According to a delayed report, following a fierce gun battle, on May 28, two camps belonging to the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) were destroyed. One of the camps reportedly housed a general headquarter of the outfit in the Deoparbat jungles, Tirap district. The encounter took place, after personnel of the Assam Rifles, acting on a tip-off, cordoned the area, where a group of 30 terrorists had taken shelter. Three terrorists and one security force personnel were injured in the exchange of fire. All the terrorists, however, managed to escape. According to official sources, the structures were in the final stages of completion for the outfit’s ‘Operation Salvation’ launched in the State’s Tirap and Changlang districts.

According to police sources, four tribal terrorist outfits of Manipur and one of Myanmar have recently formed an umbrella organisation to launch a united fight against Naga and Meitei terrorists in Manipur. The newly formed Indigenous People’s Revolutionary Alliance (IPRA) consists of Zomi Revolutionary Organisation (ZRO), Kuki National Front (KNF-P), Kuki National Front (KNF-MC), Hmar People’s Convention – Democratic (HPC-D) and Myanmar’s Kuki National Army (KNA). ZRO President Thanlianpau is the chairman of IPRA, while the former General Secretary of KNF-P and KNA’s ‘army chief’ Vipin Haokip are the Vice chairman and General Secretary of the outfit.

According to the Annual Report of the Ministry of Defence (MoD), "Protracted military operations against the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB) have led to near marginalisation of the terrorists in Assam’. The report added that, "Sustained operations by the security forces have resulted in the ULFA and the NDFB being holed up in their camps in South Bhutan". The report stated that 2543 terrorists have surrendered along with 673 weapons since July 1998 in the State.

The External Affairs Secretary of the outfit, Y Guni, in a press statement issued recently alleged that the authorities of the catholic schools in Manipur were trying to mislead the public and smear the image of the outfit. On June 4, three United Liberation Front of Asom (ULFA) terrorists were killed and five police personnel injured in an encounter at Dhalajan Fatagaon, in Jorhat district. According to police sources, the encounter took place as security forces, acting on a tip off, surrounded a house in the village where a group of terrorists had taken shelter. Two terrorists, however, managed to escape. An AK-56 rifle, a Chinese pistol, and a variety of explosive devices, a huge quantity of cartridges, documents of a mobile office of the outfit, some demand notes etc. were recovered from the slain terrorists. The recovered documents included a diary containing detailed information regarding the names of big businessmen and reputed persons, and the registration numbers of the vehicles used by their children to go to schools. Police is investigating into the incident.

According to official sources, KYKL terrorists opened fire on security force personnel patrolling the area and in the retaliatory firing one terrorist was killed. Two other terrorists, however, managed to escape into the near by forest area. An M-20 pistol and some documents were recovered from the scene of the encounter.

Union Home Secretary Kamal Pande said, "The most salient feature of this latest extension of the cease-fire is that it will be without any territorial limits. However, this stipulation will not, in any way, affect the territorial integrity of any of the North-Eastern States." He added that ‘the two sides also agreed to strictly implement the ground rules and there would be no highway hold-ups, no extortion, the cadres of the NSCN-IM would not move with their arms and not break laws of the land’. The step was taken after the killing of 13 surrendered ULFA (SULFA) members at Moran on June 21 by suspected ULFA and National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) terrorists.
