Kumawat, Special Secretary (Internal Security) of the Union Ministry of Home Affairs (MHA), as Chairman of the Cease-fire Monitoring Group (CFMG) and Cease-fire Supervisory Board (CFSB) in Nagaland, according to Morung Express. Kumawat took over charge in New Delhi on June 1. According to sources, "Gen Kulkarni has miserably failed to stop the inter-factional clashes and implement the agreed Ceasefire Ground Rules (CFGR) in the state, for which the MHA has replaced him by Mr Kumawat." The sources added, "The appointment of MHA officer as the chairman of the CFMG and CFSB is likely to change the entire insurgency scenario and lead towards a peaceful atmosphere in this decades-long insurgency-affected State."

Sidhu blamed the Suspension of Operation (SoO) agreement signed with the Kuki militant outfits for the rising crime and unchecked violence in some parts of the State. The civil society group said that due to the improper implementation of the truce details there were unrestricted and open extortions being carried out along with abductions for ransom which had become routine. Three other slain militants were identified as Mohmmed Sadam, Mohammed Amubi alias Feroz Khan, and Mohammed Dilip. While two militants were killed on June 11-night, two others were killed on 12-morning. The Baptist Church had also organised a similar meeting in Atlanta, USA, in 1997, which was boycotted by Naga National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) top leadership. Some of the former Naga insurgent leaders and NSCN-IM chairman, Isak Chishi Swu are expected to attend the Chiang Mai meeting. An unmanned leader of the Khaplang group (NSCN-K), however, said that he does not have any information on whether his outfit is sending anyone to the meeting. To facilitate a congenial atmosphere for the talks, we are declaring a unilateral ceasefire from June 24, 2008, and we hope our gesture would result in reciprocation from the Assam government and the Government of India. Our decision of today follows a deep desire of the people of Assam for peace talks, and we would appeal to the ULFA Central Committee and the Government of India as well as the Government of Assam to initiate peace talks immediately." Police said a Chinese-made hand grenade, lobbed by the assailants travelling on a motorcycle and a scooter, landed in a drain only two feet away from a group of shopkeepers and family members who were on a sit-in. "The group is now setting up a generator in Maungdaw town and will start the distribution of electricity from July or August," the journal said. The generator would provide power to Maungdaw for five to six hours a day. Mizoram police recovered arms comprising 17 AK 47 and 56 rifles from a truck at Buichali village, 30 kilometres west of capital Aizawl, on June 28-afternoon, reports Telegraph. The Superintendent of Police of Special Branch of Aizawl district, K. Rozina, on June 29 said the truck was on its way to Cachar district in Assam from Champai district in Mizoram. The truck was captured and its driver and cleaner were detained for further interrogation. Sources said the arms were purchased at Chiang Mai, an arms market along the Thailand-Myanmar border. Sources suspected that the arms were meant for the Assam-based Black Widow (BW), by adding that the outfit is now using a large quantity of cash, collected in the last few months through extortion, to buy modern weapons from different places. The militant group is currently reported to be in Kathmandu to explore the possibility of buying arms from Nepal to south Assam. “We have held back our operation against the DHD (J) as it had given us indications about further extending the truce. The government is looking into the nitty-gritty of responding to its ceasefire offer. But the haul has forced us to take a fresh look at the situation,” a source in the home department said.
