A Press Trust of India report of January 1 quoting the Ministry of External Affairs spokesperson Navtej Sarna said that China has assured India that it will closely monitor the situation on its border with Bhutan and not allow Indian terrorists to use its territory for operations against India. The Chinese response came after New Delhi drew the attention of its Embassy in New Delhi to media reports about a letter addressed to the Chinese Government by the United Liberation Front of Asom (ULFA) requesting for safe passage through its territory for members of terrorist groups seeking to escape the mopping up operations being carried out against them by the Royal Bhutan Army.

In the first incident, a team of Tripura State Rifles (TSR) personnel and the State police raided the Jamircherra area under Manu police station jurisdiction in the Dhalai district and during the ensuing encounter one NLFT cadre was killed. Army Chief General N C Vij, during his three-day visit to the Northeast, stated in Guwahati on January 2 that during the recent military operations in Bhutan, nearly 650 terrorists had been neutralized. The Army Chief said, "We had estimated between 1,200 to 1,500 militants in Bhutan prior to the operations, although the Bhutanese Government had mentioned a higher figure." According to him, "the remaining militants were now scattered in isolated groups in Bhutan, and the Royal Bhutan Army (RBA) had already commenced mopping up operations." He also said that "Joint exercises with the Myanmar Army against militants based in that country are likely in the near future, and we might come to that stage eventually." He however, added that "joint operations with Bangladesh had not been considered as of now."

The strategy includes special protection for public sector undertakings such as the Oil and Natural Gas Commission (ONGC), Gas Authority of India Limited (GAIL) and the Bharat Sanchar Nigam Limited (BSNL). Besides, the Railways and its construction projects along with all vital installations in the State would be provided with adequate security. A zonal policing system has also been introduced for instant action against terrorists primarily in the remote areas.

According to a media report, the Assam Rifles (AR) posted in Tripura has denied allegations that one of its officials had links with the proscribed National Liberation Front of Tripura (NLFT) and that he had facilitated the transfer of arms and ammunition to the terrorists. The AR while issuing a clarification in this regard on January 30 said that the Union Ministry of Home Affairs had neither ordered any probe nor did it direct an investigation into the alleged nexus of the official with the NLFT. The release said, "No such relation between the paramilitary forces and outlawed NLFT is revealed so far. The Assam Rifles is performing its duties properly and achieving significant success in the counter insurgency operation."
