bengali, asking for a ransom of INR 5 million. Operations have been simultaneously launched in Mancachar region of Haat Singimari sub-division in Assam, and the bordering areas of South West and West Garo Hills Districts of Meghalaya in search of the victim.

A joint team of Mizoram Police and Assam Rifles, in a joint operation, arrested an arms dealer, Khanthang (40), and recovered arms and ammunition from Vanzau village in Champhai District near the Indo-Myanmar border on February 1, reports The Shillong Times. One M2 and its two magazines and a 9mm pistol and a magazine were seized, the dealer who happens to be Myanmar’s Citizen. They said the seized arms and ammunitions could be sold at INR 300,000 in the black market.

Movement of Myanmar Army towards the Taga area created panic among the militant groups of the North East, who are taking shelter in Myanmar, reports The Assam Tribune on February 2. Highly placed security sources state that Myanmar Army personnel started moving towards the Taga area on January 18. As most of the camps of the militant groups such as Independent faction of United Liberation Front of Asom (ULFA-I) and IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) are based in the Taga area, the movement caused panic among them. There is no report of any large-scale offensive against militants in Myanmar so far. The real reason for the movement of the Army is also not known. A source stated that “There is one belief that the operation was aimed against the Kachin Independent Army (KIA). However, the possibility of Myanmar deploying the Army in Taga area to send a message to the North East Indian militants also cannot be ruled out as the incident occurred a few days before the Republic Day (January 26) celebrations.

Security Forces arrested three person linked to Karbi People's Liberation Tigers (KPLT), an area commander and two linkmen, in Karbi Anglong on February 1, reports The Shillong Times. The arrested trio was identified as Munthir Engti, ‘area commander’ of KPLT, while the linkmen were identified as Horen Teron and David Engti. Further, SFs have also arrested more than 60 per cent cadres of the KPLT, reports The Telegraph. Further, many small militant groups are operating in the Hill District and these groups are involved in a number of extortion cases."Some of these small groups were formed by former members of UPDS [United People’s Democratic Solidarity] or KLNLF [Karbi Longri North Cachar Hills Liberation Front] while some were recruited later. We have managed to arrest 66 KPLT cadres while 11 were killed in encounters in the past year. About 50 cadres are still at large, mostly in eastern part of the district and Hamren (a separate police district in Karbi Anglong). But the KPLT now has been split into five groups - KPLT (Buche group), KPLT (Pratap), KPLT (Donri), KPLT (Symbon) and KPLT (Sojong). Some of these groups have six-seven members," Karbi Anglong Superintendent of Police Mugdha Jyoti Mahanta said. "Earlier there were one or two groups which used to collect money from the rich. But now there are so many groups that they don't even spare people like us. So, we prefer to avoid unknown numbers unless we receive a text message from the person," said a state government employee in Karbi Anglong, requesting anonymity. "In some cases, cadres were found making calls to Government officials and businessmen for money after their leaders were arrested and sent to jail," another source said.

The Yaruiwo (president) of Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) Isak Chishi Swu has reiterated the ‘protracted war’ was waged ‘to achieve an ‘honorable solution’ and would continue and reminded Nagas and others, that the issue of Nagas versus India and Burma (Myanmar) was not a contest of strength but to uphold ‘the historical rights of the Naga people against ‘belligerent powers’, reports The Shillong Times.’ In his message on the occasion of the ‘36th raising day’ of NSCN at its ‘council headquarters’ at Camp Hebron, near Dimapur town (Dimapur District), Swu thanked all those who stood by the Naga people and their cause and asserted that negotiations were not only for the advantage of the Nagas but all who were struggling elsewhere.

Three persons, including a rickshaw puller and two pedestrians, were injured in a grenade explosion on Sib Bari Road in Hailakandi town of Hailakandi district on February 1, reports The Telegraph. Witnesses said a grenade was hurled from a speeding car near a Shiva temple on the road. A grocery shop located under Riya Hotel has been partially damaged in the blast. An investigation was on. They were rushed to the local SK Roy Civil Hospital for treatment. While Sheikh Mahabuz Ali (45), the rickshaw puller, was referred to Silchar Medical College Hospital (SMCH) in a critical condition, the other two, Krishna Chanda (40) and Saidur Rahman (40) are undergoing treatment in the Hailakandi hospital adds Times of India.

According to West Garo Hills Police, a former militant of the Breakaway faction of Achik National Volunteer Council (ANVC-B), identified as Silgrak Sangma was arrested on February 4 near the Nehru Park area in Danakgre in West Garo Hills in connection with the abduction. A 9 mm pistol with five live rounds of ammunition was also recovered from his possession. The former militant had come to pick up the ransom in exchange for Rafique, along with two others who managed to escape. Later an amount of INR 500000 meant as ransom was also recovered from the family of the victim. It is unclear if any ransom was paid to the abductors.

The women were protesting the bomb blast, which happened on February 5 which killed one person and the gunfight between Revolutionary People's Front (RPF) and Isak-Muivah faction of National Socialist Council of Nagaland NSCN-IM on February a place between Nambashi and Nambashi Khunou in Ukhrul. MHA also said the forces should not be complacent with the recent success of the operations against the militant outfit as the top leaders of the groups were still at large. Union Minister of State for Home Kiren Rijiju, Chairman of the Joint Intelligence Committee (JIC) RV Ravi and other officers of the Ministry reviewed the security scenario and the success of operations at a meeting with senior officials of the State Government, Assam Police, Army and the paramilitary forces involved in the operations. Sources have revealed that ‘chairman’ of NDFB-IKS, IK Songbijit, commander-in-chief G Bidai and a few others are abroad. Songbijit is in Myanmar, while it is believed that Bidai managed to escape to Bhutan. However, around 40 to 50 hardcore members of the outfit are still hiding in the jungles inside Assam and there is a need to intensify operations in those areas. The Assam Tribune on February 11 citing Army sources reported that only about 50 per cent of success has been achieved in finishing off the IK Songbijit faction of National Democratic Front Bodoland (NDFB-IKS) despite arrest of around 150 cadres and over ground workers. Sources admitted that the top leaders of the outfit are still at large and they are believed to be in the neighbouring states or countries. Moreover, another area of concern is the weapons of the outfit. Though a substantial number of weapons have been recovered, majority of those are small arms as the hardcore members managed to hide the sophisticated weapons and are now moving around with small arms. “It is a fact that the forces managed to recover some sophisticated weapons like AK series rifles and M16 rifles, but majority of the weapons recovered are small arms”, sources said. On reports that some militants moved into Arunachal Pradesh, Army sources said that as per provisions of the Disturbed Areas Act, the Army can move into 20 kilometres inside the state and operations are going on in those areas. However, there is need for augmenting the capacity building of Police forces in Arunachal Pradesh. Further, Assam Sanmilita Mahasangha (ASM) on February 11 lambasted the wrong policies of the All Assam Students’ Union (AASU) and categorically stated that if names of those illegal Bangladesh origin citizens totaling seven million in number figure in the National Registrar of Citizens (NRC) as Indian citizens, then the identity of the Assamese people would be at stake, reports The Sentinel.

'During the past so many years more than six thousand of the camp-inmates have returned home but they suffer from lack of security and promised rehabilitation package has not been implemented properly' said an ‘office-bearer’ of the MBDPF. The Union Home Minister had promised to look into the matter and discuss the entire gamut of issues with the Mizoram Government and we promised to return home. 'We are worried about the deliberate absence of the Mizoram Chief Minister Lal Thanhawala from the talks with the union home minister to which he had been invited ;hopefully the Union Home Minister will mount adequate pressure on the Mizoram Government to resolve the repatriation tangle' said the MBDPF ‘office-bearer’. A delegation of Mizoram Bru Displaced Peoples Forum (MBDPF) had met the Union Home Minister Rajnath Singh at the Kanchanapur Dak Bungalow (North Tripura District) on February 14 and submitted a memorandum containing a ten-point charter of demands. The demands include liberal rehabilitation benefits for the Reang or Bru returnees, appropriate security against possible attacks from majority Mizos in future and a rise in the relief materials given to the inmates of the camps.

Sources stated that the senior ‘leaders’ of the IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS), who were in the State and masterminded the killing of Adivasis, had managed to escape the State following the intensive counter insurgency operations, reports Nagaland Post on February 15. The operations were launched following the massacre of over 70 Adivasis by the outfit on December 23, 2014. Security agencies involved in operations also stated that there was a need for a full-scale and well-coordinated operation in Bhutan to nab the senior ‘leaders’ of NDFB-IKS. Security sources according to inputs available revealed that around 25 militant of NDFB-IKS are now in Bhutan. However, they have not been able to set up camps in the neighbouring country as the security forces of that country are also keeping a close watch on the situation. A security source further stated that “As far as we know, the militants are moving around in Bhutan without carrying any weapons and they are taking shelter mostly in the villages inside the forests. That is why it is difficult for the security personnel of Bhutan to identify and nab them.

Replying to a calling attention motion in the Tripura assembly, State Revenue Minister Badal Chowdhury said 35,326 people from 6,800 families of the Reang community had fled their ancestral home since October 1997 and Tripura government sheltered them on humanitarian grounds. He also said that State Chief Minister alerted the Prime Minister repeatedly but only 5,294 Reangs from 1,030 families could be sent back since May 2010 to Mizoram. At present 31,223 Reangs of 5,286 families are sheltered in evacuee camps in Kanchanpur of North Tripura district.

NIA sources said JMB is spreading across the region with funding from Inter Services Intelligence (ISI). A source stated that "Top Muslim United Liberation Tigers of Assam (MULTA) ‘leader’ Abdur Rahman, who had fled Assam, was traced to Karachi. The ISI helped him to flee the country as they wanted Rahman to command operations in the region from there without any risk”. The source also added that MULTA and the ISI have been working together to create disturbance in the region. "Rahman was once caught from the Chapori area in Dhubri district in 2009. But he managed to escape. Pakistan appears to be intentionally propping up MULTA so that fundamentalist forces here can be aided. A massive combing operation in the area was launched based on leads received from the militants arrested on February 15, resulting in the arrest. Mizo Zirlai Pawl (MZP) or the Mizo Students Federation said Brus lodged in Tripura camps were not refugees and could never be compared to the Kashmiri Pundits. MZP president Lalhmachhuana stated that “We have documentary evidence that they left Mizoram and migrated en masse to Tripura to fulfil the political aspirations of the community and that those who refused to leave Mizoram in the later part of 1997 were given stern warning by Bru leaders,” . Earlier, Bru evacuees living in Tripura on February 14 handed over a 10-point charter of demands to Union Home Minister Rajnath Singh and one of the demands was Kashmiri Pundit-like status to them. The president of the central committee of Young Mizo Association (YMA), the largest organisation of the Mizos, Lalbiakzuala, stated that a panel has been set up to study the demands of the Brus. He also added that YMA never had any objection to the return of Brus from Tripura, however only those whose names were enrolled in the 1995 Mizoram voters’ lists and their descendants would be allowed. There are over 31,000 Brus in six camps in Kanchanpur sub-division of North Tripura District.

E-pao reports that five militant leaders of Karbi Peoples Liberation Tigers (KPLT) were arrested on February 17 from Lacheng area in Hamren Sub Division in Karbi Anglong District by a joint team of Police and Army. The militants were arrested after a brief fire fight. With this arrest the entire top leadership of KPLT has been arrested. In the last three days 15 KPLT militants have been arrested. Following the report of a bomb planted at the extreme west corner of the Luxmi Bazaar, and also the entrance point of Masjid road, near the area occupied by beetle leaves dealers, a team of city police rushed to the area and detected an IED, fixed to a mortar shell. Police team tried to retrieve the bomb, when the bomb exploded. The injured Police men have been identified as Assistant Sub Inspector Yumnam Sunil, Constable Salam Dineswor, constable Taj-uddin and Constable Rajesh. The injured civilians have been identified as one K Pakpi, Khundrakpam Homeswari and Yambem Norkey. Chief Minister Okram Ibobi Singh condemned the incident terming it as an act of cowards. He also ruled out any security lapses. The Hindu further adds that migrants, who sell betel leaves, were the possible targets of the blast.

The decision to extend the ceasefire, which was earlier for an indefinite period, was taken at a joint monitoring committee (JMC) meeting held at Dispur on February 20, in which Sambhu Singh, Joint Secretary, Union Ministry of Home Affairs, North-east, Assam Government’s Additional Chief Secretary MGVK Bhanu and the State Home Department’s top officials were present. After the meeting, Ranjan Daimary told reporters that the talks between the government and the NDFB-RD were moving in the right direction. Efforts are being made to fast track the talks process, Daimary added. Meanwhile, Kuki and Adivasi militant group, the Kuki Revolutionary Army (KRA), the Adivasi Cobra Militants of Assam (ACMA), the Adivasi People’s Army (APM), the Birsa Commando Force (BCF), the All Adivasi National Liberation Army (AANLA) and the United Kukigam Defence Army (UKDA), which also took part in the JMC meeting, raised their respective demands. The Adivasi outfits demanded ST status for the Adivasi people living in the State while the Kuki outfit again raised their demand for a Kuki Regional Council in Karbi Anglong district. APM ‘chairman’ Bijoy Sing Lokra, after the meeting, said, “We are hopeful that our demands will be considered by the Central government.” KRA ‘joint secretary’ J Hangsing said, “Our main demand is the formation of the Kuki Regional Council for the greater interests of Kuki people.”

KCCI further appealed to all the ‘groups’ to understand their plight and abstain from collection of any form of ‘taxes’ from the business community. “Any forceful collection under threat and intimidation shall be considered as extortion,” it stated. Meanwhile, Naga Students’ Federation (NSF) ‘president’ Tongpang Ozukum described the issue of Illegal Bangladeshi Immigrants (IBI) was “very serious” that called on every Naga to feel likewise, reports Nagaland Post. He said as part of its efforts, NSF has planned to tour various districts phase-wise to sensitize the people about the threat posed by the IBIs. Government of India (GoI) has closed its doors for talks with any more militant outfits and the ongoing process of talks with militant groups, which have already signed cease-fire pacts to solve their problems through discussions, will be expedited so that those are taken to a logical conclusion as soon as possible, reports Nagaland Post on February 26.Highly placed sources in Union Ministry of Home Affairs (UMHA) made it clear that the Government was not keen on starting talks with any more militant outfit as enough opportunity was given to them to shun violence and solve their problems through discussions. It was also asserted by sources that no more effort would be made to bring the Independent faction of United Liberation Front of Asom (ULFA-I) to the negotiation table. Also, Union minister of state for Home Affairs Kiren Rijiju in a written reply in Rajya Sabha (lower house of Indian Parliament) on February 26, stated that GoI had been implementing a scheme for surrender-cum-rehabilitation of militants of North East region, since 1998, reports Nagaland Post. He said under the scheme, one time grant of INR 150000 and monthly stipend of INR 3500 are given to surrendered militants, and in case of Manipur, he said one time grant of INR 250000 and monthly stipend of INR 4000 per militant was given under a special surrender-cum-rehabilitation scheme formulated in 2012. He also added that INR 155.5 million was released to North Eastern States payment of stipend to surrendered militants.

Also, The Telegraph on February 27 reports that the State Home Department is holding an internal inquiry to know if lapses on part of Police led to the recent bomb blasts. Home Minister Gaikhangam said in the State Assembly that “We are inquiring into the incidents and trying to find lapses on part of police and also to see if there is any black sheep that indulged in unwanted activities among the state force members”. The minister also stated that militants were using drug addicts and poor women to plant bombs as they cannot carry out the task themselves because of intense pressure by security agencies. The Minister sought support and co-operation from the public and citizens organisations in the Police's efforts to check planting of bombs. He said the Police were taking help from the Assam Rifles (AR) in intelligence gathering.

Centre has sought a detailed report from the State Government over the reports of encroachment on the reserve forests posing a threat to the law and order situation in the State, reports The Assam Tribune on March 1. The Centre has also expressed concern over the encroachment on the tribal belts and blocks in the State. It may be mentioned here that the Government of India became concerned over the encroachment on the reserved forests after the killing of more than 69 persons on December 23, 2014. Security sources admitted that the most of the killings took place in the notified forest areas, while the militants involved in the attacks also took shelter in the forests that are now under encroachment. Interestingly, the Government is not in a position to construct permanent Police Stations or roads in the areas notified as reserved forests and the militants are taking full advantage of the situation to take shelter among the encroachers.
