According to a media report of July 1, the United Liberation Front of Asom (ULFA) has denounced the Assam government's bid to invite National oil companies of India to explore oil in the State as exploitation of State's resources. Freedom, the mouthpiece of the outfit, reportedly termed the State government's act as selling-out State property to satisfy their Delhi masters. Besides, ULFA, once again, reportedly declined to avail safe-passage offered by the government.

According to a media report, the United Liberation Front of Asom (ULFA) has directed Assamese students to launch an anti-Hindi campaign. The ULFA in a message through its mouthpiece Swadhinta (Freedom) has also imposed a ‘ban’ on the screening of Hindi films. "Why doesn’t the student community of Assam call for total eradication of Hindi culture from the State ? What is the stumbling block to ask for Hindi films to quit Assam...?" said Freedom in its latest edition. It further said "The Hindi invasion has already contaminated the distinguished base of Assam’s unique cultural identity." ULFA has reportedly called for such a ban on Hindi films for the first time.

According to media reports, National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) terrorists installed a new ‘underground government’ with six cabinet ‘Kilonsers’ (Ministers) and 25 Deputy Kilonsers at a function at Dimapur on July 1. On the occasion, the NSCN-IM leaders stressed on the need to strengthen the current Naga peace process by bringing about understanding and reconciliation among different underground groups. AK Lungalang, the newly appointed "Kilo Kilonser" (Home Minister) said the NSCN-IM would explore all possibilities to spread awareness to strengthen the on-going peace process and that it was fully committed to forging unity and reconciliation within the "parameters of national principles". The seven-member Steering Committee was also expanded to 10 while an NSCN-IM Parliament was newly formed with 20 members. Former armed wing chief VS Atem is the Convenor of the Steering Committee. The organisation in 2001 had declared "a state of emergency" and dissolved the "underground government" following violence and anti-cease-fire protests in Manipur and handed over the responsibility of the organisation to a seven-member Steering Committee, the highest policy-making body of the outfit.

According to media reports, the Garo National Council (GNC) has demanded the creation of a separate Garo State. Moving a resolution in the Meghalaya Legislative Assembly on June 1, GNC MLA Clifford R Marak referred to the difficulties being faced in the Garo Hills due to lack of communication facilities, increasing unemployment and worsening socio-economic conditions. Mr Marak also complained that government job opportunities for non-tribals were almost nil in the three districts of the Garo Hills.

According to a media report of July 2, a National Liberation Front of Tripura- Nayanbasi (NLFT-N) leader Haridhan Debabarma alias David Borok has confessed to West Agartala police that a human rights activist in the State played a crucial role in the formation of the NLFT. Without divulging name of the activist, the report also said the activist also paid several visits to NLFT camps in Bangladesh. According to a media report of July 2, the Debts Recovery Tribunal in Guwahati has directed the Reserve Bank of India to deduct an amount of Rs 14,54,516 from the principal deposit account of Assam government. The directive is meant to recover the loan granted to a travel company, Lahiri Travels that defaulted the amount. It was under the surrender and rehabilitation package of the then Hiteshwar Saikia government in 1992 that four Surrendered United Liberation Front of Asom (SULFA) members were extended the facility to set up the travel agency in Bongaigaon district. After the notices sent by the concerned bank, the State Bank of India (SBI), to Assam government and the defaulters for repayment of loan did not come through, the Bank appealed to the Tribunal. The Assam government guarantees any such loan taken under the scheme.

Talking to the media, Mulatonu, however, added the peace talks could be held only after all arrangements for establishment of the Cease-fire Supervisory Board Office, designated camps and implementation of ground rules were completed. Mulatoni also criticised the rival National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) for creating obstacles in the search for a place for the Cease-fire Supervisory Board Office at Dimapur. He further urged the Union Government to direct the State administration to find a location for the office, failing which it would resort to force leading to bloodshed. Mulatoni also said that talks with the Cease-fire Monitoring Group were on to locate the designated camps throughout the State to facilitate safe shelters for its members. Though the NSCN-K was in no hurry to hold talks with the Union government, he said the outfit would resume talks with the public to find out the modalities and basis of dialogue with the Union government, which should begin immediately after completion of preliminary talks.

The Manipur Chief Minister Okram Ibobi Singh said that the government was seriously considering an offer of general amnesty to terrorists, to facilitate meaningful political dialogues and solve the insurgency problem in the State. Stating that his Cabinet had already discussed the feasibility of inviting the terrorists to the negotiating table, the CM who was speaking in the State Assembly on July 6 said that a team has already been constituted to send feelers to the terrorist organisations. The CM also announced that a committee had been formed to work on the possibility of granting amnesty to all surrendered terrorists. Of the 110 surrendered terrorists, 88 persons are presently residing at the State Government Barrack.

Talking to media persons, the Home Minister, however, noted that the police was doing a good job in containing terrorist activity in the State and said the ANVC was at its weakest, as at least four of its main leaders and many others had surrendered. According to a media report of July 8, the Tripura-based proscribed terrorist outfit set the pre-conditions through a message published in the February 2002-issue of its mouthpiece Yok. The report further said, the statement, the first of its kind, was in response to the talks-offer by the State. The NLFT in its message also said it favoured a 'political solution'. However, the outfit clearly stated its unwillingness to negotiate within the framework of the Indian Constitution. The message read, "The Government of India has always insisted that it (the talks) has to be within the framework of Indian Constitution and the condition of sovereignty unnegotiable." Raju Baruah, the ULFA 'deputy commander-in-chief' is reportedly supervising activities of this joint team of the outfits. Firstly, it was decided that the ongoing cease-fire between NSCN-IM and Union Government would be extended for another year beginning from August 1, 2002. Secondly, it was decided that peace talks would continue in an accommodative manner recognising the unique history of the Nagas and efforts would be made to arrive at a honourable solution. Announcing the decision in a statement on July 14, the NSCN-K said it would issue the TRP through its network to ‘Miyas’ (a Naga term for Bangladeshi migrants) for a year, which, however, could be renewed. Stating that the entry of Miyas would be restricted to 2,500 per district it urged landowners not to employ more than one ‘Miya’ for temporary cultivation. The NSCN-K said the decision was taken since the Inner Line Regulation Act that regulates the inflow of non-Nagas into the State is ineffective.

The incident occurred when NDFB terrorists attacked thatched houses of the Adivasis staying in the West Maligaon forest village relief camps. Accusing Muivah of betraying the cause of the Nagas and accepting the Indian Constitution, the NSCN-K statement, on July 17, queried if the term ‘accommodative’ used in the joint statement meant that Muivah would be made either the Chief Minister (CM) or a Member of Parliament. Stating that the Nagas would never allow Muivah ‘to set foot on Naga soil’, the statement warned the Naga Hoho and other non-governmental organisations (NGOs) against supporting the NSCN-IM in the ongoing talks with the Union government.

According to media reports of July 18, Power Minister Phungzathang Tonsing, while responding on behalf of the Chief Minister, assured the House that complaints would be enquired into and action taken if found necessary. Reports further added that several women’s organisations and clubs, during a meeting with AR personnel, appealed to them to desist from committing torture and staging fake encounters, even as they urged the AR make arrests only after securing warrants for the same. Assam Rifles officer Murti Singh reportedly assured them that the security forces would furnish the necessary details at the time of arrests. Media reports of July 18, quoting the Amsterdam-based Naga International Support Centre (NISC), said Muivah praised the Indian leadership for the right steps taken, and added that despite long delays, the agreement was broad-based and a suitable launching pad "for a more realistic start". The AASU adviser, Samujjal Bhattacharyya talking to the media informed that during the meeting with the State government representatives and officials of the security forces, which was presided over by the Home Commissioner, B K Gohain, they were informed that the process of joint patrolling by Border Security Force (BSF) and the Assam Police had commenced in the Karimganj sector. The Minister in his written reply to a question in the Lok Sabha (Lower House of Parliament), on July 17, had alleged that the NSCN-IM was one of the terrorist organisations from India that had created established new bases in various countries. According to police sources, demands for extortion range from Rs 500,000 to Rs 1.5 million to various tea gardens depending on the volume of business. The report also said the tea-growers have admitted payment of approximately 20 billion rupees to various terrorist outfits as ransom in the past. The amount was paid on various occasions to secure the release of abducted executives. More than 20 planters have also been killed and 50 other executives kidnapped for ransom in Assam terrorist outfits during the past decade.

Following a complaint filed by relatives of surrendered terrorists, the MHRC directed the Sate government to either set-up a rehabilitation camp with boarding and training facilities for the surrendered terrorists within the State or arrange a suitable institution outside Manipur. In case of failure, the Commission advised the government to provide suitable employment or pay Rs. 2 lakhs each to the 17 surrendered terrorists. He, however, reiterated the government’s willingness to hold talks with both the terrorist groups––Achik National Volunteer Council (ANVC) and the Hynniewtrep National Liberation Council (HNLC), and blamed the terrorists for their lack of co-operation despite the efforts by Church leaders. A joint group of the Central Industrial Security Force (CISF) and Tripura State Rifles (TSR) was escorting Oil and Natural Gas Corporation (ONGC) field staff to the Gabordi drill site situated in the same district, when the incident occurred. The terrorists opened indiscriminate fire on the convoy. Six security force (SF) personnel and civilian driver were killed in the attack. The terrorists also looted two Self-Loading Rifles (SLRs). One of the terrorists was also killed in SFs’ retaliatory firing. Other terrorists, whose number remains unascertained, reportedly managed to escape. A media report of July 28, quoting UPDS general secretary Haren Singh Bey, said they are similar to the truce terms between the government and the Bodo Liberation Tiger (BLT). Haren Bey was also quoted as saying that a majority of Karbi people favoured talks and believed that the Karbi issue can be resolved 'within the framework of the Indian Constitution'. The truce terms include a cease-fire monitoring committee comprising representatives of the UPDS, Assam State government and the Union government. Resettlement of UPDS cadres is also part of the agreement. Half the cadres would be resettled in Diphu, headquarters of Karbi Anglong district, while the rest would stay at other designated camps in the district.

According to media reports of July 31, Nagaland Chief Minister S C Jamir has asked the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) not to meddle in the State’s politics, but advised it to instead concentrate on the ongoing peace process in order to amicably settle the Naga issue. He was responding to a criticism by the steering committee of the NSCN-IM accusing the State government of obstructing smooth progress of the peace process.

Minister of State for Home I D Swami said there were reports of continued abetting of Northeast terrorist outfits by Pakistan’s external intelligence agency, Inter Services Intelligence (ISI). The ISI even now allegedly makes available arms and ammunition from abroad to these outfits, he alleged. The ISI has also allegedly set up bases in Srihatta, Milanpani, Dinajpur, Rangapur and Chattagram and at other places in Bangladesh for encouraging subversive activities against India. However, he did not link intensified ISI-activities to the change of government in Bangladesh. Khalida Zia's Bangladeshi National Party (BNP) that ascended to power after the October 2001-elections is alleged to be pro-Pakistan.
