A media report on June 1 has indicated that the Dima Halim Daogah (DHD), a terrorist outfit of the Dimasa tribe in Assam is yet to decide over extension of six-month cease-fire with the Union Government that came into effect on December 31, 2002. The outfit has also alleged the security forces of "provocative actions" against its cadres and another tribal community of Hmars of targeting the Dimasas. The DHD ‘vice-president’ Dilip Nunisa while talking to a Kolkata-based daily from Haflong, the North Cachar district head quarters said, "We have kept in mind the appeals by Dimasa organisations and the plight of thousands of villagers who have been uprooted from their houses by Hmar militants. We will take these factors into account before arriving at any decision on the ceasefire."

According to a media report on June 1, pocket wireless communication devices worth Rupees 2.4 million were found missing when the consignment reached Dharmanagar in North Tripura district of Tripura on May 27 from Chandigarh, capital city of Punjab and Haryana. The report indicated that the walkie-talkies meant for the Central Reserve Police Force personnel might have been stolen enroute by terrorists operating in Tripura. The consignment of six boxes was booked at Chandigarh on May 15 and three boxes were found missing after arrival at Dharmanagar.

Based on information provided by a United Liberation Front of Asom (ULFA) terrorist, Bipul Gohain alias Mridul Neog, arrested from the Paltanbazar area in Assam’s Dibrugarh district, on June 8, the police arrested another ULFA cadre Akon Gogoi alias Pranjal Gogoi alias Chabua Moran from his residence at Bhadhara village under Chabua police station, on June 11. The arrests further led to the unearthing of a ‘communication centre’ of the ULFA at Kakopathar in No 2 Dirak village, Tinsukia district and also arrest of an ULFA conduit Prafulla Hazarika by a joint police team of Dibrugarh and Tinsukia districts. A large quantity of incriminating documents relating to the ULFA’s activities in the area were also recovered during the raid.

According to a media report on June 13, the hitherto dormant Arunachal Dragon Force (ADF), believed to have been formed three years ago, has spread its network and is attempting to forge a link between terrorist outfits operating in India’s Northeast and foreign agencies. The report quoted the State Government spokesperson and Education Minister Takam Sanjay as saying "This organisation has been seeking for a long time to establish a link between the various insurgent groups in the region and China. We have definite information on this and have also brought the matter to the notice of the Centre (Union Government)." The outfit is reportedly led by Chaw Nawmee Namsoon and has recruits drawn mainly from the Khamti, Tsingpho and Tangsa tribes of Lohit district. Its purported objective is said to be resisting the domination of the Adis, a dominant tribe in the area. Although the current strength of the outfit is estimated to be approximately 60, its strategic importance lies in its familiarity with the adjacent districts of Upper Dibang Valley, Tirap and Changlang and the routes to China and Myanmar. The report further said that the Isak Muivah (NSCN-IM) and Khaplang (NSCN-K) factions of the National Socialist Council of Nagaland and the Assam-based United Liberation Front of Asom (ULFA) have tried to reach out to the outfit. A police team from Joypur police station later encountered the HPC-D terrorists when they were about to escape, killing one of them while one Sub-Inspector of Police sustained injuries. However, rest of the terrorists managed to escape into the nearby forests. Security forces cordoned off the area and have launched a combing operation to arrest the terrorists and also prevent them from crossing over to other areas. One person has been arrested thus far in connection with this incident.

According to a media report of June 19, three terrorist outfits, including the United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB) and Muslim United Liberation Tigers of Assam (MULTA), among others, are currently active in Assam’s Dhubri district. The number of ULFA terrorists present in the district is approximately 25 and that of the NDFB 30. While ULFA is primarily active in the Golakganj area on the Assam-Meghalaya border under Mankachar sub-division, the NDFB is active in the northern part of the district, primarily in the Bogribari, Golakganj and Gauripur areas, including a few places of Bilashipara and Chapor. The NDFB also has a hideout in the forest villages under the Mahamaya Reserve Forest area. Besides ULFA, the Meghalaya-based Achik National Volunteer Council (ANVC) is also allegedly active in the Mankachar area. ANVC‘s activities have also been noticed in the Boldongiri area. Moreover, Hajong United Liberation Army (HULA), reportedly formed by Gopesh Hajong, a ULFA cadre, too is trying to spread its activities in some parts of the district. These outfits are allegedly involved in arms smuggling using the Mahendraganj (in Meghalaya)-Halsati (in Bangladesh) route.

According to reports, a group of at least 12 ULFA terrorists first hijacked a bus and forcibly took it to the crude oil storage facility at the incident site. The patrolling team of the CISF noticed the terrorists’ movement and an encounter ensued. The terrorists blew up an empty crude oil tank with a rocket launcher even as two CISF personnel lost their lives in countering the attack. A ULFA terrorist, too, was killed.

A media report of June 23 has indicated that counter terrorism operations by the Central Reserve Police Force (CRPF) to flush out terrorists in Tripura are being hampered due to inadequate intelligence network at the grassroots level. The Inspector General (Tripura-Mizoram sector) Sukhjinder Singh informed this at a news conference at the CRPF’s 68th battalion headquarters at Narsinghar near Agartala. He also said that in the past three years, CRPF had arrested approximately 200 terrorists and their collaborators and recovered 265 firearms, including AK-series rifles, and huge quantities of ammunition in the area. The National Liberation Front of Tripura (NLFT), All Tripura Tiger Force (ATTF) and Borok National Council of Tripura (BNCT) are active in the State. More than 100 terrorists have also surrendered before the CRPF in different stages. He added, "However, the CRPF has had to pay a heavy price for its success. We lost 38 officers and jawans to rebel bullets and 26 jawans have been seriously injured over the past three years."

According to Inspector General of Police (Special Branch) Khagen Sarma, the troops were on their way to investigate the killing of a civilian on June 22 allegedly by ULFA terrorists and were attacked by the latter. According to Sharma, "The rebels who were lying in wait opened fire from automatic weapons at the advancing Army soldiers, injuring ten of them." The incident site is in the vicinity of the Lakhipathar reserve forests, once the headquarters of the ULFA.

However, another group of four NDFB terrorists clashed with them at Nonaikhas area, under Paneri police station limits. Two NDFB terrorists were killed in the ensuing gunfight. It was not immediately clear if both the slain terrorists were those who wanted to surrender. An 11-year-old boy also sustained injuries during the crossfire. The police later recovered an AK-47 and a Self-Loading Rifle (SLR) from the incident site.

The faction led by ‘general secretary’ HE Kathar appealed to the leaders of the Dima Halim Daogah (DHD) to not involve the Karbis living in North Cachar Hills district in the ongoing inter-tribal Dimasa-Hmar conflict. He further urged the Kukis and Hmars not to encourage and support ‘communal elements’ and ‘religious fabrics’. While appealing to the DHD and the Hmar People’s Convention-Democracy (HPC–D) to resolve the matter through negotiations, he added that the UPDS would act as a mediator (if asked to do so). While the Kathar faction of the UPDS remains opposed to the talks, the other faction under the leadership of Horensing Bey has been observing cease-hostilities with the Union Government since an agreement was signed on May 23, 2003.

The State’s Chief Secretary P K Dutta, Home Commissioner and Secretary B K Gohain, General Officer Commanding (GOC) IV corps Lt Gen Mohinder Singh, Assam police chief H K Deka and Inspector General (IG) of the Central Reserve Police Force (CRPF) R D Singh were among those present at the meeting. The meeting decided, inter alia, to intensify counter-operations against the outfits, particularly in the border areas of Bhutan, Meghalaya and Arunachal Pradesh. Further, the meeting deliberated that since ULFA is facing a resource crunch and food shortage at its camps in Bhutan and Meghalaya, the outfit has started attacking ‘soft targets’, including oil storage and refinery facilities to just prove that it exists and also to instill fear psychosis among the common people. The Unified Command has also decided to deploy more CRPF personnel in the district of North Cachar Hills that has been witnessing inter-tribal feud between the tribals of Dimsas and the Hmars, reportedly with the active involvement of the Dima Halim Daogah (DHD) and Hmar People’s Convention-Democracy (HPC-D) terrorists. Besides, the meeting also decided to recommend the upgradation of the Central Industrial Security Force (CISF) for the safety of vital Oil India Limited installations in Assam. Mohinder Singh at the headquarters of the Red Horns Division of the Army at Tamulpur in Nalbari, on June 27. The surrendered ULFA terrorists included ‘lance corporal’ Madhab Choudhury alias MC, ‘officer-in-charge’ of Enigma camp Arun Talukdar alias Tango and in-charge of the outfit’s Deothang camp ‘Sgt. Major’ Tapan Tamuli alias Anup Bharali, and also three women cadres— Rina Das, Renu Medhi and Sabita Choudhury, wife of Madhab Choudhury. The women cadres reportedly said that they wanted to lead a family life. Among the NDFB terrorists who surrendered included, ‘Corporal’ Banduram Boro said to be trained at Naglang camp and ‘lance corporals’ Purnak Narzary and Paresh Basumatary. Speaking on the occasion Lt Gen Mohinder Singh said that the terrorists were procuring arms, including those made in China and ammunition from the international open markets in the border areas of Myanmar, Thailand, Bangladesh, Pakistan and Afghanistan. He also said that during the past one year the security forces have achieved considerable success in curbing terrorist activities in Assam applying a three-point strategy–counter-terrorism operations, choking supply routes of the terrorists and pursuing the terrorists to surrender. He further informed that during the said period while unspecified number of terrorists were arrested, approximately 230 were killed in various encounters and some 200 more also surrendered. He also confirmed that the security forces were conducting a search operation in Lakhipathar, Tinsukia district where approximately 30 ULFA terrorists are suspected to be hiding. However, whether the terrorists were forced to descend from the Bhutan camps due to heavy rains or pressure from the Bhutan Government that had set a deadline of June 30 for vacating its territory cannot be confirmed, he added.

According to a media report on June 30, terrorist outfit of the Dimasa tribe, Dima Halim Daogah (DHD), is likely to target cadres of the Hmar terrorist outfit, Hmar People’s Convention-Democracy (HPC-D), under code name "King Cobra" in the North Cachar Hills and Cachar districts of Assam. Both the districts have been affected by Hmar-Dimasa conflict allegedly with the active involvement of the DHD and HPC-D. Consequently, security has been beefed up in these two districts.

Another report indicated that the anti-talks faction of the United Peoples’ Democratic Solidarity (UPDS), a Karbi terrorist group, has come up with a new ‘manifesto’ and a ‘map’ of its proposed "Karbi Anglong and North Cachar Hills self-rule territory", encompassing both districts and some adjoining areas. The move could result in conflict between the DHD and the anti-talks UPDS’ faction that is led by H E Kathar, the report added.

While speaking at a public rally at Judges’ Field in Guwahati on June 30, ‘chairman’ of the Bodo Liberation Tigers (BLT), Hagrama Basumatary, urged the Government for a speedy implementation of the Accord signed on February 10, 2003. The Accord envisages inter alia cration of an autonomous Bodoland Territorial Council (BTC). He also criticised the Sanmilita Janagosthiya Sangram Samiti (SJSS) for opposing the formation of the Council and the Karbi groups opposing the inclusion of Bodos in the Scheduled Tribe (ST) list. Further, he also appealed to the rival outfit, the National Democratic Front of Bodoland (NDFB) to join the peace process. He reportedly said, "It is time for the NDFB to give up its aimless struggle and come out of hiding in foreign lands and initiate talks with the government. If the NDFB leaders do not have any sense of timing and fail to work out a plan for initiating dialogue with the government, our people will have to bear tremendous loss in the name of struggle."
