On July 1, a former National Socialist Council of Nagaland (NSCN) militant identified as Peirai Hau and his younger brother Keba Hau were arrested for their alleged role in supplying arms to Liberation of A’chik Matgrik Army (LAMA), reports The Shillong Times. They were arrested at Chandmari locality in West Garo Hills District. He initially was with Isak Muivah faction of NSCN (NSCN-IM) but later joined Khaplang faction of NSCN (NSCN-K) and later was ‘discharged’ from NSCN-K.

The ‘commander-in-chief’ of the United Liberation Front of Asom-Independent (ULFA-I), Paresh Baruah, claimed that all the constituents of United National Front of WESA (UNLFW)-[WESA- Western South East Asia], the newly formed platform of four rebel groups of the north-eastern region, have equal rights, reports The Assam Tribune on July 2. He also said that Manipur-based rebel groups would join the new platform within the next few months. The ULFA-I leader said that the six Manipur-based rebel groups, who formed the Coordination committee (CorCom), are morally bound with the new platform and they were part of the discussion process during its formation. But they have not formally joined the new platform and sought six months’ time to settle their own issues. Asked to elaborate, Baruah said that the Manipur-based rebel groups were supporting the formation of the new platform. He said that a few of the groups of Manipur had links with the Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM), which is holding talks with the Government of India. Apart from this issue, the Manipur-based groups had some other matters, which need to be settled before joining the platform. UNLFW consists of NSCN-Khaplang (NSCN-K), ULFA-I, Kamtapur Liberation Organisation (KLO) and IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS)

A combined team of Border Security Force (BSF) Lunglei and Preventive Custom of Aizawl seized Fake Indian Currency Notes (FICNs) worth INR 0.97 million in denomination of INR 1000 at Falkland in Aizawl on July 2, reports The Sangai Express. An individual identified as Lalramchuana was also arrested. A BSF statement said that this was the biggest seizure so far not only in Mizoram, but the whole of Northeast India.

Arrested militants of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) revealed to interrogators that plans to attack Indian forces had been building up since February 2015, reports The Times of India on July 5. They revealed that the decision to end the ceasefire was taken under pressure from Khaplang's ‘military advisor’ Nikki Sumi and other members from Myanmar. A meeting held in Taga (Myanmar) had pressed for it in November 2014. The announcement was, however, delayed as Khaplang wanted to secure his interests in Myanmar. Khaplang signed a ceasefire agreement with Myanmar in February and ended the agreement with India in March. Sources said Khaplang had been preparing to abrogate the ceasefire with India since 2011 but stayed the course because of pressure from Indian Naga leaders in the group. However, towards the end of 2014 he became determined to do so and made an announcement after expelling two moderate Naga leaders.Interrogation of arrested militant Khumlo Abi Anal alias Ambision revealed that talks of ending ceasefire with India had begun in December 2014. An unnamed intelligence official stated, "He has said that he got the first inkling of Khaplang's mind during his visit to Taga (Myanmar) in December 2014. A leader close to Khaplang told him that NSCN-K at present consists of Myanmar Nagas and Indian Nagas and that there was a need to segregate them."Another arrested NSCN-K militant Khekaho Rchil, who was arrested on May 26 revealed that in the last week of February, he learnt from another member of the group that Khaplang would end the ceasefire with India, reports The Times of India on July 5. They also stated that it was on Paresh Baruah insistence that they were expelled from NSCN-K. Wangtin Naga stated that on March 26, while on the way to attend cease fire review meeting, “I received a phone call from an Army officer on my mobile who informed me that our boys have carried out a shootout in Kohima and a bomb blast in Wokha”. The next day, March 27, he said he was driving down to Dimapur for the meeting when he came to know that the NSCN-K had fired at one captain of the Assam Rifles (AR) on the orders of Niki Sema, a “lieutenant general”. He further said that Tikhak and he were shocked to see a statement by Khaplang in all the local newspapers that the ceasefire was officially abrogated and the two of them have been expelled from the NSCN-K for attending the ceasefire meeting.

Sources said the outfit had recruited several Naga youths, but people living along the border said they were forcibly recruited by militants who came from Myanmar. Several youths were forcibly taken away from two border villages in Meluri subdivision in Phek District. A source stated that NSCN-K had picked up nine youths from Pokhuri, but released a student after intervention by villagers. While three youths escaped. Sources also say that NSCN-K ‘commander’ from the Meluri area was forcibly carrying out recruitment. Assam Rifles (AR) Inspector General (IG) stated that top leaders of NSCN-K were based at Layshi town in Sagaing Region in Myanmar, not far from Nagaland Border. There are only eight AR out posts on Nagaland side of border. Security sources also state that there are 300 NSCN-K militants in Nagaland.

Inspector General of Police GHP Raju stated that Savio, a former Meghalaya Police constable was wanted in several cases of murder, abduction, bombings and extortion in Garo Hills. Savio was the prime-accused in the killings of four policemen at Dobu area in East Garo Hills District, on October 2011. A pistol was recovered and large quantity of documents and dairies were recovered from the encounter site. Manik Sarkar expressed apprehension about the Biswamohan Debbarma faction of National Liberation Front of Tripura (NLFT-BM) militants sheltering in 16 camps across the Indo-Bangladesh border. Three of these camps are near the border and attacks are mounted on the Indian side from there, he said. “Some recent incidents in other parts of the region indicate that they are trying to revive their cadres under a common umbrella and launch a massive attack on security forces,” the CM said. In addition, CM Manik Sarkar also gave a proposal for constructive dialogue with the misguided tribal youths, especially youths associated with banned outfit of Tripura, NLFT-BM reports Tripurainfo. Addressing the meeting of the chief ministers of the Northeastern States on security and development with Union Home Minister Rajnath Singh on July 11 at Guwahati, Sarkar said NLFT-BM extremists are still hiding across the border, which is major source of threat for peace and harmony in the North East state. He also urged that the cadres and leaders of militants should be apprehended by the Bangladesh and other neighbouring countries of Northeastern region and handed over to Indian authority.CM Manik Sarkar added that so far two rounds of talks have been held with NLFT. Despite the ongoing peace process, NLFT-BM militants have been constantly trying to revive and rejuvenate their shattered organization. Zeliang on July 11 urged the central government to convince the Nationalist Socialist Council of Nagaland- Khaplang (NSCN-K) to resume the ceasefire to avoid further violence in the State by the militant group, reports The New Indian Express. CM Zeliang warned that the NSCN-K intends to inflict further violence in the State. "As per intelligence inputs, more violence is intended to be inflicted by the NSCN-K. The State Government is taking all necessary precautions to avoid this," Zeliang said at the meeting of Chief Ministers of North-eastern region with Union Home Minister Rajnath Singh in Guwahati. “I also request the Central Government to persuade the outfit to rebuild the ceasefire from their end," he said. Besides, the CM reiterated his Government was not informed by the union home ministry about the group's move to abrogate the ceasefire. “Had we been informed in advance, we could have tried through our NGOs to convince Khaplang to continue the ceasefire in the interest of peace and as per the desire of the vast majority of Nagas," Zeliang said. The NSCN-K unilaterally decided to abrogate the ceasefire on March 27, 2015, 14 years after signing the agreement.

At present, the deployment is more than when the insurgency was at its peak. In the past few years there has been substantial strengthening of the state police. Without compromising on security, we must plan to reduce deployment to make the environment easy to encourage positive thinking of outsiders. But we assure to help you in the deployment of central forces when needed," Rajnath Singh said after his over four-hour-long meeting with the Chief Ministers (CMs) in Guwahati.Even as UHM Rajnath Singh asked the CMs for a realistic audit of deployment of central armed forces though the CMs of Nagaland and Assam, T.R. Assam has highlighted the increasing "ground rule violations" by cadres of at least nine militant groups in ceasefire to press the Centre for a "realistic political" solution to their issues and "holistic" socio-economic rehabilitation, reports The Telegraph. Sources told the newspaper that Chief Minister Tarun Gogoi informed Union Home Minister Rajnath Singh that there were about 300 such violations by members of the outfits, which have been in ceasefire since 2005. Gogoi said 28 cadres of such groups had been killed by security forces and 802 other arrested so far during their action to counter such violations. "Six security personnel were killed in the course of violent activities arising from the breach of suspension of operations agreement with the outfits while arms and ammunition were also seized from them," Tarun Gogoi had said in the meeting of the Northeast Chief Ministers with Singh in Guwahati on July 11 to review the security and development issues in the region. SC had appointed the commission after observing that the Centre and the Assam government had been "dragging their feet" in the matter of implementation of its earlier order, particularly regarding border fencing, construction of border roads, night patrolling and floodlights, among others."We are, therefore, of the view that the court should appoint a commission to visit the Indo-Bangla border running through the length of the state of Assam and report to this court its findings," the court had ordered on May 13.Commissioner Upamanyu Hazarika, who is also a senior advocate of the Supreme Court, submitted his report to the court today, said Arvind Kumar Sharma, advocate to petitioner Assam Public Works (APW).The report said in Dhubri district there is no patrolling while the border is open. In the Silchar sector, floodlights are non-operational because of inadequate electricity supply and there is no patrolling by state police. Along the 150m border belt, there are villages where people move freely as there are no gates or proper fencing. The commission submitted videos and documents.Further, SC ordered the Centre and the Assam Government to take immediate steps on the report like improving security, roads and floodlights on the border. It also asked the commissioner to visit the border after two months to take stock of the measures taken by the governments after today's order.

According to the charge-sheet, the militants launched the attack on villagers in connivance with a few Forest Department officials employed in the Manas National Park. In the Narsingbari village massacre case, the NIA charge-sheeted two militants belonging to the NDFB-IKS namely Bikunash Narzary alias N Birlangbai alias Lengra, the ‘ commanding officer’ of ‘13th battalion (central command)’ of the outfit and Swmkwr Basumatary alias B Simang, ‘deputy commanding officer’ of the same unit. According to intelligence inputs, NSCN-K instructed ULFA officials to complete construction of underground facilities at "undisclosed locations" in Taga. The militants have also been advised to restrict their movement and store essential items in adequate quantity to meet requirements during an adverse situation. A Union Ministry Home Affairs (UMHA) official stated that "Conversations within ULFA units reveal that the ULFA units in Taga area have already stored essential items, including ration items like rice, salt, etc”. A source stated that "It appears that the outfit had carried out the attack to avenge the killing and arrests of its cadres by security forces in Arunachal Pradesh. Their plan was to blow up the convoy but luckily the powerful bomb they had buried under a muddy patch on the road didn't go off or else the casualties would have been much higher. ULFA-I ‘publicity secretary’ Arunodoi Asom, said, "From today we ban the All Assam Bhojpuri Parishad and the All Assam Bhojpuri Yuba Chatra Parishad and any activity by these two organisations will be considered illegal and undesired from now." National Investigating Agency (NIA) has filed charge sheet in five cases this month against 26 militants of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) accused in the killing of tribal villagers and members of the minority community in 2014, reports The Shillong Times. The agency has filed three chargesheets against 18 militants of the outfit accused of killing 41 tribal villagers in Sonitpur and Kokrajhar Districts in December last, a senior NIA official said. A supplementary charge sheet was filed against six militants along with two others in a separate case this month, in addition to the one filed against two militants in October last year for their alleged involvement in the killing of 39 members of the minority community in Baksa District in May last year, the official said. The NIA had filed a charge sheet at Special NIA Court, Guwahati on Wednesday against four NDFB-IKS militants in the case where they have been accused of killing six persons in Hatijuli and Shantipur villages under Dhekiajuli police station in Sonitpur district, he said. The charge sheet was filed against the outfit’s ‘assistant organising secretary’ Sanju Bordoloi alias Sibigiri, who was arrested in Bangalore early this year, ‘commanding officer’ of the outfit’s third battalion Ajoy Basumatary, ‘deputy commanding officer’ Nitul Daimary and Bishnu Narzary.

Union Minister of State for home Kiren Rijiju told the Rajya Sabha this week that the Registrar-General of India had agreed to Assam's proposal to include Bodo Kacharis in the list of Scheduled Tribes in the hills of Assam. The state has separate lists for ST (hills) and ST (plains). This step will also fulfill the clause 8 of the Bodo Accord signed among the Centre, the State Government and the Bodo Liberation Tigers (BLT) in 2003. The clause states: "The government of India agrees to consider sympathetically the inclusion of the Bodo Kacharis living in Karbi Anglong and NC Hills Autonomous Council area in the ST (hill) list of the state of Assam."

The ISI is very much active just across the border in Phuentsholling, a sleepy town in Bhutan. The entire operation of liasoning with insurgent groups is supervised by KLO leader Nityananda alias Jamai. The new equation between terrorist organisations from Nepal and Bangladesh with those in the northeast and West Bengal has come to the attention of Indian intelligence agencies. The JMB, in exchange for safe passage, is providing arms and ammunition to the KLO. After infiltrating through Assam, the JMB militants would move to other Districts of West Bengal. A cold war between the Police Forces of Assam and West Bengal also help them. Neither of the two police forces informs and alerts each other, leading to lack of coordination. “As such, we are finding it difficult to trace their movements. There is a clear cut instruction from the Ministry of Home Affairs to exchange information about any person entering from Bangladesh. The JMB terrorists infiltrate to Kokrajhar and Dhubri in Assam and then seek shelter in Alipurduar, Jalpaiguri and Cooch Behar in West Bengal. Through their network, they reach other districts of Bengal and sometimes through Birbhum flee to Jharkhand. Their fluency in Bengali and similar culture help them melt within the local population,” said a Police official.

The Telegraph on July 29, reports that Government of India (GoI) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) are all set to sign a preamble to the agreement on the Naga political issue. Sources said the preamble has been drafted and they were waiting for the NSCN ‘chairman’ Isak Chishi Swu to recover, who is currently undergoing treatment at a hospital in New Delhi. Sources also added that any pact may not be the final solution to the Naga political imbroglio but would include a time frame for the people to decide on their future. GoI also decided to have joint defence force guarding Nagaland borders though a final agreement has not been finalised, according to a source.

Security Forces (SFs), in an encounter, killed three suspected militants of the Karbi People's Liberation Tigers (KPLT) near Duni Tokbi village under Samelangso Police Station in Karbi Anglong District on July 29, reports The Telegraph. The identities of the slain rebels are yet to be ascertained. An AK-56 rifle, one M-20 rifle, one 9mm pistol and some ammunition were found on the slain rebels. The public relations officer (defence), Guwahati, Leutinent Colonel Suneet Newton, said troops of the Red Horns division of the army had launched the operation on specific information about the presence of militants in the area."The militants who were hiding, opened fire on the search parties and tried to flee. However, the security forces plugged their escape routes and engaged the militants. They also busted a well-concealed and stocked hideout and recovered a huge cache of arms, ammunition and various other war-like stores," the army officer said. He added that one of the slain militants is suspected to be an ‘operational commander’ of the KPLT.

Not a single person turned up on the third day of the seven-day verification camp for Bru refugees at Naisingpara relief camp in North Tripura District on July 30, reports The Telegraph. The camp houses 2,469 Bru families. The verification was conducted in four relief camps since June. But barring a woman identified as Porati, no refugee was willing to return to Mizoram. Mizoram Additional Home Secretary Lalbiakzama confirmed this and added, "Bru refugees residing in various relief camps in North Tripura have raised a new set of demands. Only a woman reported at the camp in Hamsapara and was willing to be repatriated ". Asked about the fate of the refugees who refused to turn up at the verification centres, Lalbiakzama said the Centre would take the final call. He added that the Supreme Court was also monitoring the repatriation process. The refugees willing to return to Mizoram will be rehabilitated in Mamit, Kolasib and Lunglei Districts. The Mizoram government has offered a rehabilitation package of INR 85,000 for each family along with food allowance for six months.
