Mizoram Bru Displaced People’s Forum (MBDPF), the apex body of Bru refugees lodged in six relief camps in Tripura has recently submitted a memorandum to Indian Prime Minister and Union Home Minister on February 3, reports The Assam Tribune. The memorandum stated that refugees had not received cash assistance from the Government since 2017. The MBDPF also made several demands including allotment of minimum five acres to each family after repatriation to Mizoram and enhancement of rehabilitation and resettlement package.

The arrested militants have been identified as ‘major’ Ngijong Mungrey and ‘private’ Jongsham Chena Northeast Today further adds that both were involved in extortion cases and other criminal activities in the area. National Investigation Agency (NIA) has charge sheeted the ‘military chief’ and ‘deputy chief’ of NDFB-S G Bidai alias Bishnu and M Batha alias Binod, in connection to the killing of five Adivasi (migrants from Central India) villagers at Pakriguri in Kokrajhar District in December 2014, reports Times of India on February 5. The NIA had earlier filed charge sheets against a total of 14 persons in the case. Additionally, 80 companies of the Central Armed Police Forces (CAPF) presently deputed in Tripura will add to the security apparatus in the Meghalaya process of electioneering by the third week of February, reports The Sentinel. Manipur was followed by Assam which recorded six civilian and three SFs, then by Nagaland with three civilian and one SF, Arunachal with three civilians and Meghalaya with two civilians. According to Union Ministry of Home Affairs (UMHA) data, insurgency incidents declining by 63 per cent in northeast as compared to 2014 and 36 per cent compared to 2016 as the year 2017 witnessed the lowest number of insurgency related incidents since 1997. There were 824 insurgency related incidents in 2014, 574 incidents in 2015, 484 in 2016, 308 in 2017. Civilian casualties has also recorded a decrease by 83 percent, from 212 in 2014 to 37 in 2017 while casualty rate of SFs declined by 40 percent, from 20 in 2014 to 12 in 2017.

The Hmar Peoples Convention-Democratic (HPC-D) leaders on February 10 expressed optimism that political-level talks with the Mizoram government next month would yield a solution to the Hmar problem, reports Morung Express. The militant leaders, based in Manipur, said that they were yet to decide on the members of the delegation while confirming that the ‘working president’ of the insurgent group, Lalthalien Hmar, would be in the delegation and would continue to be the spokesperson. The first round of political level talks is scheduled for March 5 in Aizawl. The talks, initially proposed to be held before Christmas last year, got delayed as Mizoram Chief Minister Lal Thanhawala constituted a three-member committee of legislators to examine the draft legislation on the formation of Sinlung Hills Council. The talks held in August 2016 and September 2017 mainly revolved around giving more autonomy to the existing Sinlung Hills Development Council.

The CM informed the Union Home Minister that Mizoram could face a security threat owing to the entry of refugees from Myanmar. CM also asked the Home Minister to deploy more security personnel along the border with Myanmar to avoid any untoward incident. Mizoram saw an influx of over 1,400 refugees from Chin state in Myanmar, who are taking shelter at Hmawngbuchhuah village in Lawngtlai district. The displaced people fled their country following a crackdown launched by Myanmar army on Arakan Army militants. Although some families have returned to their villages, over 1,000 people are reluctant to return to Myanmar fearing the armed struggle between the Myanmar army and militants may begin again.

Chief Minister (CM) of Manipur Biren Singh on February 13 announced that a new and ‘attractive’ surrender and rehabilitation policy for militants in the state would be in place in a couple of months, reports The Telegraph. The CM stated that ‘the Centre is examining a proposal sent by the state government and the new revised comprehensive policy is likely to be implemented by April this year’. Following a cabinet decision taken in May 2017, state Government proposed to hike the monthly stipend of surrendered insurgents from INR 4,000 to INR 8,000 for three years. Of the INR 8,000, INR 2,000 will be counted as ration money. Additionally, one-time financial grant provided by the government to surrendered militants will be increased from INR 2, 50,000 to INR 4,00,000. Earlier Minister for State for Home Affairs Kiren Rijiju stated that GoI has revised stipend amount and fixed deposit for the surrendered militants in Northeast.

According to the report, the seven states in the northeast registered 308 militancy-related cases last year, down from 484 in 2016. The trend has been a downward one. In 2015, there were 574 insurgency-related cases reported while the year before that registered a staggering 824 such incidents. Manipur, with 167 cases reported last year, was found to be the most disturbed state, primarily owing to the activities of Coordination Committee (CorCom), a conglomeration of six Manipur-based militant outfits. The resurgence of Independent faction of United Liberation Front of Asom (ULFA-I) and Saoraigwra faction of National Democratic Front of Bodoland (NDFB-S) caused more disruptions in Arunachal, which registered the second highest militant activity with 61 incidents, than in Assam, which reported 33. Meghalaya and Nagaland registered 28 and 19 militancy-related incident last year.

An ex-Garo National Liberation Army (GNLA) ‘commander’ identified as Nikam Ch Momin alias Baichung, a Security Personnel identified as Sameer Hassan and a Class 12 students were among those who were killed. Three people were also wounded in the incident. Police suspects GNLA was behind the killing. Banned Indian currency notes in denominations of INR 500 and INR 1,000 were also recovered from their possession. The recovery included 16 FICNs of denomination INR 1,000 and 3 FICNs of denomination INR 500, said an unnamed official of Darrang Police. Another member of the racket identified as Nurul Hussain had facilitated both—Kajol and Chandan to print the FICN at his residence. At present, Nurul Hussain is absconding. An ‘agent’ had been offered INR 40,000 to INR 60,000 for FICNs worth a lakh. The Anup Chetia led organization had recently said that those who resided in Assam before the Yandabu Treaty of February 24, 1826 (when Assam was annexed to the British Empire) were indigenous people. Those who settled in the state thereafter and accepted Assamese culture as their own were accepted as Assamese but were not indigenous people. The statement said tea garden communities who were brought from Jharkhand, Odisha and Chhattisgarh by the British to work in tea gardens of Assam and accepted Assamese language and culture as their own were also Assamese but they could not be considered as indigenous people. The earlier scheduled date was March 5. R. Lalzirliana said the proposed peace talks, led by H. Zosangbera, was deferred to March 7 as some of the HPC-D and Government delegates were not ready for it owing to personal obligations. He said the talks will be held at the state guest house in Aizawl. Former labor minister Lalrinmawia Ralte, who was recently appointed political adviser to the Chief Minister, along with Mizoram Law Commission chairman and Member of Legislative Assembly (MLA) John Siamkunga, will head the state government delegation, while HPC-D delegation would be headed by HPC-D ‘working chairman’ Lalthanglien. The talks mainly revolved around strengthening the existing Sinlung Hills Development Council (SHDC). The physical verification of the militants was carried out recently by police and Assam Rifles (AR) officials at Riflemara in Hailakandi District. A senior Police officer said the number of militants who will surrender is still under scrutiny. Earlier on August 2017, Inspector-General (IG) of Police Anurag Tankha held a meeting with leaders of the outfits at Ramnathpur in Hailakandi and finalized the surrender plan. The rehabilitation package will be decided after the preparation of the list. The militants insisted on a development package for Reang-dominated villages in Barak Valley by forming a Reang Autonomous Development Council their main criterion for surrender. Another demand was to reserve two Assembly seats for Brus (also known as Reangs). In the proposed council, 40,000 Reang people will be covered and 60 villages from Hailakandi and 17 villages each from Karimganj and Cachar Districts will be included. The leaders of both outfits have sent their demands to the state home department and held discussions with government officials in Guwahati in September last year and February 11.

Northeast Today on February 22 reports that information has emerged that Sohan d Shira of Garo National Liberation Army (GNLA) is planning an Improvised Explosive Device (IED) attack at on Siju-Baghmara road in South Garo Hills and Nengkhrah – Williamnagar road in East Garo Hills. According to a surrendered GNLA militant IED attacks have been planned at Siju-Baghmara road and Nengkhrah – Williamnagar road before the Assembly elections. It has been reported that at present Shira has over 5 IED’s weighing around 35 kilograms and their main target are the security forces. However, Superintendent (SP) of East Garo Hills stated that there is no confirmation as to how much the information holds weight. He added that ‘We are not taking any chances and necessary actions are being initiated’. He also added that As of now we are not sure but combing operations of police along with the bomb squad is on to clear the area of any IED’s if found and we are sanitizing the area’.Additionally, Chief Electoral Officer (CEO), FR Kharkongor, stated that for the smooth conduct of elections, ten additional companies of Para military force will be posted in the Garo Hills Region along with the five companies of the state’s elite SF- 10 commandoes.

The Assam Tribune reports on February 23 that 106 companies of Central Armed Police Force (CAPF) have arrived in Meghalaya to assist the 21,574 poll personnel already in the State for the February 27 Assembly polls. Chief Election Officer (CEO), FR Kharkongor stated that out of these, 54 companies have been deployed in Garo Hills region, which has 24 constituencies. The rest are deployed in the Khasi Hills region for the 36 seats. The deployment would also consist of four companies of bomb disposal squad and an equal number of dog squad. According to sources, information was received about the probable location of GNLA militants group comprising of Sohan D Shira and Drishti somewhere near Dobu Anchengbok at Bilwatgre village in East Garo Hills. They also added that ‘It is confirmed that Drishti was there with Sohan when the encounter took place but whether he escaped or still in the area, this we don’t know as of now. Operation is still on in the area’. According to DGP ‘We have alerted the BSF and other paramilitary forces to keep a vigil along the international borders to intercept his movement in Garo Hills.

Police had launched an offensive against Shira after he was found to have been involved in killing of NCP (Nationalist Congress Party) candidate for Willimanagar, Jonathone N Sangma, at Samanda block in East Garo Hills Districts on February 18. Meghalaya Police said that Sohan was shot dead at around noon at Dobu A’chakpek during an encounter with the Garo Hills Police. Police sources also and stated that Shohan’s death is the end of militancy in Meghalaya.

A militant identified as Naorem Premkanta Singh who was involved in the 2015 Paralon ambush which killed 18 soldiers has revealed that the ambush party was in India for five days after the attack, before they crossed over to Myanmar on foot, reports The Sangai Express on February 26. The militants were inside India from June 2 to June 9. According to interrogation details, the attack was carried out jointly by Kangleipak Communist Party (KCP), Kanglei Yawol Kanna Lup (KYKL) and Khaplang faction of National Socialist Council of Nagaland (NSCN-K). He also revealed that the militants crossed over to India from Munnan village. He stated that ‘A party of 10 cadres was already waiting. We were asked to don our uniforms and were given weapons. Our leader, Tamba, asked us to follow him and we were not briefed here. We walked the whole night and took only 5-10 minutes of break after every one hour of walk. We rested on June 3 to avoid detection’. After the ambush they walked continuously from June 4 to 7, and on June 9 crossed back to Myanmar. Naorem Premkanta Singh was arrested in January by National Investigation Agency (NIA). Later on February 23, a militant Moirangthem Nimaichand Meitei from Bishupur was also arrested by the NIA in connection with the 2015 ambush.

Independent faction of United Liberation Front of Asom (ULFA-I) expressed its condolences regarding the death of Garo National Liberation Army (GNLA), ‘commander- in-chief’ Sohan D Shira, reports The Shillong Times on February 26. Additionally, Paresh Baruah also refuted rumours circulating on social media that Drishti Rajkhowa of ULFA-I has been made new chief of GNLA, reports Northeast Today on February 26. The ULFA-I ‘chief’ stated that ‘ULFA ‘constitution’ does not allow this under as it does not recognize the Indian Constitution and according to reports suggest that it may be the exclusive reason for ULFA-I not supporting the plea of GNLA to make Drishti Rajkhowa (Manoj Rabha) its new ‘commander-in-chief’ after the death of Sohan D Shira. GNLA has been fighting for a separate Garoland state within the Indian Union while ULFA-I is fighting to secede from India. According to a social media post a meeting was held between GNLA cadres and Rajkhowa after the death of Sohan after which it was decided to appoint Rajkhowa as the ‘new commander in chief’. The decision was apparently taken by the five senior most cadres of the outfit. The post further stated that Rajkhowa has promised to bring in about 50 ULFA cadres to add firepower to the GNLA. The social media post was posted by a Facebook user identified as Gongbin Marak. The handle has been used by multiple users including Sohan D Shira.

Meghalaya Director General of Police (DGP) S.B Singh stated on February 25 that regrouping of Garo National Liberation Army (GNLA) cannot be ruled out since Drishti Rajkhowa of Independent faction of United Liberation Front of Asom (ULFA-I) is assisting them, reports The Shillong Times. According to DGP senior cadres like Wallam, Nevak and Rahul can resurrect GNLA. ULFA-I and GNLA have coordination in carrying out violent activities in Garo Hills and the former has been assisting the GNLA to plant Improvised Explosive Devices (IEDs) aimed Security Forces (SFs). The DGP also stated that the next target for the SFs was Drishti Rajkhowa, who is the ‘second in command’ of ULFA-I. Rajkhowa had been a close aide of the slain GNLA chief, providing safe havens in Bangladesh for GNLA cadres and is also involved in training and supply of arms. Moreover, Rajkhowa may make an attempt to regroup the GNLA or flee to Bangladesh. The two outfits operated in tandem across Garo Hills and in parts of Khasi Hills.
