The terrorists were arrested on different occasions during the last two years and were involved in several cases including murder, arson and abduction. The terrorists also injured four jail wardens while escaping. Security forces have launched a massive manhunt in the Amarpur area to nab the terrorists.

On July 1, the State Cabinet opposed the extension of area of cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to the State and urged the Union government to immediately withdraw it to ‘save the region from further balkanization’. The cabinet adopted four resolutions in this regard. It stated that ‘Arunachal Pradesh was never a party in the Naga peace process and the question of extension of the cease-fire to its territory does not arise’. In addition the cabinet said there should be no NSCN-IM camps in the State and urged the centre not to allow setting up of any designated camps by the outfit.

They included seven terrorists of the Federal Government of Nagaland (FGN), six terrorists of the Isak-Muivah faction (NSCN-IM) and four terrorists of the Khaplang faction (NSCN-K). 16 weapons, including two AK 56 rifles, three carbines, 1 M-21, one 762 SLR, two pistols, two 303 rifles, two grenades and large number of ammunition were also deposited.

According to media reports on July 4, the Bangladesh Rifles (BDR), in a major crackdown on the camps of the terrorists of Indian northeast last week in Chittagong Hill Tracts (CHT), arrested 17 terrorists belonging to two major outfits of Tripura. While 11 terrorists were arrested from one of their temporary camps at Ali Kadam area under Khagra Chari district on June 30, six others were arrested later from the adjoining areas. In addition three Bangladeshi collaborators of the terrorists were also arrested. The terrorists are yet to be identified.

In addition, the outfit has also agreed to reduce the strength of its cadres in the remaining five camps. The agreement was reached in Thimphu following negotiations in June between a government delegation led by Home Minister Lyonpo Thinley Gyamtsho and the ULFA leadership represented by finance secretary Chitraban Hazarika and adviser Bishnujyoti Buragohain. The government and the ULFA are scheduled to meet again to deliberate on the remaining camps in Bhutan. The National Democratic Front of Bodoland (NDFB), on the other hand, expressed its inability to commit a deadline for dismantling its camps in Bhutan.

On July 30, the United Naga Council (UNC) and the Naga Youth Front (NYF) had called a 72-hour bandh (total shutdown) to protest against the Union government's decision to limit the cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Nagaland. Also, a 66-hour bandh was called by the Manipur Students Federation (MSF) in the Naga-dominated hill districts of Manipur to protest against the Union government's alleged move to divide hill and valley people in Manipur. As a result of these bandhs, normal life was affected in Ukhrul, Senapati and Tamenglong districts. Also, vehicular traffic between Manipur and other North Eastern States was adversely affected. However, official sources said transport services, escorted by security personnel, operated between Imphal and some parts of the hill districts. Besides, traffic between Imphal and the major hill town of Kangpokpi in Senapati district operated normally. Civil life was unaffected in Kangpokpi, Pallel and the border town of Moreh.

The Naga Youth Front has called for a bandh (total shut down) in protest against the decision of the Union government to limit its cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Nagaland. Its earlier decision was to extend the cease-fire to all Naga-inhabited areas of the North East, which has since been revoked. The bandh call is restricted to the four hill districts of Manipur—Ukhrul, Senapati, Tamenglong and Chandel. There is a large Naga population in these parts of Manipur where the NSCN-IM wanted its cease-fire with security forces expanded. Security forces are on red alert in these four hill districts. The United Naga Council (UNC) had already given a similar call. According to police sources, normal life has come to a halt in these four hill districts of Manipur as a result of the strike. Also, road communication between Imphal and the rest of the country has been cut off.

He asked the people not to be misled by the present illusive and flexible deal between the Union government and the NSCN-Isak-Muivah (NSCN-IM). He alleged that the NSCN-IM was trying to eliminate the NSCN-K and the Naga National Council (NNC). He accused the NSCN-IM of double standards, because it intended to enter into a cease-fire with the Union government while rejecting the same initiated by other factions of the Nagas to pave ways for unification.
