Entire Nagaland has been declared as “disturbed area” for six more months under the Armed Forces (Special Powers) Act (AFSPA), which empowers security forces to conduct operations anywhere without any prior notice, reports Hindustan Times. In a gazette notification, the Union Home Ministry said it is of the opinion that the area comprising the whole of Nagaland is in such a “disturbed and dangerous condition” that the use of armed forces in aid of the civil power is necessary. “Now, therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958, the central government hereby declares that whole of the said state to be a ‘disturbed area’ for a period of six months with effect from 30th June, 2017 for the purpose of that Act,” joint secretary in the Union Home Ministry Satyendra Garg said.

Indigenous People’s Front of Tripura (IPFT) had announced an indefinite ‘Rail and Road blockade’ programme scheduled to commence from July 10 to press for their demand for a separate ‘Twipraland’ state to be carved out of the Tripura Tribal Autonomous District Council (TTADC) areas which encompass 68.10% of the state’s total geographical territory, reports Tripurainfo on July 3. Special security measures will be made along the railway line from Agartala to Churaibari and along the National Highway-44 from Agartala to the bordering point with the Karimganj District of Assam.

Meanwhile, incidents of stone throwing was reported during the indefinite blockade of Oil India Ltd (OIL) and Oil and Natural Gas Company (ONGC) offices mainly located in the Upper Assam region imposed by the Tai Ahom Yuva Parishad, reports The Telegraph. Sivasagar Superintendent of Police (SP) Subodh Sonowal said, “There are no reports of stone pelting or damage to any buses plying under the ONGC today. One bus was damaged last evening after activists threw stones at it when it was returning after dropping off employees. We are providing escorts to ONGC vehicles and keeping an eye on the overall situation.” The Chief Manager (corporate communications), ONGC’s (Assam asset), Kashyap Joshipura, said, “All the critical operations are running smoothly. However, some of the operations, including workover operations, have been hampered. There have been some stone-pelting incidents yesterday and today. Several employees faced problems in reaching their workplace,” said Joshipura. Six communities of Assam, which are spearheading the demand for Scheduled Tribe (ST) status have called a series of protests, including a 24-hour Assam strike starting at 5am on July 3, railway blockade on July 11 and an indefinite economic blockade thereafter.

Normal life was affected in several places across the State due to a 12-hour bandh (shutdown strike) called by Soi Jonogusthi Oikyo Manch demanding Scheduled Tribe (ST) status, reports The Telegraph. The bandh paralyzed the Upper Assam Districts of Tinsukia, Dibrugarh, Sivasagar, Jorhat and Golaghat on the south bank of the Brahmaputra and Lakhimpur and Dhemaji on the north bank. In lower Assam, the Hiteswar Barman faction of the All Koch Rajbongshi Students' Union (AKRSU) damaged some vehicles in Kokrajhar district and set a Maruti van on fire at Salkocha in Dhubri District. The faction took a proactive role in enforcing the strike as the Koch Rajbongshis are one of the six communities demanding ST status. The faction's general secretary, Troilokya Ray, said Kokrajhar, Dhubri, Chirang, Goalpara, Barpeta, Baksa, Udalguri, Nalbari and Sonitpur Districts also witnessed a total strike. In Bongaigaon district, picketers burnt tyres at different places in the morning. The bandh, reduced to 12 hours from the initial call of 24 hours, had an adverse impact on the tea and oil industries apart from the Government losing crores of rupees in taxes because of business remaining shut everywhere

According to sources in the Union Ministry of Home Affairs (UMHA) the Union Government is considering partially revoking the Armed Forces (Special Powers) Act 1958 (AFSPA) from Assam and Arunachal Pradesh in view of improved law and order in the two States, reports The Telegraph. "The Centre is considering gradually easing out AFSPA from the two states and we have asked the state governments for their comments on the issue. We have got intelligence reports suggesting that several areas in the two states are free from insurgency," said a senior ministry official on July 4.The UMHA had extended AFSPA in Assam for three months with effect from May 3. Usually, AFSPA is extended for one year or six months and this was the first time it was extended for only three months. "In the past, the notification for extending AFSPA was issued for six months or more than that but now we are trying to reduce it to three months. We are now considering gradually withdrawing it from Assam and Arunachal," the official said.

Speaking during the valedictory session of the 8th India Bangladesh Friendship Dialogue which concluded in Guwahati today, Sarma said the issue of illegal immigration is an area of serious concern for the people of Assam. He said that the issue of identification of aliens will be laid to rest once the updated NRC comes out. “The draft NRC will be out by end of this year. For three days from July 6 (today), centre's Interlocutor for the Naga talks, RN Ravi will be holding consultative meetings with various stakeholders on the Naga issue at Kohima and Dimapur. The 21st India-Myanmar national-level meeting also discussed how to plug loopholes in a pact that allows free movement of citizens of both countries within 16 km of the international border.The issues were discussed threadbare at the two-day meeting held at Nay Pyi Taw on July 5-6 and both sides agreed to enhance security cooperation along the frontier region for better management of the border, a home ministry official said. During the meeting, security cooperation in prevention of drug, boundary matters, wildlife smuggling, visa and prisoners in jails in the two countries, were discussed. “Two sides mutually agreed that all steps should be made to ensure tranquility along the border and safety and well being of the people in the border areas,” an official statement said.

The development came to light after Baksa Police arrested two cadres of the newly formed NFFB in the Goreswar area of Baksa District on July 5. The arrested militants demanded money from a person of the area and extortion note named former members of the militant outfit National Democratic Front of Bodoland-Songbijit faction (NDFB-IKS) - B Dwthingra and B Dwansarang - as its ‘chairman’ and ‘general secretary’ respectively. After investigation, Police revealed that NFFB was formed in June this year (2017) and several former militants, breakaway faction cadres of NDFB-IKS and even criminals from Nagaland were found to be involved in the militant group.

In a press note, ‘ministry of kilo affairs’ GPRN, ‘secretary’ M. Daniel Lotha stated that 30 members led by its ‘advisor’, Keyhang Rengma (Joseph) ‘chairman’ Logusheng Rengma (Arhabe) ‘vice president’, Manong Rengma (Tennyson) and 50 cadres led by ‘lieutenant colonel.’ Rilugu (Kainito) ‘commander-in-chief’ along with 45 arms and ammunition joined the NSCN/GPRN. Addressing a press conference in Shillong on July 15 after the culmination of the talks with the Border Security Force (BSF) officials, BGB Additional Director General (North East region) Mohammad Zahid Hasan said Bangladesh has zero tolerance towards anti-social elements and the country’s leadership maintains a tough stand against insurgent groups. “These (presence of insurgent camps) are mere perceptions… We will firmly act if there is any,” Zahid said. BSF had raised the issue of presence of outfits like Garo National Liberation Army (GNLA), United Liberation Front of Asom-Independent (ULFA-I) and Hynniewtrep National Liberation Council (HNLC) in Bangladesh territory and sought stringent action against them. Earlier, Inspector General (IG) of BSF (Meghalaya frontier) PK Dubey reiterated that there are no regulated militant camps in Bangladesh which existed 10-15 years back and there is coordinated action between the border sentinels of the two countries. Dubey, however, added that the insurgents are hiding in forests and in houses of their relatives in Bangladesh under fake identity making it difficult for BSF to get information. These insurgents are also marrying local girls. The matter was also discussed when the delegation of BGB and BSF met the Meghalaya DGP on Friday and an action plan was drawn to gather intelligence inputs on people who are hiding in Bangladesh. “We will try to gather intelligence (reports) about them and give it to BGB and they will take necessary action,” Dubey said and added that the State police and BSF will together develop an intelligence network and share inputs with BGB for necessary action.

Speaking to reporters after a meeting with the 13-Non-Governmnetal Organisation (NGO) on July 19, the Chief Minister (CM) Mukul Sangma said, “We will be indicating to the railways to hold on the work and resume as soon as comprehensive measures are put in place which will be very soon.” The CM spoke of the Meghalaya Residents’ Safety and Security Act and the Prohibition of Benami Transaction Act. He pointed out to the Meghalaya Residents’ Safety and Security Act which, according to him, is “a law which can deal with a number of concerns. Another supplementary Act which needs to be effectively enforced is the Prohibition of Benami Transaction Act which has been amended effectively,” he added.

Easy availability of Fake Indian Currency Notes (FICN) in Assam and Mizoram has set alarm bells ringing among the security agencies in New Delhi, reports The Sentinel on July 21. According to the Union Ministry of Home Affairs (UMHA) statistics, fake notes with a face value totaling INR 650,800 were seized and detected in Assam in the last six months alone. “It’s really shocking that within such a short time – from January till June this year – fake notes worth INR 650,800 were seized in Assam,” said a senior MHA official. Similarly, INR 5,501,500 fake currencies were seized in Mizoram. The highest amount of fake currency has been seized in Delhi during the same period.

The Reformation faction of National Socialist Council of Nagaland (NSCN-R) has reportedly launched an extortion drive in the tribal villages of Cachar and Dima Hasao Districts in Assam, reports The Times of Indiaon July 22. NSCN-R, which was formed in April 2015 after its leaders broke away with Khaplang faction of NSCN (NSCN-K), has delivered demand notes with letterheads saying 'NSCN (R), Government of the Peoples Republic of Nagaland'. The letters have been delivered to the village headmen of a number of villages in Joypur, Fulertal, Hmarkhawlien of Cachar and Jinam valley areas of Dima Hasao. The outfit has demanded a sum of INR 7 lakh from each of the village headman. "In the letter they have asked us to collect the money from villagers and hand them over within two months", said a headman. "We are helpless, because the villagers are too poor to give the money. We are passing sleepless nights', he said. Sources said the armed men have been handing over the extortion notes since June. Superintendent of Police (SP) - Cachar, Rakesh Raushan on July 21 said they have got reports of the extortion notes and that senior Police officials have been sent to the areas to take stock of the situation. Lakhipur and Joypur Police Stations have also been alerted, said the SP. Raushan said Police are yet to locate the villages and speak with the headmen who have got the demand notes. He said security has been tightened in the areas in question.

The committee, headed by former Chief Election Commissioner of India, HS Brahma, in its interim report said that illegal migration is a constant threat to the very existence of the indigenous people of the State and if such migration is not checked immediately by sealing the unplugged borders and detecting and deporting the illegal migrants through a repatriation treaty signed with Bangladesh, the situation in the State would aggravate further. The report pointed out that the most serious threat to land rights of the indigenous people came from unrestricted infiltration by illegal Bangladeshi migrants. Such people have been grabbing government and private lands for decades. This could not have been possible without the collusion of the local government employees, corrupt bureaucrats and political patronage, the committee observed.

This in turn has threatened not only the safety, security and very identity of the indigenous communities, but also the very entity of Assam and its entire geographical stretch stated the report. The committee was constituted by the State Government on February 6, 2017, is headed by former Chief Election Commissioner (CEC) Hari Sankar Brahma. Other members in the committee are AK Bhattacharyya (senior advocate), Srikumar Dohutia (historian and scholar), Prof RC Borpatragohain (Gauhati University Dean Faculty of Law), Ajoy Kumar Dutta (social worker), former bureaucrat Rohini Kumar Baruah and Santanu Bharali (legal advisor to the Assam Chief Minister).The report noted that the last Survey and Settlement Operations carried out in 1964.“Illegal migration is a constant threat to the very existence of the indigenous people of Assam, as also to that of Assam itself. An unnamed senior State Home department official on July 31 stated that Mizoram Government was making efforts to rein in the Lalhmingthanga Sanate faction Hmar People’s Convention-Democratic (HPC-D) to ensure that they also come over ground, reports The Assam Tribune. The official said the government wants to ensure that Sanate faction of HPC-D comes over ground when a peace accord is signed with the faction led by H Zosangbera with which the State Government is holding peace talks. The proposed next round of talks scheduled to be held during July was deferred because of some reasons including the efforts made to include Sanate’s faction of HPC-D in the proposed accord to find amicable solution to the vexed Hmar imbroglio, he said. Preparations have been made to resume the talks during August which would likely be the last round of official level talks, he said, adding that the talks would be elevated to political level parleys after this round.
