Police suspect that the grenade which was found around 1:50 pm was planted by militants; however the motive behind the bomb threat is yet to be ascertained. A Police team retrieved the bomb around 2:30 pm.

Kanglaonline reports that Security Forces (SFs) recovered a cache of arms and ammunition from the foothill of Awaching about one and a half kilometres west of Nongmaiching in Imphal East District on June 1. The recovered items include one G3 rifle with one magazine, one Chinese live hand grenade, one High Explosive-36 hand grenade (without detonator), three lethod shells, 52 rounds of AK series ammunition, 28 rounds of M-16 ammunition, 15 rounds of .32 USM carbine ammunition, one AK series magazine, one I-COM High Frequency wireless set, one nine feet long piece of Chinese made cordex wire and three electrical detonators.

Nagaland Post reports that SFs arrested one Chanambam Imocha (40) on June 1 on the charge of being an overground worker of the KCP-Military Council (KCP-MC). He was intercepted by police commandos during checking and frisking of vehicles along Imphal-Churachandpur section of NH-150 near the Bishnupur Bazar in Bishnupur District. A letter head of the KCP-MC along with a cash amount of INR 200 was recovered from his possession. During interrogation, he admitted his involvement to the recruitment of child as armed cadres of the KCP-MC. He had so far handed over 21 children to the outfit to recruit as armed cadres of the group. Manipur Police on June 3 said that the outfit pays an amount ranging from INR 15,000 to INR 20,000 per child to the child soldier recruiters.

Singh June 1 exuded confidence that Myanmar would act against Indian rebels operating in that country. “In the aftermath of our prime minister’s visit to Myanmar, we are confident that they will act against the Indian rebels operating from inside that country,” he told journalists after chairing a board meeting of the North Eastern Police Academy (NEPA) in Umsaw in Ri-Bhoi District. Manmohan Singh, the first Indian prime minister to visit Myanmar in 25 years ended a three-day visit, on May 29 during which he met Myanmar President Thein Sein and Aung San Suu Kyi.

The Dimapur based 3rd Corps Intelligence Unit (CIU) on March 13, 2010 allegedly picked up three individual, identified as RK Roshan alias Ronald, Thounaojam Prem alias Roman and Th Naobi of Manipur, from Dimapur and subsequently killed them. The Sangai Express reports that to pave the way for bringing different armed groups to the negotiating table, top officials from the Union Ministry of Home Affairs (MHA) are reportedly meeting leaders of Manipur militant groups currently lodged in jails both inside and outside the State. According to an informed source, the Union Government is determined to resolve the vexed insurgency problem that had been besieging Manipur for the last many decades and has specifically prevailed upon the Home Ministry officials to meet and convince detained militant leaders to have meaningful dialogue with the Government. While evading a direct comment on whether there is any positive response from the militant leaders, source said after a few months there would be clarity on the outcome of the meetings.

The Shillong Times reports that the Union Home Secretary R.K. Singh on June 1 preferred to downplay the emergence of the breakaway group of the ANVC (ANVC-B). “A small fraction of a breakaway militant group does not worry the Union Government much,” Singh said on the sidelines of his visit to the North Eastern Police Academy (NEPA) at Umsaw in Ri-Bhoi District. Singh, however, stayed away from commenting on the claim of the Meghalaya Government that the ANVC-B was a result of error in the tripartite ceasefire agreement signed between the Union Government, Meghalaya Government and the ANVC on July 23, 2004. Commenting about the Garo National Liberation Army (GNLA), the Union Home Secretary said that the GNLA has suffered a lot of reverses in the past few months. He also commended the efforts taken by the State Police to control the activities of the outfit. “We are confident that we would very soon catch all their cadres,” Singh stated.

On the condition of talks with the ULFA-PTF and a probable date for dialogue in June, Singh said, “We are already in a dialogue with Ulfa. We have had two rounds of talks with them. The news report quotes a security source saying, "It's NSCN (Khaplang) chief SS Khaplang who calls the shots there. Ulfa and the NDFB have smaller contingents. Ulfa has about 200 Ulfa fighters while the strength of the NDFB is just about 100. Manipuri outfits have about 3,000 militants. The size of the NSCN (Khaplang) [Nationalist Socialist Council of Nagaland-Khaplang] is also quite big", he added. "Let's see how Myanmar deals with the militants this time. Phangsho was involved in abduction and killing of Jatinder Singh Sindhu, (62), assistant manager of JP Cements, and Ramen Sharma (49), deputy manager of Assam Mineral Development Corporation (AMDC). The duo was abducted from their respective quarters in the industrial town of Umrangshu in Dima Hasao District on November 25, 2011. Further, their bodies were recovered on December 22 in a highly decomposed state in a jungle near Merpam village located at distance of 25 kilometer from Umrangshu. Additional superintendent of police Surajit Singh Panesar on June 5 said that the assassins had killed the two technocrats despite a reported payment of INR 4 million.Pangsho has told interrogators that they killed the duo on December 7, 2011, as the Police were hot on their trail. Stephen Phangsho has also confessed that their 11-member gang had links with the Nationalist Socialist Council of Nagaland- Isak-Muivah (NSCN-IM). When asked about Union Home Minister P. Chidambaram statement at a media conference recently that there was nothing to suggest that ULFA had links with Maoists, Gogoi said, “Let him say that. He has got his own sources; I have my own (sources)”. Gogoi said he was aware about Maoist infiltration into Assam and their links with ULFA for a long time. Gogoi also said the Maoists had links with many insurgent groups in the Northeast and Ulfa was just one of them. Gogoi stressed on improving connectivity in the remote areas, especially along the border to counter insurgency. CPI-Maoist has expanded their bases in Assam by forming a Lower Assam Leading Committee, reports Times of India. "The Lower Assam Leading Committee in central lower Assam area is at the initial stage now with a handful of cadres. They are yet to find a leader for this area," a senior police officer said. "The CPI (Maoists) picks up groups in society, which have been agitating against the government for autonomy to protect their unique identities. They have managed to recruit a few youths from these communities and the motivation is on," the officer added.

The Burmese Government had assured the Prime Minister of India, Manmohon Singh that the NE insurgents would not be allowed to operate from that country and accordingly gave June 10 as deadline to leave its soil. Talking informally to the reporters on June 6 while inaugurating the community hall constructed by the Army at Leimakhong in Senapati District, Major General Vinay Punen, the General Officer commanding of Red Shield Division said that the Manipur Myanmar border has been sealed off. Times of India reports that two days after the lapse of the deadline (June 10) given to Indian insurgent groups (IIGs) by the Myanmar Government to leave the neighbouring country, army personnel have been positioned in close proximity of the rebels' camps, but there is no report of any militants fleeing across the border to India. "The Myanmarese army has positioned itself close to the camps of IIGs at Taga and other places but everything is as usual. There are more than 3,000 cadres of IIGs in Myanmar and there have been no reports of any of these groups moving to India, though there is pressure on the Meitei outfits," a top security source said. "There is certain pressure on the outfits of Manipur. Even Khaplang is under pressure from the Centre to withdraw his support from all the other IIGs, particularly the Meitei outfits," the source said. "For all these years, the IIGs having been staying in Myanmar and it could not have been possible without some kind of understanding with the Myanmarese army and its intelligence. We know for sure that the Meitei groups and other IIGs have been paying money to the Myanmarese army and intelligence through the NSCN (K). So, whatever is happening now is feared to be just a cosmetic venture. Six months ago, the Myanmarese army had closed in on camps of IIGs, but without firing a single shot, the army withdrew from its position. The same thing is happening now," the source said.

According to Police the surrendered GNLA cadre was killed at around 12:30 am at a place in Nangalbibra in South Garo Hills while the VDP secretary was shot dead at around 11.30 pm at Dajongpara area under Mendipathar near the Public Work Department (PWD) road in East Garo Hills. Around 10 armed GNLA cadres shot dead the VDP secretary and left a note near his body which said that Sangma was killed since he was a dacoit leader and a Police informer. The note written on a GNLA letter pad was signed by the ‘area commander’ of the Northern Command. Four empty cases of AK and one empty case of pistol were recovered from the site.

AR source said on June 17 in Kohima that the cadres have been identified as ‘Lieutenant’ Awok Konayk and his bodyguard, Honlem alias Alem Konyak. Both the individuals are residents of Chenwetnyu village in Mon District. During the operation, the Security Force had seized one pistol, one 12 bore rifles, several live rounds of various calibers, explosives and many other warlike stores. 3000 kg of rice was also recovered. This came after a five-member team of the BNC met the NDFB-RD ‘chairman’ Ranjan Daimari at Central Jail Guwahati. “The NDFB leaders have done everything that they can do from jail to facilitate the peace talks. Following inputs from the three arrested National Liberation Front of Tripura-Biswamohan faction (NLFT-BM) militants, Tripura Police conducted searches in 10 locations across the State in the past 24 hours, reports Times of India. Sources said during a search in the houses of arrested militants, who have been provided Government accommodation under rehabilitation package following their surrender in 2004, Police in Agartala had seized some incriminating documents belonging to the outfit. The seizure also included a letter addressed to NLFT-BM ‘Chairman’ Biswamohan Debbarma in Kokborok dialect. The news report states that NLFT-BM has recently recruited some 70 freshers in the outfit, who are now undergoing arms training in Myanmar and Bangladesh. In addition, Biswamohan keeps shifting his base between Bangladesh and sometimes in Aizwal (Mizoram) and the surrendered people were actively associated with NLFT-BM network, taking advantage of the rehabilitation package. According to the report, NLFT-BM has been suffering from shortage of funds for the past one year and they could not even pay arms rent to Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K). As a result, the NLFT-BM wanted some money to procure arms and repay the rent. SFs had arrested three former NLFT-BM militants and collaborators, Dhanu Koloi, Bishu Koloi and Ratasree Koloi on June 17.

According to Police, the first incident took place near Zhekiye village, some 15 kilometers from Zunheboto, where two Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) cadres were killed in a reported ambush by rival NSCN-Khole-Kitovi cadres at around 6am on June 19. According to sources, NSCN-K cadres numbering around fifteen were reportedly surrounded by NSCN-Khole-Kitovi cadres near Zhekiye village where they were camping. The dead have been identified as “sergeant major” Ahovi and “lieutenant” Khejeto. Another NSCN-K cadre who was injured in the incident has been identified as “Corporal” Nyenmei Konyak. Police arrested the chief arms procurer of the Garo National Liberation Army (GNLA), an official said on June 20, Nagaland Post reports. Jackuish A. Sangma was arrested in the night of June 19 from Tura, the District headquarters of West Garo Hills when he was handing out an extortion note to a businessman, the Police official said. A foreign-made revolver along with six rounds of live ammunition, four GNLA extortion notes and seals were seized from Jackuish’s possession. “He (Jackuish) has been under our (police) scanner for several months after being released on bail from Shillong district jail for his involvement in procurement of arms and ammunition for the GNLA,” Mukesh Kumar Singh, District Police chief of West Garo Hills said. Singh said Jackuish procured arms and ammunition from suppliers based in Dimapur, a town of Nagaland, bordering Assam. In recent months, Assam Police have seized huge consignment of arms and ammunition, including rocket launchers, shells and foreign-made pistols, which were brought from Dimapur via Assam to Garo Hills. Jackuish has been involved in the recent procurement of arms and ammunition which were seized by Assam Police. The Police have registered a case against him based on the confession of some arrested GNLA rebels, Singh said. Police have booked Jackuish under various sections of the Indian Penal Code (IPC), Arms Act and Unlawful Activities Prevention Act.

Katini (38), of Makhan village in Senapati District, and her partner Abdul Basit (37) of Assam, were arrested by Special Operations Team (SOT) in Dimapur for possessing Fake Indian Currency Notes (FICN) in the night of June 20. The duo was caught along with FICN worth INR 25,500 from one of the hotels located at Golaghat road in Dimapur District. According to Dimapur Police, the SOT team based on specific inputs that a woman was “assisting” United Revolutionary Front (URF), raided the hotel and seized brand new FICN of INR 500 denomination amounting to INR 25,500, three mobile phones, ATM cards and some documents from the accused. Police in Manipur has been informed about the case and investigation was on to find the link between the accused and URF.

The Shillong Times reports that a new outfit, Hynniewtrep People’s Liberation Front (HPLF), has reportedly been floated in Khasi-Jaintia Hills Districts. Sources informed that the HPLF has been formed by certain surrendered Hynniewtrep National Liberation Council (HNLC) members. Sources also informed that the outfit is being led by Joplang Lyngdoh as the ‘chairman’, Thrang Marwein as ‘general secretary’ and DL Sawkmie as ‘information secretary’. Sources also alleged that the group is recruiting new members from all over Khasi and Jaintia Hills Districts. Presently, the group boasts of strength of about 25 to 30 members. According to sources, the group is in possession of various weapons including one AK-56 rifle, over ten .9mm pistols, five revolvers (.38 caliber), hand grenades and others. “The chairman, secretary and information secretary have recently met GNLA area commander, West Khasi Hills, Savio Marak with a request for support for their group,” sources further informed. “The HLPF is seeking help from Savio Marak to assist them in organising arms and also training for the newly recruited members of the outfit,” a source said, adding that in return, the HPLF would assist GNLA in its operations and also share 50 per cent of its ‘earnings’. Sources also informed that the organisation originated in Mawsynram area of West Khasi Hills and is operating all over Khasi and Jaintia Hills Districts. Sources also alleged that to strengthen the outfit, extortion drives are being carried out in Khliehriat and Dawki in Jaintia Hills and Borsora and Shallang in West Khasi Hills.

The killed persons include two civilians, two cadres of Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) and one Zeliangrong United Front (ZUF) cadre. Another militant killed has not been identified. While some reports said that cadres of NSCN-K and ZUF who were camping together at Haochong were attacked suddenly by rival NSCN-Isak-Muivah (NSCN-IM) cadres, other reports suggest that the gun battle did not involve NSCN-IM. The battle was fought between the NSCN-K and ZUF cadres who were camping together and the two civilians were killed by stray bullets. Even as Tamenglong District Police have moved to the site of gun battle, they have not been providing any definite information.

The Shillong Times reports that Director General (DG) of Border Security Force (BSF), U.K. Bansal, on June 22 asserted that Garo National Liberation Army (GNLA) ‘chairman’ Champion Sangma has been arrested and is currently jailed in Bangladesh. Bansal’s statement has confirmed reports appeared earlier that the militant chief is finally in the custody of the authorities. When asked for details about the arrest, the BSF official refused to comment further even though he said: “I am saying he is in jail from a long time now.” He said that the GNLA chief has to complete his sentence in Bangladesh before his extradition to India. Since his reported arrest in Bangladesh on November 2011, the GNLA ‘chairman’ is said to have been out of touch with the ‘commander-in-chief’ of the outfit, Sohan D Shira. However, the Meghalaya Police have so far maintained a stoic silence on the GNLA chairman’s arrest in Bangladesh. According to Bansal, both the BSF and Border Guard Bangladesh (BGB) are working closely to ensure that there is no cross-border movement along the Indo-Bangladesh border. The BSF official also made it clear that militant activities in the State are under control since the State is going to elections next year (2013). When asked about the anti-India insurgency camps that are operating on Bangladeshi soil, Bansal stated that these are intelligent reports which are sometimes reliable but are not verified reports.

A senior Police officer from Haflong, the headquarters of Dima Hasao, said troopers of 9 Madras Regiment of Army and Police started a joint operation at Milubra village, 16 kilometres from Lungting in north of the District and 51 kilometres from Haflong, acting on a tip-off by intelligence officials. The operation led to an encounter between the SFs and the militants in which the four militants were killed. SFs managed to arrest another while the rest managed to flee. The slain militants have been identified as Abhijit Kachari (NSCN-IM), Sanjay Naiding, Reddi Dimasa and Gilli Dimasa (DNRF). The arrested NSCN-IM militant is identified as Akeeba Sema. The arms and ammunition recovered from the militants include four AK-47 rifles, 236 rounds of ammunition, two Chinese grenades, mobile hand sets and a number of receipt books meant for extortion by the NSCN-IM.

Paul, who works in a pharmacy in Dalu, was found to be helping in providing medical assistance to injured and seriously ill militants of the GNLA. He would supply the cadres with medicines and also offered treatment to some. Sangtam confirmed that the two deserters had joined a Naga outfit but did not disclose the identity of the outfit. But sources said on June 6, havildar Hotrong Chang deserted with one 9mm pistol, 10 live rounds and one radio set and on June 18, havildar Neiphukhrie deserted with one AK rifle, 47 rounds of live AK ammunition and some rounds of 9mm ammunition and a radio set. The sources said the duo had joined a certain outfit based near Dimapur. In the past, several Naga police personnel had deserted with arms and ammunition to join militant outfits. In April, Assam Rifles arrested police constable Enyimi Chakhesang for allegedly supplying ammunition from the police central store, Chumukedima, to members of the NSCN-Isak-Muivah (NSCN-IM). The subsequent special investigation team probe led to implication of six Police personnel, including a superintendent of Police.

According to the church, some politicians use the militants as puppets and the election process has nothing to do with the aspirations and pursuits of the militants. “Their involvement has been annoying because by using arms and threats they have been stealing the rights of the general public,” the NBCC said. Over the last 15 years, militants have had a major impact on elections. Working for candidates or parties of their choice, they have been involved in booth capturing, issuing threats, assaults and even murders. Militants in Nagaland have been fighting for sovereignty for over 60 years. The NBCC, expecting things will take a turn for the worse in the next elections, has launched the “clean election” campaign.

Even though NSCN-K enjoys the benefit (cease-fire) of moving about freely in its region, the declaration which was made by a nine member Myanmarese team at a meeting with senior officials Government of India officials led by joint secretary (NE) Ministry of Home Affairs (MHA), Shambhu Singh in Kolkata (West Bengal) on the June 26 and 27 has posed as a set back to the peace pact. It was also reported that the Indian delegation expressed displeasure over the Myanmarese Government having signed the cease-fire pact with NSCN-K signatory Wanting Naga, an Indian origin Naga. The Myanmarese delegation accepted that it had overlooked on this issue and assured to verify the antecedents and nationality of every cadre or leader belonging to any Indian insurgent groups that they deal with. The Shillong Times reports that suspected Garo National Liberation Army (GNLA) militants abducted two businessmen, identified as Mithoo Prasad (45) and Binoy Karmakar (62), from Deku Bazaar in Chokpot, South Garo Hills District on June 28 at 3 pm. Karmakar accompanied by Mithoo Prasad, had gone to Chokpot for business related work when both were abducted, sources informed. Police have launched a massive search operation in and around the thick surrounding jungle to locate the abducted businessmen but their whereabouts have not been ascertained so far.

Biswamohan Debbarma, the ‘chairman’ of Biswamohan faction of National Liberation Front of Tripura (NLFT-BM) is virtually on the run, reports Assam Tribune. Especially after the arrest of Utpal Debbarma, ‘Foreign Secretary’ of the outfit and surrender of two top-ranking rebel leaders – Tipu Debbarma alias Titus and Salgora Debbarma. Biswamohan went to Myanmar after arrest of Utpal to have dialogue with United Liberation Front of Asom (ULFA) and Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) leaders for allowing him to establish a permanent base there. Further, both ULFA and NSCN-K leaders have reportedly agreed on providing space to the NLFT-BM for setting up base in Myanmar but on conditions, which include cadre strength, money, arms and ammunition. However, Biswamohan reportedly could not meet the conditions even eight month after the meeting with ULFA and NSCN-K. He, therefore, was not allowed to set up base in Myanmar. The NLFT-BM leader reportedly is e living in Dhaka but keeps changing his ‘house’ frequently to elude security agencies. According to intelligence reports, the cadre strength of the outfit is 135. However, around 70 over-ground collaborators have become ‘very active’, reports suggest. NLFT-BM has eight to nine permanent camps and eleven transit hideouts in Bangladesh despite repeated denials by Dhaka. The permanent camps are situated at Khagrachhari, Segunbagan Hangkong, Sajak, Bolcherri and Maithang.

Pro-Talks faction of United liberation Front of Asom (ULFA-PTF) leaders on June 29 sought a “practical approach” to decide issues anchored in Assamese identity that is the central part of the ULFA’s demands during their discussion with Union Home Secretary R.K. Singh, reports The Telegraph. Singh told reporters after the talks that ULFA-PTF ‘chairman’ Arabinda Rajkhowa also discussed the possible formation of Legislative Council in Assam that will have representation from the District councils and various communities. ULFA-PTF discussed the issue of illegal Bangladeshi immigration. ULFA-PTF also demanded recognition of some communities as Scheduled Tribes. After the talks, ULFA-PTF leadership described Centre’s response to the issues and termed the talks “cordial and positive”. The next round of talks is likely to be held in July. Other participating the tripartite talks included Sh. P.C. Haldar Government of India Representative for Peace Talks, Joint Secretary, North East (Sh. Nagaland Post reports on June 30 that the National Socialist Council of Nagaland-Khaplang (NSCN-K) expressed dismay over the Government of India’s (GoI) attitude towards the cease fire agreement (cfa) between the outfit and Government of Myanmar. Reacting to the Myanmarese Government declaration that it would “even” go up to the extent of scrapping its cease-fire deal with NSCN-K if the latter was found violating cfa by sheltering other Indian insurgent groups in the Naga autonomous region in Myanmar, NSCN-K viewed that signing the cfa has no negative feelings towards the GoI. NSCN-K Ministry of information and Publicity (MIP) secretary Sangso Mongzar Naga said that the uniqueness of Naga problem lies with Governments of both India and Myanmar. He said solution with GoI would not benefit the Nagas of Myanmar and vice-versa. “As for the NSCN entering into ceasefire with Myanmar authority for the Nagas of Myanmar side, it is because the NSCN wants a simultaneous solution with both from GOI and Myanmar government,” he said.
