According to a media report on July 1, Indian terrorists outfits operating from Bhutan have not responded to the June 30 deadline set by the Government there to vacate its territory. The United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB), active in Assam and the Kamtapur Liberation Organisation (KLO), active in parts of Assam and West Bengal, were asked by the Bhutan Government to remove their camps located in the jungles of southern Bhutan by the said deadline. The Government there, however, has reportedly said that efforts were on to resolve the matter peacefully. While speaking to a Guwahati-based journalist from the capital Thimphu on July 1, Bhutan’s Foreign Secretary, Ugyen Tshering reportedly said, "We are committed to a peaceful resolution of the problem, and have not shut our doors to anything which can ensure that. But, the response from the ULFA and NDFB rebels have been less than encouraging." However, he added, "We want their immediate withdrawal, but we never set any deadline for the withdrawal process."

According to a media report, on July 1, Bhutan has indicated that the Indian terrorist groups ULFA, National Democratic Front of Bodoland (NDFB) and Kamtapur Liberation Organisation (KLO) operating from there would have to face a ‘military action’ if they do not remove their camps from its southern region. An unnamed Bhutanese official was quoted as saying, "If they (militants) refuse to leave through the process of peaceful dialogue, there will be no option but to use military force as directed by the National Assembly."

A media report on July 2 has indicated that the Biswamohan Debbarma faction of the proscribed Tripura group, National Liberation Front of Tripura (NLFT), may have split following ‘removal’ of the leader from the post of ‘president’ on an unspecified date in June 2003 on allegations of ‘corruption’ and ‘inefficiency’. Mantu Koloi was reportedly made the new leader of the faction that Debbarma was leading. Following this, Debbarma has possibly formed an ‘outfit’ of his own and has also set up two camps in Damcherra area in North Tripura district on Tripura’s border with Mizoram and Bangladesh, the report added.

The Hmar People’s Convention Democracy (HPC-D) terrorists allegedly drove them away from their settlements in these districts accusing them of supporting members of the Dimasa tribe. The refugees later took shelter in the Jaintia Hills district of Meghalaya. This was stated in the State Legislative Assembly by the Meghalaya Home Minister R G Lyngdoh on July 2.

On July 2, a ‘sergeant major’ of the National Socialist Council of Nagaland Isak Muivah (NSCN-IM), Moa Mumba, was killed during an encounter with the police in Shillong, capital city of Meghalaya. The encounter ensued after a police team intercepted his vehicle in which he was travelling with a woman companion. According to the police, the slain cadre had earlier killed a local businessman and also looted with Rupees 100,000 from a local petrol pump on July 1. Besides, he was also reportedly involved in other subversive activities, including illegal arms trade, abduction and extortion. A 9mm pistol was recovered from the incident site. According to media reports, police on July 3 confirmed that the truckload of ammunition seized in Bangladesh’s Bogra district on June 27 was being smuggled for the All Tripura Tiger Force (ATTF) terrorists in the Northeastern Indian State of Tripura. The terrorists reportedly intended to send the contraband to the Chittagong Hill Tracts (CHT) area first and had plans to smuggle it further across the border into Tripura. The report further said that the outfit had sent the cache from its Satcherri headquarters in Habiganj district of Bangladesh, just across the West Tripura district. While 62,100 rounds of ammunition of Chinese rifles and 115 kg of high-power explosives were recovered on June 27, the Bogra police also recovered approximately 37,000 more rounds of ammunition and another 60 kilograms of explosives from different places in the same district in subsequent searches. Bangladesh police later arrested, among others, an ATTF terrorist Kishore Debbarma and his two associates, Jogesh Debbarma and Chitta Debbarma, from the Teliapara area of Habiganj district in this connection and also recovered an AK-47 rifle and a wireless set from Jogesh Debbarma’s residence.

During a conversation from Itanagar over telephone on July 8 to a journalist in Guwahati, Assam he said, "The Centre (Union Government) is simply letting the Naga rebels roam about freely in Tirap and Changlang districts of Arunachal Pradesh although after the ceasefire, cadres of the NSCN-IM (National Socialist Council of Nagaland-Isak Muivah) and others are supposed to be confined to their designated camps in Nagaland." He further said that an estimated 400 to 500 Naga terrorists, mostly NSCN-IM, and armed with sophisticated weapons are present in these two districts. He said, "Tirap and Changlang districts have been in the grip of rampant extortion, killings and kidnappings. My party’s (Congress) Tirap district vice-president too had been kidnapped". He also denied that he had received any communication from the Deputy Prime Minister L K Advani to probe into the alleged links of six of his cabinet Ministers to terrorists. However, he added, "But, why should the Centre make any such inquiry when trial of some of my own party MLAs is on in the state on just such charges. A security force personnel and a suspected Kanglei Yawol Kanna Lup (KYKL) terrorist were killed in an encounter that ensued during a rescue operation at Charangching Khunou in the Chandel district of Manipur on July 11. On specific information, a security force (SF) search party cordoned a hideout where the terrorists had held captive a businessman from Wabagai. However, the terrorists present inside opened indiscriminate fire killing a SF personnel. The SFs retaliated by firing back in which a terrorist was killed. The abducted businessman was rescued following the operation. While an AK-47 rifle was recovered from the slain terrorist, subsequent search of the hideout led to the recovery of three AK-47 magazines, two 12 bore single barrel guns, two magazines of Self Loading Rifles (SLR), 211 rounds of assorted ammunition, three hand grenades, 500 grams of explosive material and an Light Machine Gun (LMG) magazine box, among other things. Body of another person believed to be owner of the house where the terrorists were hiding was also recovered from the incident site. About eight to nine KYKL terrorists reportedly escaped under the cover of fire.

Cachar and North Cachar Hills districts are affected by inter-tribal clashes between the Dimasas and the Hmars since February 2003, and official sources believe that respective terrorist outfit of these tribes–Dima Halim Daogah (DHD) and Hmar People’s Convention–Democracy (HPC-D) are involved in these clashes. The district administration and paramilitary forces also informed the Minister about overall security status in the border areas of Assam with Bangladesh. According to Cachar’s Deputy Commissioner (DC) P K Das, there are 3,000 displaced persons, including 305 Bengali speaking population who were forced to flee from Manipur allegedly under threat from terrorists, putting in nine relief camps. Further, the Border Security Force (BSF) officials present at the meeting informed the Minister that 68 km of the total 128 km border in Cachar and Karimganj districts with Bangladesh had been fenced by barbed wire to check infiltration from across the border. The Minister is touring North-Eastern States to assess the security scenario in the region.

According to media reports of July 23, the 81st National Assembly of Bhutan has adopted a resolution requesting the Royal Government to make ‘the last attempt’ to persuade the Indian terrorist outfits to remove their camps from the jungles in Samdrup Jongkhar and its vicinity. The Assembly that concluded the discussion on July 14 decided that the United Liberation Front of Asom (ULFA), the National Democratic Front of Bodoland (NDFB) and the Kamtapur Liberation Organisation (KLO) would be allowed to close down their camps within this year ‘peacefully’. The Assembly also warned that the terrorists would face ‘military action’ if they fail to comply with the resolution. Earlier reports had indicated that the Bhutan Government had asked these groups to leave Bhutan by June 30, 2003 or to face military action. However, the Government there has decided to give them one more chance. According to Bhutanese authorities, the ULFA that is active in the Northeastern Indian State of Assam has eight camps in Bhutan, including its general headquarters and an estimated 1,560 of its cadres are present there. The NDFB that is also active in Assam has eight camps with about 740 cadres and the KLO, active in parts of West Bengal and Assam has three camps with approximately 430 cadres.

According to a media report of July 27, police in the Nalbari district of Assam have effectively been containing United Liberation Front of Asom (ULFA) activities, as the local people are forthcoming in providing information about their movement. District police chief Sarat Phukan while talking to a Guwahati-based daily on July 25 reportedly said, "We do not harass members of those families where ULFA militants forcibly take shelter if those families immediately inform us about the incidents. As a result of this new strategy, 90 per cent people of the district have been providing us clues about the movements of the militants." He further informed that response of the local youth towards ULFA’s bid to recruit them has been lukewarm. He also said that the outfit could have approximately 200 cadres in the district. He added that the police had information about the presence a group of approximately 12 ULFA cadres, including two women, divided in three groups under Subhash Sarma, Biju Chakravarty and Mazibur Rahman and the terrorists may indulge in subversive activities ahead of Independence Day on August 15.

Two of their security guards were killed and seven others injured during the subsequent encounter with the terrorists. While addressing a gathering on the 64th Raising Day of the Central Reserve Police Force (CRPF) in Agartala on July 27, he also said that the situation in the Northeast (NE) should be treated at par to that of the Jammu and Kashmir (J&K). He reportedly said, "The NE insurgents backed by ISI (Pakistan’s external intelligence agency, Inter Services Intelligence) and other foreign agencies are engaged in secessionism and it should be checked immediately.
