The militants surrendered at a function at a Muga farm, Taruk Para, near Boko, just after the District Development Committee meeting held on Monday with the Deputy Commissioner in the chair. They also deposited one hand muzzle loading gun, one, one 303 rifle with four rounds of live ammunition, one 12 bore SBBL gun, 2 SBBL guns and two handmade SBBL guns.

In an attack on a police jeep carrying civillians, the outlawed United Liberation Front of Assam (ULFA) killed seven people, including two officers of paramilitary forces. One ULFA rebel was also killed in the incident that took place near a village in Tinsukia district, 600 km east of the State capital, Guwahati. The incident comes as part of ULFA's stepped up activity that has claimed the life of one Minister some time back while another narrowly escaped two days earlier. Troops in Assam have been put on maximum alert, with army police and paramilitary forces launching a joint counter-insurgency operation in militant-infested areas.

As a consequence of operations by the Bhutan Army, United Liberation Front (ULFA) militants have been forced to shift a key camp near Phukapthong towards Tshelingkhar lying in northeastern direction near the Arunachal Pradesh border. The Bhutanese army has been exerting pressure on the ULFA and Bodo militants holed up in the forests on the southern fringes bordering Assam. In another significant development, the joint operation by Indian Army and Myanmar Army has forced the militants to move towards Southwest Myanmar, bordering Chittagong Hill Tracts of Bangladesh.

Chief Minister Prafulla Kumar Mahanta categorically stated that as long as Indian insurgent groups were granted safe passage and bases by neighbouring countries––Bhutan, Bangladesh and Mayanmar––it would be difficult to root out militancy in the affected regions. He had expressed serious concern at the nexus between Pakistan’s Inter Service Intelligence (ISI) and militants in India’s Northeast and added that this had to be destroyed in order to contain the activities of the insurgents in the region. Mahanta reiterated his government’s commitment to resolving the problem through dialogue and had assured the ULFA leadership that they would be provided security if they came for negotiations.

Assam Chief Minister Prafulla Kumar Mahanta alleged on March 14 that Pakistan’s High Commissioner in Bangladesh was playing an active role in sending United Liberation Front of Assam (ULFA) militants to Pakistan for arms training. He also pointed out that Pakistan’s Inter Services Intelligence (ISI) operatives have recently stepped up their subversive activities in the Northeast. He maintained that ISI operatives have launched a three-pronged strategic attack in the region—training and supply of arms to the militants, disturbing the communal harmony and masterminding the subversive activities including blasts in oil pipelines, rail links and passenger trains.

Replying to a question in the State Assembly on March 17, Manipur Chief Minister W Nipamacha Singh said that the government will consider the possibility of announcing a cease-fire in the State so as to bring all the 19 insurgent groups operating in the State to the negotiating table. He, however, added that the process would take time as the groundwork for the cease-fire was yet to be done. Nipamacha Singh also disclosed that an informal meeting with the Mizoram Chief Minister has been held “to contain the insurgency movement in the State” He added that the Assam Chief Minister will also be approached soon for coordinating anti-insurgency operations. Answering a barrage of questions Nipamacha Singh asserted that the process for negotiation would take sometime as the number of insurgent groups in the State was quite large. He revealed that despite government feelers, none of the groups had so far responded. The arrested militants who belong to (Peoples Liberation Army) PLA,(Peoples Revolutionary of Kangleipak) PREPAK and(United National Liberation Front) UNLF of Manipur also disclosed that the Myanmarese army had destroyed the National Socialist Council of Nagaland – Khaplang [NSCN (K)] central headquarters and begun proceeding towards the general headquarters (GHQ) of the militant outfit. The attack on the GHQ has also forced the chairman of NSCN (K), S.S. Khaplang, to seek refuge in the jungles. Some of the fleeing cadres have managed to enter Nagaland while most of the fleeing militants, mostly (United Liberation Front of Assam) ULFA and NSCN (K) cadres are believed to have sneaked into parts of Arunachal Pradesh and Nagaland. The actions of the Myanmarese army comes as a sequel to a series of bilateral discussions between India and Myanmar, where it was agreed to share intelligence to curb cross-border militancy, drug peddling, smuggling and maintain proper border management. Within Nagaland, the Tuensang district has witnessed fierce factional feuds between both the factions of NSCN, which had claimed 43 lives in 1999. In the past three months, 10 factional clashes have caused deaths in the district. The battle between the Khaplang and Isaac Muivah factions of NSCN in the district is aimed at achieving full control over the region, which borders Myanmar.

Meanwhile the Assam Government is in a peculiar situation after the Central Government's reluctance to introduce any recruitment schemes for absorbing surrendered militants. The issue has assumed urgency since the training course initiated by the State government for the first batch of surrendered militants of the United Liberation Front of Assam (SULFA) expires in May 2000, and the Centre is yet to come out with any package to absorb them. The State's Home Secretary has rushed to the Ministry of Home Affairs to plead its case, as failure of the government to absorb them would render the initiatives taken by the State meaningless and provide an opportunity for resurgence of militancy in the State. A similar surrender package offered by the Meghalaya government has failed to evoke any response from the militant groups operating in the State. This was stated by Chief Minister E K Mawlong while replying to a question in the State Assembly, on March 31. According to the Chief Minister, not a single militant in the State has so far surrendered under the scheme for surrender-cum-rehabilitation announced by the government in September 1999.
