A team of Imphal West District Police commando arrested an active member of United National Liberation Front (UNLF), identified as Akoijam Jiteshwor Singh (60), while conducting frisking and checking in front of District Collector office in Lamphel in Imphal West District on June 1, reports The Sangai Express. Incriminating articles along with a sum of INR 9,500 were recovered from his possession. On his disclosure, later, the team recovered 19 live rounds of AK-47 rifle ammunition from his residence. Investigation revealed that he was involved in transportation of arms and ammunition and extortion of money from the general public.

Assam Rifles (AR) busted an Khaplang faction of National Socialist Council of Nagaland (NSCN-K)’s “extortion racket” and arrested its ‘defense secretary’, identified as Kughato Chishi, in an operation at Molvom area in Dimapur District on June 1, reports Nagaland Post. Public Relations Officer (PRO) Inspector General of Assam Rifles - North (IGAR-N) stated, based on specific inputs the joint team launched an operation along Jharnapani-Molvom Road. The NSCN-K functionary was intercepted and upon identification/interrogation, Kughato confessed that he was an active member of the civil wing. During search, several extortion documents were also recovered.PRO said Kughato had also confessed that he had moved to Kohima from Dimapur (in Mar 2016) on orders of NSCN-K ‘finance secretary’ ‘Brigadier’ Akaho. PRO also said Kughato was tasked to carry out extortion from government departments based at Kohima. He had distributed around 20 extortion notes to various government departments, demanding payment of 24% tax of employees, within two weeks, PRO stated. PRO further claimed that Chishi was “directed to deposit the extorted money in an account which was to be informed by Khenlie Jumah w/o ‘brig.’ Akaho Jumah”.

Mizo Zirlai Pawl (MZP) (Mizo Student’s Federation) on June 1submitted a memorandum to Prime Minister (PM) Narendra Modi through Governor Lieutenant General Nirbhay Sharma demanding repeal of Armed Forces [Special Powers] Act (AFSPA), 1958, reports The Assam Tribune. The memorandum from North East Students’ Organisation (NESO) was submitted on the same day by all its constituent members in all the North East States to their respective Governors. The region’s student body also demanded formulation of a comprehensive policy on checking infiltration of illegal migrants from neighbouring countries. The Centre should take immediate initiatives to prepare a register of citizens by updating the National Register of Citizens, (NRC) 1951, which is the only official document on citizenship, they said.

The commissioner's warning came in the wake of the arrest of two suspected NDFB-IKS "recruiters" who were involved in demanding money from people here using the outfit's letterheads. The United National Liberation Front (UNLF) clarified that the ongoing movement spearheaded by Joint Committee on Inner Line Permit System (JCILPS) to implement Inner Line Permit System (ILPS) in Manipur is neither instigated nor sponsored by UNLF and that Khomdram Ratan is not related to the outfit in any way, reports Kanglaonline on June 4. A statement issued by M Sakhen Deputy Director Department of Publicity of the outfit contended that the movement of the JCILPS and UNLF are two separate entities with different goals. It asserted that the struggle taken up by UNLF is to retain the lost sovereignty of Manipur from the colonial rule of India while the one spearheaded by JCILPS is people’s movement to save the indigenous population of the state from the unabated influx of outsiders. Rubbishing the reports linking the outfit’s struggle with that of JCILPS movement, it claimed that the report published in a national daily was a plot jointly taken up by the Indian government and its intelligence agency to mislead the people’s movement taken up by JCILPS. Union Ministry of Home Affairs (UMHA) Joint Secretary Satyajit Garg, who visited Ashapara and Naisingpara refugee camps on June 4, conveyed the Central Government’s ‘message’ to the refugees. Besides passing the strong message to the refugees, Garg also held meeting with the refugee leaders at Naisingpara camp to know their mind. During the meeting, refugee leaders under the banner of Mizoram Bru Displaced People’s Forum (MBDPF) handed over a memorandum to the UMHA official.Their major demands include allotment of five acres of land to each family after repatriation, hike in the outlay of housing scheme and cluster wise rehabilitation. In the meeting, the refugee leaders also took up the issue of plight of Bru people after return to their homeland. Refugee leaders pointed out repatriated families are not happy after the resettlement in Mizoram.The Kanglaonline adds that about 31,300 Reang tribals, who call themselves “Bru”, have been living in seven makeshift camps in northern Tripura’s Kanchanpur areas adjoining Mizoram for the past 18 years. They had fled after an ethnic violence in Mizoram following the killing of a Mizo forest officer at the Dampa Tiger Reserve. The UMHA official said that the government has given utmost importance to erection of fence along the international borders with northeastern states at the earliest. “After the completion of fencing, infiltration, cross-border movement of militants and inimical elements, and smuggling of contraband would be checked to a large extent,” Garg added.

SFs first took into custody Pankaj Phukan and his interrogation led to the arrest of others. Annoyed over the aggressive posture of the HNLC which on June 5 threatened to unleash terror, the CM said the government wants to convey a message to the people that with a friendly neighbouring country and positive steps being taken by the Centre under pressure from the governments of the North East, action will be taken against HNLC and other militant groups which are using the Bangladesh soil. “We are hopeful that the Centre will convince Bangladesh to take action against the North East militants,” he said.The CM said that the fencing of the border is one of the solutions to address the problem, but the main issue is that of militants like HNLC operating from a foreign soil which needs to be addressed at the earliest. The CM also said the recent arrest of HNLC cadres along with United Liberation Front of Asom (ULFA) member who were planning subversive activities in Shillong is a cause of concern. Security Forces (SFs) believe that Garo National Liberation Army (GNLA), ULFA, HNLC, National Democratic Front of Bodoland (NDFB) and National Liberation Front of Tripura (NLFT), among other militant groups, have their camps in Bangladesh. Last year, during a border conference, the Border Security Force (BSF) had handed over a list of 39 camps or hideouts of various militant outfits to its counterpart Border Guards Bangladesh (BGB).While ruling out any political dialogue with militant outfits in the State, CM made it clear that the intention of the government is to ensure that the cadres of all the militant outfits give up the organizations they represent and join the mainstream. According to the CM, the stand of the government is clear that the militants should first give up violence and then come forward for talks. “But the case of the HNLC is that it has tied up with another banned organization – ULFA – to continue with their criminal activities,” the chief minister said. The same was the case with the GNLA, he added. The CM reiterated that learning from the past bitter experience of holding political talks with Achik National Volunteer Council (ANVC) which resulted in the formation of splinter groups including GNLA, no political talks will be held with any militant groups in the State.Earlier on June 5, HNLC alleged that the Chief Minister has sidelined the outfit despite it expressed willingness for peace talks and to join the mainstream, adds The Sentinel.

Chased by the Police, while they were in the general camp of the Garo National Liberation Army (GNLA), two more cadres of the outfit, on June 7, surrendered to the Police in Williamnagar in East Garo Hills District, reports The Assam Tribune. The two GNLA militants, who hail from Dimogre village in Rongsak in East Garo Hills and identified as Mithun Ch Marak alias Sildoreng and Roberth Ch Marak alias Alda, surrendered in front of Superintendent of Police (SP) Davis Nestel R Marak. The duo had joined the GNLA as recruits of the 6th batch and had undergone training in firing of pistols and rifles and use of hand grenades and bombs. The cadres were staying together with other GNLA militants in the general camp of GNLA when Meghalaya Police laid a siege on them, firing from all directions. After the surrender, they said that they have been leading a very difficult life in the jungle amidst constant fear of attack and expressed happiness to come over ground.

There are certain issues like in Manipur where there was a large attack recently. So the government of India is working on a plan to increase security along the Indo-Myanmar border,” he said.He expressed his concern over Arunachal Pradesh being used as a corridor and safe shelter by armed rebels from Nagaland. “Arunachal has faced the impact of insurgency from Nagaland. Certain areas of Arunachal are next to Nagaland and there is a real insurgency situation. We are addressing the problem of the corridors used by insurgents.” Garg said that the Indian government is in touch with all neighbouring countries including Myanmar to stop the trans-border movement of arms, ammunition and of militants. “The Government of India takes [the issue] up with everybody whether it is Bangladesh, Myanmar, China or Bhutan, everywhere there are strategic interests,” said Garg.He said that to bring long-lasting peace in the region the government of India has taken the initiative to continue peace talks with various insurgent groups in the region, for which there should be a congenial atmosphere. The National Investigation Agency (NIA) Special Court at Guwahati on June 8 convicted 18 members of the United National Liberation Front (UNLF), including its chairman Raj Kumar Meghen, under various sections of the Unlawful Activities [Prevention] Act (UAPA) and the India Penal Code (IPC) for various offences, including criminal conspiracy of terrorist acts and waging war against the Government, reports The Sentinel. The members of the outfit have been sentenced to rigorous imprisonment ranging from seven to 10 years for hatching criminal conspiracy of terrorist acts in Assam and Manipur and waging war against the Government of India. The NIA had submitted two chargesheets in the case, charging 25 persons for their involvement in terrorist conspiracy and waging war against the Government. Of these, 18 persons faced the criminal trial while the remaining seven are absconding.The Assam Tribuneadds that the case relates to a search conducted on April 30, 2010 at a rented house in Guwahati in which two persons including Khundong Tomba alias Bikramjit, vice chairman of the outfit and Y Nabichand, another UNLF cadre were arrested and a laptop, three pen drives, one mobile phone, one wireless internet connection and INR 50,000 in cash were recovered from their possession. In the subsequent investigation, NIA and Assam Police arrested 20 more members of the UNLF, who were charged with hatching terrorist conspiracy in Manipur and Assam. It was alleged that the outfit had indulged in large scale extortion from Government officials, recruitment of cadres, purchase of arms and ammunition, for waging war against the Government.The NIA also arrested UNLF chairman Raj Kumar Meghen alias Sanayama and a large number of digital articles like laptop and mobile phones were recovered from him and other cadres, which revealed financial dealings of the organisation as well as money trail of investments by the organisation.

Buoyed by the success, the state DGP said, “Rather than thinking of talks, we are putting more pressure on the rest of the GNLA rebels to surrender.” He further said that the Police force along with the other security agencies still have a task in hand. The GNLA led by ‘self-styled commander-in-chief (C-in-C)’ Sohan D. The official disbanding of the United A’chik Liberation Army (UALA) is set to take place on June 9 (today) at 2 pm at SMELC Conference Hall in Dakopgre in Tura in West Garo Hills District, reports The Shillong Times. The disbanding ceremony will be graced by Chief Minister (CM) Mukul Sangma in the presence of other ministers, Members of Legislative Assembly (MLAs), church leaders and senior citizens. West Garo Hills Deputy Commissioner, Pravin Bakshi, in a statement, informed that altogether 46 cadres of the outfit will bid adieu to arms during the disbanding and hand over weapons like AK series rifles, an light machine gun (LMG) and pistols along with arms. He said that it was assured the commander in chief of the outfit, Norrok X. Momin, will also be a part of the disbanding ceremony. “There are 27 cadres already in Baljek camp for whom the verification process is also complete and for the rest 19 it will be done in the same day as reporting. The district administration with police and official and non official interlocutors have been having a series of meetings in the past to pave way for the disbanding. In view of the spate of surrenders we hope this disbanding will set the stage for peace and reconciliation,” Bakshi said.The outfit had signed a formal agreement on December 18 last year (2015), adds The Telegraph. The outfit was formed in February 2013 by Norrok, a former action commander of the now disbanded Breakaway faction of Achik National Volunteer Council (ANVC-B). In October 2013, Novembirth, who was general secretary of the Garo National Liberation Army (GNLA), joined the outfit to be elevated to the rank of self-styled chairman. The outfit was formed with the objective of protecting the rights of Garos living in Assam and had a presence in the Garo-dominated areas of Goalpara and Kamrup. Involved in kidnapping, extortion and killing, there are several criminal cases pending against its cadres.The government stand is that all criminal cases will be followed up according to the FIRs and non-heinous cases will be withdrawn with the approval of the courts. Norrok was not present during the signing of the agreement. However, he was present in one of the meetings, out of four held in the past three months to discuss modalities and rehabilitation package.Intelligence reports indicate that the UALA has a sizeable number of AK rifles, small arms and hand grenades, which the group took away from ANVC-B camps before deserting the parent outfit. In 2013, the outfit came under sharp criticism for targeting a particular community during Diwali in Assam's Goalpara District. Seven lives were lost in the incident.

The Tripura Government will increase the number of women Police personnel to at least 20 per cent of the total strength, Chief Minister Manik Sarkar said on June 9, reports The Sentinel. “Currently, 13 per cent of the total police constables and 10 per cent of the total police force are women. Our government’s target is to raise the percentage to at least 20 in the next few years,” Sarkar said at the passing out parade of 554 newly-recruited Police constables in Agartala. The Chief Minister said, “Tripura State Rifles (TSR) has earned huge appreciation from many state governments and the Central government as the force has been deployed in a large number of states during elections, sports meets and other important events”. “Another 500 troopers of TSR would be recruited soon to increase the strength of this counter-insurgency force,” the Chief Minister announced. The elite TSR battalions, trained for counter-insurgency operations, were raised in March 1984 to deal with terrorism. Seventy-five per cent of its personnel are from Tripura while the remaining are from across the country. Currently TSR has 12 battalions, out of which nine battalions are India Reserve (IR) battalions.

While the State government is yet to disburse the one time financial package of Rs.1.5 lakh per cadre, Rs.3,500 monthly stipend per cadre has been pending for long, he said. When contacted, a State government official said the matter is pending with the Police headquarters, he added. According to the former militant leader, even now if the government is not keen on fulfilling the pending demands, this will send a wrong message to many cadres of other militant groups who are still in the jungle as they will be reluctant to come forward to join the mainstream.

Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) were arrested from different places in the Kokrajhar District on June 10, reports The Telegraph. Three of them, identified as Krwmdwo Basumatary, Sunsuma Basumatary and Bilipang Brahma, were arrested by Kokrajhar Police from Owabari village in the district while the fourth linkman, identified as Kundan Narzary, was arrested from neighbouring Bishmuri village. Three stolen bikes were recovered during the Owabari arrests, one of which was supposed to be handed over to an NDFB-IKS cadre on June 10. Kundan's call details reveal that he is in contact with cadres of the outfit in Myanmar. Bodoland Territorial Areas District (BTAD) Inspector-General of Police L.R. Though the State Government has entered into an agreement with United A’chik Liberation Army (UALA) leading to its disbandment on June 9 coupled with a series of surrender of Liberation of Achik Elite Force (LAEF) and Garo National Liberation Army (GNLA) militants in last month, the government is yet to fulfill the demands of Achik National Volunteer Council (ANVC) and Breakaway faction of ANVC (ANVC-B) militants as per the agreed text of settlement, reports The Shillong Times on June 11. Moreover, the disbanded ANVC and ANVC-B cadres are yet to get the one time financial package of INR 1.5 lakh per cadre and the pending stipend of INR.3, 500 per month for almost two years, report said. More than 300 cadres of ANVC and ANVC-B will avail the package which means that the State Government will have liabilities of crores of rupees. Other surrendered cadres of LAEF, GNLA and UALA are also supposed to get the same package thereby bringing additional burden to the State exchequer, report added.

Kokrajhar Superintendent of Police (SP) Sarma said Ansuri was arrested from Theka Bazar under Kachugaon police station in Gossaigaon subdivision of Kokrajhar District while Rekha was arrested from Bishmuri. "The two were arrested based on intelligence inputs about movement of the women cadres," Sarma said. The Police recovered INR 1 lakh and a mobile phone with SIM from Ansuri. The amount was extortion money collected from businessman, contractors and was to be handed over to B. Bidai, the ‘self-styled vice-president’ of the outfit, Sarma added.Separately, two NDFB-IKS militants, identified as Bharat Basumaraty alias B. Phunkhag and Dipak Daimary alias Dhunphang were arrested from Daisunguri in Kokrajhar District on June 13, reports The Telegraph. According to Police, acting on a tip-off the Security Forces (SFs) raided the house and campus of one Hafej Ali and found the illegal factory. The SFs arrested two persons, identified as Kitap Ali and Ekambar Ali, both residents of Morigaon District, while they were manufacturing handmade arms. Police recovered a huge quantity of instruments and materials, including electric wires, iron ball-bearings used in cycles, nuts and bolts, sharp weapons, ammunition of handmade rifle, among others. The incident occurred at ‘Shankar Tikri’ on the Line of Actual Control (LAC) of Yangtse area in Arunachal Pradesh with the PLA claiming the area belonged to China. The area, which is being guarded by the Indian Army, was immediately covered and Army moved in its men to prevent the aggressive PLA troops from crossing the perceived LAC in the region. According to a press release from AR, Nikato admitted his alliance with NSCN-K and revealed his service number as 12204. “The cadre was recruited with NSCN-K in January 2016 and had gone to Ponyu Camp (Myanmar) thereafter. While the Centre will allot INR1.5 lakh as per its rehabilitation policy, the State Government is planning to add INR 1 lakh more. “Hence the total amount to be availed by the UALA cadres is INR 2.5 lakh each”, the official added. As many as 68 cadres of UALA bid farewell to arms during the disbanding ceremony held recently in Tura. The official said that the current arrangement with UALA is different from the political level settlement with Achik National Volunteer Council (ANVC) - Breakaway faction of ANVC (ANVC-B) militants. Dibrugarh Police on June 17 claimed to have unearthed an Independent faction of United Liberation Front of Asom (ULFA-I)’s plan to carry out explosions outside the Bharatiya Janata Party (BJP) District office in Dibrugarh town in Dibrugarh District, following the arrest of a cadre of the outfit, reports The Telegraph. Police sources said that an ULFA-I militant, identified as Mamon Gogoi alias Biplob Asom (27) was arrested from a hideout at Betoni Sariali under Khowang Police Station in the Dibrugarh District last night (June 16). Nearly 700 grams of Trinitrotoluene (TNT), one detonator, one timer device, three battery cells and wires were recovered from him. Sources said during interrogation, the arrested militant, who hails from nearby Dulia Lahowal village, reportedly confessed to the Police that he was entrusted with a mission by the top ULFA-I leadership in Myanmar to carry out subversive activities like triggering blasts in Dibrugarh. The BJP District office at Amolapatty and a hotel at RKB Path opposite Dibrugarh Sadar Police Station were the targets, the sources said.Dibrugarh Superintendent of Police (SP), Bir Bikram Gogoi said that the arrested militant revealed that he was deputed by senior ULFA-I leader Arunodoy Dohotia (self-styled publicity secretary of the outfit based in Myanmar) to "execute the mission". The militant reportedly told the Police that he had joined the outfit last year and had undergone two months' training in the camp on making bombs and triggering blasts. The HPC-D has resorted to violence since 1994 to push its demand for an autonomous council in Mizoram for the Hmar tribals. “The Mizoram government would soon initiate talks with HPC-D militant outfit. However, we would not concede the demand for a separate autonomous district council,” Home Minister R. Lalzirliana said in Aizawl at a conference of the Mizoram Police Service Association. The people of the state were against formation of an autonomous body on ethnic lines, the Minister said. “We have sent feelers through local leaders to the HPC-D. The formal official initiatives would also be undertaken soon,” Lalzirliana said.Earlier, negotiations between the state government and HPC-D leadership got stuck in 2013 on the issue of extension of the period of suspension of operations. Lalzirliana had earlier said that no peace talks can be initiated with HPC-D unless the outfit eschews violence. Mizoram is the first and only state in India which got INR 182.45 crore from the central government in 2000-01 as “Peace Bonus” for keeping peace after decades of insurgency. That record was shattered on March 28 last year when the HPC-D ambushed a Police party in Mizoram and killed three personnel and seriously wounded six others.

Reiterating its support to the August 3, 2015 Framework Agreement between the Government of India (GoI) and Isak-Muivah faction of NSCN (NSCN-IM), the Nagaland Legislators’ Forum on Naga Political Issue has resolved to urge the Union Government and the NSCN-IM to take the Agreement forward and arrive at an honourable settlement which is acceptable to the Nagas, reports The Assam Tribune on June 19. Adopting a three-point resolution at a meeting in the conference hall of Nagaland Assembly on June 15, the House entrusted the Parliamentary Working Committee along with all elected members of Assembly including two MPs (Member of Parliament) of Nagaland, under the leadership of the Speaker and the Chief Minister, to go to Delhi and put pressure on the Central leadership for an early solution and also to find out the latest developments taking place in the negotiations between the Centre and NSCN-IM. The legislators’ forum also appealed to the Forum for Naga Reconciliation (FNR) and the Political Affairs Committee (PAC) to be more pro-active in bridging the gaps between the different political groups so that they can contribute towards solving the Naga political problem at this crucial juncture.

The Joint Action Committee (JAC) against Anti-Tribal Bills expressed its heartfelt gratitude and appreciation to all the tribal people of Manipur who had tirelessly volunteered and effectively carried out the 10-days economic blockade at Senapati, Kangpokpi, Motbung, Ukhrul, Tamenglong, Chandel, Singngat, Churachandpur and various other tribal areas, reports The Sangai Express on June 20. In a statement, the JAC said that the goods and vehicle keys confiscated by the volunteers of the JAC at Churachandpur can be claimed by the respective owners at Sulphate Pumbuk, Hiangtam community hall between 10 am and 12 noon on June 20. The JAC also thanked the President of India and the Union Government for upholding the sanctity of the Constitution by withholding the Protection of Manipur People’s Bill, 2015. It is the wish and prayer of the tribal people of Manipur that this Bill along with the other two ‘anti-tribal’ Bills – the Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill, 2015 and the Manipur Shops and Establishments (Second Amendment) Bill, 2015 – be withheld. Kuki Liberation Front (UKLF)’s former ‘joint secretary’, identified as Paokhothang Haokip alias MP Haokip was shot at by unidentified assailants in Molnom village in Churachandpur District on June 20 night, reports Nagaland Post. According to Police source, Paokhothang Haokip was shot at by the assailants who intruded in his house June 20 night, around 7.30 pm. He was immediately rushed to Churachandpur District hospital with bullet injuries on his abdomen. UKLF is a Kuki based militant group currently under suspension of operation truce with the Centre and State Governments. The elite 369 odd cadets of Meghalaya Police have already completed the three months basic police training, report said. The first batch of SF-10 cadets will have to go on with another three months training on riots and disaster management. The Chief Instructor on Commando Training of the newly raised SF-10, Brigadier (Retd) WR Sturgeon said, “The cadets including the 33 girls have been trained up to meet any situations and conditions that a commando may face.”A group of SF-10 have already deployed in Garo Hills in the name of training when the objective was to aid the counter insurgency team in flushing the militants from the thick jungles of East and South Garo Hills, report added. Sources said that the trained SWAT (Special Weapons and Tactics) team will be absolved in the SF-10 team but they have to undergo another three months training as per the absorbed modules.

Imphal West District Police arrested a man who is the ‘publicity in-charge’ of Joint Committee on the Inner Line Permit System (JCILPS) Sagolband New Cachar road, identified as Nameirakpam Mangi alias Yaima (48) along with explosive materials from Yurembam Mayai Leikai in Imphal West District in the wee hours of June 23, reports The Sangai Express. He was arrested after the security team recovered 27 Gelatine sticks, 50 detonators, two 6-feet long non-electric safety fuses, two mobile phones and one Honda Activa during the raid, the Superintendent of Police (SP) Dr AK Jhalajit said. Nameirakpam Mangi is said to be a member of National Revolutionary Front of Manipur (NRFM). SP further stated that Mangi revealed that he is working under the direct command of NRFM ‘commander’ Binodon alias Kishan alias Wangba and Dhabalo alias Paikhomba. Union Home Minister (UHM) Rajnath Singh on June 24 has sought a report on how two former insurgents sheltered in a Manipur Rifles camp were shot dead, reports The Sentinel. The killers escaped after the audacious Tuesday (June 21) evening attack. Ningombam Nabachandra, a former chairman of the People’s Revolutionary Party of Kangleipak (PREPAK), and his driver-cum-bodyguard Leishangthem Sanjit were in a supposedly safe house in the heavily guarded camp at Khabeisoi in Imphal District. Somehow, gunmen of the “Red Army”, the military wing of PREPAK, sneaked into the camp, shot dead both men and escaped unnoticed by the guards and hundreds of personnel in the camp. No arrest has been made. Nabachandra had signed the Suspension of Operations (SoO) against the government along with some others and had been staying inside the camp for security reasons. In the meantime, the PREPAK on June 24, claimed responsibility for the killings and asked nine other former insurgents to surrender to the outfit.

The Eastern Naga National Government (ENNG) on June 27, alleged that Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) is putting “severe pressure” upon the people of Tirap, Changlang, and Longding of Arunachal Pradesh, reports The Morung Express. “The forceful taxation is highly imposed towards the poor local people and it is against the Nagas’ humanity and gross violation of international human rights,” stated a press release issued by R. Stephen Naga, ENNG President. Since the beginning of the entry of NSCN-IM and Khaplang faction of National Socialist Council of Nagaland (NSCN-K) into Tirap, Changlang, and Longding (TCL) in 2002 and 1998 respectively, both the factions have killed many civilians, it alleged. They then started heavy imposition of taxation, where maximum revenue was collected from villagers, local contractors, tea growers, Members of legislative Assembly (MLAs) etc, it added. It went on to state that the Arunachal Pradesh general assembly election is entirely under the control of the NSCN-IM. “And the present situation of the Nagas of Changlang district is extremely worse. The NSCN (IM) cadres are forcefully collecting taxes per village Rs.40,000 (forty thousand) and Rs.20,000 (twenty thousand) from each truck and elephants owners and even the daily earners are forced to pay tax,” the release alleged. ENNG further accused that when the group’s demands are not exactly fulfilled, the villagers are ill treated and beaten up. “The Nagas of Arunachal Pradesh, the so-called TCL are not an enemy to their organization nor the people invited them to come to our land for sovereignty but the people were well wishers at the cause of your demand, when you say so, and you have promised to bring peaceful solution,” the release stated.The release also said that forceful taxation is hampering the developments of the area and the local people are led to poverty line. It is also creating disunity within the peace loving people. Therefore, the ENNG informed the Government of India to cross check the NSCN-IM activities in Tirap, Changlang and Longding to maintain peace and harmony. In the meanwhile, it lamented that the Framework Agreement signed on August 3, 2015 between the NSCN-IM and Government of India excludes stakeholders from Arunachal, Assam, and even Manipur. The newly formed Gorkha organization christened United Gorkha Committee Manipur (UGCM) was formed during a meeting at Rose English High School in Kanglatongbiin Imphal West District. While it resolved to name the committee as “United Gorkha Committee Manipur” which was reportedly constituted by various Gorkha civil bodies’ leaders, it also nominated some prominent Gorkha leaders and subsequently elected the office bearers of the newly formed committee. Hari Prasad Nepal, Bhumi Prasad Vikas and Shiva Kumar Basnet were elected as president, vice president and general secretary respectively while LB Adhikari, Karan Rai, Dillip Bhurtel and Rajen Rai were elected as the joint secretaries.Speaking to media persons after the meeting, Hari Prasad Nepal said that the Gorkhas in Manipur have various civil bodies but there is no organization to represent the entire Gorkha community as a whole on any issue so far in the State. Police and the Indian Army, in a series of joint operations over last few days, arrested 11 cadres of the recently-floated militant outfit, Halam Tiger Force (HTF) from Umrongso in Dima Hasao and Larkercha village in West Karbi Anglong District along Assam-Meghalaya border, defence sources claimed, reports Nagaland Post on June 29. The operation led by Major Rajneesh and Lieutenant Pratik also recovered two 9mm pistols, three 7.65 pistols, three rifles, one hand grenade and 40 rounds of live ammunition from the militants. The arrested militants confessed before the interrogators that the chief of HTF is camping in Manipur, sources further said. The unearthing and arrest of a majority of cadres of this outfit which has links with Karbi People's Liberation Tiger (KPLT) and United People's Liberation Army (UPLA); has been a major setback to the nexus between the outfits which have been involved in kidnapping, extortion and ‘tax-collection’, added the official.

Under the aegis of Joint Committee on the Inner Line Permit System (JCILPS), womenfolk staged protest demonstrations at Haobam Marak Lourembam Leikai, Haobam Marak Chingtham Leikai, Konjeng Leikai Club Keithel, Konjeng Langpoklakpam Leikai, Kwakeithel Konjeng Leikai, Kwakeithel Konjeng Awang Leikai and Kwakeithel Lamdong Leikai. The Assam Rifles (AR) on June 28, said it has busted an abduction plot, which was to be carried out by Manipur based People’s Revolutionary Party of Kangleipak (PREPAK), reports Morung Express. The abduction plan was reportedly hatched in Dimapur District and the abduction was to be executed in Lahorijan area of Karbi Anglong District of Assam. According to Public Relations Officer (PRO) AR, Inspector General of Assam Rifles-North (IGAR-N), units of IGAR-N, 37 AR and 28 AR in a series of operations carried out between June 22 – 24, busted a plan for abduction of Bulk Petroleum Lorry (BPL) drivers of Assam Oil Company (AOC) from Lahorijan area on June 27, 2016. During the operation, one ‘self styled’ ‘sergeant major’ of PREPAK and four Over Ground Workers (OGW) working for the insurgent group were arrested along with two weapons and ammunition. The plan for abducting BPL drivers was conceived by PREPAK to extort money from AOC. Three OGWs of Dimapur area were tasked on May 2016 but they failed to execute the plan. Subsequently, two Manipuris (one self styled sergeant major and one OGW) were inducted into Dimapur in the first week of June 2016, the AR press release stated. The IGAR-N reported that this is the first time that criminal presence of the Manipur based insurgent group in Dimapur & Lahorijan has been unearthed.Meanwhile, GPRN/NSCN [Government of People’s Republic of Nagaland / Nationalist Socialist Council of Nagaland] welcomed members of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) into its fold during a formal programme organised for them at CHQ Khehoyi in Dimapur District on June 28, wherein its 'Kilo-Kilonser' (Home Minister) welcomed the new members on behalf of the collective leadership, reports Nagaland Post. According to GPRN/NSCN Ministry of Information & Publicity (MIP), the NSCN-IM members joined the group as they have decided to uphold the decision of Konyak Union in particular and Eastern Nagaland People's Organisation (ENPO) in general that is “unification first and solution” and to serve under the “dynamic” leadership of GPRN/NSCN president ‘general retired’ Neokpao Konyak and 'ato kilonser' (Prime Minister) N. A foot patrolling party of Somsai Battalion while sanitizing the road found a suspicious object wrapped in a polythene bag lying approximately 300 meters away from the highway, said a press release issued by Public Relation Officer (PRO) of IGAR-S. The Bomb disposal team of the paramilitary force was called to the site and later, the IED weighing around 4.5 kilograms was neutralized at 4:15 pm, the press release added.Meanwhile, five cadres of the KK Nganba faction of the Kangleipak Communist Party (KCP-KK Nganba) including their ‘chairman’ and ‘general secretary’ were arrested by Police along with weapons in Imphal East District on June 29, reports Kanglaonline. It is said that two of the five arrested men were involved in the killing of former People’s Revolutionary Party of Kangleipak (PREPAK) ‘Chairman’ Ningombam Nabachandra alias Nongdrenkhomba and his driver Leishangthem Sanjit. The five arrested cadres were identified as self-styled ‘Major’ Thokchom Gouri alias Ibungo alias Kosam (25), self-styled ‘Chairman’ Chongtham Manglemjao alias KK Nganba (63), self-styled ‘General Secretary’ Tongbram Sanjit alias Pari alias Boy (42), self-styled Cpl Leichombam Naocha alias Malangba (24) and self-styled Private Ahongshangbam Kingson alias Yaiphaba (23). It was learnt that Malangba and Kingson shot dead Nongdrenkhomba and Sanjit, and two 9 mm pistols used by them have also been recovered. One pistol was embossed with the words ‘Burma Army’ and it had three bullets while the other pistols were embossed with the words ‘Beretta USA Corp’ and it had two bullets, Imphal East Superintendent of Police (SP) Kamei Angam Romanus said. While Gouri has been remanded to Police custody till July 1, the four others have been remanded to Police custody till July 8.

Addressing the gathering at AR Ground in Aizawl to mark the 30th anniversary of the signing of Mizo Accord, Lal Thanhawla said the troubled past of Mizoram did not differentiate between the weak or the strong, the rich or the poor but it had a devastating and crippling impact on the entire population of Mizoram. "It affected all aspects of life and the economy resulting in untold hardships of the people," he added. Stating that the root cause of strife in Mizoram, which lasted for two decades, was political in nature, he pointed out that it could not be put down either by the power of the gun or the might of the armed forces and hence, it was solved through political dialogue and politics.

The Central Government on June 30 renewed its “disturbed area” notification on the entire state of Nagaland, allowing the armed forces power to search, raid and arrest without a warrant under Armed Forces [Special Powers] Act (AFSPA) for another six months, reports Morung Express. In its notification, the Union Ministry of Home Affairs (UMHA) said that it is of the opinion that the area comprising the whole of Nagaland “is in such a disturbed and dangerous condition” that the use of armed forces in aid of the civil power is necessary. “Now, therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958, the central government hereby declares that whole of the said state to be a ‘disturbed area’ for a period of six months with effect from June 30, 2016 for the purpose of that Act,” the notification said.The announcement came three days after the demise of Isak Chishi Swu, ‘chairman’ of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), at a hospital in New Delhi following multi-organ failure. Though the notification did not specify the reasons for declaring the entire Nagaland as “disturbed area”, officials said it is continuation of an order issued years ago and is based on the assessment of the prevailing situation in the north-eastern state, which has continued to be “critical.” Killings, extortion, factional clashes and other subversive activities have been going on in different parts of Nagaland at the behest of a few insurgent groups, they said.Even though NSCN-IM has been engaged in a peace dialogue with the central government, another faction led by SS Khaplang continues to attack Security Forces (SFs) both in Nagaland and in Manipur, the officials said.
