Krishnan at a formal function on the outskirts of Imphal on June 1, reports Telegraph The cadres surrendered an AK-47 rifle, three pistols, a revolver, two radio sets, some explosives and ammunition at the auditorium of the Assam Rifles headquarters at Mantripukhri. With the surrender of these 13 cadres, the ZPA no longer exists, an Assam Rifles spokesperson said.

Muivah pointed out that they did not rule out the Naga sovereignty and integration issues. “The sovereignty of the Naga people lies with the Naga people and not with others,” he stated. With regard to the Naga integration, he explained that it was quite natural for the Nagas not to be divided, while also agreeing that the Government of India (GoI) had lot of difficulties to come over. The aspiration of the Naga people to live together should be respected, he added. With regard to the current crisis after Manipur Government’s banning of his entry to his native village Somdal in Manipur’s Ukhrul district, the NSCN- IM leader said the problem was created by the Manipur Government and it should be solved by them with the GoI. But it was very unfortunate the armed forces of Manipur used force on the Naga peace procession, killing two students and injuring about 100 at Mao Gate on May 6, he said. It would take time to heal it, he stated. According to Nagaland Page, Union Government interlocutor refused to say anything on the current impasse between the Nagas and the Manipur Government and asked Muivah to reply on the impasse. "You ask Mr. Muivah," the Pandey said when asked by media persons. The NSCN-IM leader was quoted saying that the problem was created not by Nagas. "The Naga people rallying for the right cause were just smashed out and hundreds of them were wounded. That is a big mistake," he said. He asked the Union Government and Manipur Government to solve the problem adding, "We are here still and we have the patience".

National Socialist Council of Nagaland-Khaplang’s (NSCN-K) Chakhesang region chairman opposed the proposed visit of Muivah to Chakhesang area, who was reportedly seeking to camp at Pfutsero under the shelter of Chakhesang Baptist Church Council (CBCC), reports Nagaland Post. He said that the proposed visit/camping of Muivah could never be accepted under any circumstances and added that forceful entry would lead to “ugly confrontation.” He described Muivah seeking to shelter himself at CBCC as a ‘shameful approach’ and reminded about the physical assault and harassment of Rev. K. Luruo, the then mission field director of CBCC some years back by a one “constable” in Muivah’s functionary in his residential compound at Pfutsero Mission Centre. He said neither the “constable” has apologized nor the case compromised in any manner till date. Referring to Muivah’s proposed visit to Somdal, the chairman said “we had no objection on his propose visit to his native village rather we ought to keep ourselves far away from interfering in it as it was none of our business; however our statement is specifically opposed to Muivah’s entry into the Chakhesang areas under any circumstances.”

The Union Government held talk with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in Kohima on June 1, reports Imphal Free Press. The representatives of the Government were headed by interlocutor R. S. Pandey, former Chief Secretary of Nagaland, and the 12-member NSCN-IM team by their general secretary Thuingaleng Muivah. Both sides have agreed to address the problems facing them while trying to find solution to the protracted Naga issue. Addressing a joint press conference, after holding talks between them, Pandey said that the current problem facing them was “sensitive” but disclosed that both sides agreed to address them. They would continue pursuing negotiations to make all possible efforts for an early solution and would not allow distraction to come in, Pandey said. Pandey also disclosed that there would be no imposition on either side while trying to find solution to the issue. “We would find solution to the Naga issue that is honorable and acceptable on the basis of the uniqueness of the Naga history,” the Union Government interlocutor said. Pandey said Naga sovereignty was out of question while also stating that “without political consensus, boundaries of Northeast (States) cannot be changed.” “The sovereignty and unity of India has to be maintained,” he said. “Yet all possible efforts to meet the aspiration of the Nagas would be explored.” The Kohima talk was the 4th one after Muivah arrived at Delhi this time and they would soon be heading for the 5th one at Delhi for which, the Union Government invited Muivah to come to Delhi, Pandey disclosed.

According to Police, at least nine persons are in the captivity of the outfit in the forest areas along Assam-Arunachal Pradesh border. Police sources said the persons in the captivity of the NDFB at present include an Indian Forest Service (IFS) Officer and one 12-year-old boy abducted from Sonitpur District. The outfit has demanded amounts ranging from INR 10 million to 50 million for the release of the abducted persons and the family members of some of them have already started negotiating with the abductors. Giving an account of the abductions by the NDFB in recent times, Police sources said that one Ram Prasad Raunia was abducted from Belsor weekly market on April 22 and on the same day, a teenaged boy, Rama Das was abducted from Hugrajuli. On April 23, the militants abducted three persons, Rubul Nath, Shiv Kumar Singh and Amar Kalita, from Ramnathpur village, while on May 2 one Haridas Roy was abducted from Majbat. With the naming of North Cachar Hills as Dima Hasao and as approved by the State Government, united voice of resentment and protest by various non Dimasa bodies has been raging across the District. These bodies of Zemes, Kukis, Karbis, Jaintias, Hmars, Vaipeis, Baetis and Hrangkhals have cried foul, apprehending discrimination by the Autonomous District Council and also an exercise to drive them out. They were cautioned if the earlier name of the District is not restored, it will again boil. Pillai was in Meghalaya on a three-day visit to review the security situation that concluded on June 5. "There are legal problems in extraditing Anup Chetia as he had moved a petition seeking political asylum," the Home Secretary said. Also, G.K. Pillai said that there was evidence of CPI-Maoists establishing links with insurgents in the Northeastern region, according to Sentinel. Thuingaleng Muivah, leader of the National Socialist Council of Nagaland (NSCN-IM), admitted that the CPI -Maoists had approached him. Intelligence sources said that the Naga separatist group helped the CPI-Maoists in arms-smuggling through Myanmar and Bangladesh. Dutta on June 6, reports Assam Tribune. Dutta also revealed that there were evidences establishing links between NDFB militants and political parties like Bodo People's Progressive Front (BPPF), which was of serious concern. Dutta further informed that among the active NDFB cadres Fukan Boro was known as an explosive expert. Of late he had increased his movements along with a few others in the northern part of NH-31. Although some of his associates had been arrested, Fukan Boro was still at large, the SP said adding that a group of 40 to 50 trained NDFB ultras had managed to sneak into India and were taking shelter in inaccessible locations in Tipkai area of Kokrajhar District. Dutta further revealed that as many as 34 NDFB cadres died in encounter, 52 were arrested with huge quantities of arms and ammunition in 2009, while 10 NDFB cadres died in encounter and 22 were arrested till date in 2010.

The report adds that the newly constituted Eastern Region Bureau of the CPI-Maoist had been entrusted with the task of establishing foothold in the Northeast. Sources said that the Eastern Region Bureau of the CPI-Maoist was initially entrusted with the responsibility of launching operations in the States of Bihar, Jharkhand, West Bengal and parts of Orissa. But recently, the Bureau had been given the additional responsibility of the Northeast region. The Bureau is headed by Prashanta Bose alias Kishanda, who is originally from West Bengal but now spends most of his time in Jharkhand. One person from Assam is also a member of the Bureau. The National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) has already been active in the District. The National Socialist Council of Nagaland-Khaplang (NSCN-K) also brought in heavily-armed members of Myanmar-based outfit Kachin Independent Army (KIA) to gain an upper hand over its rival group in December 2009. Confirming the launch of the ANLF in the Paniduria area of Tirap in May, a Police source on June 13 said that the outfit was holding a training camp in the District under the supervision of a self-styled ‘sergeant major’ who was a former cadre of the NSCN-IM. Source said, “The outfit has started sending extortion notes to politicians and the business community in the District. We are trying to find out if there is any possible link between the Khaplang faction of the NSCN and the ANLF.” The official said with the NSCN-K taking the KIA’s help and recruiting more youths in Changlang along with the emergence of the new outfit in Tirap District only indicate that the situation will turn more volatile in the days to come.

Tripura Chief Minister Manik Sarkar informed State Legislative Assembly that since May 1993 last to 2010 a total of 7992 armed cadres surrendered from all militants groups active in Tripura. Giving details of militant activities across the State, Sarkar said that militants’ activity has almost come to end. About 175 to 185 cadres of National Liberation Front of Tripura (NLFT) militants are still underground and 35 to 40 All Tripura Tiger Force (ATTF) cadres more are active in militant camps, he mentioned. Chief Minister also said, during the financial year 2009-10, seven NLFT militants and five ATTF cadres were arrested by the Security Forces (SFs) and 225 more cadres from same groups laid down their arms before SFs. In the same period, militants also killed nine persons in 20 militant attacks, he added. Chief Minister also in his written reply said, altogether 21 persons were killed and 59 persons abducted in 113 militants attacks in the year 2007, 10 persons were killed and more 32 civilians were abducted in 80 militant attacks during the year 2008. In the year 2009, nine SFs were killed in an ambush by NLFT cadres at remote bordering Thalcherra road under Dhalai District, stated the Chief Minister. In the same year, militants abducted seven civilians in their registered 24 attacks, said Sarkar.

He said that half of the central committee members were in jail and the rest are outside Assam. "Yes, there is a division within the outfit," he observed. "Paresh Barua is not keen for talks. But even then we are trying, though we are prepared to go ahead even without him," he said, adding that Government was prepared to grant him safe passage, in case he turns up for talks. He admitted that it was not numbers, but the ULFA military chief’s firepower and the potential to create trouble that is bothering the Government. The Chief Minister also ruled out the possibility of declaring a unilateral cease-fire, asserting that the Government had information that Paresh Barua’s group was still trying to foment problem in the State. He further disclosed that Barua was not opposed to dialogue but he wants to discuss about ‘sovereignty’, which Government does not want to discuss. Sentinel reports that Manik Chandra Baishya, senior engineer of the technical branch of the State Agriculture Directorate, Khanapara of Guwahati city, was abducted and killed for money on June 17. The Police arrested three persons, including the driver of Baishya, on the charge of committing the crime on June 18. The arrested include Baishya’s driver Ganesh Bharali, Ramendra Bharali and Dinesh Das. The Police confirmed that the United Liberation Front of Asom (ULFA) had demanded money from Baishya, but said that only investigation would reveal if the outfit was involved in the killing of the engineer. “A few days ago, the ULFA had served a demand note on Baishya for payment of Rs. 50 lakh. After getting several calls from the outfit, Baishya agreed to pay Rs. 15 lakh, including Rs 5 lakh as the first installment,” said the sources. While admitting that there were cases of ULFA and National Democratic Front of Bodoland (NDFB) demanding money from some people in the city, Inspector-General of Police (IGP) Pallab Bhattacharyya said that the investigation was on and that the Police was checking the call records of the arrested persons.

The anti-talks faction of the National Democratic Front of Bodoland (NDFB) is planning to trigger off explosions in different parts of the State to show its strength, while the Security Forces (SFs) are being kept on high alert to thwart such a move after receiving inputs in this regard, reports Assam Tribune. Police said that Guwahati city was considered most vulnerable to possible NDFB attacks, while the other major towns in the north bank of the Brahmaputra including Tezpur were also considered vulnerable. There is no dearth of explosives for the NDFB and the outfit has the expertise of making powerful Improvised Explosive Devices (IEDs). The Police said that the strength of the outfit would be around 300 and the ‘zonal commanders’ were taking most of the decisions on their own after the arrest of NDFB ‘chief’ Ranjan Daimary. The outfit is still maintaining its bases in the Khagrachari area of Bangladesh, while the newly set up bases of the outfit in Myanmar are being maintained with the help of Manipur-based Kanglei Yawol Kanna Lup (KYKL). The NDFB still have a number of trained cadres as 26 batches of boys were trained in Bangladesh since 2004 and a number of trained militants are still at large, which is a major concern for the SFs. The outfit is also trying to strengthen its batches in the north bank of the river Brahmaputra and the SFs are handicapped by the fact that there is very little intelligence input about the movements of the militants.

In protest, the Senapati District Motor Vehicles Owners Association, Manipur called for a 24 hour bandh (general shut down) on passenger vehicle services in the District on June 22. Two National Democratic Front of Bodoland (NDFB) militants were shot dead by Security Forces (SFs) and a camp belonging to the outfit was neutralised in Sonitpur District on June 23, reports Telegraph. A Chinese-made hand grenade, two Italian-made pistols, ammunition, among other items was recovered from the encounter site. Sonitpur Superintendent of Police Jitmol Doley said, “The makeshift camp was located inside a dense jungle in the Kontapara area under Soteea police station.” He said there were at least five militants in the camp at the time of the raid but the others escaped following a shootout. SFs believe that six persons, including a school student, abducted from Sonitpur District within the past two months, are being kept hostage in one such camp in the foothills of Arunachal Pradesh. The whereabouts of an Indian Forest Service (IFS) official, abducted by NDFB militants from West Kameng District in Arunachal Pradesh bordering Assam in May is still unknown.

The 10 National Liberation Front of Tripura (NLFT) militants escaped from their camps in different places of Bangladesh and crossed over to India and surrendered before the Border Security Force (BSF) and Assam Rifles troopers in different places of Tripura on June 24, a Police spokesman said, according to Sentinel. “The tribal guerrillas during interrogation told the police and para-military troopers that they fled from their base camps in Bangladesh few days back following raids by Bangladesh security forces,” the spokesman said, adding that the militants have been facing fund crisis. The report adds that with this, since June 21, 16 Bangladeshi trained NLFT cadres have laid down their arms. “During interrogation of the militants, we received vital information about militants from Northeast India taking shelter in the Bangladeshi territory,” the Police official told reporters. In 2010, around 60 militants of the NLFT and All Tripura Tiger Force (ATTF) outfits left Bangladesh and surrendered to the Indian SFs.

Today, Punjab is at peace and there is growth and prosperity. There are, however, some elements outside India, including in Canada, who try to keep this issue alive for their own purposes. In many cases, such elements have links to or are themselves wedded to terrorism,” Singh, who is in Toronto to attend the G-20 Summit, told the Toronto Star in an interview. Dr. Singh, a Sikh himself, asked Canadian Prime Minister Stephen Harper, in at least two of his three bilateral meetings, to crack down on Sikh extremists in Canada, the newspaper said. “Their activities are a reason for both Governments — in India and in Canada — to be concerned. We have sensitised the Canadian authorities in this matter. We have been pointing out that Sikh extremism in Canada, which has no support in India, is not good for Canada.” Singh added. Responding to a question on the 1984 anti-Sikh riots, Singh said, “It is not correct to say that India has failed to bring the perpetrators of the 1984 attacks on Sikhs in New Delhi to justice.”

While other militants managed to escape, one M20 pistol, a .673 calibre Chinese pistol, two hand grenades, photos, several mobile phones and photos of the abducted coal merchant from Shallang were recovered from the encounter site. The report adds that a group of seven militants was returning after escorting the abducted coal merchant back to Shallang for his release. The militants had reportedly obtained INR one million from the family of the merchant for his safe release. During the encounter, one of the militants was spotted carrying a large camouflage bag believed to contain the ransom money.

Imphal Free Press reports that doctors and staffs of the Regional Institute of Medical Science (RIMS) demonstrated inside the hospital campus on June 29, in protest against frequent harassment meted out to RIMS staffs and doctors by insurgent groups. Due to threats and mental harassment meted out by the Military Council faction of the Kangleipak Communist Party (KCP), a doctor belonging to the Radiotherapy Department of the RIMS left the State in apprehension for 15 days. The absence of the doctor has adversely effected the treatment of more than 400 plus cancer patients, said Medical Superintendent of RIMS, Y. Mohen, adding that some extortionist in guise of insurgents are operating from the Jails and are using widows to extract ransom. One such widow was arrested by the Police nearby the residence of a RIMS doctor a few days back and in the aftermath of the incident, the group has been pressuring the doctor that it was due to doctor’s information that the cadre was arrested. The outfit has been pressuring the doctor that the arrested women should be released and all the necessary court proceedings must be borne by the doctor himself, Mohen disclosed.

"It has been agreed that the SoO [Suspension of Operation] with ANVC which was expired today would be extended for a further period of three months from tomorrow," an official statement issued on June 30 said.
